A Study on the Usefulness of NCS based Employment in Port Public Enterprise (항만공기업의 NCS 기반 채용 유용성에 관한 연구)

  • Being in the globally competitive environment, public port enterprises which accentuate on the employment of excellent talents to procure competitive advantage are introducing the NCS(National Competency Standards)-based employment system that focuses on job skills. This study mainly aims to analyze the actual status of NCS utilization among public port enterprises and its usefulness as well as performance. The appropriateness, efficiency, satisfaction, comprehensiveness and performance of the current NCS - based employment system were analyzed by using collected data from the recruiting officers and new employees as subjects. And eventually an improvement plan was suggested. The result of analysis shows that the appropriateness and satisfaction level of NCS - based employment system are generally high; while its effectiveness, applicants' recognition and acceptance level as well as performance are slightly higher. Moreover, the job capability and performance on the job of new employee selected by the NCS employment system were analyzed to be higher when the appropriateness and satisfaction level of that system is high. In order to establish NCS - based employment system, early formulation and implementation of job performance assessment system to evaluate the actual abilities and performance of job is necessary. This study suggested the NCS - based employment system is effective for public port enterprises to procure excellent talents, as well as being useful for job preparation of job seekers according to the job competencies requirement of the enterprises. Therefore, this study contributes to the proliferation of NCS - based recruitment system.

An Enhanced Operating Scheme of Evaluation System for Construction Works -Focused on the KNHC System (시공평가제도의 효과적 운영방안 -대한주택공사 제도를 중심으로)

  • The owner's evaluation system about the contractor's work performance is used to give the contractor some advantages or disadvantages. According to the result of evaluation of the contractor's performance in the given construction project, the owner identify the good contractors and give them some merits in the future project bidding. However, the system used in the Korean construction industry has caused many problems and has been operated improperly. As a case study, this paper investigates the current problems existed in the KNHC (Korean National Housing Corporation) evaluation system and suggests some directions for its efficient operation. In doing so, the study performed interviews with the KNHC officers and the related contractors, using a structured questionnaire

  • 국제통화기금(IMF ; International monetary Fund)관리시대를 겪으면서 우리나라는 모든분야에서 실적 및 성과지상주의를 도입하여 모든 것은 효율성과 유연성 위주로 제도를 바꾸었고, 동양의 전통사상인 충효와 신의는 실적과 평가라는 목적과 수단으로 대체되었다. 본 논문에서는 국민의 정부에서 시작되어 참여정부에 이르기까지 동 시기에 우리나라에서 주로 사용해 왔던 성과지상주의와 이에 편승하여 정부가 그동안 만들어 시행해 온 각종 평가 중에서 국가연구개발 평가에 대해 집중적으로 살펴보았다. 평가시스템들이 양산된 배경에는 외국계 상공인들의 요구와 우리나라 시장 확대를 통해 이익을 극대화 하려는 외교적 압력 외에도 평가시스템을 활용함으로써 얻게되는 특정정부부처 등 평가기관들의 권력상승작용에 대한 기대감등으로 경쟁적으로 평가시스템을 도입하였고, 평가시스템에 평가위원 등으로 참여하는 각 대학의 교수 등 평가자들 또한 평가자로서의 권한을 향유하는데 따른 평가집단으로서의 역할을 하면서 냉철한 검토와 준비없이 평가가 진행되고 있다. 따라서 피평가기관이 업무추진보다 평가준비에 더욱 많은 시간을 소비한다면 국가경제에 큰부담으로 작용할 것이므로 사업에 대한 각종평가는 년2회를 넘지 않도록 평가를 제한해야 한다.

Analyzing Planning Performance of Road Construction Projects Using Preliminary Feasibility Analysis Data (예비타당성조사 결과를 활용한 도로건설사업의 계획단계 성과 분석 연구)

  • According to the post evaluation scheme in Korea of a public construction project which is more than 30 Billion KRW, project performance is evaluated by investigating outcomes and effects of the construction after the completion of the project. The current post evaluation results can be used for planning and estimating a construction project in the future. However, it is not easy to utilized for an on-going project because the system does not provide the phase-based performance of a project. Although project planning performance is important for project initiation, few attempt has been made to evaluate planning performance in Korea. The purpose of this study is to provide a conceptual performance evaluation of planning performance using preliminary feasibility study conducted by Korea Development Institute. This study developed a planning performance database using data extracted from preliminary feasibility study reports of the completed 354 road construction projects. This study analyzed the performance of the planning stage of road projects by developing absolute metrics such as standard construction cost and standard construction schedule based on a Lane-Km. Using the standard construction cost and schedule metrics, the planning performance was analyzed by project characteristics. The results of this study can be used for phase-based performance evaluation from planning phase to construction phase.

Assessment of the Effectiveness of Unfair Trading Prevention Acts in Construction Industry (건설공사 불공정거래 방지제도 실효성 평가 및 개선방안)

  • Since unfair trading practices between participants in construction project are common, the government has enforced several policies and systems to prevent or minimize the unfair trading practices in construction industry. However, not much attention has been paid to figure out which policies or acts are working or not. This paper analyzed the effectiveness of the policies and acts which are being implemented to prevent unfair trading practices and provided several suggestions to improve the performance of those acts. Survey was conducted to industry experts to collect data regarding their perceptions on those policies and acts. Then the effectiveness of the policies and acts were analyzed in terms of their importance and performance through IPA (Importance-Performance Analysis) based on the survey result. It was found through IPA that execution related acts such as investigation, exposure, and punishment for unfair trading practice have shown low effectiveness in entire construction process and dispute arbitration and mediation related center operated by authority showed low performance too. To improve the effectiveness of those acts, dispute arbitration system improvement, investigation & reporting system consolidation and enhancement practical binding force of punishment and penalty were suggested. Most of all, rules and culture for fair trading should become more established in construction industry by preventing conflict among participants through active communication.
