  • 해상 활동에 있어서 해상교통의 핵심정보인 항법신호의 안전을 강화하기 위하여, 본 논문에서는 국내에서 발생한 전파간섭 발생 사례와 영향, 그리고 DGNSS 기준국 무결성 기능의 한계에 대해 조사하고 그 대응방안을 운영자 및 선박 운항자 관점에서 분석한다. 그 대안의 하나로서 항만 항법신호(PNT)의 무결성 감시 기술과 그 신뢰도를 결정하여 사용자에게 제공하기 위한 항만 PNT 무결성 감시 서비스에 대해 소개한다. 그리고 특정 항만에 항법신호 감시 시스템을 구축하여, 개발 시스템의 시범 운영 테스트를 통해 그 실용화 가능성을 제시한다.

  • Because voyages of large ship applies electronic chart, electronic chart standardization takes a peak importance in navigation safety. Currently the standard electronic chart follows the form S-57 but is currently establishing S-100 as the new Transfer Standard for Digital Hydrographic Data. S-100 was determined by IHO about Transfer Standard for Digital Hydrographic Data in 2010 years. Hence as S-100 takes place as the new standard for the safety of ocean vessel activities, the electronic chart, which was previously based on S-57, would be in avail only after it follows the new S-100 form. This paper discusses analyzations of metadata thorugh S-57 record and field, and study a system which creates S-100 Metadata.

A Study on Under Keel Clearance of Gadeok Channel for the Safety Passage of Mega Container Ship (초대형 컨테이너선의 가덕수로 안전운항을 위한 선저여유수심 연구)

  • The worldwide sizes of container ships are rapidly increasing. The container ship size in 2005, which was about 9,200 TEU has increased to 24,000 TEU in recent times. In addition to the increase in the sizes of the container ships, the arrivals/departures of large container vessels to/from Korea have also increased. Hence, the necessity for reviewing safe passage of such vessels is emphasized. In the present study, a 24,000 TEU container vessel was used as a model ship to calculate the under-keel clearance (UKC) at Gadeok Channel through which vessels must pass to arrive at Busan New Port, in accordance with the Korean Port and Fishing Port Design Standards and Commentary. In addition, the maximum allowable speed that meets UKC standards was calculated using various squat formulas, whose results were then compared with the current speed limit standards. The analysis results show that Busan New Port requires 10% marginal water depth, and the squat that meets this requirement is 0.95 m. Gadeok Channel requires 15% marginal water depth, and the squat that meets this requirement is 1.78 m; in this case, the maximum allowable speed is calculated as 15 kts. Busan New Port has set the speed limit as 12 kts, which is higher than the calculated 11 kts. Thus, speed limit reconsideration is required in terms of safety. However, the set speed limit for Gadeok Channel is 12 kts, which is lower than the calculated 15 kts. Thus, additional considerations may be provided to increase the speed limits for smooth navigational passage of vessels. The present study, however, is constrained by the fact that it reflects only a limited number of elements in the UKC and allowable speed calculations; therefore, more accurate UKC and safe speed values can be suggested based on extended studies to this research.

  • Among marine accidents caused by bad weather, visibility restrictions caused by sea fog occurrence cause accidents such as ship strand and ship bottom damage, and at the same time involve casualties caused by accidents, which continue to occur every year. In addition, low visibility at sea is emerging as a social problem such as causing considerable inconvenience to islanders in using transportation as passenger ships are collectively delayed and controlled even if there are local differences between regions. Moreover, such measures are becoming more problematic as they cannot objectively quantify them due to regional deviations or different criteria for judging observations from person to person. Currently, the VTS of each port controls the operation of the ship if the visibility distance is less than 1km, and in this case, there is a limit to the evaluation of objective data collection to the extent that the visibility of sea fog depends on the visibility meter or visual observation. The government is building a marine weather signal sign and sea fog observation networks for sea fog detection and prediction as part of solving these obstacles to marine traffic safety, but the system for observing locally occurring sea fog is in a very insufficient practical situation. Accordingly, this paper examines domestic and foreign policy trends to solve social problems caused by low visibility at sea and provides basic data on the need for government support to ensure maritime traffic safety due to sea fog by factually investigating and analyzing social problems. Also, this aims to establish a more stable maritime traffic operation system by blocking marine safety risks that may ultimately arise from sea fog in advance.

  • The IMO has recommended on VHF digital communications operation for sailing ships from 2017. And ships more than 5 tons is obliged to digital communications by fishing Vessels Act and Vessel Safety Act in domestic. The owner of all vessel is equipped to the automatic position reporting device in accordance with the Notice of the Ministry of Oceans and Fisheries to regulations, It shall be ensure to navigations safety and in order to respond quickly in the event of maritime accidents on all vessels. The info-communications station of fishery is operating the automatic position reporting system using the VHF DSC in east sea from 2012, Continuously, which is underway the install plan in south sea and yellow sea. But this plan is very difficult, because of propagation environment is poor on account of complicated coastline and many islands. This paper has analyzed the propagation coverage for position setting of coast station in south sea and the traffic zone set up by compare with RSSI and methode of navigation tracking by VMS.

  • AtoN is an acronym for aids to navigation that indicate the position or direction of navigable areas and obstructions. AtoN should be arranged in consideration of unfamiliar navigator's convenience when it is indicated as the limits of navigable areas. Several narrow channels exist on the SW coast of Korea owing to the geographical effect, and the lateral or cardinal marks by the IALA maritime buoyage system are arranged along the narrow channels. This is an actual case study that analyzed the AtoN's role for safety navigation after changes in the maritime traffic environment owing to aquarfarm's development on narrow channels in the Korean SW coast. The analysis results of 5 narrow channels indicated that certain marks did not function properly as lateral or cardinal marks owing to the aquarfarm's location on navigable areas. Therefore, the following were suggested to improve AtoN on narrow channels: changing the position of marks, installing aquafarm's marks, and expressing the aquafarm's position on the nautical chart.

  • Illegal aquaculture farms that cause marine pollution and ship accidents are managed and controlled by local organizations, but they experience many difficulties due to the vast waters and insufficient human resources. This study aims to utilize new IP-RFID technology to propose an efficient aquaculture farm facility management system This system attaches Ip-Tags to aquaculture farms that can provide facility information and location in real-time through IP communications. This allows for efficient management of facilities and the restriction of illegal farms. This system can also provide locations of farm facilities that sink to the ocean floor, reducing marine pollution caused by lost farms.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

A Study on Motion Sickness Incidence due to Changes in the Speed of the Training Ship Kaya (실습선 가야호의 선속 변화에 따른 뱃멀미 지수에 관한 연구)

  • In this paper, the motion performance in waves for the training ship Kaya of Pukyong National University is obtained by using a computer program based on Strip method. To guarantee the pleasant seafaring in ocean, the vertical acceleration of ship motion is calculated according to the location of the ship. The results of calculation by changes of ship speed are compared with the guideline of MSI(Motion Sickness Incidence). The degree of motion sickness is shown and discussed through the comparison between calculated vertical acceleration spectrum and MSI guideline. The computational results of MSI were as follow; when ship speed increased in the order of 5 knots, 10 knots, 12 knots and encounter angle became the bow quartering sea of $120^{\circ}$ compared to $180^{\circ}$ and $150^{\circ}$, the vertical acceleration values grew higher.

  • Bascule bridge, with its use to help vessels ply, has a several examples overseas of being serviced for more than decades years by careful maintenance, admitted its significance as landmarks for its rareness. Yeongdo Bridge, the sole bascule bridge in Korea was reconstructed in 2013 after being demolished because of its corrosion and aging, and now operates once in a day. Recently, safety inspections are executed thanks to demands getting higher for maintenance and safety of bridges, but measurement and analysis about bascule bridges are scarce. This study includes the analysis of the bascule bridge's behavior such as stress, vibration and reaction in normal condition and while it lifts up, based on measurement. We expect that this study will be used as an initial data to compare and confirm bridge's changes as service year and the number of operation increase.
