The purpose of this article is to provide data to be utilized for marketing to attract future container cargo to the Korea-China Car Ferry Service and to estimate container traffic for the development of the International Passenger Terminal to be newly built in the Incheon Southern Port. An analysis of container traffic through the Passenger Terminal of Incheon Port showed that the container throughput of Incheon Port comprised 20% of traffic. The export cargo traffic in the International Passenger Terminal, 71.4%, or 111,698 TEU of 156,284 TEU in total, was brought from metropolitan areas. To increase the container traffic of the car ferry service currently concentrated on the metropolitan areas, more endeavor is required to strengthen marketing competence to attract container traffic to other regions apart from the metropolitan areas as well as provide general services.

9.11 사태 이후, 세계 각국은 개인 및 공공의 안전을 위한 국토보안에 대한 중요성을 한층 더 실감하고 이에 대한 노력을 더욱 강화하고 있으며, 이러한 과정에서 지능형 영상보안 기술의 개발 및 활용에 대한 중요성이 날로 증대되고 있다. 아날로그 CCTV에서 디지털 저장장치, IP 기반기술과의 결합과 지능형 영상인식에 이르기까지 영상보안 기술은 지속적인 진화를 거듭하고 있다. 이에 따라 기존의 시설물과 출입자에 대한 수동적인 녹화 및 감시에서 실시간으로 상황을 인지하고 자율대응할 수 있는 네트워크 기반의 지능형 시스템으로 발전하고 있다. 또한 공항, 군사, 항만, 도로, 교량 등 주요 국가시설, 지하철, 버스, 사무실, 카지노에서 산불감시에 이르기까지 매우 다양한 분야로 그 응용영역을 확대하고 있는 추세에 있다. 본 고에서는 이러한 배경을 토대로 영상 보안 기술의 현황과 시장동향, 지능형 영상보안 및 Human ID 기술, 최근 이슈와 발전 방향에 관하여 살펴보고자 한다.

Circling to land is a relatively dangerous maneuver. It contains the worst elements of IFR flight. There is a minimum obstruction clearance, a limited space in which to maneuver, an absence of visual reference, and trying to keep the runway in sight while preparing to land. At night it is quite a bit more than dangerous. The required continuous turn in marginal conditions that keeps the airport in sight is hazardous. Therefore, this paper proposes an application of GNSS to circling approach to reduce or remove chances of accidents which may occur under such unfavorable flight conditions. The study reviews relevant documents published by ICAO and FAA and provides scenarios for non-precision and precision approaches and circling approach based on the GNSS for Kimhae airport. Also requirements for the ground facility design are studied and provided.

신원확인을 위하여 생체정보를 수집하거나, 이용하는 데 있어서 준수하여야 할 생체정보 보호대책에 관한 중요사항을 정함으로써 생체정보의 안전한 이용 환경을 조성하고, 개인의 권리와 이익을 보호하는 것을 목적으로 한다. 본고에서는 유무선 통신환경에서 생체정보가 수집${\cdot}$저장${\cdot}$전송${\cdot}$폐기 전 과정에서 발생 가능한 취약점과 위협을 정의하고, 이에 대한 기술적${\cdot}$관리적 보호대책에 대한 가이드라인을 제시하고자 한다. 한편, ITU-T, ISO 등 국제 표준 및 국내 TTA 단체 규격 등과 호환 가능하도록 보안대책을 제시함으로서 국가 간의 생체정보에 대한 보호조치 방안에 관하여 상호 연동성을 보장한다. 본고는 유비쿼터스 환경에서 생체인식 국가인프라가 구축되는 시점에서 발생할 수 있는 생체정보에 대한 불신감과 인권침해 등의 사회적인 논란을 최소화하고 개인의 생체정보 보호기술의 발전과 관련 응용서비스 활성화에 기여할 것이다. 또한 전자여권${\cdot}$ 선원신분증${\cdot}$ 국제운전면허증${\cdot}$ 전자주민증 등 공항${\cdot}$항만${\cdot}$육로의 출입국관리에 생체정보의 활용이 전 세계적으로 보급 확산되는 시점에서 생체정보 활용 및 생체인식시스템에 대한 신뢰성을 제공함으로서 국내 생체인식산업의 활성화에 기여할 수 있다고 기대한다.

최근 전 세계적으로 수송수단과 산업시설에서의 배출로 인한 대기오염의 심각성을 강조하고 있다. 특히 항만과 공항에서도 대기오염의 중요성을 인지하고 있고 지역별 대기오염물질 배출 및 대기오염도 현황을 분석하여 각 시설에서의 종합관리방안을 도출하고 있다. 2020년부터 시행되는 국제해사기구(IMO)의 선박에서 배출되는 온실가스 즉, 황성분을 포함한 연소배기가스 중 CO2, SOX,NOX, PM2.5의 배출규제에의 대응과 배출규제해역(ECA)제도 도입에 따른 업계와 정부, 학회의 대비도 빠르게 진행되고 있다. 부산항에서도 항내계류선박과 하역장비에서의 오염물질 배출을 억제하기 위한 대체전력공급(AMP, Cold Ironing)에 대해 대응하고 있다. 본 연구는 도시주민의 건강을 위협하는 미세먼지(PM2.5)의 심각성과 배출가스의 저감을 위한 방안을 소개하고 오히려 이를 해운항만에서의 4차산업 발전의 계기로 대응하도록 하는 방향을 제시하고자 하였다. 산업화 과정에서 필연적인 대기오염을 저감시키는 방안이 새로운 해양산업으로 전환하기를 기대한다.

RFID란, 무선 주파수를 이용해 원거리에서 태그의 정보를 판독하거나 인식할 수 있는 객체 인식 기술 중 하나이다. 최근 바코드를 대체하여 RFID 기술을 이용하는 산업이 물류, 유통, 환경, 보안 등 다양한 분야에 걸쳐 전 세계적으로 성장세를 보이고 있는 추세이다. 특히 RFID 기술 중 위치 탐지 및 측정 기술을 이용한 사례가 많다. 본 연구에서도 이러한 기술을 이용하여 공항이나 쇼핑몰 등과 같은 넓고 개방된 공간에서 객체들을 추적하는 시스템을 구현하고자한다. 모든 객체들이 RFID를 가지고 있는 환경에서 Cluster와 센서 네트워크를 이용해 RFID를 감지하면 RFID의 데이터를 서버에 전송하고 서버는 이 데이터들을 분석하여 객체의 위치 및 동선을 추적한다. 객체 추적을 함으로써 정확하고 신뢰성이 있는 데이터를 얻는 것을 본 연구의 목적으로 한다.

유럽지역공업소유권연수에 대한 참가신청공문을 한국발명특허협회로부터 받아본 순간 흥분과 기대로 필자의 마음은 설레이기 시작하였다. 유럽지역은 특허제도의 발상지이면서 장기간에 걸쳐 정착화하고, 지금은 특허업무가 다변화하고 국제화하는 실정에 맞추어 많은 제도적 장치가 여거 기구에 의하여 마련되어 있는 곳이기에 특허업무에 몸담고 있는 필자로서는 일종의 메카와 같은 곳이었다. 따라서 개인의 자격으로는 쉽게 방문하기 어려운 프랑스 특허청 및 특허협회, 그리고 독일 특허청, 유럽특허청 또한 세계지적소유권기구(WIPO)와 이태리 특허청등이 연수의 대상으로 포함되어 있어 이번 연수에 참가하였던 모든 단원의 기대도 컸을 것이라고 충분히 짐작할 수 있었다.연수에 대한 준비의 모든 세부사항은 한국발명특허협회에서 치밀하게 마련이 되어, 1985년 11월 15일 결단식을 시작으로 유럽지역공업소유권제도 시찰은 무리없이 진행되기 시작하였다. 남계영 특허법률사무소 소장을 단장으로 연수단 10명이 김포공항을 출발할때 한국발명특허협회의 많은 임직원의 장도를 빌어주는 환송은 무척 고마웠다. 출발하는 1985년 11월 16일은 하늘까지 환송의 표시로 비를 뿌려주었던가. 아뭏든 많은 것을 배우고 경험하고 돌아와야 겠다는 다짐은 유럽상륙의 서막부터 더욱 굳어지기만 했다.

Terror for airplane, airport and passengers of the problems is being threat over the world. and since 9.11 terror of 2001 year, many countries have endeavored to prevent terror and have manipulate airport security part as important field. Especially, The U.S.A made Transportation security Administration in Homeland security adminstration and strongly execute for policies related anti-terror. many countries over the world enforce airport and airplane security facilities with science-technology contents. and with security exploitation for the passengers and freight security inspection level enforcement, many countries also make effort to interupt aviation terror threat. In this process, in the center of developed countries that need science-technology contents adaption, much budget and personals are invested and exploited a security inspection instrument and complimented of many facilities As a result, according to the development of science-technology, prevention of Terror have much developed. The contents using intelligence-communication technology inevitably needed on the goal of terror prevention and safty. From simple monitoring for the people who come in and out airport to boarding process and inspection for the freight, security inspection process for the passengers, bio information input, confirmation, of the level that there is no cases of adaption of contents, The reality have generalized of using contents. The study is going to research contents application situation.

Recently, China has expanded enormously its economic trade exchange bilaterally with other nations and developed as the second largest aviation market in the world. While open skies bilateral agreements were signed between China and other countries, the agreement processes influenced the aviation market structure and market sharing heavily. This paper analyzed the Chinese aviation market by such three angles as market scale, competitive situation, and market concentration. It is concluded that the Chinese aviation market is the oligopolistic market structure tested by the Herfindahl-Hirschman Index. Finally, suggestions are given to the airlines operating in China such as joining the air alliance, paying attention to a different frequent flyer program (FFP) etc.
