Environmental Controversy and the Role of Science - The Case of Saemangeum Reclamation Project in Korea (새만금 논쟁과 과학기술의 역할)

  • In this paper, I have attempted to show how the environmental controversy surrounding the Saemangeurn Reclamation Project in Korea has been framed as narrow scientific debates. First of all, science, or specifically the Expert Review Pane, has played dual roles in the controversy. On the one hand, it has contributed to illuminating the future environmental impacts of reclamation, by so doing, to providing a momentum to reconsider the project. This has significant meaning that environmental concerns successfully checked the symbolic national project of developmental era through adopting a joint-investigation scheme that guaranteed participation of environmental groups on an equal footing with the government. On the other hand, by limiting the scope and participants of discussion, it fundamentally blocked the possibilities of public debates and deliberative decision-making with full considerations of the political, social, and cultural aspects of the controversy. I have shown that this is due to the realist belief shared by both the developers and the environmentalists in Korea that 'proper' science would disclose the truth. Environmental groups, in particular, were naive in evaluating the role of scientific expertise in the controversy and neglected the political role of the Expert Review Pane as a ritual. In opposition to the realist argument, I have shown through the analysis of the water quality debates concerning the future fresh water lakes that scientific 'facts' were not discovered but constructed through complex negotiations, conflicts, and compromises among related actors. The framing of the controversy as an experts' debate has resulted in the exclusion of an important actor from the discussion. Little attention has been paid throughout the controversy to the very people who have lived in the Saemangeum area for generations and will lose their livelihood all together soon. About 20,000 fishermen are living on the Saemangeum tidal flats.

A Laboratory Study on Erosional Properties of Fine Cohesive Sediments from Saemankeum Artificial Lake (새만금 인공호 점착성 퇴적물의 침식특성에 대한 실험적 연구)

  • The purpose of this study is to quantitatively estimate the erosional properties for cohesive sediment from Saemankeum artificial lake. A series of erosion tests were conducted with Chonbuk annular flume, which is the first one constructed in this country and verified with validities. Each erosion tests were conducted under a uniform bed condition but a different bed density respectively, and its critical shear stress for erosion(${\tau}_{ce}$) as well as the erosion rate coefficient (${\varepsilon}_M$) were determined quantitatively. Since the erosional properties of the cohesive sediments vary largely depending in the physico-chemical properties, such properties of Saemankeum sediments were also estimated and their effects on the erosional properties were analyzed. For Saemankeum sediments, it can be seen that ${\tau}_{ce}$ increases from $0.26N/m^2$ to $0.52N/m^2$ and ${\varepsilon}_M$ decreases exponentially from $14.28mg/cm^2\;hr$ to $6.02mg/cm^2\;hr$, as the bed density varies from $1.17g/cm^3$ to $1.34g/cm^3$. The erosional parameters of Saemankeum sediments are found to be remarkably different in quantity as compared with those for cohesive sediments from other sites. Particularly, ${\tau}_{ce}$ for Saemankeum sediments is known to be larger than that of Kunsan sediments but similar with that of Shihwa sediments, while ${\varepsilon}_M$ for Saemankeum sediments is shown to be smaller than that for Kunsan sediments.

Fish Distribution and Salinity in the Saemangeum Reservoir (새만금호 내의 염도에 따른 어류분포)

  • The Saemangeum Reservoir was constructed in 2006 as a part of Saemangeum reclamation project in which desalination has been also carried out. The purpose of this study is to provide basic data for predicting changes in fish distribution in the Saemangeum area with respect to the desalination processand to identify current status of fish distribution along with salinity levels. Fish sampling and measurement of salinity were conducted 4 times from February to October in 2012 at 10 sites within the Saemangeum Reservoir. A total of 71 species classified into 34 families were confirmed, and dominant and subdominant species were Thryssa kammalensis (16.1%) and Konosirus punctatus (12.8%), respectively. Saltwater fishes were still dominant at the Saemangeum Reservoir. Study sites were classified into four groups (A=St. 1, 6; B=St. 2, 3, 7, 8; C=St. 4, 9, 10; D=St. 5) by Bray-Curtis cluster analysis. Species composition of each group was closely related with salinity level: group A corresponding to 0.2 psu, B to 14.2 psu, C to 19.5 psu, and D to 23.5 psu.

Changes of Surface $M_2$ Currents as Observed by HF Radar Before and After Saemangeum Fourth Tidal Dyke Closing (새만금 4호 방조제 완성 전.후 HF 레이다로 관측된 표층 $M_2$ 조류의 변화)

  • HF radar-derived current data obtained in 2002 and 2004 are analyzed to examine the effects of the completion of the Saemangeum 4th tidal dyke in June 2003, connecting Gogunsan-Gundo and Bieung-Do, on the coastal surface $M_2$ current pattern. Comparison between the currents by HF radar and current meter mooring showed good agreements. Counterclockwise rotation of the $M_2$ current in the observed area did not change with the dyke construction. Strong westward ebb jet from the gap of the dyke was observed in 2002 but disappeared in 2004. The complete closing of the dyke gap caused the current speed increase around the mouth of the Kem River estuary, decrease around Gogunsan-Gundo and the dyke, the changes in the direction of maximum current to north-ward from eastward and the delay of the maximum flood current occurrence around Gogunsan-Gundo and the dyke. Around Yeon-Do, the maximum flood current directed more clockwise and occurred rather earlier. These changes of the $M_2$ current ellipse characteristics imply that the effects of the dyke construction reached the area connecting Mal-Do and Yeun-Do.

Annual Variations(2001-2010) of Phytoplankton Standing Stocks in Saemangeum Water Region (새만금 수역 식물플랑크톤 현존량의 경년(2001-2010) 변화)

  • Phytoplankton standing stocks had been researched in Saemangeum water region from 2001 to 2010 belong to the construction period of Saemangeum dike. The big change of phytoplankton standing stocks was shown, reaching 57 - 85,219 cells/ml according to the sampling seasons and stations. Inside of Saemangeum lake, a flux of fresh water and sea water made the phytoplankton standing stocks changed spatiotemporally. Meanwhile, the water bloom was frequent with continuously high standing stocks of fresh water stations and the standing stocks outside of the dike have been normal. In the long-term point of view, the standing stock did not show a big change comparing to the before and after of closing the dike(April, 2006).

  • 삶의 터전이 부족한 자연환경을 극복하기 위해 인간은 쓸모없는 땅을 개척하고, 다리를 놓고, 둑을 막는 등 끊임없이 노력함으로써 좀더 풍요로운 삶으로 발전시켜왔다. 그 중 호수나 바닷가에 제방을 쌓고 육지를 만드는 간척은 좁은 땅덩어리를 넓힘으로써 삶의 터전을 좀더 확대시킬 수 있다. 우리나라는 삼면이 바다로 둘러싸여 있고 특히 서해안과 남해안은 리아스식 해안에 갯벌이 발달하여 간척에 유리하다. 간척은 삼국시대부터 그 흔적을 찾을 수 있고 조선시대까지는 작은 갯고랑이나 해변을 막는 정도였으나 일제 강점기 때 주로 군량미 조달 등을 목적으로 본격적인 간척이 이루어졌다. 해방 후에도 간척은 계속되었고 1980년대 이후 중장비가 등장하면서 수천 미터의 제방 길이와 거대한 물목을 틀어막는 대규모 공사로 발전하였다. 근대의 간척사업이 군량미 확보와 미곡 증산 중심이었다면 최근의 간척사업은 생태환경 복원, 관광 등 다목적 용도로 쓰임새가 변화하는 추세이다. 서해안에서는 지금 국토를 넓히는 역사적인 사업이자 최대 규모의 국책사업인 간척사업이 한창 진행 중이다. 중국 동해안을 중심으로 한국과 일본 큐슈를 잇는 환황해권이 세계 최대 경제로 떠오를 것으로 예상됨에 따라 정부가 환황해권의 주도권을 잡기 위해 새만금개발사업을 적극 추진하고 있다. 세계 최장 33km의 방조제와 $401km^2$의 땅을 매립하여 농업 산업단지, 복합도시, 21세기 동북아 관광레저의 허브 등 다용도로 활용하기 위함이다. 본지는 바닷내음 물씬 풍기는 광활한 새만금 벌판에서 새만금집단에너지시설 건설공사를 시공 중인 (주)정호이앤씨(대표 최호선) 양석동 현장소장과 원도급 업체인 두산중공업 용환윤 소장을 만났다.

  • 새만금지구 간척사업은 지난 1990년대 초반 이래로 국책사업으로 수행되어 왔다. 그러나, 하류에 조성될 새만금호의 수질에 대한 일반의 우려가 높아 배수갑문을 개방하여 해수 유통을 허용하고 있고, 원래 목적인 담수호 조성이 지체되고 있다. 농업비점오염부하가 담수호의 주요 오염원의 하나로 인식되고 있고, 담수호 수질 개선을 위해서는 농업비점 저감대책이 강구되어야 한다. 본 연구의 목적은 저염도 새만금 간척지 밭을 대상으로 비종에 따른 비점오염 배출부하량을 모니터링하고 이를 정량적 평가를 하는 데 있다. 계화방조제 전면의 간석지에 간척농지 시험포장을 조성하였다. 비종으로 축분퇴비와 화학비료를 적용하고, 무시비 대조구와 비교하여 동계 청보리, 하계에 콩과 수수 작물 재배 시험을 수행하였다. 시험포장의 수문, 수질, 토양, 지하수 모니터링을 통하여 간척지 밭으로부터 오염물질 배출기작을 규명하고 비점부하를 정량적으로 산정하였다. 본 연구 결과는 염도가 높은 간척농지에서 밭작물 재배에 따른 비점부하 배출기작에 대한 이해를 증진하고, 나아가 농업비점오염 저감을 위한 영농개선 기법 개발에 중요한 기초자료를 제공할 것으로 판단된다.

Marine Molluscs of Saemanageum (새만금의 해산 연체동물상)

  • A survey was carried out two times at 11 localities on the marine molluscan fauna of Saemangeum during the periods from August 3rd to August 5th, and from August 23rd to August 25th 2003. The total number of molluscan species identified in this study was 88 species in 40 families, and among them 51 species in 34 families include Eurytrochus cognatus were new to the fauna of Saemangeum. In addition to the previously described 58 species in 31 families, a total of 109 species in 48 families of marine mollusca have been reported at Saemangeum up to date.

Marine Decapods of Saemangeum (새만금의 해산 십각류)

  • A faunal study on the marine decapods of Saemangeum located in the western part of South Korea was performed during the period from August 21, 2003 to October 25, 2003. Forty four species in 17 families were identified through the present investigation, which were represented by 15 species of shrimps in seven families, three species of anomurans in two families, and 26 species of crabs in eight families. Three species of the identified species were new to Korea: Alpheus sp. and Athanas sp. in shrimps, and Asthenognathus sp. in crab. Of the species collected in the present study, Ogyrides orientalis (Stimpson, 1860) in shrimp, and Acmaeopleura balssi Shen, 1932 and Tritodynamia horvathi Nobili, 1905 in crabs are rare species in the western coast of South Korea.

A Study on the Influence of the Saemangeum Sluice-Gates Effluent Discharge using the Particle Tracking Model (입자추적 실험을 이용한 새만금 배수갑문 유출수의 영향 범위 연구)

  • This study suggested a method calculating the influence of effluent discharge from Saemangeum sluice-gates using the particle tracking model. For 2017, we presented the seasonal effects of effluent discharge as probability spatial distributions and compared with the results of the water age, one of the indicators of transport time scale. The influence of sluice-gates effluent discharge increases radially around Sinshi or Gaseok gates, which are expected to be biased toward the south in winter and north in summer due to the effect of seasonal winds. Although the results of the prediction are limited to the 2017 situation, the method of calculating the influence of sluice-gates effluent discharge using the Lagrangian particle tracking model can be used to predict the future of the around Saemangeum.
