과거 높은 수익 창출을 통하여 지속적인 상승세를 이어왔던 국내 건설 산업은 계속되는 경기불황으로 건설침체가 가속화 되고, 이로 인해 공공기관 건설공사의 발주물량이 점차 감소되고 있는 실정이다. 건설업은 이제 성장기를 지나 포화기, 더 나아가서는 침체기에 접어들었다는 전문가들의 의견도 나오고 있다. 이러한 상황을 타개하고자 발주기관에서는 예산절감과 품질향상을 도모하기 위해 가치공학 즉, VE(Value Engineering)를 활용하여 예산을 절감하면서 고품질의 건설 목적물을 완성하고 VE를 가치창출을 위한 주요한 도구로 활용하고 있다. 본 논문에서는 특히 가치공학이 전기설계 부문에 있어서 적용된 사례를 분석하고 가치향상 방안에 대하여 고찰하고자 한다.

Plant industry is very important industry that dominate 70% of standard foreign countries construction acceptance an order woe 2004 years. Technique of plant industry is state that secure part equipment connection detailed design and construction class' competitive power. But, high added value creation among plant industry need technique elevation because available plan, basic design technology is insufficient. 경영환경의 변화를 예측하고, 변화를 창조하며 적극적으로 대응하고자 하는 오늘날 기업 활동의 노력은 전통적인 경영관리시스템(MIS, Management Information System)의 한계를 인식하고 있다. 테일러의 과학적 경영관리 기법을 근간으로 발전해온 MIS분야는 종래의 경영환경, 즉 변화 정도가 미약하거나 또는 예측 가능한 변화의 환경 속에서 기업관리 활동이 가능한 경우에 그 효과를 볼 수 있었다. 전략적 기업관리(SEM, Strategic Enterprise Management)는 기업의 가치창출을 위한 근본적인 프로세스에 관심을 가지고 있다. 이 연구에서는 기업의 가치중심 경영 기법과 연계되는 성과관리시스템의 새로운 설계 방안을 제시하고자 한다. 기업의 전략적 가치동인(value driver)을 도출하여 전략방향의 대안을 제시하고 그러한 전략대안을 달성하기 위한 균형성과지표를 개발한다. 향후 이 지표들은 다시 가치동인도에 반영되어 기업의 전략적 가치향상을 위한 지표 선정의 적정성을 검증하게 된다. 결국, 기업의 가치창출이라는 대명제 안에서 가치평가모델링(VBM, Value Based Management)과 균형성과 지표의 연계성을 강조하는 틀을 제시하게 될 것이다.

Plant industry is one of important industry that possesses 70% of fund in construction contracts for oversea customers at 2004. It is called E(Engineering), P(Procurement), C(Construction) industry. Plant industry of Korea has a competitive power of the detail design and operation for the establishment construction. But among E, P, C at plant industry, technic of E part which is able to make higher profits; Planning and basic designing; are poor. They should have much more improvements. Thus to enhance a competitive power of planning and basic designing, we are going to analyze problems of utilizing a standard code for plant design and present plans for their improvements.

Idea creation is the most important step in the overall value engineering (VE) process. Usually the activity is done mostly relying on the experience and knowledge of the experts in the VE team. A more organized approach is needed to find the chance of design improvement during a VE workshop. This study presents an organized approach to increasing the chance of idea creation during the VE workshop. The concept of conflict resolution in TRIZ (Theory of Inventive Problem Solving) is applied to understand the problem area during design improvement. The technical parameters were identified in the problem area to explain the conflicts in design improvement. These technical parameters were used to assist problem solving and improve design functions. A case study was done on a temporary construction operation, and demonstrated that the organized idea creation can help improve the design value of the temporary construction operation.

본 연구에서 개발할 설계기술은 부가가치가 매우 높은 소량 다품종 건축용 내 외장재의 금속 패널 코너가공법에 관한 것이다. 금속 금구류 및 건축용 내 외장재로 사용되는 2.5mm이상 되는 금속강판을 사용함에 있어서 가장 문제가 되는 직각코너링 접합부위에서 발생되는 내식성(수명성), 내후성, 및 미려성(디자인)을 향상시키므로 품질의 향상뿐만 아니라 소량 다품종의 생산성을 증대시킬 수 있는 국내 최초 금속패널 코너가공을 할 수 있는 벤딩다이시스템(Bending Die System)를 설계, 제작하여 경제적, 기술적으로 고부가가치를 창출하여 수출증대에 기여할 수 있다.

제조업의 e-Transformation을 통한 경쟁력 향상 방안은 닷컴 기업의 수익성 향상 등과 함께 e-비즈니스 모델 설계의 주요 이슈이다. 본 논문에서는 제조기업의 e-Business화라는 포괄적인 주제에 대하여 철강산업을 대상으로 변화에 대한 주요 요소와 관련된 실증적 사례를 제시하는데 초점을 두었다. 주요 변화관리(Change Management) 요소로는 기업의 내,외부 공급사슬 최적화, 고객관계관리, 구매 및 판매 관련 전자상거래와 정보시스템 활용 등을 정의하고, 이와 관련된 AS-IS 대비 TO-BE의 성과 향상을 위한 개선가능요인(Improvement Potential)과 달성방안을 전개하였다. 본 논문의 특징은 재고 등 내부 효율성 관련 성과 및 고객과 관련된 서비스 수준 향상을 위한 공급사슬 상에서의 Electronic 가치사슬의 재구성과 Logic 개선요소를 철강산업의 실증적 사례를 통하여 제시한데 있다.

Design VE system in order to promote the economical efficiency and the functional elevation of construction facilities apply to conatruction over 10 billion from december 2005. But it don't achieve purpose of VE original to maximization of value creation through VE because VE perform formal and result center. This study suggests some idea and analyse implementation of design VE through design VE case of turnkey and alternative project performed in domestic.
