미국 연방통신위원회(FCC)는 1996년 통신법에 따라 통신시장에서 진입장벽을 제거함으로써 경쟁을 촉진하기 위해 상호접속 제도, 접속료 제도의 전면적인 개편을 추진하여 왔다. 그러나 FCC가 제정한 상호접속 규칙과 접속료 규칙은 지역 전화사업자 및 주공익사업위원회의 적극적인 반대로 소송으로 비화되었으며, 1998년과 1999년 초에 사법부의 판단이 내려졌다. 사법부의 판단 결과 망세분화 규칙을 제외한 대부분의 쟁점사항에 대해서 FCC의 경쟁활성화 정책이 본격 추진되게 되었다. 본 고에서는 미국의 상호접속 제도 및 접속료 제도의 발전과정, FCC가 제시한 새로운 상호접속 제도 및 접속료 제도의 주요 내용, 이들 제도의 무효화 주장에 대한 사법부의 판단결과를 살펴보고 그 시사점을 살펴보고자 한다.

Building the super broadband network is the key competence for fostering the economy. Over the super broadband network voice services have changed rapidly to be served to VoIP rather than PSTN most incumbents have used. This results in reforming the interconnection regulations. From network structures, technologies, and POI to costing methods there are many concerns to discuss between stakeholder. This paper reviewed the IP-LRIC model over NGN designed by national regulatory angencies (Austria, Belgium, Denmark, France, Germany, Netherlands, Norway, Sweden). We draw implications for developing IP-LRIC models from other IP-LRIC model studies.

MVNOs(Mobile Virtual Network Operator) provide mobile services without the own spectrum license and they lease the wireless networks from mobile network operators. They provide more covered service simple resellers have served. Most of MVNO provided in Korea have facilities related to subscribers not lines and switches. Therefore interconnection between MVNO and the other operators is performed by mother mobile operators. Recently following to reform the Business Act of Telecommunications, MVNOs are allowed to interconnect directly to others and there are concerning problems to this. This paper reviewed the status of MVNO regulations for major countries and draw from implications for establishing the MVNO regulations in Korea.

This study explores reasonable alternatives to internet interconnection policy. Due to the development of information and communication technology, patterns of the Internet usage are changing rapidly, including increase of video streaming services. For this reason, there is a lively discussion of the Internet interconnection policy, which integrates various Internet service operators into one ecosystem. We conducted an Analytic Hierarchy Process(AHP) analysis with 16 experts in government/public, and academic sectors, and alternative selection criteria and their corresponding alternatives and detailed tasks were evaluated. According to the results, the most important alternative selection criteria was a "fair charge against foreign service operators", and the most desirable alternative was "partial revise". Moreover, the experts responded that "reassessment of the principle of the charge" is the most urgent task to improve the Internet interconnection policy.

상호접속고시기준에 따라 2000년부터 "유선전화 가입자로부터 이동전화 가입자로의 착신통화(이하 LM통화라 한다)"의 접속료를 현행 수익배분방식에서 원가검증을 통한 전산방식으로 전환하여야 한다. 이에 따라 수익배분 하에서는 문제가 되지 않았던 LM통화의 접속경로 설정방법이 사업자간에 쟁점사항으로 대두될 전망이다. 이는 접속경로를 어떻게 설정하느냐가 접속원가산정에 상당한 영향을 미치기 때문이다. 본 고에서는 영국, 호주, 일본에서의 LM통화 접속경로 설정사례와 국내 현황을 살펴보고 현행제도의 개선방안을 검토해 보고자 한다.

It is important to set the new interconnection system under NGN. The traditional interconnection system is based on traffic, but this is not suitable for IP based service. Therefore, it is needed to ensure the universal access to network without trouble about the network topology. This paper prepares the evaluation criteria and evaluates the alternatives. Specifically, we deduce the alternatives and evaluates the alternatives of interconnection settlement system based on the condition of efficient interconnection, the retail price and access charging model, and the previous studies evaluating and examining the various alternatives. Finally, we evaluate each alternatives by the criteria.

통신사업에 경쟁체제가 도입된 이래 사업자간 상호접속문제는 최근 가장 중요한 정책이슈로 부각되고 있다. 이에 따라 통신선진국에서는 통신정책중 상호접속정책과 제도를 가장 주요한 정책사안으로 간주하고 이에 대한 포괄적이고 심도있는 검토를 하고 있다. 우리나라는 1992년 통신망간 상호 접속기준을 제정한 이래 그동안 통신환경변화를 고려하여 2차례의 기준개정을 거쳤으나 아직 재검토의 여지가 많다고 볼 수 있다. 이에 본 논문에서는 우선 상호접속에 관련된 기본적 사항인 상호접속개념과 중요성, 주요고려사항 둥에 대해 살펴볼 것이다. 이어 미국, 영국, 일본 둥 주요통신선진국의 주요 상호접속정책의 최근동향과 우리나라의 현황을 분석하고 마지막으로 개선방향을 모색할 것이다.

영국은 그동안 사업자간 협상에 맡겨 두었던 고정망에서 이동망으로의 호에 대한 접속료 정산체제를 원가주의로 전환함으로써 이동망에 대한 규제에 있어서 큰 변화를 불러 일으켰다. 또한 광대역서비스에 대한 접속의 필요성이 급증함에 따라 그동안 가입자회선 세분화에 대해 부정적인 입장을 취하고 있던 OFTEL은 점차 가입자회선 세분화의 필요성을 인식하여 이에 대한 규제를 추진중에 있다. 본 고에서는 최근까지의 영국의 상호접속제도 변천과정을 살펴보고 최근의 주요 이슈에 대해 면밀히 검토해 보고자 한다.

유럽 및 제외국의 상호접속 정책 현황을 조사한 결과, 각 국가들은 상호접속에 대한 경험에 따라 접속정책의 차이를 나타내고 있다. 이러한 경험의 차이에 따라 각 국가별로 몇 개의 정책항목으로 비교 분석하고, 이를 바탕으로 우리가 나아갈 방향을 제시해보았다.

일본의 상호접속은 전기통신사업법에 법적인 근거를 두고 설비를 보유한 특정 전기통신사업자가 설비를 보유한 다른 전기통신사업자로부터 상호접속의 요청이 있는 경우 다음의 특별한 사유를 제외하고는 상호접속을 이행토록 강제하고 있다. 특히, 1종 지정전기통신설비를 보유한 사업자(현재 NTT 동일본, NTT서일본이 각각 지정)는 고정계의 필수설비를 보유한 시장지배적사업자로, 필수설비 접근의 제한 및 지배력남용을 방지하기 위하여 강한 규제를 받고 있다. 특히, 상호접속부문에서는 LRIC에 의한 접속료 규제를 받는 유일한 사업자로 NIT가 지정되어 있는 상황이다. 반면, 2종 지정전기통신사업자(이동계 지배적사업자)와 기타의 전기통신사업자는 이러한 접속료 규제를 받기는 하지만 1종지정전기통신사업장와 같은 접속약관인가가 아닌 신고제를 적용받고 있다. 다만, 이용자들의 end-to-end 서비스의 보장을 위해 상호접속을 실시도록 하고 있다. 이에 본고는 현행 일본의 상호접속관련 규정 및 접속료 산정 guideline인 접속료 규칙을 살펴보고자 한다.
