The purposes of this study are to understand the current status of using and adoption of social network services for public libraries in Korea and to propose how to activate social network services for the libraries in the future. For this study, the usage of the social network services by 166 public libraries was investigated. In addition, surveys to 40 library representatives from the libraries were conducted and 198 public library users answered users' survey questionnaires. As methods to activate social network services in pubic libraries, providing education and training for librarians, hiring librarians for the service, and monitoring and educating the library users for participating with diversifying promotion channels for the service were suggested.

The goal of this study is to propose the plan for activating collection services of public library in Seoul. For this goal, author analyzed and compared the core infrastructure, collection services, and their correlation of public libraries in 16 local governments and evaluated environment and the current situation of collection service of public libraries in Seoul. Based on the these results, author suggested five plans or strategies for vitalizing the collection services of public libraries. All public libraries in Seoul must maximize the visibility of the new collections, supply the culture(life-long learning) programs based on library collections, expand the breadth of the collection service through library cooperation system, strengthen interlibrary loan by establishment of the collaborative repository, and raise the awareness of the citizens about the library and collections.

WCDMA 의 등장으로 영상통화를 지원하는 휴대폰의 보급은 빠르게 확산되고 있다. 하지만 예상과 달리 사용자들의 실제 영상통화 이용율은 그리 활성화 되지 못하고 있는 실정이다. 본 연구자들은 이러한 현상이 나타나게 된 원인이 영상통화 기능이 단순한 통화기능으로만 활용될 뿐 그 실질적 효용성이 높지 못하기 때문이라 판단하여, 영상 통화를 활성화 시킬 수 있는 방안에 대한 연구를 진행하였다. 오늘날 IT 기반의 서비스 중에 매우 활성화 된 것이 쇼핑 관련 서비스이다. 무선 인터넷과 모바일 환경에서 금융과 통신의 융합이 사회적 화두로 떠오르고, 이러한 이유로 영상통화 기능을 쇼핑과 연계한다면 그 효용성이 매우 커질 것으로 판단하였다. 그리하여 본 연구에서는 사용자 행태 조사을 통해 그들의 needs 를 범주화하고 분석하여 영상통화 쇼핑 서비스 어플리케이션을 도출하였다. 그리고 도출된 어플리케이션의 세부적 절차와 원활한 인터페이스의 설계를 위해 시나리오 형식으로 개방하여 그 형태를 구체화시키고자 하였다.

전자상거래는 통합적 정보체계 환경아래서 정부, 기업, 개인가넹 이루어지는 생사느 구매, 수소, 재무, 행정, 서비스 등의 상업적인 거래를 의미한다. 본 연구에서는 기업간의 거래인 'Business-to-Business', 기업과 개인간의 거래인 'Business-to-Customer', 그리고 개인과 개인간의 거래인 'Customer-to-Customer'의 거래중에서 인터넷을 통해 기업과 소비자가 상품과 서비스의 매매가 이루어지는 기업과 개인간의 거래인 'Business-to-Customer'거래라는 협의의 전자상거래 개념을 사용하였다. 전자상거래를 활성화하는데 있어서 작용하는 요인들에 관한 연구를 과거의 문헌연구들을 통해 관련요인을 찾아 체계적으로 분류, 정리하엿다. 그리고 이를 토대로 전자상거래 활성화를 위한 가장 기본적이고 중요한 독립변수로서 공급자 측면에서 네가지의 하위 요인(기술, 정보, 제품, 거래)을 가진 '서비스 품질(Service Quality)'과 고객 측면에서 네 가지의 하위 요인(구매습관, 생활양식, 전자상거래에 대한 지각, 인구통계적 요인)을 가진 '사용자 태도(Customer Atttitute)'를 선정함으로써 공급자와 소비자를 연결한 개념적인 모형을 제시하였다. 그리고 이러한 개념적인 서비스 품질가설과 사용자 측면에서 사용자 태도가설을 제시하였다.

지난 12월 1일, 지상파DMB 서비스가 개시됨으로써 우리나라는 위성DMB를 포함, DMB를 '세계 최초'로 서비스하는 국가가 됐다. 이미 오래 전부터 DMB(디지털 멀티미디어 방송)는 국내 차세대 IT먹거리로 손꼽혀온 부분. 국내 상용화(와 활성화)를 발판으로 삼아 해외시장을 선점해나가겠다는 게 국내 입장이다. 실제 그동안 지상파DMB 활성화의 걸림돌로 지적돼 온 이동전화 사업자의 유통 참여가 KTF와 LG텔레콤을 필두로 1월 1일부터 시작됨으로써 지상파DMB 진영을 고무시키고 있는 분위기다.

본 연구에서는 웹 서비스의 종류가 급격히 증가하게 됨에 따라 유사 패턴의 사용자들을 위해 웹 링크 서비스를 일부 추천해주는 시스템에 대해 설계 및 구현하였다. 본 연구를 통해 유사 패턴의 웹 서비스 이용자들의 그룹을 정의 하는데 네이브 베이지안 알고리즘을 적응하고 그에 따른 새로운 사용자에 대한 그룹정의도 함께 한다. 유사 패턴의 그룹의 사용자들에게 적합한 링크들을 추천해준다. 기존의 추천 시스템에서 제공하는 추천 아이템을 제정의 하는 것이 아니라 기존의 웹 서비스 페이지에서 유사 패턴의 그룹에게만 일부의 링크들만 활성화 하여 제공한다. 이는 웹 서비스의 일부 링크 서비스들만을 활성화 하여 추천 해줌으로써 웹 서비스의 모바일 디바이스등에 제공시 웹 페이지의 소스를 경감하여 좀 더 수월하게 서비스 할 수 있다. 또한 사용자들도 추천 받은 링크만을 접근하게 됨에 따라 접근하지 않는 다른 서비스에 대한 링크 소스가 빠진 웹 페이지만 제공 받을 수 있다.

The purpose of this study is to provide policy implications for vitalizing u-health services. We carried out survey of 500 consumers and indepth interview with various experts. Both experts and consumers believe that u-health services will become prevalent in the longrun, although there exist obstacles against vitalization of u-health services. To vitalize u-health service, the Korean government should raise reliability and recognition of u-health service for consumers. Furthermore, law and institution regarding u-health services should be improved to give enough incentives for u-health suppliers and consumers.

Providing archival information services is one of the important tasks carried out by archives. The archives, now, make efforts to provide user-oriented information services which can help users to utilize records and archives more easily. This study reviews and compares user-oriented information services, which National Archives in UK, USA, and Australia have provided actively, in terms of learning support services, research support services, and Special services for public. And then, the study suggests the strategies for improving user-oriented archival information services for archives and the institutes of records management.

Since 2006, the Korean government has introduced a series of policies to create social service related jobs. Facing the new social risk of Jobless Growth, the newly launched Moon Jae-In administration had no choice but to include job creation in the social service sector as one of the 100 National Tasks for the next five years. The primary purpose of this study is to provide based on the last 10 years' experience a critical analysis of the new government's social service job creation policies. It has been proven that containing budget growth and creating jobs are not compatible goals. The government's control over social service prices has been persistent for the last 10 years serving the purpose of containing social service budget. The author argues that low quality jobs and depressed social service market are the results of such policy. The current problems created by the past policies and a number of new problems that the new government's plan to establish so-called Social Service Corporation might create are discussed, and a set of policy tasks including a social insurance for social services are suggested as alternative solutions for the old and new problems.
