기업이 비용절감과 경쟁우위 등을 목적으로 정보시스템에 대한 투자를 확대함에 따라 정보시스템 성과는 경영자뿐만 아니라 연구자에게도 중요한 관심사항이다. 기존 연구는 정보시스템 성과에 영향을 미치는 요인에 대해 정보시스템의 자원이나, 능력, 품질 등 개별적인 관점에서 접근하였다. 그러나 본 연구에서는 정보시스템 자원과 조직자원이 정보시스템 능력에 영향을 미치고, 정보시스템 능력이 높아지면 정보시스템 품질과 업무프로세스 성과가 향상되어 기업성과도 높아질 것이라는 통합 연구모형을 제시하고 이를 실증적으로 검증하였다.

현대사회에서 정보기술의 급격한 발전은 사회전반에 걸쳐 큰 영향을 미치고 있으며, 이러한 변화 속에서 국민에게 보다 편리하고 효율적인 행정서비스를 제공하려는 정부의 노력도 끊임없이 진행되고 있다. 전자정부 11대 중점과제의 하나인 "4대 사회보험 정보연계시스템 구축" 사업은 2002년부터 운영 중에 있으나, 정보연계사업 고유의 성과를 평가하는 체계가 마련되어 있지 못한 실정이다. 평가체제의 미비는 사업목표의 객관적인 달성정도를 파악할 수 없을뿐 아니라 향후 달성목표치 설정을 위한 기준선정이 불가능하며, 나아가 대국민 서비스의 질적 향상을 극대화 하는데 필요한 객관적인 자료의 부재로 이어진다. 본 연구는 4대 사회보험 정보연계시스템이 구축목표에 부합되게 운영되고 있는지를 평가하는 지표가 필요하며, 그 필요성에 따라 IT조직 및 기술에 관한 성과평가기법인 IT-BSC 성과평가모델을 활용하여 4대 사회보험 정보연계시스템의 특성에 최적화된 성과평가모델을 제안하고자 한다. 제안된 성과평가모델는 4대 사회보험 정보연계시스템의 성과평가지표로 활용됨으로써 향후 운영방향설정 및 목표달성도 측정의 주요한 정보로 활용될 것이다.

This research empirically explores the relationship between types of performance information use, decision making behaviors and performance of government organizations. We measured two types of using performance information, relevance of performance index, variety of performance information, and levels of manager intervention by surveying performance managers of each government ministry or agency and also measured performance by using performance reports. The results of fuzzy-set qualitative comparative analysis suggest that hard use and soft use have impact on performance by combining with characteristics of performance information and managers decision-making by intervening performance management processes.

This research empirical explores impacts of performance information use of decision makers in distributing financial resources. Based on theoretical review and previous researches, we organized three scenarios of general public administration, economic policy, and environmental policy and investigated the difference in budget distribution between measured information and simple information of success or failure by randomly divided experimental and control groups who are not experienced bureaucratic processed. The results indicate that experimental group judge by using performance information with numeric indicators and has more diversified patterns than control group. We suggest that repeated experiments including bureaucratic members to reduce bias of expertness and generalize the decision making models using performance information in future researches.

사업결과물의 핵심인 연구성과물은 각 부처 혹은 사업수행기관에 분산되어 대다수가 활용되지 못한 채 사장되었다. 이에 정부는 중요 연구성과물에 대한 성과관리전담기관을 지정 운영하여 연구성과물의 수집 및 관리에 대한 법적인 기초를 다지고, 국가과학기술종합정보서비스를 이용하여 연구성과물의 활용을 위한 정책을 수립하였다. 본 논문에서는 이러한 체계를 반영한 국가R&D 연구성과물의 효율적인 수집 연계 활용을 위한 구체적인 운영 및 실행체계를 제시한다. 이러한 체계를 통하여 국가R&D 연구성과물에 대한 공동활용을 극대화할 수 있다.

This study empirically investigates the effects of information search on new product development (NPD) process and performance with a sample of 82 NPD projects in 5 firms. The information search is consisted of general sources, internal sources, and external sources. The performance is consisted of technological and market performance. Findings show that information search from internal sources increases the technological knowledge of the NPD team, and information search from external sources increases the market knowledge of the NPD team. The technological and market knowledge of the NPD team increases its technical performance respectively. Only the market knowledge of the NPD team increases its market performance. Overall, the technological knowledge of the NPD team fully mediates the relationship between the information search from internal sources and its technical performance. The market knowledge of the NPD team fully mediates the relationship between the information search from external sources and its technical performance, and the relationship between the information search from external sources and its market performance. There is no other significant mediation relationships between the information searches and the performances. Implications of the research findings are discussed, and recommendation for future research are provided.

기업성과에 미치는 정보기술의 전략적 영향력이 높다는 인식으로 인해, 많은 기업들이 정보기술에 대한 투자를 증대하고 있다. 하지만, 정보기술전략과 정보기술 성과간의 관계를 직접적으로 규명한 실증연구는 찾아보기 힘들다. 본 연구에서는 정보기술에 의한 성과가 다르게 나타나는 원인이 기업이 정보기술로부터 얻고자 하는 전략적 목표가 다르기 때문이고 서로 다른 목표에 의해 정보기술의 투자 방향이 다르게 나타난다는 것이 초점을 맞추고자 한다. 따라서 본 영구는 다음과 같은 연구문제를 도출하였다. 1) 정보기술전략은 정보기술성과 간의 관계를 규명하는데 본 연구의 목적이 있으며, 이를 통해 정보기술성과가 다르게 나타나는 현상을 설명하고자 한다.

The purpose of this study is to explore how IT routines influence firm performances. To do this, a research model are proposed which includes 5 constructs: firm performance, business process performance, IT infrastructure flexibility, IT personnel knowledge, and IT routines. It is presumed that the IT routines enhance other IT capabilities (IT infrastructure flexibility and IT personnel knowledge) and subsequently business process performance which in turn influence firm performance. Then, with 243 firm level data, the proposed dynamics were empirically validated and tested using PLS. The study result revealed that all the routes proposed in the model are statistically significant.

현대 기업에서 정보시스템은 기업활동의 필수적이고 기본적인 요소로 인식되고 있으며 그 중요성은 점점 더 높아지고 있다. 정보시스템은 기업의 각 요소를 유기적으로 연결하여 기업의 목적이나 목표를 달성하기 위해 사용 되고 있다. 정보시스템의 도입이 이런 목표나 목적을 달성하고 있는지 살펴보기 위해 정보시스템의 품질과 조직 성과에 관한 많은 연구들이 이루어져 왔다. 조직행동론 분야에서 '조직내 갈등'이 조직성과에 직 간접적으로 영향을 미치는 것으로 나타나고 있다. 조직내 갈등은 '과업적 갈등'과'감정적 갈등'으로 나눌 수 있으며, 이들은 매개변수나 조절변수로서 조직 성과에 영향을 주고 있다. 하지만 정보시스템의 품질과 조직의 성과에 관계에 대한 많은 연구가 이루어진 반면 이들 관계에 있어 갈등의 역할에 대한 연구는 부족한 실정이다. 본 연구는 정보시스템의 품질과 조직원 성과관계에서 갈등의 역할에 초점을 맞춰 연구를 진행하였다. 이를 위해 근로자 300인 이상인 기업에 근무하는 사무직 근로자를 대상으로 설문 조사를 실시하고, PLS(Partial Least Square) 방법을 사용하여 분석을 실시하였다.

본 연구는 조직내 정보시스템의 구축과 활용이 의사결정과정과 기업성과에 미치는 영향에 대해 조사하고자 한다. 기존 연구들에 의하면, 기업의 정보시스템은 의사결정과정에 중요한 역할을 할 수 있는 것으로 논의되어 왔다. 하지만 정보시스템이 여러 형태의 의사결정 과정에 구체적으로 어떤 역할을 하며 기업성과에 또한 어떤 영향을 미치는지에 관해서는 명확한 결론을 제시하지 못하고 있다. 이에 따라 본 연구는 정보시스템의 구축과 활용이 의사결정의 질(quality)을 높여주고 그 결과 재무적 성과를 향상시키는 데 기여할 수 있음을 보여주고자 한다. 또한 환경의 불확실성이 높을수록 정보시스템의 구축과 활용이 의사결정의 질과 재무적 성과에 미치는 영향은 더욱 커질 것으로 기대된다. 본 연구는 이러한 연구목적을 달성하기 위해 섬유, 기계, 자동차부품, 전기 전자 산업으로부터 129개의 표본을 확보했다. 그리고 분석결과 정보처리, 상호협력, 진취성과 같은 의사결정 과정과 정보시스템의 상호작용이 총자산이익률(ROA)에 유의한 긍정적 영향을 미치는 것으로 나타났다. 또한 환경의 불확실성이 높을수록 세 가지 형태의 의사결정과정과 정보시스템의 상호작용이 기업의 재무적 성과에 더 큰 영향을 미친다는 사실도 관찰되었다.
