Concentration in the Primary City and Economic Growth (수위도시 집중과 경제성장)

  • The study tries to shed empirical light on the relation between the concentration of population in the primary city and per capita economic growth of the country, using the data for 113 nations over the period, 2000-2010. The concentration of population is measured in two ways, the ratio of the primary city's population to the total and to the second city. Using the ratio of the primary city's population to that of the entire nation, the empirical results neither show the robust negative relations nor the reverse U relation between primary city's concentration and economic growth. The ratio of the primary city to the second city however turns out to have a negative relation to per capita GDP growth. This result implies economic growth of a nation can be enhanced by decreasing the gap between the primary and the second ranked cities and does not support the reverse U hypothesis by Handerson(1974, 2003).

  • In the era of the global coronal 19 pandemic, there is a risk of cross-infection in hospitals at the stage where treatments and vaccines are currently being developed and marketed, so individuals should enhance their acquired immunity and generalize their living systems by the performance of copper ions in the social environment. In order to prevent the spread of infection, the need for anti-bacterial film and its efficacy were analyzed through anti-viral performance tests based on research and development cases of worldwide and immemorial time. he Korea Construction Research Institute (KCL) has received anti-bacterial performance certification and anti-viral test scores from the "National Approval Performance Certification Agency." At the time, NCCP 43326 Human Corona virus (BetaCoV/Korea/KCDC03/2020), which was approved by the Centers for Disease Control and Prevention, was introduced to ensure that the activity rate of infected cells was satisfied in the anti-viral performance test. Anti-proliferation measures for the Corona 19 virus require a quality clinical trial study comparing the experimental group within the glass space where the antiviral copper film is constructed with the comparator of the same condition without copper film.

  • Even after Fukuyama declared "The End of History" in 1989, the challenge to liberal democracy continues. Controversy about totalitarianism is constantly being raised both internally and externally in democratic countries and leaders, as well as the US-China war of supremacy. In this paper, I explored a hypothesis about the totalitarian process, and to explain this hypothesis, I analyzed the case of Venezuela, which was once referred to as a welfare model state. This paper presupposes Fukuyama's insistence on the universality of liberal democracy but considers the last man Nietzsche argues for the last man he assumes. Accordingly, the process of totalitarianism was viewed as a process in which totalitarianism was institutionalized and spread internationally through the linkage and interaction of the last fallen humans, the masses, and totalitarians in the international and domestic environments. According to this hypothesis, the Bol?var Revolution and Chavez show the process of transformation into a typical quasi-totalism. Although the Venezuelan people preferred democracy, they remained the last man who had become a man of "rich consciousness." While investigating this hypothesis, it was confirmed that extensive and interdisciplinary studies such as digital t otalitarianism and the development of science and technology should be followed.

  • North Korea's cyber capabilities represent a relatively new threat to global financial institutions and foreign governments, particularly the U.S and South Korean governments. Based primarily on publicly available sources, such as journalistic accounts and scholarly publications, this qualitative paper analyzes the ways in which North Korean leader Kim Jong Un has bolstered his country's asymmetric power and advanced his line of byungjin (dual development in the economy and military). Particularly by merging the cyber and maritime domains, North Korean operatives generate more revenue for the regime and helps keep the heavily sanctioned leadership in power. Despite the increased international attention to North Korean hackers, few analysts have examined the important role of cyber in the DPRK's internal political culture, specifically in advancing Kim Jong Un's byungjin line. Cyber fits into the DPRK's longstanding tradition of irregular warfare and guerilla-based armed struggle. Cyber also further advances Kim's personal reputation in the DPRK as an economic innovator and military strategist. This paper pays particular attention to the role of the DPRK's cyber operations in both ideological and maritime contexts. Recently, North Korean hackers have targeted South Korean shipbuilding industries and developed a blockchain scam, known as Marine Chain. North Korean cyber agents have increasingly paid attention to the nexus of cyber and maritime domains in their activities.

  • This thesis is to study on the prospect of contemporary and theory of contemporary Chinese Neo-liberalism philosopher in the 1990s. The previous Chinese liberalists focused only on political and cultural liberalism, neglecting economic liberalism. As a result, liberalism has not taken root in China. Therefore, the social problems of contemporary China are caused by immature and unregulated market economy controlled by the government, not by the market economy. On the other hand, the social relationship in China is not capitalistic yet. The Chinese need to take the gradual developing step to modernize China. China needs to begin an effort to reform China by the way and speed of the refolution, which lies between reform and revolution; not by making new value system, but by keeping daily ethics and rediscovering the Chinese value system, which is the same as universal ethnics. Moreover, it can solve the mental, cultural problems of modern society. Modernization will be achieved not by ruining the Chinese traditions, but by adjusting the traditions, keeping, and strengthening. Consequently, China will be able to move from agricultural absolutism to modern democracy. The democracy can exist only based on the market economy. Therefore, the goal will be accomplished by democracy based on the market economy starting from Confucian tradition.

Policy Implication on UK's Net Zero 2030 in Water Industry (영국 물산업 분야 탄소중립 방안에 대한 정책적 시사점)

  • 국제사회는 1992년 기후변화협약 체결 이후 지구온도 상승을 2℃이하로 억제하는 등 기후변화 문제를 해결하기 위해 노력하고 있다. 그러나 1997년 선진국(38개국) 중심으로 2020년까지 탄소감축(교토의정서)을 선언하였음에도 불구하고, 미국, 중국 등의 감축의무 미참여로 인해 기후변화대응에 대한 한계를 노출한 바 있다. 그 이후 COP21(2015년)에서 모든 국가에 감축의무를 부여하는 신(新)기후체제를 출범함으로써 선진국뿐만 아니라 개발도상국도 2020년부터 탄소감축의무를 부담하게 되었다. 영국은 기후변화위원회의 권고에 따라 탄소중립경제(Net-Zero Economy) 실현을 위해 국가적 탄소배출 목표를 발표(2019년)하고 온실가스 배출 'Zero'를 기후변화법에 명시하여 모든 산업 인프라 및 환경에 적용시키려 한다. 전 세계에서 최초로 영국의 물산업 분야는 'Net Zero 2030 Routemap'을 발표하여 물산업분야의 탄소중립 실현을 위해 다양한 정책적 로드맵과 실행방안(시나리오)을 수립하였다. 이러한 실행방안은 국가정책에 부합하고 자국내 물기업의 탄소저감 실행계획의 수립을 지원하는데 그 목적이 있다. 구체적인 실행방안은 탄소중립 달성을 위해 비용, 효과, 기술수준 및 기간 등을 고려하여, ①수요주도형, ②기술주도형, ③자연친화주도형, 그리고 ④복합형으로 제시하고 있다. 실행시나리오에 따르면, 수요주도형은 상하수도 분야 수요관리 및 기술, 설비의 효율화를 통한 배출 저감 방안으로 2018~19년 기준, 총배출량 2.41MtCO2e에서 2030년까지 0.54MtCO2e으로 약 77%의 감소효과를 기대하고 있다. 기술주도형의 경우, 심각한 탄소배출 분야의 기술개발 및 혁신을 통해 배출량을 최소화하는 시나리오이며, 총배출량(2.41MtCO2e)을 0.10MtCO2e(약 96%)까지 감소시키기 위한 방안이다. 자연친화주도형은 물기업의 자산 및 그 외 지역에 자연친화적 환경조성을 통한 탄소상쇄방안을 중심으로 총배출량을 0.88MtCO2e(약 63%)까지 저감하는 효과를 나타낸다. 마지막으로 복합협은 시나리오별 실효성과 적용시기를 고려할 때 가장 효과적인 방안으로 약 74%의 저감효과를 나타내지만, 시기적절성, 효과성에서, 가장 최적의 방안으로 제시되고 있다. 본 연구는 이러한 영국 물산업 분야의 탄소중립 정책과 실행방안 분석하고 그 시사점을 제시함으로써 국내 물산업 분야의 탄소중립을 위한 구체적 실행계획 수립에 이바지하고자 한다. 물산업 분야의 탄소중립은 기존 물산업 가치사슬 변화 등 물산업 생태계 전반의 변화를 초래할 것이며, 이러한 변화는 국내 물산업의 자본·운영시장의 비용증가에 대한 도전과 신재생에너지 기술 등 탄소 중립 기술 습득 및 새로운 일자리 창출 등 신(新)시장체계에 대한 기회가 동시에 상존한다.

Decentralized Autonomous Organization (DAO) as a Metaverse Governance: A Case Study of Decentraland DAO (메타버스 운영조직으로서 탈중앙화자율조직(DAO) 사례분석: 디센트럴랜드를 중심으로)

  • Metaverse, which supports social and economic activities in the virtual world, is being cited as the core of future Web 3.0 businesses. However, most of the major metaverse platforms currently adhere to the Web 2.0 system and are operated in a centralized manner. Accordingly, this study investigated the form of metaverse operation by examining the case of Decentraland, a metaverse platform operated as DAO, a decentralized autonomous organization in the form of Web 3.0. From the case analysis, we found that Decentraland had positive characteristics such as a horizontal operating structure, fair profit distribution, and transparency, but there were challenges including the possibility of returning to centralization in the operating process, the possibility of abuse of an autonomous system, and inefficiency in decision-making. Therefore, in this study, the timing of transition to DAO governance was discussed, and DAO's efforts for business continuity and the need for adjustment for autonomous operation were suggested as implications. The implications presented in this study are expected to contribute to materializing not only practical but also theoretical aspects of platform operation aimed at web 3.0 as well as the metaverse.

Islamist Strategic Changes against U.S. International Security Initiative (미국(美國)의 대외안보전략(對外安保戰略)에 대응한 이슬람Terrorism의 전술적(戰術的) 진화(進化))

  • Since the beginning of human society, there have always been struggles and competitions for survival and prosperity, terrorism is not a recent phenomenon, however in modern times it has progressed to reflect the advances in civilization and power structures. At the time of the 9.11 terrorist attacks in the U.S. A., a new world order was in the process of being established after the breakdown of the Cold War era. The attacks drove both the Western and the Islamic worlds into heightened fear of terrorism and war, which threatened the quality of life of the whole mankind. Through two war campaigns against the Islamic world, it seems the U.S. has been pushing its own militaristic security road map of the Greater Middle East democratic initiative, justifying it as a means to retaliate and eradicate the terrorist threats towards themselves. However, with its five-year lopsided victories that cost the nation almost four thousand military casualties, and the war expenses that could match the Vietnam war, the U.S. does not yet seem to be totally emancipated from the fears of terrorism. Terrorism, in itself, is a means of resisting forced rules a form of alternative competition by the weak against the strong, and a way of expressing a dismissive response against dictatorial ideas or orders which allow for no normal changes. Intrinsically, the nature of terrorism is a reaction opposing power logics. Confronted with the absolute military power of the U.S., the Islamic strategies of terrorism have begun to rapidly evolve into a new stage. The new strategies take advantage of their civilization and circumstances, they train and inspire their front-line fighters on the Internet, and issue their orders through the clandestine network of the Al Qaeda operatives. These spontaneously generated strategies have been gained speed among the second, and third Islamic generations, many of whom are now spread throughout western societies. This represents a failure of the power-driven, one-sided overseas security initiatives by the U.S., and is creating a culture of fear and distrust in western societies. It is feared that the U.S. war campaigns have made the clash of religions far worse than before, and may ever lead to global ethnic separations and large-scale population movements. Eventually, it may result in the terrorist groups, enlarged and secretly supported by the huge sums of oil money, driving all mankind into a series of irreparable catastrophes.

Legal Review on the Regulatory Measures of the European Union on Aircraft Emission (구주연합의 항공기 배출 규제 조치의 국제법적 고찰)

  • The European Union(EU) has recently introduced its Directive 2008/101/EC to include aviation in the EU ETS(emissions trading system). As an amendment to Directive 2003/87/EC that regulates reduction of the green house gas(GHG) emissions in Europe in preparation for the Kyoto Protocol, 1997, it obliges both EU and non-EU airline operators to reduce the emission of the carbon dioxide(CO2) significantly in the year 2012 and thereafter from the level they made in 2004 to 2006. Emission allowances allowed free of charge for each airline operator is 97% in the first year 2012 and 95% from 2013 and thereafter from the average annual emissions during historical years 2004 to 2006. Taking into account the rapid growth of air traffic, i.e. 5% in recent years, airlines operating to EU have to reduce their emissions by about 30% in order to meet the requirements of the EU Directive, if not buy the emissions right in the emissions trading market. However, buying quantity is limited to 15% in the year 2012 subject to possible increase from the year 2013. Apart from the hard burden of the airline operators, in particular of those from non-European countries, which is not concern of this paper, the EU Directive has certain legal problems. First, while the Kyoto Protocol of universal application is binding on the Annex I countries of the Climate Change Convention, i.e. developed countries including all Member States of the European Union to reduce GHG at least by 5% in the implementation period from 2008 to 2012 over the 1990 level, non-Annex I countries which are not bound by the Kyoto Protocol see their airlines subjected to aircraft emissions reductions scheme of EU when operating to EU. This is against the provisions of the Kyoto Protocol dealing with the emissions of GHG including CO2, target of the EU Directive. While the Kyoto Protocol mandates ICAO to set up a worldwide scheme for aircraft emissions to contribute to stabilizing GHG concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, the EU ETS was drawn up outside the framework of the international Civil Aviation Organization(ICAO). Second, EU Directive 2008/101 defines 'aviation activities' as covering 'flights which depart from or arrive in the territory of a Member State to which the [EU] Treaty applies'. While the EU airlines are certainly subject to the EU regulations, obliging non-EU airlines to reduce their emissions even if the emissions are produced during the flight over the high seas and the airspace of the third countries is problematic. The point is whether the EU Directive can be legally applied to extra-territorial behavior of non-EU entities. Third, the EU Directive prescribes 2012 as the first year for implementation. However, the year 2012 is the last year of implementation of the Kyoto Protocol for Annex I countries including members of EU to reduce GHG including the emissions of CO2 coming out from domestic airlines operation. Consequently, EU airlines were already on the reduction scheme of CO2 emissions as long as their domestic operations are concerned from 2008 until the year 2012. But with the implementation of Directive 2008/101 from 2012 for all the airlines, regardless of the status of the country Annex I or not where they are registered, the EU airlines are no longer at the disadvantage compared with the airlines of non-Annex I countries. This unexpected premium for the EU airlines may result in a derogation of the Kyoto Protocol at least for the year 2012. Lastly, as a conclusion, the author shed light briefly on how the Korean aviation authorities are dealing with the EU restrictive measures.

  • In this Paper, we analyze the application of Interactive Data Broadcasting in DMB(Digital Multimedia Broadcasting) in the accordance with convergence of service and technology. With the acceleration of digital convergence in the Ubiquitous period substantial development of digital media technology and convergence of broadcasting and telecommunication industry are being witnessed. Consequently these results gave rise to newly combined-products such as DMB(Digital Multimedia Broadcasting), WCDMA(Wide-band code division multiple access), Wibro(Wireless Broadband Internet), IP-TV (Internet protocol TV) and HSDPA(High speed downlink packet access). The preparatory stage for the implementation of Interactive Data Broadcasting Service will be reached by the end of December, 2006. DMB is the first result of a successful convergence service between Broadcasting and Telecommunication in new media era. Multimedia technology and services are the core elements of DMB. The Data Broadcasting will not only offer various services of interactive information such News, Weather, Broadcasting Program etc, but also be linked with characteristic function of mobile phone such as calling and SMS(Short Message Service) via Return Channel.
