국제해사기구(IMO)의 선박재활용협약 세계적인 해운이슈로 부각되고 있다. 이는 동 협약이 발효될 경우 세계해운시장에 상당한 영향을 끼칠 수 있는 파괴력을 지녔기 때문이다. 동협약의 적용대상 선박은 총톤수 500톤이상 선박으로 현재 협약적용 대상선박은 약 5만여척에 달하고 있다. 이 협약이 발효되면 선주들은 협약 발효후 5년내 선내의 유해물질 조사, 목록을 작성하여 기국정부 인증후 증서를 유지하고, 선박재활용전 유해물질을 사전에 제거해야 하는 등 선주들의 비용부담이 가중될 것으로 예상되고 있다. 더구나, 문제의 핵심은 선박보유 자체가 부담이 되는 협약이라는 것이다. 다음은 선박재활용협약의 논의배경과 전망을 정리한 것이다.

The issues of environmental pollution and labor safety on ship recycling in the undeveloped countries such as India, Bangladesh, etc have been proclaimed. For this, IMO has been actively participated in resolving such problems since 1998 and then finally the International Convention for the Safe and Environmentally Sound Recycling of Ships is going to be adopted in this year. The convention provides the design, construction, operation and preparation of ships in order to facilitate safe and environmentally sound recycling as well as the safe and environmentally sound operation of ship recycling facilities. Therefore, the purposes of this study are to introduce the major contents of ship recycling convention and its time of entry into force and to analyse stakeholders' strategies toward it so that Korea will have a better position for the establishment of a mechanism regarding regulation stringency on environmentally sound ship recycling.

IMO adopted 'Guidelines on Ship Recycling', providing measures for worker's safety, how to control pollutant materials and the meaning of 'Green Passport'. IMO Convention (draft) is in progress. ILO adopted 'ILO Guideline', providing how to make sure safety and health for workers in shipbreaking. But Republic of Korea goes against the stream and there is much to be desired. At this point of time, we carried out a study on international trend regarding ship recycling, a plan to cope with international trend, and it is considered to be necessary to establish a special law on ship recycling.

It is necessary to prepare a plan to accommodate the International Convention in domestic law, focusing on the new duties for the Coast Guard as they pertain to the field of ship recycling, by studying the key issue of the "HONG KONG International Convention for the Safe and Environmentally Sound Recycling of Ships" of the International Maritime Organization(IMO) and through analyzing the current status of the Coast Guard. The Coast Guard is directly responsible for the protection of the marine environment and takes charge of important duties; Therefore, by instituting a legal basis for its new duties, it will not only create new business but also be able to consolidate its role as an important constituent in the sphere of marine conservation and protection.

As of Jan. 2006, numbers of korean registered ocean-going vessels reached 546 which amounted to 13,716,733 G/T. Vessels, generally spooking, finish her life cycle and are dismantled or recycled. However, most of these activities have been done in undeveloped countries instead of in developed countries as the environmental restrictions in developed countries get more strict, accordingly international bodies adopted shipbreaking-related guidelines and prohibit transboundary of obsolete ships, taken as one of wastes. The authors made the Working Guidelines on Shipbreaking to cope with substandard working environment and reduce the environmental damage, and came up with a method to make a inventory of hazardous materials for effective control, finally framed a draft of Environmentally Sound Ship Recycling examining related international conventions such as Basel Convention, IMO Guideline, ILO Guideline and IMO new Convention(draft) on shipbreaking and recycling.

Despite of environmental problems(safety hazards), mechanical recycling of FRP boats, which involves shredding and grinding of the scrap FRP in a new product. is one of the simpler and more technically proven methods than incineration or reclamation ones. Because FRP is made up of reinforced fiber glass, it is very difficult to break into pieces. It also occurs secondary problem such as air pollution and unacceptable shredding noise level. The another urgent problem which is a serious barrier to FRP recycling is very limited reusable applications. This study is to propose a new method which is efficient and environment friendly waste FRP regenerating system. And it also have shown the polymer cement and fiber-reinforced concrete applications with the waste FRP.

For several decades, many researchers have been involved in developing recycling methods for FRP boats. There are four basic classes of recycling covered in the literature. Despite of environmental problems(safety hazards), mechanical recycling of FRP boats, which involves shredding and grinding of the scrap FRP, is one of the simpler and more technically proven methods than incineration, reclamation or chemical ones. Because FRP is made up of reinforced fiber glass, it is very difficult to break into pieces. It also leads to secondary problem in recycling process, such as air pollution and unacceptable shredding noise level. Another serious problem of mechanical FRP recycling is very limited reusable applications for the residue. This study is to propose a new and efficient method which is more wide range applications and environment friendly waste FRP regenerating system. New system is added with the cyclone sorting machine for airborne pollutions and modified cutting system for several glass fiber chips sizes. It also has shown the FRP chip fiber-reinforced concrete and fiber-reinforced secondary concrete applications with the waste FRP boat to be more eligible than existing recycling method.
