Since the late 19th century, the location and characteristics of Lop-Nor lake have been a major theme of debates among the scholars(Prejevalsky, Richthofen, Kozlov, Hedin, Huntington, Stein, Chen etc.) who have been interested in Inner Asia. In the 1980s the problem to find the exact location and characteristics of Lop-Nor lake was finally solved by the investigation group of the Chinese Academy of Sciences. Ironically, it was possible to find the solution by drying up of the lake due to the change of land use and the expansion of irrigation system in Tarim basin. Specially the excessive development of this area for agricultural use by the Xinjiang Production-Construction Army Corps since 1949 must have influenced on drying up of Lop-Nor lake. Furthermore it can be observed to be the very similar situation to Lop-Nor lake in many areas of Chinese Inner Asia Frontier. According to this finding, it may be proposed that human factors played an important role in the changes of Lop-Nor lake over the previous years too. This study can give an insight on the ecological interpretation of Inner Asian history and the environmental interpretation of the rising nationalism in this area.

When the character of space could be dichotomized into the existing public space and private space, social order could be maintained by public policing only, Since enormous private property was formed and private space was enlarged by the development of capitalism, however, the necessity of private policing system came to the front. The large capitalists began to establish separate policing system to protect their property and safety. However, as social alteration was further diversified scale of economy was enlarged, the character of space could not be simply explained owing to the formation of space that could not be explained by simple dichotomous division. Namely, the 3rd space was formed as middle class between public space and private space. The 3rd space created additional demand of policing besides the existing public policing and private policing. The policing system to safety such demand of policing is called hybrid policing. As policing system in which character and legal status of public policing and private policing are mixed, the hybrid policing system may be originated from the diversification of demand of policing. Johnston insists that the demand of hybrid policing system will be further increased, becoming the model of policing system in the future. In Korea, the police guard system or special guard system can be classified into the type of hybrid policing. In accordance with the trend of diversified demand of policing in the future, I suggest to develop Korean model of hybrid policing system so that it can be utilized in elevating the policing index in Korean society.

In this study, I classify the elements of physiognomic judgment of character with regard to form and meaning from a visual perspective based on physiognomic judgment of character study in 'the cosmic dual forces and the Five Elements theory'. Individual characters for each type are designed using graphic data. Based on that, design system of individual characters for each personality type is investigated using Neural Network system. Faces with O-Haeng (Five Elements) shapes are shown to constitute the system with ${\pm}0.3%$ degree of error tolerance for the non-loaming input data. For the shapes of Chinese characters 'tree, fire, soil, gold and water', their MSE(Mean Square Error) are 0.3, 0.3, 0.2, 0.5, 0.2. It seems to be the best regarding the scoring system which ranges from 0 to 5. Therefore, this system might be regarded to produce the most accurate facial shape of character automatically when we input character's personality we desire to make.

디자이너에게 필요한 정보가 제품의 성격이 변함에 따라 변하면서 정보 수집의 흐름도 달라져가고 있다. 지금까 지의 디자인 정보 수집이 단순 설문조사에서 사용자의 사용상황을 관찰하는 보다 실질적인조사 혹은 컨텍스트 디 자인(Context Design: 사용환경을 고려한 디자인)으로 바뀌어 가고 있다. 그러나 기존의 조사분석방법들이 특정한 면(인지적 혹은 행위적)에 편중된 자료 수집에 초점이 맞추어져 있어서 다양한 정보의 수집과 이러한 정보의 통합 적 관리가 어려운 문제점을 가지고 있다. 정보의 수집과 통합적 관리의 어려움이 발생하게 되는 원인을 좀더 구체 적으로 살펴보면 첫째, 수잡되는 데이터의 문제이다. 데이터의 성격을 사용자인 개인의 조작행위에 중점을 두거나 또는 작업상황이나 사용자의 성격/선호도와 같은 부분에 중점을 두기 때문에 서로 상호작용하여 사용자 인터페이스에 큰 영향을 미치는 이 두 유형의 데이터에 관한 분석을 어렵게 하는 원인이 되고 있다. 둘째, 적당한 데이터 수집도구 (data logger)의 미비를 들 수 있다. 이것은 기존의 Data logger들은 정보를 문자나 숫자 또는 특수문자로서 정보를 추출하게 됨으로써 데이터를 뽑는 당시부터 정보가 추출자로인하여 1차적으로 가공이 된다는 점이다. 이것은 보다 실질적이고 분석단계에서 보다 면밀한 분석이 이루어 질 수 있는 중요한 데이터가 유출될 수도 있다는 것을 의미하는 것이다. 마지막으로 위에서 언급했던 두 유형의 데이터를 동시에 분석할 수 있는 방법의 부재와 실질적인 데이터를 분석하여 이를 디자인에 활용할 수 있는 정보로 가공할 수 있는 도구가 마련되어 있지 않다는 점이다. 디자인 작업은 종합적인 시각화 과정임에 비해 분석된 결과가 비시각적이며 위에서 언급했듯이 분절된 정보가 되기 쉽기 때문에 이를 디자인에 곧바로 적용시키기 어려운 점이 있다. 이에 본 연구는 기존의 바용성 평가를 위한 분석도구들이 갖는 문제 점들 해결하여 제품의 사용자 인터페이스 디자인 개발과정에서 활용할 수 있는 평가 분석도구를 개발하는 것을 목표로 한다. 이를 위해 첫째, 다양한 유형의 정보를 포함하는 비디오 정보를 선정하였따. 둘째, 데이터를 다양한 측면에서 추출할 수 있는 Data logger를 개발하였다. 셋째, 데이터를 시각적으로 정리하고 분석할 수 있는 도구를 제안한다. 마지막으로 인터페이스 디자인에서 여러 가지 디자인안을 도출해 내는 작업에 이용할 수 있는 종합화과정을 개발한다. 이러한 일련의 과정이 통합된 컴퓨터 시스템 안에서 이루어지도록 프로그램을 개발하여 정보의 유용성을 높일 수 있도록 한다.

출연기관 감사업무 효율화 방안은 네가지 측면에서 정리하여 볼 수 있다. 첫째, 법률적 측면에서 보면 감사원법에서 출연금은 감사대상에 포함되어 있어 출연기관은 감사제도를 운영하게 되어있다. 둘째, 정책적 측면에서 국회에 의한 국정감사는 연 1 회 총 20일간에 걸쳐 수행되므로 시간적 제약과 함께 지속성, 일관성 있는 적절한 감사가 이루어지기 어려운 측면이 있다. 셋째, 행정적 측면에서의 필요성은 일반적으로 이공계 연구개발 업무를 수행하고 있는 과학기술부 산하의 출연연구소는 정부기관이나 지방자치단체 또는 보조금 지원 기관과는 그 성격이 완연히 다른 연구기관임으로 연구생산성 제고에 적합한, 기관 특설에 맞는 자체 규정의 보완이 필요하다. 마지막으로 사회문화적으로 감사업무는 능률우선주의보다는 서류체계 및 규제중심으로 편향되기 쉬운 특성이 있어 이에 대한 개선방안 노력이 매우 중요하다. 출연기관의 감사기능은 내부.외부감사에 의하여 수행되고 있으나, 감사(監査)의 핵심적 기능은 역시 출연기관 자체의 감사(監事)에 의하여 수행되며 성격상 공정성(Fairness), 객관성(Objectivity), 신뢰성(Reliability)의 확보가 필수적이다. 출연기관 감사제도의 개선방향은 합법성, 합목적성을 근거로 기관운영의 효율성을 제고시키는데 초점을 맞춘 감사제도로 개선되어야한다. 감사조직체계의 개선, 전문 교육의 실시, 동일업무의 기준 마련, 상급기관과의 역할분담 정립 등으로 감사업무의 질적수준 및 효율성을 제고해야 한다. 감사평가제도는 그동안 실시된 사항이 없으므로 긍정적인 측면과 부정적인 측면이 공존하므로 평가제도의 도입 및 적용에 대해서는 보다 심층적인 검토가 필요하다. $[$감사조직의 평가요소$]$ ■ 투입요소측면 - 감사인력 - 장비 및 고정자산 - 예산(년도별) - 정보수집관리 - 조직운영방식 -전통 및 관습 - 관계법령, 규정, 감사업무지침 ■ 산출요소측면 - 감사운영 실적 - 감사보고 실적 - 감사제도 개선 및 자체개혁 실적 - 기관운영 효율화 기여도 - 기관의 연구성과 및 업적 향상 기여도 - 경영관리 고도화 기여도 등의 항목설정이 가능 출연기관 감사업무의 효율화 방안으로 감사제도 개선의 기본방향, 감사조직 및 인력운영의 개선, 감사업무 운영체계의 개선 등을 중심으로 발전방향을 제시하였다. 그러나 여기에서 제시된 개선방안들을 추진하기 위해서는 전문인력을 보강하고 상부체계에서의 수용이 요구되므로 출연기관 권역에서만으로의 힘으로는 한계가 있을 것이며 무엇보다도 감사제도 변화의 필요성과 미래지향적인 환경이 조성되어야 할 것이다.

Theater is a performing art with a volatile feature which exists when it is performed on the stage by actors and disappears when it is finished. Due to its intangible characteristic It is not only impossible to just hand it down but also there is a high possibility that materials which have been produced during the preparations of performance might be lost If it was not been properly taken care. The study which has been conducted from the existing such a problem, understand produceable records, the point where the records can be produced and the main body who is in charge of the production process by analysing performing process of theater and also propose the general method of documentation of theater by introducing the method of collecting each records. Such an introduction of method would help to progress acquisition activity by setting-up documentation planning at the stage of planning theater beforehand, rather than just help to gather the corresponding records after the performance is finished.

지난2001년출범한한국과학기술정보연구원(KISTI)은현재국내외적으로가장주목받는과학기술정보유통분야의연구기관이다. 출범1년만에공공기술분야의정부출연기관중경영성과1위에오른것을비롯해 과학기술정보유통분야의선진국이라고자부하는일본에서도이기관이구축한시스템을벤치마킹하기도했다. 불과5년이라는짧은기간에정상에올라설수있었던것은KISTI 구성원들의열정과노력이있었기때문. 그런데 KISTI 에서는 유독‘ 독종’, ‘ 불도저’등으로 불리는 인물이 있다. 주인공은 지난달 퇴임한 조영화 전KISTI 원장이다. 업무추진력이뛰어나고, 일단시작한일은반드시마무리를해야하는성격탓에붙은별명. ‘ 용장밑에약졸없다’는고사는조전원장과KISTI 직원들에게딱어울리는말이다.
