The location-based service is emerging again to the public attention. The location recognition environment up-to-now has been studied with its focus only on a person, an object or a moving object. However, this study proposes a location recognition model that serves to recognize and track, in real time, multiple passengers in a moving vehicle. Identifying the locations of passengers can be classified into two classes: one is to use the high price terminal with GPS function, and the other is to use the economic price compact terminal without GPS function. Our model enables the simple compact terminal to provide effective location recognition under the on-boarding situation by transmitting messages through an interface device and sensor networks for a vehicle equipped with GPS. This technology reduces transmission traffic after detecting the condition of a vehicle (being parked or running), because it does not require transmission/receiving of information on the locations of passengers who are confined in a vehicle when the vehicle is running. Also it extends battery life by saving power consumption of the compact terminal. Hence, we carried out experiments to verify its serviceability by materializing the efficient tracking system for passengers with the detection algorithm of a stopping vehicle proposed in this study. Moreover, about 200 experiments using the system designed with this technology proved successful recognition on on-boarding and alighting of passengers with the maximum transmission distance of 12 km. In addition to this, the running recognition tests showed the test with the detection algorithm of a stopping vehicle has reduced transmission traffic by 41.6% compared to the algorithm without our model.

The cdma2000 lxEV - DO mobile communication system provides broadcast and multicast services (BCMCS) to meet an increasing demand from multimedia data services. The servicing of video streams over a BCMCS network must, however, face a challenge from the unreliable and error-prone nature of the radio channel. The BCMCS network uses Reed-Solomon coding integrated with the MAC protocol for error recovery. We analyze this coding technique and show that it is not effective in the case of slowly moving mobiles. To improve the playback quality of an MPEG-4 FGS video stream, we propose the Hybrid error recovery scheme, which combines Reed-Solomon with ARQ, using slots which are saved by reducing the Reed-Solomon coding overhead. The target packets to be retransmitted are prioritized by a utility function to reduce the packet error rate in the application layer within a fixed retransmission budget. This is achieved by considering of the map of the error control block at each mobile node. The proposed Hybrid error recovery scheme also uses the characteristics of MPEG-4 FGS (fine granularity scalability) to improve the video quality even when conditions are adverse: slow-moving nodes and a high error rate in the physical channel.

In this paper, we first review a concept of hybrid division duplexing (HDD) scheme, which has been proposed as a new type of duplexing scheme useful for a next generation mobile communication system and its implementation issues, including the unified radio resource management for HDD scheme. The HDD scheme maintains the advantages of both TDD and FDD at the same time while providing a useful structure to control the inter-cell interference, caused by an asymmetric traffic load of multimedia services over uplink and downlink in the TDD scheme. Employing two frequency bands, one for TDD scheme and the other for FDD scheme, uplink is operating under the TDD scheme only, while downlink is operating under the TDD or FDD scheme, depending on the location of mobile station. In the HDD scheme, therefore, it must determine a type of duplexing scheme to employ in the downlink and futhermore, a ratio of uplink and downlink duration to meet a given traffic load of asymmetric service, which requires some unified radio resource management for handling the subsequent inter-cell interference. In this paper, we propose a distributed adaptive control approach as a means of unified radio resource management for a HDD system that maximizes the overall system efficiency by fully utilizing the resource in TDD band, while minimizing the inter-cell interference.
Low-Orbit satellite mobile networks can provide services through miniaturized terminals with low transmission power, which can be used as reliable means of communication in the national public disaster network and defense sector. However, the high traffic environment in the emergency preparedness situation increases the new call blocking probability and the handover failure probability of the satellite network, and the increase of the handover failure probability affects the QoS because low orbit satellites move in orbit at a very high speed. Among the channel allocation methods of satellite communication, the FCA shows relatively better performance in a high traffic environment than DCA and is suitable for emergency preparedness situations, but in order to optimize QoS when traffic increases, the new call blocking and the handover failure must be minimized. In this paper, we propose LEO-DBC (LEO satellite dynamic beam width control) technique, which improves QoS by adaptive adjustment of beam width of low-orbit satellites and call time of terminals by improving FCA-QH method. Through the LEO-DBC technique, it is expected that the QoS of the mobile satellite communication network can be optimally maintained in high traffic environments in emergency preparedness situations.
Currently, thanks to the major stride made in developing wired and wireless communication technology, a variety of IT services are available on land. This trend is leading to an increasing demand for IT services to vessels on the water as well. And it is expected that the request for various IT services such as two-way digital data transmission, Web, APP, etc. is on the rise to the extent that they are available on land. However, while a high-speed information communication network is easily accessible on land because it is based upon a fixed infrastructure like an AP and a base station, it is not the case on the water. As a result, a radio communication network-based voice communication service is usually used at sea. To solve this problem, an additional frequency for digital data exchange was allocated, and a ship ad-hoc network (SANET) was proposed that can be utilized by using this frequency. Instead of satellite communication that costs a lot in installation and usage, SANET was developed to provide various IT services to ships based on IP in the sea. Connectivity between land base stations and ships is important in the SANET. To have this connection, a ship must be a member of the network with its IP address assigned. This paper proposes a SANET-CC protocol that allows ships to be assigned their own IP address. SANET-CC propagates several non-overlapping IP addresses through the entire network from land base stations to ships in the form of the tree. Ships allocate their own IP addresses through the exchange of simple requests and response messages with land base stations or M-ships that can allocate IP addresses. Therefore, SANET-CC can eliminate the IP collision prevention (Duplicate Address Detection) process and the process of network separation or integration caused by the movement of the ship. Various simulations were performed to verify the applicability of this protocol to SANET. The outcome of such simulations shows us the following. First, using SANET-CC, about 91% of the ships in the network were able to receive IP addresses under any circumstances. It is 6% higher than the existing studies. And it suggests that if variables are adjusted to each port's environment, it may show further improved results. Second, this work shows us that it takes all vessels an average of 10 seconds to receive IP addresses regardless of conditions. It represents a 50% decrease in time compared to the average of 20 seconds in the previous study. Also Besides, taking it into account that when existing studies were on 50 to 200 vessels, this study on 100 to 400 vessels, the efficiency can be much higher. Third, existing studies have not been able to derive optimal values according to variables. This is because it does not have a consistent pattern depending on the variable. This means that optimal variables values cannot be set for each port under diverse environments. This paper, however, shows us that the result values from the variables exhibit a consistent pattern. This is significant in that it can be applied to each port by adjusting the variable values. It was also confirmed that regardless of the number of ships, the IP allocation ratio was the most efficient at about 96 percent if the waiting time after the IP request was 75ms, and that the tree structure could maintain a stable network configuration when the number of IPs was over 30000. Fourth, this study can be used to design a network for supporting intelligent maritime control systems and services offshore, instead of satellite communication. And if LTE-M is set up, it is possible to use it for various intelligent services.

Preliminary feasibility study on Busan metro line #1 in Yangsan line (Nopo-Bukjeong) depending on active volume of mass transportation between Yangsan city and Busan city was conducted. As the study concluded that it's valid, the necessity to establish the metro railroad network connecting to Busan, Ulsan and Gyeongnam Province is demanded to improve the transportation issues in Ungsang area vulnerable to metro service and to drive the balanced development between metropolitan cities. In addition, the volume of transportation depending on methods in target areas and road traffic assignment are surveyed to put a stress on the necessity to establish the metro railroad network. As the demand of transportation for alternative lines is predicted, the budget and benefits for construction for each alternative line set for the rough economic analysis depending on traffic volume for each method and traffic assignment results. The total project budget necessary for construction of proposal line #1 set as effective one among target three lines in this project is calculated in 794.32 billion won. Construction accounts for the most expensive in expenses for project and contingency allowances, purchases for vehicles and collateral expense are followed in orders. However, compensation for lands is not counted. In particular, according to economic analysis in proposal #1, ratio of benefit/cost (B/C) is 0.584, net present value (NPV) is -217.47 billion won, the internal rate of return (IRR) is analyzed in 0.604 %. At the current stage, it is not economically feasible, but the B/C is 0.737 in long-term upon construction of Yangsan line between Wolpheong and Yongdang which is proposal line #3. Therefore, when Busan metro basic plan is reorganized to aim the benefit of residents in Ungsang area vulnerable to the metro service, we think it must be necessary to establish the metro railroad network connecting to Busan-Yangsan-Ulsan which is proposal line #2 by extending the existing Sinjeong line and including this task line in high-ranked plan related to metro railroad.
This study focuses on the right to self-determination, which has a higher possibility of infringement on rights, for people with developmental disabilities, who are more vulnerable to rights protection than other types of disabilities, and seeks to obtain implications of the basis for academic discussion and practical strategies. To this end, data were collected through a structured survey on 302 social workers in Seoul, Gyeonggi, and Gangwon area to identify the importance and execution degree of self-determination components of the developmental disabled, and descriptive analysis, differences. analysis, matrix analysis was applied. As a result of the analysis, the importance and performance degree were evaluated at an absolute level lower than the positive level, and the overall average standard execution degree was found to be applied relatively later, and the difference between the two levels was statistically significant. Meanwhile, goal setting and achievement, self-management and regulation, branch recognition and perception, etc. were identified as under-action elements as disparity between importance and performance. Therefore, in order to improve the balanced positivity of social workers and people with developmental disabilities in consideration of the reciprocity of human rights protection, applied behavior analysis, positive behavior support, and individualized service plan based on the application of a person-centered program and self-determination improvement program are applied. Suggestions were made on detailed strategies such as accounting.
This paper describes a development of next generation information remote retrieval and warning system that enables the user to make slope information retrieval remotely for a rockfall and landslide disaster reduction from mobile environments. And this system will be able to warn with a real-time stability condition about the slope which circumference are contiguous in standard user location. Slope information which provides to the user, become the service which upgrades from depth deep information directness will be able to confirm in order from field with applies multimedia style information which is various. In order to retrieve slope information with the wire and wireless internet from the remote place, we used mobile PC carrying is simple. Also this system attached GPS receiver to mobile PC in order to confirm user location as a real-time from the electronic map from field. Specially this system user location divide the safety of the slope which within the area where are fixed in the center are representative with 'safe area', 'collapse area' and 'collapse forecast area' etc. And to indicate with the icon of each other different color simultaneously in the electronic map. With like that reason, this system which sees the user even while moving safety condition about circumferential slope from the electronic map is having the strong point will be able to grasp with a real-time in one eye. Also warning message leads at the case real-time when the collapse will occur in specific slope, to inform to the user. Therefore this system which sees will be able to reduce the disaster which is caused by in landslide a very big strong point and has.
Extracting keywords representing documents is very important because it can be used for automated services such as document search, classification, recommendation system as well as quickly transmitting document information. However, when extracting keywords based on the frequency of words appearing in a web site documents and graph algorithms based on the co-occurrence of words, the problem of containing various words that are not related to the topic potentially in the web page structure, There is a difficulty in extracting the semantic keyword due to the limit of the performance of the Korean tokenizer. In this paper, we propose a method to select candidate keywords based on semantic similarity, and solve the problem that semantic keyword can not be extracted and the accuracy of Korean tokenizer analysis is poor. Finally, we use the technique of extracting final semantic keywords through filtering process to remove inconsistent keywords. Experimental results through real web pages of small business show that the performance of the proposed method is improved by 34.52% over the statistical similarity based keyword selection technique. Therefore, it is confirmed that the performance of extracting keywords from documents is improved by considering semantic similarity between words and removing inconsistent keywords.

In this study, the characterization of projects and analysis of R&D products and commercialization performances were done to serve some implications on the policy decisions related to the commercialization of R&D in marine and fisheries sector. A total of 212 R&D projects with 144 ones for marine and 68 for fisheries performed for 5 years, from 2010 to 2014, were sorted and analyzed on the respect of government budget, main performing body, and research period. The R&D result and commercialization performance were substituted to quantitative indicators, such as the number of published papers, the number of patents, the amount of the technology royalty, the number of technology transfers, and the improvement of public service, which were subjects to be analysed. Based on the results, this study suggests the policy implications for the success of national R&D program; 1) diversifying the main performing body, 2) operating the system for sharing research infrastructures among researchers, 3) introducing the adaptable R&D program management, 4) expending the portion of grants without detailed requests for proposal, and 5) leaning the investigation of R&D budgets on projects focusing on the practicalization and commercialization.
