Dynamics in Election News Making: An Exploratory Study (선거보도의 역동성에 대한 탐색적 연구)

  • This study examines dynamics in election news making. It is important to understand when and how news media produce election news in order to grasp news making and voting behavior. The news media sometimes make election news by focusing on issues and policies. Often they frame elections as a game and focus on election strategies while covering elections. This article argues that as time goes by during the election period, the number of policy news tends to decrease while the frequency of strategic news is likely to increase. Also, TV's and newspapers show distinctive patterns of election news making. In order to examine the arguments, this study categorizes election news stories into policy and strategic news stories produced during the 2020 Korean congressional elections and constructs daily time-series data of them. The results of structural break and regression analyses partially support the arguments.

An Analysis on Voters' Awareness on Fake News related to Elections - Focused on the 19th Presidential ElectionData - (선거정보의 페이크뉴스에 대한 유권자 인식 분석 연구 -제19대 대통령선거 정보를 중심으로-)

  • The goal of this study is to propose the approaches to improve the voters' awareness by analyzing the voters' awareness on the fake news related to the elections and identifying the problems with the focus on the 19th Presidential Election. In accordance with the analysis on the data from 128 respondents (53 male and 75 female respondents), the 99.2% (127 respondents) of respondents had informations on elections mainly through broadcasting(77.2%), smart phone(70.9%), Internet(63.8%) and newspapers 32.3% which accounts for 41 respondents) in that sequence. Next, the 87.4% of respondents thought that the informations on elections had more impact on their voting than the generally expected degree. Meanwhile, the voters' awareness on the facts was analyzed by collecting and presenting the information on elections which stated by candidates in the 19th Presidential Election. In accordance with the analysis, there were the significant differences per age groups. The Scheffe test indicated that the respondents in 30s to 40s had significantly higher average awareness than those in 20s. According to the analysis results, it was proposed that the National Election Commission install the election information investigation and analysis committee in the election organization, investigate and analyze the election informations each election for providing real facts to the public, the voters.

  • Television viewing affects viewers' attitudes and opinions on their political issues. Since the beginning of General Programming TV services in 2011, they are criticized of their politically biased programming. In order to investigate the effect of General Programming TV on voters' behavior, we analyzed whether or not there is a change in the voting behavior of the conservative parties among the areas with high and low TV ratings of general programming TV. Based on the result of 18th presidential election in December 2012, we could not find any difference in voting behavior on the Saenuri party among the areas with high and low ratings of general programming TV channels. However, in the 6th provincial election in June 2014, while the voting shares of the Saenuri party were higher in the areas with high ratings of TV Chosun, Channel A, and JTBC than in those areas with low ratings.

  • This study evaluated the debate formats adopted in the 2002 Televised Presidential Debates. Presidential Debate Committee have sponsored Televised Presidential Debates during the official campaign period. However, it is not easy task for the Committee to coordinate each party's different interests, such as voters, candidates, and broadcasters. Presidential candidates tries to use the debates as one of their campaign strategies. Broadcasters argued limitations in programming and production process. Regardless of the obstacles, voters expect that the committee makes ideal debate formats. The committee adopted two new forms in the 2002 Debates. The committee allowed direct exchange between candidates as well as advance question preparation by candidate. The committee intends that candidates focus on discussing policy issues. Some studies found that the debate format to allow direct exchange between candidates makes candidates focus on image issues rather than policy issues. The findings of this study are similar to the previous studies'. The new debate formats adopted in 2002 televised presidential debates did not guarantee policy issue oriented discussion. The committee or scholars should evaluate the debate formats used in the presidential debates in order to establish ideal debate formats that gives important information for votes to determine their choice. It is necessary to systematically evaluate the debate formats of former presidential campaign for developing right debate formats.

  • 최근에 TV 방송에서 가상스튜디오나 가상캐릭터와 같은 가상현실(VR:Vinual Reality) 기술이 자주 사용되고 있으며, 증강현실(Ah: Augmented Reality) 기술에 대한 관심도 높아지고 있다. 본 논문에서는 증강현실 기술을 방송에 응용한 가상스크린 시스템에 대해 소개한다. 가상스크린 시스템은 움직이는 색상패턴 패널을 추적하여 실시간으로 그 위에 동영상을 합성하는 증강 영상 시스템이다. KBS 기술연구소에서는 가상스크린 시스템을 개발하고 'K-비전'이라 이름지었다. 이 시스템은 사용자가 들고 움직이는 패널에 동영상이나 그래픽 영상 등을 보여줄 수 있는데, 보여지는 모든 영상은 카메라의 움직임과 패널의 움직임에 따라 정확하게 입혀진다. 패널 추적을 위하여 블럽분석(blob analysis)이나 특징추적(feature tracking)과 같은 영상처리 기술을 이용한다. K-비전은 모든 타입의 카메라와 사용 가능하며, 특별한 부가장치가 필요하지 않다. 센서를 부착하지 않아도 되고, 캘리브레이션(calibration) 과정 또한 필요하지 않다. K-비전은 선거개표방송, 다큐멘터리, 오락 프로그램 등 생방송 프로그램에서 활용한다.

The Effects of Politicians' Images Triggered by YouTube Contents on Voters' Agreement of Political Beliefs and Voting Intention : Focused on the case of Seoul Mayor's re-election, in 2021 April 7 (유튜브 방송 콘텐츠를 통해 인식된 정치인 이미지가 유권자의 정치적 신념일치와 투표의도에 미치는 영향 : 2021년 4·7 서울시장 재·보궐선거를 중심으로)

  • The objective of this study is to empirically verify the relationship between the image of politicians, political belief agreement, and voting intention recognized through YouTube content, centering on the 4·7 Seoul Mayor's Election. A survey was conducted on voters in their 20s or older living in Seoul, and the following main results were derived. First, among the factors of politician image, morality, leadership, and administrative power were found to have a significant positive effect on political belief agreement. Second, it was found that the consensus of political beliefs with politicians had a significant positive effect on voters' voting intentions. Third, it was found that among the factors of politician image, political ability and communication ability had a directly significant positive effect on voting intention. Fourth, it was found that politicians' morality, leadership, and administrative power all had a significant effect on voters' voting intentions through political consensus. The significance of this study is that this study identified the factors of politician image on political belief agreement and voter voting intention by applying the relationship between politician image, political belief agreement, and voter voting intention to YouTube content.

Remote control stopwatch development using ATmega8 processor (ATmega8 프로세서를 이용한 원격제어 초시계 개발)

  • In this paper, we design and implement a digital LCD stopwatch function of the remote control. The central controller and LCD stopwatch is implemented based on the clock signal of the crystal oscillator of 8MHz by using ATmega8 processor in the AVR representative series of ATMEL, Communication module basic, ZBS-using the ISM 2.4GHz frequency band at 100. Stopwatch of remote control that has been proposed, it is possible to solve the three problems. First, it is possible to solve the sight deviation between broadcast camera and panelists glance to large LCD stopwatch monitors. Second, it is possible to avoid the trouble of broadcasting cameras cross replacement, Third, it is possible to minimize the inconvenient of the viewer corresponding to the operation of the horizontal movement of the broadcast camera.

A Post-Examination of Forecasting Surveys for the 16th General Election (제 16대 국회의원 선거의 예측조사에 대한 사후적 검증)

  • On the election day of the 16th Korea national Assembly, nationwide TV stations such as KBS, SBS and MBC broadcasted election forecasting based on telephone surveys and exit polls. The result turned out to be significantly wrong, undermining general audience's confidence on the 'ientific'surveys. The purpose of this study consists of the followings. I) What form of telephone surveys and exit polls were adopted by survey institutions in real field\ulcorner ii) What were the problems\ulcorner iii) What can we do to make it straight\ulcorner Major findings of the study include the ignorance of call-back rules in telephone survey and the inadequate number of sampled election posts to make satisfactory forecasting. It is pointed out that it is necessary to amend election laws related to election opinion polls to make a substantial progress.

Estimating the Interim Rate of Votes Earned Based on the Exit Poll Results during the Coverage of Ballot Results by Broadcasters (선거 개표방송에서 출구조사 자료를 활용한 중간 득표율 추정에 관한 연구)

  • During major elections, three terrestrial broadcasting stations in Korea have covered the progresses of election results by announcing the simple sum of ballot counts of all ballot counting stations. The current approach, however, does not properly reflect the actual ballot count differences by ballot counting location, leading to cause unnecessary but possible confusions. In addition, the current coverage approach restricts the broadcasters from using regional poll data gained through exit polls by letting them to use the significant information on a one-off purpose to announce the initial prediction of the poll results and to fully disregard the exit poll results during the ballot counting process. Based on the understanding, this paper is designed to suggest a Bayesian approach to consolidate the exit poll results with the progressive ballot counting results and announce them as such. The suggested consolidation approach is expected to mitigate or avoid the possible confusions that may arise in connection with the different ballot counting paces by ballot counting station.
