A Relative Importance Evaluation of Bridge Navigational Equipment Using AHP (AHP를 이용한 선교항해장비의 상대적 중요도 평가)

  • According to IMO, MASS is defined as a vessel operated at various levels independent of human interference. The safety navigation support service for MASS is designed to improve the safety and efficiency of MASS by developing public services on shore for ship arrivals/departures and for cargo handling. The safety navigation support service consists of a total of six types of services: autonomous operation, berthing/unberthing/mooring, cargo handling and ship arrival/departure service, PSC inspection, condition monitoring, and accident response support services. In order to support accident response service, the relative importance of a bridge navigational equipment was assessed by stratifying the navigation system to provide safe and efficient support services by objective judgment through specific and quantitative methods using AHP, one of decision-making methods used by an expert group. The survey was conducted by dividing the bridge navigational equipment into depth, location, and speed information. As a result of applying the AHP method, the importance of depth, location, and speed information was assessed. The relative importance of each equipment for providing location information was also assessed in order of Radar, DGPS, ECDIS, Gyro compass, Autopilot, and AIS. This was similar to survey results on the utilization of each operator's preference and its impact on marine accidents.

  • The increase in the number of ships entering and leaving the port and the creation of various cargo volumes can promote local economy and lead to regional development, attracting businesses, and influx of local residents. The port area of Dangjin consists of the limited cargo and most private docks, making it increasingly weak in meeting the local economic development and the expectations of local residents. Therefore, in order to promote regional development and revitalize the local economy, and to reduce the sense of alienation of local residents, it is necessary to make it easier to access and water to ports through the development of all areas of Eumseompo-gu, and to make active changes in the marine and port logistics environment. As seen through various cases of port development at home and abroad and the redevelopment of the ports at Gohyeon Port in Geoje, Dangjin Port should be able to quickly demonstrate the development of the Dangjin Port area and improve the quality of life for the residents of the metropolitan area. This is the time when the government's drive is highly requested.

  • In recent trends of the enlargement and specialization, container ship, LNCG, PCC and passenger ship which have relatively large hull and superstructure above the water line, are already being operated in the world It is very important information for the safety operation of these vessels to estimate the ship's performance under the specific wind condition while berthing, unberthing or low-speed sailing. In this paper, the effect of wind force and moment acting on the training ship HANNARA is investigated by using the numerical calculations. The results of drift angle and counter rudder angle with the relative wind direction and force, the critical wind velocity with the ratio of wind velocity and ship's speed and maximum heeling angle with the wind velocity are shown The presented results can be applied directly to T/S HANNARA in berthing maneuver and avoiding typhoons, and utilized as an educational materials.

  • In this paper, we propose the design and implementation of the system that is predicting the failure of ballast water treatment system by analysing its sensor datum and is reserving the most effective service center for sellecting the repair location on the way to the destination port. These data are collected in real time during draining or filling up the sea water from/to the ship, and it is essential to preliminarily repair the equipment showing unstable characteristics by analyzing the normal and abnormal data characteristics. We proposed a software platform for predicting and repairing faults by selecting the most efficient repair center based on this e-Navigation while the vessel is navigating to the next destination port. This system, as announced by the IMO Convention for the Prevention of Marine Pollution in 2017, provides a stable economic impact from stable cargo operation and stable out/in from/to port and marine ecosystem.

  • This paper studies the economic effects of port-liquid freight by focusing on Ulsan port and its regional economic effects. The direct industrial effects of port-liquid freight are analysed to be an increase in about 1billion dollars' worth of production of the regional port-logistic industry, an increase in about 0.22billion dollars' worth of value-added of the industry, and the creation of about 2,600 employment in the industry. Including the indirect effects, the total effects on Ulsan regional economy are estimated to be an increase in about 1.9billion dollars worth of production, an increase in about 0.51billion dollars' worth of value-added and an increase in about 6,442 employment.

A Study on the Traffic Stream and Navigational Characteristics at the Adjacent Sea Area of Busan Central Wharf (부산 중앙부두 주변해역의 교통흐름 및 통항특성에 관한 연구)

  • At the adjacent sea area of Busan Central Wharf, a variety of vessels, such as middle-large passenger ships, small hugh speed crafts, container ships, cargo ships and working boats as well as small miscellaneous vessels are freely sailing comparatively without special rules and marine traffic control. In this research, we analyzed traffic stream and navigational characteristics cf main traffic route based on statistics and distribution of tracks by ship's type and tonnage cf the passing vessels after conducting marine traffic survey twice using exclusive software. We examined the traffic safety of the passing vessels by classifying the sea area by each function based on the analysis about this traffic situation, and analyzing the effect by designating 'Inner passage'. We also studied the plan for the effective rearrangement cf Central Wharf considering basically the traffic safety of arrival and departure in a point of view of navigators.

  • 항만물류산업은 서비스가 무형적이며 생산과 동시에 판매되어 소비되는 즉시성 및 비저장적인 특성으로 인해 정보의 이용, 관리 및 흐름이 중요하다. 최근의 정보통신기술의 발전은 정보의 이용 및 흐름을 위해 여러 가지 기술들을 등장시키고 있으나, 항만물류산업은 공공성이 강하여 여러가지 제약이 따르는 제약성, 해상운송선박의 불규칙한 입출항 패턴과 관련한 불규칙성, 노동집약적인 특성으로 인해 적극적으로 도입이 되지 못하고 있는 실정이다. 따라서, 디지털 경제의 확산에 따라 변화하는 환경에 적극적으로 적응, 대처하기 위해 항만물류산업의 정보화 및 e-비즈니스 도입을 가속화하며, 최근 B2B 전자상거래 프레임워크로 전세계적인 표준으로 자리잡고 있는 ebXML을 항만물류산업에 적용하여 항만물류산업에서 e-비즈니스를 원활히 수행하기 위한 기술적, 관리적, 제도적 전략 계획이 수립되어 할 것이다. 본 연구는 우리나라 국가표준으로 채택된 ebXML을 항만물류산업에 선도적으로 도입하기 위한 연구로서 항만물류산업의 환경 및 현황을 분석하고 ebXML을 항만물류산업에 효과적으로 적용하기 위한 목표모델을 설계하며, 아울러 실행전략을 수립하였다.

Optimal Berth and Crane Scheduling Using Constraint Satisfaction Search and Heuristic Repair (제약만족 탐색과 휴리스틱 교정기법을 이용한 최적 선석 및 크레인 일정계획)

  • The berth and crane scheduling problem in a container terminal encompasses the whole process of assigning berth to each ship, determining the duration of berthing, assigning container cranes to each ship, and determining the specific start and end time of each crane service, for all the ships scheduled to be arriving at the terminal during a certain scheduling horizon. This problem is basically a constraint satisfaction problem in which cranes and berths should be assigned in such a way that all the spatial and temporal constraints are satisfied without any interference. However, it is also an optimization problem because the requested arrival and departure time should be met for as many of the scheduled ships as possible, while the operation cost of the terminal should be minimized. In this paper, we present an effective and efficient approach to solving this type of problem, which combines constrain satisfaction search and heuristic repair. We first employ a constraint satisfaction search to find a feasib1e solution. Then, the feasible solution is modified to a more optimal one by iteratively applying our heuristic repair operations within the framework of constraint satisfaction search. Experimental results with a real data from Pusan East Container Terminal showed that our approach can derive a schedule of satisfactory quality in a very short time.
