A Study on Smart City Risk Factors and Resistance (스마트시티 위험요인과 저항에 관한 연구)

  • Smart City is highly anticipated to solve the problems of existing cities and create new added value, but there is also increasing concern about security risks. The negative view of smart city according to security risk awareness is a problem that needs to be improved in order to activate the fourth industrial revolution technology and develop smart city. This study examined risk factors in smart cities based on perceived risk and user resistance theory, and empirically analyzed the relationship with resistance attitudes. According to the empirical analysis with 288 research samples, security, social, and physical risk factors directly affect smart city resistance, while financial, performance, and privacy risk have no significant effect. In addition, it was verified that the security risk can is an antecedent factor for other risk factors, and it was confirmed that it is required to separately discuss the security and privacy risk in the smart city environment. This study shows that it is necessary to prepare policy supports for social interactions as well as security and physical safety issues in order to activate smart city by discussing the risk factors that negatively affect smart city perception from the public's point of view.

  • 최근 빈번한 항해 사고에 대응하여 항해 안전에 대한 관심이 높아지고 있으며 특히 항해중인 선박의 안전 항해에 대한 육상 감시기술 개발에 많은 노력이 기울려 지고 있다. 이러한 육상용 항해안전 감시시스템은 항만 교통 번잡도에 따른 조종 위험성 평가 기능 및 해양기상에 따른 선박 안전성능 평가 기능 등으로 구성되며, 선박 안전성능 평가를 위하여 선박에서 전송되는 AIS정보를 운항정보로 변환하여 구축된 선박별 동특성 정보와 연결한 후 안전성능지수를 도출하는 기술 구현이 필요하다. 본 연구에서는 이러한 항해안전 감시시스템 개발을 위하여 환경 요인에 의한 항해중 선박의 위험 요소를 분석, 항해안전 평가 모델을 개발한 후 개발된 평가 모델에 대한 평가 기준을 제시하였고 각 평가 모델의 결과를 정량적 지수형태로 도출하여 안전항해 감시시스템의 정량적 평가 기능을 지원하였다.

Effects of evacuation delay time and fire growth curve on quantitative risk for railway tunnel fire (철도터널 화재 시 피난개시시간지연 및 화재성장곡선이 정량적 위험도에 미치는 영향)

  • A quantitative risk assessment has been introduced to quantitatively evaluate fire risk as a means of performance based fire protection design in the design of railway tunnel disaster prevention facilities. However, there are insufficient studies to examine the effect of various risk factors on the risk. Therefore, in this study, the risk assessment was conducted on the model tunnel in order to examine the effects of the evacuation start time delay and the fire growth curve on the quantitative risk assessment. As a result of the analysis of the scenario, the fatalities occurred mainly when escapes in the same direction as the direction of the fire smoke movement. In addition, after the FED exceeded 0.3, the maximum fatalities occurred within 10 minutes. In the range of relatively low risk, distance between cross passages, evacuation delay time and fire growth curve were found to affect the risk, but they were found to have little effect on the condition that the risk reached the limit. Especially, in this study, it was evaluated that the evacuation delay time reduction, fire intensity and duration reduction effect were not observed when the distance between cross passages was more than 1500 m.

Application of Fire Risk and Fire Risk Rating Assessment for Four Species of Wood According to Chung's Equation-XII (Chung's Equation-XII에 의한 목재 4종의 화재위험성 및 화재위험성 등급 평가 적용)

  • The fire risk and fire safety of four types of wood were comprehensively evaluated according to Chung's equation-XII. White ash, willow, fraxinus mandshurica, and sagent cherry trees were selected as test specimens. A cone calorimetery (ISO 5660-1) was used to examine the combustion characteristics of the test piece, and finally, the fire risk rating (FRR) was predicted using the fire risk index-XII (FRI-XII). The predicted fire performance index-X (FPI-X) and fire growth index-X (FGI-X) ranged from 469.03 to 1109.73 s2/kW and 0.0009 to 0.0280 kW/s2, respectively. Additionally, the fire performance index-XI (FPI-XI) and fire growth index-XI (FGI-XI) ranged from 0.41 to 0.97 and 1.11 to 3.11, respectively. The fire risk index-XII (FRI-XII), representing a fire risk rating, showed that the fire risk of frasxinus mandsurica tree (FM) was very high at 7.60 (fire risk rating: D). And it was compared with Chung's equation-IX, fire risk index-IX (FRI-IX). The fire risk ratings according to FRI-IX and FRI-XII were generally high for willow and frasxinus mandsurica trees. Additionally, the results of FRI-XII and FRI-IX had a similar relationship, and the size of each fire safety rating closely matched each other.

  • Recently, many interests in the economic contribution of performing arts for the city's tourist attractions have been increasing, and the policy projects supporting surtitle for foreign tourists are expanding. Therefore, the purpose of this study is to explore the acceptance process of subtitle systems using the TAM(Technical Acceptance Model) to understand the influential relations of factors affecting the viewing of the performance of subtitling service by foreign tourists. Data for empirical analysis were collected in a survey of foreign tourists who had experienced performance subtitles with smart pads in three languages. The results of this study are as follows. First, the higher the information system quality of the performance subtitles, the higher the perceived usefulness of the subtitles. Second, for Korean performances, the decreasing level of both the performance-based risk and the psychological risk has a positive influence on the viewing intent. But, the decreasing level of the financial risk has a negative influence on the viewing intent. Third, the decreasing level of performance risk has a positive influence on the perceived usefulness, while the decreasing level of psychological risk has a negative influence on the perceived usefulness. Finally, the psychological risk has the moderating effect of the viewing intention, which it has a negative influence on the perceived usefulness.

Evaluation and Analysis on the Effects of Flood Damage Mitigation according to Installation on Deep Underground Rainwater Tunnel (대규모 터널형 빗물저류배수시설 설치에 따른 침수피해저감 효과 평가 및 분석)

  • 우리나라는 지리, 지형 및 기상특성으로 인해 집중호우와 태풍 등으로 자연재해 피해를 입고 있으며, 재해예방사업의 일환으로 1998년부터 자연재해위험개선지구 정비사업을 통해 자연재해로부터 침수, 유실, 붕괴위험 등 피해예방을 위해 노력하고 있다. 서울특별시는 도시화로 인한 우수침투 가능지역 감소와 유역경사 부족에 따른 충분한 관거 경사확보의 어려움으로 저지대에 노면수가 집중되면서 대규모 침수피해(2010. 09, 2011. 07)가 발생되었으며, 신월·신정지구 및 화곡2지구가 자연재해위험개선지구로 선정(2011. 04), 침수방지를 위한 대책으로 국내 최초의 대규모 터널형 빗물저류배수시설(신월빗물저류배수시설)을 준공(2020. 05)하였다. 본 연구에서는 신월빗물저류배수시설 설치에 따른 상습침수구역의 사업 전·후 침수피해 저감효과 검증을 위해 도시유출모형을 구축하여 서울시 방재성능목표 확보여부를 판단하고자 하였다. 기존 설계 당시 서울시 방재성능목표(30년 빈도, 95mm/hr)는 확보되었으나 이를 초과하는 강우(2010. 09, 98.5mm/hr)가 발생함에 따라 수행된 추가 분석(100mm/hr) 결과, 유역의 침수 완전해소를 위해서는 빗물저류배수시설과 더불어 국부적인 간선관거 개량의 필요성이 제시되었다. 이에 따라 본 연구에서는 도시유출모형 구축 시 최근 개선된 하수관로, 지형특성, 홍수량산정표준침(2019, 환경부)등에 따른 수리·수문특성을 반영하고, 신일펌프장(간이)을 추가적으로 고려하여 현재 기준에서의 침수피해 저감 효과를 면밀이 분석하였으며, 그 결과 서울시 방재성능목표 뿐만 아니라 100mm/hr에도 침수가 완전 해소되는 것으로 나타났다. 신월빗물저류배수터널 설치에 따른 침수피해 저감효과 평가 및 분석결과를 통해 자연재해위험개선지구의 해제가 가능할 것으로 판단되며, 지역안전·환경효과, 주민만족도 등 다양한 항목에 대하여 상습침수구역 내 주민설문조사를 수행한 결과 신월빗물저류배수터널에 대한 만족도가 충분히 제고된 만큼 향후 시설의 기능적, 운영적 측면에서의 유지관리가 잘 이루어진다면 침수로부터 안전한 도시를 구현하는데 큰 역할을 할 것으로 기대된다.

  • Performance Based Design is evaluating after each calculatiuon ASET and RSET. Risk informaion values such as heat, smoke, toxic gas etc are extracted by FDS in this study. These Risk informaion values by FDS apply Artisoc (evacuation simulator). Building structure made $60m{\times}65m$, exit number is made 2 positions and people in this building are 50 ramdonly. 20 times (case1~case 20) simulated and analysis evacuees risk by evacuated route positions.

  • Recently, damage scale of human-induced disaster is sharply increased but its occurrences and damages are so uncertain that it is hard to construct a resonable response & mitigation plan for infrastructures. Therefore, the needs for a advanced risk management technique based on a probabilistic and stochastic risk evaluation theory is increased. In this study, these evaluation methods were investigated and a advanced disaster risk evaluation method, which is based on the probabilistic or stochastic risk assessment theory and also is a quantitative evaluation technique, was suggested. With this method, the safety changes as the result of fire damage management for recent 40 years was analyzed. And the result was compared with that of Japan. Through the consilience of the traditional risk assessment method and this method, a stochastical estimation technique for the uncertainty of future disaster's damage could support a cost-effective information for a resonable decision making on disaster mitigation.

  • 본 연구에서는 이동 컴퓨팅 환경에서 TCP프로토콜의 전송성능 저하요인을 분석하고 이에 따른 적응적인 정책을 수입해 효율적인 프로토콜을 제시한다. 이동 컴퓨팅환경에서 TCP 패킷을 크기에 따라 벌크데이터와 인터액티브데이터로 나누고, 무선링크의 상태에 따라 안전 상태와 위험 상태로 나누어 각각의 특성을 고려한 TCP의 전송성능 향상방법을 제시하였다. 본 연구에서 제안된 정책은 모의 실험 환경을 통해 성능향상을 검증했으며, 실제 이동 컴퓨터환경에서 무선 네트워크와 유선 네트워크사이의 중간 호스트인 기지국에 적용시킬수 있다.

  • 최근 들어, 국내외에서는 화재안전 분야에서 성능기준이라는 개념이 중요한 토의 주제가 되고 있으며, 성능기준 화재안전 설계 기법을 적용한 건물들이 주요 선진국에서 들어서고 있다. 따라서, 기존 법률 기준으로 적용하기 어려운 새로운 건물이 들어서고 있으며, 이에 대한 화재안전의 중요성으로 말미암아 건축기술자, 화재안전 기술자와 건물에 대한 이해 관계자들 사이의 기술적, 법적인 이해 관계아래 건물의 미관을 살리며, 인명 및 재산의 보호를 동시에 만족시킬 수 있는 기술적 기준을 마련하고자 나타난 것이 성능기준화재안전에 기초한 설계기법이다.
