A Study on the Status and Gap Analysis of Public Library in Chungcheongnam-do (충청남도 공공도서관 현황 및 격차 분석 연구)

  • All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.

A Study on the Analysis of Regional Disparity and Competitiveness on Youth Employment (청년층 고용의 지역격차 및 경쟁력 분석에 관한 연구)

  • This study aims to analyse the regional disparity of the youth employment and to regional current states and characteristics via evaluation criteria for employment competitiveness. Summaries of the major results in this study are as following. Firstly, it has revealed that the regional disparity of youth employment is deepening. Secondly, after the analysis of employment competitiveness, the strongest regional employment competitiveness was found to be Seoul(0.622), followed by Chungnam(0.592), Ulsan(0.528), Gyeongbuk(0.514), Gyeonggi(0.507) and the region of employment risky is Jeonbuk. Lastly, the most influencing factors on the competitiveness of youth employment are supply factors and demand factors. Therefore, we must create new jobs of good quality, in order to reduce regional disparity and strengthen the competitiveness of youth employment. Also region of employment risky should require continuous monitoring. And the government should determine priorities of employment policies that suitable for regional characteristics. That is to say, the government should contribute to establishing the strategy of choice and focus.

Health Inequality of Local Area in Seoul : Reinterpretation of Neighborhood Deprivation (서울시 소지역 건강불평등에 관한 연구 : 지역박탈에 대한 재해석)

  • This study was performed to identify neighborhood deprivation indicators associated with health and to test the contextual effects of those indicators on individual health. This study calculated SMR based on Dong district and see the differences of prediction across deprivation index and indicators. Then, a multi-level analysis using HGLM was conducted to test the contextual effect of neighborhood depreivation indicators on health after controlling for demographic and socioeconomic status of individuals. The results showed that regional SMR had strong correlations with land price, education, welfare recipients, female household proportion in Dong district but failed to show the correlation with individual health and neighborhood deprivation. Individual health was only associated with individual level of demographic and socioeconomic status. That is, spatial dispersion of illness is understood as the distribution of social classes in terms of socioeconomic status of individuals, not the contextual aspects of community.

Minimum Wages and Employment of Youth, Old, and Woman by Region : With Special Reference to Use of Wage Distribution Differentials among Regions (최저임금과 지역별 청년·장년·여성 고용 - 지역 간 임금분포 격차 활용을 중심으로 -)

  • In this study we find that relatively high minimum wages should make the employment ratios of youth, old, and woman lower very significantly in those regions concerned, futhermore, make the overall employment ratios of those regions lower also by using a proxy variable, the Regional Minimum Wages-Half Median Wages Ratio which represents well the very stable differential structure of wage distributions among regions in Korea. In large Cities those effects become much stronger. But we find also that those effects on the rates of regional unemployment are somewhat double-faced except the case of youth because of the probable generating of many discouraged unemployed among the old and women. So, we can conclude that because of the differential regional economic situations it is not sustainable to increase the overall minimum wages uniformly and excessively and strongly necessary to explore ways toward introducing the proper system of regional minimum wages.

Regional Quality of Life Satisfaction and Life SOC Service Gap Analysis: A Case of Chungcheongnam-do (지역의 삶의 질 만족도와 생활SOC 서비스 격차분석: 충청남도를 사례로)

  • Despite the rapid economic growth, people's quality of life has not been improved and the regional and hierarchical disparities of it have deepened. We analysed regional differences in quality of life and it was found that non-capital regions, provinces and rural areas compared to Seoul and capital region, metropolitan cities, and urban areas respectively, show a relatively lower level of satisfaction in the quality of life. An in-depth analysis of Chungcheongnam-do province shows that the trend was similar to that of the national analysis. The quality of life satisfaction of the elderly was lower than that of the young and middle-aged, and this trend was similar regardless of region. Young people living in the Dong area showed high satisfaction with the quality of life than the middle-aged and elderly living in the Myeon area. It was observed the level of Life SOC services in urban areas have been better than the one in rural areas. However, there is no clear relationship between quality of life satisfaction and the expansion of Life SOC, therefore, it is difficult to argue that the government intervention to expand Life SOC will improve the citizen's quality of life satisfaction. The implication of the study is that the future supply policy of the Life SOC should be based on the detailed analysis of the impact on the environment, and linking with the development of various programs in progress rather than supplying a Life SOC that provides a single service. Furthermore, in rural areas it is essential to enhance user demand by combining several services in supply and to improve the efficiency of managing the services.

Economic Restructuring and Regional Disparity after the IMF Crisis in Korea (IMF 경제위기 이후 경제재구조화와 지역격차)

  • This paper aims to explore the recent economic restructuring and regional disparity after the IMF crisis in Korea in terms of uneven regional development. The so-called IMF crisis brought about changing Korean society and economy greatly. Although the Korean economy has been almost completely recovered from the IMF crisis, some structural problems remain. In particular, regional disparity has been deepening in the process of economic restructuring for overcoming the IMF crisis. While the Seoul metropolitan area including Kyunggi province has recovered from the crisis relatively fast and industrial production in the area has been kept active, the productive activities of local areas such as Pusan, Taegu, Kwanju and Ulsan province have shrunk significantly. On the contrary, the economic situation of Taejun province is not so bad in comparison with other local areas. The recent deepening of regional disparity after the IMF crisis can be seen as a process of economic restructuring to overcome the crisis. However, it is necessary to point out that production system has already been gradually transformed from Fordism toward post-Fordism since the early 1990s. In this context I argue that the IMF crisis, as an accelerating trigger of such spatial reconfiguration, has deepen regional disparity.

  • 모든 국민에 대한 기본통신의 보편적 서비스 제공 정책에 힘입어 기본통신 서비스에 대한 지역간의 격차는 상당히 해소되었으나, 정보화가 급격히 추진됨에 따라 고도 정보통신분야의 서비스에 있어서는 지역별로 편중현상을 나타내고 있다. 특히, 도서지역은 환해성과 격리성 등의 지리적 특성 및 상대적으로 낮은 인구밀도, 소득 및 통화량으로 인해 육지에 비해 가입자망 고도화가 이루어지지 않고 있다. 본 논문은 우리나라 도서지역의 통신망 구성, 운용 현황 등을 분석하고 고도 정보서비스를 경제적, 효율적으로 제공하기 위한 가입자 망 고도화 방안에 대해 검토하였다.

  • 소규모 건설 사업장에서는 한 사람이 과도하게 많은 관리영역에 대해서 책임을 져야하므로 특정 영역에 대해 집중적인 관리가 불가능하다. 실제로 이와 같은 소규모 프로젝트는 작은 규모로 인해서 정부의 관리 통제에서 면제되고 있는 바, 이는 소규모 건설 사업장에서의 안전관리와 안전관리에 대한 의식 수준이 낮은 주된 이유 중 하나이다. 정부는 그간 전국적 사고 발생 건수를 줄이기 위해 지속적으로 노력하고 있지만 매년 백여 명이 넘는 근로자가 건설현장에서 사망하고 있다. 이는 그간의 관리 방법으로는 일정 수준의 목표를 달성하고자 함에 있어 상당한 한계가 있다는 것을 시사한다. 건설 사업장에서 발생하는 각종 안전사고는 건축물의 대형화 복잡화함에 따라 다양한 형태로 발생되며 그 중 대형건설사는 지속적인 안전관리를 통해 안전관리 수준이 향상되었고 상대적으로 소규모 건설 사업장과는 안전수준의 격차는 커지고 있다. 따라서 본 연구에서는 상대적으로 안전 관리가 미흡하고 전체사고의 반 이상을 차자하는 소규모 건설현장의 문제점을 파악하고 이에 대한 개선방안을 제시하고자 한다.

A Qualitative Study on the Factors affecting Baby boomers' Desire of Homecoming Migration (베이비붐 세대의 귀향 저해요인에 관한 연구)

  • Baby boomers are the population group born between 1955 and 1974 in South Korea. They are the generation to grow up in the rural areas and it has been reported in the previous literature that a large part of baby boomers now hopes to return their hometowns after their retirement. The purpose of this study is to investigate factors that obstruct the baby boomers' residential relocation to their hometowns by in-depth interviews with three different types of baby boomers: returners, soon-to-be returner, and wanna-be returner. Findings of this study show that the reasons behind the hesitation to the migration may be grouped into four categories: concerns about insufficient jobs, lack of medical services, concerns about social relation network and poor cultural environment in their hometown.

Labor Market Dynamics and Regional Economic Development in Post-Reform China: Implications for Understanding Changing Regional Inequality (경제개혁이후 중국의 노동시장 역동성과 지역경제발전 : 지역격차변화 이해에 대한 함의)

  • This study is to investigate spatial patterns of urban labor market growth driven by marketization process and its implication for understanding regional uneven development in post-reform China. Using a shift share analysis, it shows that the geography of employment growth in China's industrial labor market has closely interacted with the space economy of industrial output, which in turn indicates a deepening of economic reform. By decomposing net employment growth into output and productivity effects, it is shown that the non-state sector holds rapid growth of both output and productivity and contributes to net employment growth through positive net shifts. On the contrary, this study also presents that the state sector with relative decrease in output and productivity holds employment decline effects during the reform period. Since there is a significant spatial dimension for the trend above, it is contended that labor market dynamics together with space economy of industrial production play an important role in determining regional patterns of economic development. In addition, through situating this investigation in the context of structural and institutional changes in the reform period, our understanding of regional patterns of labor market growth will be much furthered.
