It is expected that hotel buildings will be large-scale, luxurious and multiplex according to the needs of modern functions. In addition, building users, who are many and unspecified persons, are short of information on the buildings, so that they may be injured or killed at the occurrence of fire accident. Therefore, in order to overcome such problems, hotel buildings need systematic fire protection facilities concerning particulars to pay attention to the safety on a fire and an evacuation. This study has investigated the following matters. First, it examined hotel use records, statistics relevant to fire accidents, a case investigation related to fire accidents, survey on actual performance of fire protection awareness. Second, it investigated the design planning matters of hotel buildings. Third, it demand to amend the law and regulations related to physical Protection after analyzing them. The purpose of the study is to protect human being and properties at the occurrence of fire accident, and to present basic material for design of hotel buildings to minimize damages and losses.

Recently, evacuation safety of a resident of building become the major concern, because building has been higher and more complicated. Buildings in Korea should install the natural smoke venting or mechanical smoke exhaust equipment according to the building law. The smoke control is the most important to guarantee the evacuation safety. This study evaluate the influence to the height and temperature of smoke layer by enlarging smoke vent size and operating sprinkler system using CFAST (Version 6). Smoke venting size is larger, the effect to height and temperature of smoke layer is increased in below 5 MW fire. But, the correlation of these is decreased in above 10 MW fire. The case that opened smoke vent and sprinklered are applied, life safety criteria are satisfied regardless of fire size. After design the fire scenario according to the service and size of building. Install the smoke vent suitable for the fire size and verify that by experiment or simulation.
In complex buildings, Way-finding is the most important factor for safe evacuation. Recently, evacuation guidance systems using smartphones have been developed. However, smartphone evacuation guidance maps used in these studies appear different from those used in previous studies due to the lack of established standards. Therefore, in this study, we conducted a preference survey of evacuation guidance maps as a basic research for establishing evacuation guidance maps using smartphones. The components of smartphone evacuation guidance maps were selected using regulations and analyses conducted in previous studies, and preference surveys were conducted using the size of each component. Through this research, we suggested a method to create a high preference for each component of an evacuation guidance map.
This is for Criminal Law problem that can be happened during the rescue working of 119 rescue member. There are mainly 3sections can be Criminal Law Problem. At first, denying a rescue request. Second, thing that do not transfer patient or people need someone's help by their refusal. Third, emergency medical management. It can be criminal act if somebody do the 3sections thing under Law about emergency medical treatment. It also can be homicide under Criminal Law or accidental homicide, a charge of injuring a person if people need rescue die or become worse through the work. Rescuers are responsible for a criminal case by their carelessness and fault. A plan has to remain to protect them when they do violence to the life and health of a people inevitably. This paper examines the plan can protect them through the analysis and application of related Law about rescuer's work which can be Criminal Law Problem, presents rational establish plan of Rescuer Protect Law to make them their job well as a rescuer.
A Semi-Incombustible Composite Insulation Board (SICIB) that can be applied to building construction and ships was developed. The SICIBs comprised of pine leaf powder, vermiculite. The incombustibility, semi-incombustibility, and U-factor of the developed SICIBs were measured. The incombustibility of the each SICIB was determined by the proportion of combustible flexible binder and pine leaf powder. SICIB satisfied the incombustibility test without a combustible flexible binder and pine leaf powder. In addition, SICIB with 6% of pine leaf ensured its semi-incombustible performance. A combustible flexible binder or pine leaf powder over 6% failed the fire-resistant performance of SICIB. In addition, SICIBs with incombustible/semi-incombustible finishing and a 200 mm insulating layer (glass wool and sprayed poly urethane foam) met the U-factor of an external wall for buildings described in the Korean building code.
In this study, to recognize the limitations and problems of fire safety in existing deteriorated buildings in Korea, and to analyze the fire case of Jongno Gooshiwon, the fire life safety assessment was performed and analyzed through fire egress simulation and analyzed the domestic and foreign related codes and regulations. In order to secure the fire safety of existing deteriorated buildings, it is necessary to adopt the systematic introduction and application of fire safety performance evaluation of buildings based on quantitative and objective indicated method for performance maintenance and management for fire life safety.

Recently, the damage which is caused by human misfortune in the underground space have increased. However the regulation and law for the underground space safety is still poor. Therefore in this paper, we propose the scheme for the construction of safety management systems on underground multiplex facilities. We analyze the problem of the current law, and present the scheme for the underground shop fire fighting facility. It contains the tree structure to management the underground space according to the construction phase, the facility and immediacy equipment. This safety management system will rearrange the scattered underground space management system.
Article 36 of the Building Code Enforcement Ordinance requires that an exterior evacuation stairs be installed for the buildings of three stories and over with cultural facilities or gathering places which have over $1,000\;m^2$ floor area of public performance halls or recreational facilities. The concentration of population together with the increase of high-rise buildings in cities call for various precautionary measures to be taken against human disasters. For the past ten years high-rise buildings showed 85% of increase, marking a steep rise. This increase of high-rise buildings may lead to human disasters in urban areas and, in case of fire breakout, may cause great loss of human lives and property damages. The most difficult fire-fighting activities in high-rise building fires are those of evacuation. Because smoke spreads through the upper floors, the securement of evacuation route in high-rise buildings may be the only way to minimize loss of lives. In high-rise buildings exterior escape stairs are necessary because it is difficult to secure evacuation route with only direct stairs or interior stairs. The Building Code now in force provides insignificant coverage on the exterior evacuation route installment and therefore becomes an inadequate means for evacuation route securement in high-rise building fires. To compensate for this inadequacy the Building Code should be revised to include a mandatory clause that an exterior evacuation stairs be established for the buildings of ten stories and over which can be categorized into high-rise building group.
Nuclear power plants (NPPs) in Korea are required to be maintained using a defense in-depth approach to prevent leakage of radioactive substances outside the plant and allow safe shutdown in the event of a fire. Periodic testing must be conducted to ensure that the fire protection facilities perform as required by the laws for various nuclear reactor types. In June 2017, for the first time in Korea, a nuclear plant, Kori Unit 1, was permanently shut down. It was prepared for decommissioning in accordance with the fire protection regulations imposed by the regulatory body. However, a standard protocol is necessary for systematically establishing the fire protection program for decommissioning of NPPs in the future. Therefore, the nuclear legal systems of countries with many operating nuclear power plants, such as the United States, Japan, Canada, and various European countries, were reviewed and guidelines for establishing a fire protection program for decommissioning NPPs was suggested; the fire protection requirements stated by Reg Guide 1.191 (Decommissioning fire protection program for NPPs during decommissioning and permanent shutdown) were used as a model. Suggestions for establishing legal regulations to optimize fire protection programs and secure basic technology for decommissioning NPPs were also made.

An emergency generator is key equipment for fire-fighting to supply power to fire-fighting facilities, which protect property and people in cases of fire accidents. A rated load test for emergency generators must be carried out by connecting an emergency load to the generator in accordance with related regulations. However, a no-load test has been performed for emergency generators in general since serious problems can occur when the main power is cut off, including the damage of customer devices and shut down of critical loads. Therefore, this paper proposes a load test method for an emergency generator using energy storage system (ESS) without the interruption of main power. The emergency power system was also modeled based on PSCAD/EMTDC software, and a 200-kW scale ESS load test device was implemented. The simulation and test results show that the load test method is useful and practical for an emergency power supply system.
