A Study on IT Network Policy Directions : Focusing on Network Neutrality versus Network Efficiency (IT Network 정책방향에 대한 연구 : 망(網) 중립성과 효율성을 중심으로)

  • The Internet succeeded because of the end-to-end principle which allowed anyone to add functionality to the network. However, as the internet is increasingly becoming the platform for smart IT applications such as VoIP, IPTV, Cloud Computing and Smart Phone, networks are now under increasing strain of traffic congestion and the absence of quality of service insurances. To date, the debate over internet rules has focused on network neutrality rather than network efficiency. This article emphasizes the well-functioning role of market mechanism for the efficient use and further development of the network. To maximize the value of the network, this article proposes a differential treatment to packets based on customer types, and a two-part tariff pricing rule to secure funding to expand and upgrade networks.

Determining the Locations of Washland Candidates in the Four Major River Basins Using Spatial Analysis and Site Evaluation (공간분석 및 현장조사 평가 기법을 활용한 4대강 강변저류지 조성 후보지 선정)

  • In this study, a comprehensive exploration and evaluation of washland candidate locations by means of field monitoring as well as spatial analysis in six major river system (Han, Nakdong, Nam, Geum, Youngsan, and Seomjin Rivers). Washland(in other words, river detention basin) is an artificial wetland system which is connected to streams or rivers likely to riverine wetlands. Major purpose of washland creation is to control floodings, water supply and purification, providence of eco-cultural space to human and natural populations. Characteristics and functions of riverine wetlands can be expected as well, thus it is believed to be an efficient multi-purpose water body that is artificially created, in terms of hydrology and ecology. Geographical information and field monitoring results for the washland candidate locations were evaluated in 2009, with respect to optimal location exploration, ecosystem connectivity and educational-cultural circumstances. A total of $269\;km^2$ washland candidate locations were found from spatial analysis (main channel of Rivers South Han, 71.5; Nakdong 54.1; Nam, 2.3; Geum, 79.0; Youngsan 46.4; Seomjin 15.7), and they tended to be distributed in mid- to lower part of the rivers to which tributaries are confluent. Field monitoring at 106 sites revealed that some sites located in the Rivers Nam and Geum is appropriate for restoration or artificial creation as riverine wetlands. Several sites in the Nakdong and Seomjin Rivers were close to riverine wetlands (e.g., Upo), habitats of endangered species (e.g., otters), or adjacent to educational facility (e.g., museums) or cultural heritages (e.g., temples). Those sites can be utilized in hydrological, ecological, educational, and cultural ways when evidence of detailed hydrological evaluation is provided. In conclusion, determination of washland locations in the major river basins has to consider habitat expansion as well as hydrological function (i.e. flood control) basically, and further utility (e.g. educational function) will increase the values of washland establishment.

Change of Predator Recognition Depends on Exposure of Predation Risk Source in Captive Breed Endangered Freshwater Fish, Microphysogobio rapidus (인공증식된 멸종위기종 여울마자의 포식 위험원 노출에 따른 포식자 인지 변화)

  • Captive breeding and reintroduction are crucial strategies for conserving endangered species populations. However, fish raised in predator-free environments, show a lack of recognition of predationrelated stimuli such as chemical and visual signals. It is critical to recognize chemical signals from injured conspecifics, also known as alarm signals, and the order or shape of predators to indicate the spread of predation risk in the habitat. We conducted a laboratory experiment to determine and adjust the optimal exposure period to induce appropriate anti-predator behavior response to different types of stimuli (Chemical, Visual and Chemical+Visual) for the endangered species Microphysogobio rapidus. Our results demonstrate that predator avoidance behavior varies depending on the types of stimuli and the duration of predation risk exposure. First, the results showed captive-breed M. rapidus show lack of response against conspecific alarm signal (Chemical cue) before the predation risk exposure period and tend to increase response over predation risk exposure time. Second, response to predator (visual cue) tend to peak at 48 hours cumulative exposure, but show dramatic decrease after 72 hours cumulative exposure. Finally, response to the mixed cue (Chemical+visual) tend to peak prior to the predation risk exposure period and show reduced response during subsequent exposure periods. This experiment confirms the lack of responsiveness to conspecific alarm signals in captive-bred M. rapidus and the need for an optimal nature behavior enhancement program prior to release of endangered species. Furthermore, responsiveness to predator visual signal peak at 48 hours cumulative exposure, suggest an optimal predation risk exposure period of up to 48 hours.

The Suggestion for Evaluation Items and System for Assessment of Biotope (비오톱평가를 위한 평가항목 및 평가체계 제안)

  • The purpose of this study is to derive the usually applicable evaluation items and system for the effective biotope assessment. For this purpose, the evaluation items and system for the biotope assessment be applicable to actuality are drafted by a review on the preceded case studies until now at the inside and outside of the country. And then this study proposed the evaluation items and system for the effective biotope assessment through continual feed back such as field applications in selected case study areas and consultations. First, the six items such as naturalness & hemeroby, diversity, size of area, isolation & connection, restoration ability and rarity for biotope assessment were suggested. Second, the assessment system is divided into the first step assessment as evaluation for the whole biotope types and the second step assessment as evaluation for ecological conservation value of individual biotope. This study suggests that the items such as naturalness & hemeroby and diversity should be evaluated in assessment step for biotope types and the items such as isolation & connection, restoration ability and rarity in assessment step for individual biotope. However, this study suggests that the evaluation items and indicators suitable to the regional conditions should be reviewed enough and selected and also the detail evaluation indicators should be supplemented with the foundation of items and system for biotope evaluation proposed in this study because the biotope evaluation should consider regional characteristics.

Study on Efficient Port Environmental Management for Sustainable Port Operation (I): Case Study of Marine Environments and Natural Resources Impacts by Busan New Port Development (지속가능한 항만운영을 위한 효율적 항만환경관리에 관한 연구 (I): 부산 신항만 개발로 인한 해양환경 및 자원 영향성 평가 사례)

  • The sustainable operation and development of ports is a key industry for Korea's national economy. It is increasingly more important to resolve conflicts with local communities due to port environmental problems such as air pollution, water pollution, noise and ecosystem destruction while securing port competitiveness through infrastructure expansion. In case of the Busan New Port development project in Korea, construction has been temporally suspended due to conflict with local fishermen over marine sand mining for construction. A primary reason for this is the absence and limitation of qualitative port environmental impact assessment methodologies in Korea. This includes the current investigation of fisheries damaged by ports. Therefore, the main purpose of this study is to propose economic valuation methods for assessing environmental impacts that are essential for efficient port environmental management and for sustainable port operation and development in Korea. To do this, this study examines the overall port environmental problems and their effects (damages) through the analysis of environmental policies and case studies of domestic and overseas ports. Then economic valuation methods are suggested for total economic values (TEV) of damaged environmental goods and services. Among the proposed methods, Habitat Equivalency Analysis (HEA), as a more scientific data based method, was applied to estimate marine ecosystem service damages from the designation of Busan New Port Anchorages. Finally, based on the study results, more efficient port environmental management will be achieved through the institutional adoption of the proposed economic impact assessment methods for port environmental damages.

Development of Natural and Ecological Wastewater Treatment System for Decentralized Regions and Rural Communities (분산지역 및 농촌마을 하수처리를 위한 자연정화 고도처리 공법 개발)

  • The feasibility of the Natural and Ecological Wastewater treatment System (NEWS) was examined for rural wastewater treatment in Korea. The intermittent trickling biofilter with high hydrophilic filter media was used for pretreatment for suspended solids and organic pollutants. The subsequent constructed wetland with porous granule materials was used for promoting nutrient removal. The results show that the removal efficiencies of the system were high with respect to the water quality parameters except COD. Even if the effluent from the biofilter did not meet the guidelines for wastewater treatment plant effluent in Korea in terms of $BOD_5$ and TN, the final effluent of the system meets the guidelines us to good performance of the constructed wetland. The regression analysis between pollutant loading rate and removal rate indicated that the system could have stable removal for SS, $BOD_5$, TN, and TP in the given influent ranges. The analysis in the winter period indicated that the wetland covered with transparent polycarbonate glass had the statble performance during the winter period dus to increase of temperature inside the wetland without any heating system. With the stable performance, effective poilutant removal, low maintenance, and cost-effectiveness, the NEWS could be considered as an alternative treatment system for decentralized regions and rural communities in Korea.

  • The restricted network or the unbalanced distribution of spectrum is causing the problems of lack of spectrum resources and deterioration of the service quality. In addition, the existing centralized radio sharing method has not been a fundamental solution for radio sharing and is inefficient in terms of cost, convenience, and security. In this paper, we propose a blockchain-based spectrum sharing as a low-cost, trustworthy, high-efficiency platform that can distribute and share spectrum resources, and propose policies to realize this. In the spectrum sharing platform, spectrum information about Wi-Fi AP and LTE mobile hotspot is registered in the blockchain, and spectrum sharers and users can conclude peer-to-peer spectrum sharing contract quickly and efficiently through smart contract. The pay for the shared spectrum resources and reward for spectrum quality management open platform ecosystem to activate the circulation-sharing and it can provide a convenient and efficient public wireless infrastructure.

  • 하천의 상류부터 하류까지 통합적이고 유기적인 수질관리를 통해 모든 생명에 젖줄이 될 수 있는 하천환경을 조성하는 방안을 모색하고 가용 수자원의 효율적 활용을 통해 건천화된 영산강의 유량을 풍부하게 하는 한편, 이상강우에 대비한 고품격 하천설계로 재해로부터 안전한 하천으로 역할을 수행할 수 있는 방안을 강구할 필요가 있다. 더욱 생물의 서식지를 복원하고 단절된 하천을 연계하여 BLUE-GREEN 네트워크를 형성하고 하천의 생물다양성을 증진하여 많은 동 식물들이 활동하고 서식하는 생태적으로 건전한 하천으로 조성하는 방안과 마한 및 백제문화의 산물인 영산강 유역의 역사유적과 황금박쥐 서식처 등과 같은 환경자원을 발굴 연계하여 미래지향적인 지역문화를 재창조하는 방안을 모색할 필요가 있다. 따라서 본 연구에서는 미래지향적 인 지역문화를 창조하고 하천의 생물다양성을 증진하기 위해 가장 우선시 되어야 할 수질개선을 위해 영산강 유역에서 가장 시급한 문제점을 발굴하고 맑고 문제점 해결을 위한 대안을 설정하여 수질모델을 이용하여 대안에 따른 수질모델을 이용하여 수질개선 효과를 분석하였다.

Environmental spatial data-based vegetation impact assessment for advanced environmental impact assessment (환경공간정보를 이용한 식생부문 환경영향평가 고도화 방안 연구)

  • Vegetation is the basis for biodiversity conservation and sustainable development. In the Environmental Impact Assessment (EIA), which is the most direct and efficient policy measure to prevent degradation of nature, vegetation-related assessment has limitations as it is not based on quantitative and scientific methods. In addition, it focuses on the presence of protected species; hence, it does not take into account the role of vegetation as a habitat on a wide-area scale. As a way to overcome these limitations, this study aims to contribute to the quantification and advancement of future EIA on vegetation. Through the review of previous studies, core areas, connectivity, and vegetation condition were derived as the items to be dealt within the macroscopic aspect of vegetation impact assessment. Each item was spatially constructed using land cover maps and satellite imageries, and time series change analysis was performed. As a result, it was found that vegetation has been continuously deteriorating due to development in all aspects, and in particular, development adversely affects not only the inside of the project site but also the surrounding area. Although this study suggested the direction for improvement of the EIA in the vegetation sector based on data analysis, a more specific methodology needs to be established in order to apply it to the actual EIA process. By actively utilizing various environmental spatial data, the impact of the development on the natural ecosystem can be minimized.

Building a GIS Database for Analyzing the Integrated Information on Aquatic Ecosystem Health and Its Application (수생태계 건강성 통합정보 분석을 위한 GIS DB 구축 및 활용에 관한 연구)

  • The purpose of this study is to build a GIS database that can utilized to provide a multi-dimensional analysis of aquatic health ecosystem. Especially, it was to build a GIS database for comprehensive analysis using the aquatic ecosystem health. So we collected data on aquatic ecosystem health assessment, Korea Reach File(KRF), Stream Naturalness and Water Environmental Information System, and detailed analysis of the collected data was performed. In addition, the core objects were extracted from individual data and a related entity was derived by pulling out the items associated with thematic characteristics and classifying them. The establishment of GIS database makes it possible to support the decision making for the user to quickly understand the information of water environment. Therefore, the database will provide the information for the effective management on water environment.
