Digitally Divided by Choice and the Diffusion of ICTs (정보통신기술의 확산과 선택에 의한 정보격차)

  • In spite of decreased attention to digital divide, it has been pointed out as one of the main obstacles to realization of information society. At the outset, two conflicting explanations, optimism and pessimism, have directed their attention to objective basis of digital divide in common. They, however, have been neglected the fact that accessibilities can be varied not only by objective conditions but by subjective conditions such as individual recognition of necessity and willingness. Subsequent choices can be a crucial factor to determine whether to or not to access. In USA, over 50% of potential users determined not to access to the internet by their own will and choices. By the user survey on internet, 'do not feel the necessity' ranked the first reason not to use the internet in South Korea. The respondents who chose 'no time to use' tend to decrease but kept holding their shares, too. The relative importance of 'not to access' by individual choice have been increased. Whether the non-users of ICTs by choice is in or beyond the scope of digital divide, it evidently shows the necessity and importance of directing our attention to it on the way to information society.

  • 복잡한 시스템의 악순환 고리를 끊는다는 것은 많은 어려움과 또 다른 구조적인 문제를 초래할 수도 있다. 우리나라의 수도권과 비 수도권간의 격차 문제는 복잡한 시스템의 악순환 구조를 보여주는 대표적인 사례일 것이다. 수도권으로의 정치, 경제, 사회적 집중과 상대적으로 비 수도권 지역의 과소·소외 상황은 어세, 오늘의 문제가 아니라 지난 40여년 이상 누적되어 온 과제라고 할 수 있다. 수도권의 집중이 가속화되는 동안 정부는 이를 완화시키기 위하여 각종 조치를 취하여 왔다. 그러나 수도권으로의 기능 집중은 지금도 진행되어 오고 있으며, 정부의 관련 정책들의 효과는 상대적으로 미약한 수준이다.(중략)

Disparity of Human Capital across Regions: the Impact of Aging (인적자본의 지역간 불평등: 고령화의 영향)

  • This study presents the extent of disparity of human capital across regions, its trend, and the impact of aging on it, using Korean census data of years 1985, 1995, and 2005. Main results are as follows. First, the absolute level of human capital in cities and districts have increased, but the relative positions of those regions have not changed over time. Second, the proportion of college graduated tends to increase as the size of cities increases. Third, following Berry and Glaeser(2005), the increase in the proportion of college graduated is regressed on the initial proportion and the estimates indicate that the disparity of human capital across regions has increased over time. Fourth, the proportion of aging population is shown to have a negative relationship with the proportion of college graduated. Finally, using a counter-factual scenario that there were no differences in proportions of aging population across regions, it is shown that the disparity of human capital across regions could be reduced substantially.

Birth Cohort and Educational Differences in the Marital and Fertility Life Course in South Korea (한국의 혼인과 출산 생애과정: 출생코호트별 및 교육수준별 차이를 중심으로)

  • This study investigates birth cohort and educational differences in the marital and fertility life course using the Hernes model. First, lifetime marriage rates remain high across birth cohorts but men in the youngest birth cohort(1965-74) experience a somewhat significant reduction in ever-marriage rates. Second, this study also finds educational differences in lifetime marriage rates across birth cohorts. The likelihood of being never married is particularly high for poorly educated men in the youngest birth cohort but women show the opposite pattern. Third, quantum changes in the fertility transition are more likely to be the changes in higher-order births, while the changes in first and second births are mainly tempo changes. Fourth, the negative association between education and fertility is significantly larger for higher-order births. Finally, marriage and fertility show the opposite pattern in their association with education. Overall, educational differences in lifetime marriage rates become stronger across birth cohorts but the association between education and higher-order births shows the opposite pattern.

A Study on Inequality Analysis of Academic Information Sharing in University Libraries using Gini's Coefficient and Pareto Ratio (지니계수와 파레토 비율을 활용한 학술정보공유 기여에 대한 대학도서관 격차 분석)

  • Pareto principle states that, for many events, roughly 80% of the effects come from 20% of the causes. This study clarified if there is Pareto principle in Korean universities' academic information resource sharing network and calculates the Gini efficient about inequality in sharing academic resources. As a result, top 20% libraries led 80% of performance and inequality degree showed 0.8 as very serious condition. Relative Gini efficient which is recalculated considering scale of each libraries stay 0.7 that is adjusted slightly down. It means that such phenomenon is not caused by the difference of each universities scale with high contribution of big university and low contribution of small university. And in comparison of inequality between university's types, inequality between community colleges and private universities is more serious than four-year-course college and national university respectfully. Finally, as a result of visualizing the distribution of participating libraries, there were libraries with overwhelming contributions, and libraries with small but relatively high contribution levels were also distributed.

Factors in Spatial Clustering and Regional Disparity of Public Libraries (공공도서관의 공간적 집적과 지역 간 격차 요인 분석)

  • The number of public libraries in Korea has been increasing. However, the focus was on quantitative growth, while it did not have much interests in whether its growth trend are have deviations by region, and if that is a fact, what factors caused such a disparity. For this reason, this study analyzes spatial distribution of public libraries in Korea and its affecting factors of regional gap. As a result, public libraries are constantly distributing in the metropolitan area and the distribution of public libraries showed deviations by region. The results of analysis regarding the determinants of public libraries distribution, rate of population growth, the number of businesses and financial independence rate are found to have a positive effect but local taxes per capita are not. Especially economic power of region and financial ability of a local government are key factors of regional disparity. It shows empirically that the supply of public libraries has been determined by the convenience of suppliers.

  • The country with a relative abundance of human capital conducts relatively more R&D in the steady state than its partner. This country acquires the know-how to produce a relatively wider range of innovative goods. High technology comprises a large share of the national economy in the human-capital rich country and real output growth is faster. This prediction would seem to accord weakly with empirical observation of Korean economy.

  • In Korea, the situation to use a Information Communication Technology(In) was rapidly developed that the subscriber using CDMA mobile phone are about 3,601 ten thousand and the subscriber of very high-speed service for Internet using ADSL etc., are about 1,161 ten thousand, the base June, 2004. However, nevertheless the development of In and more rapid increase of subscriber, a farming, finishing villages and an islands are being exist a sharp difference of digital divide compare with a big city because of geometrical, economical reasons. In this paper, to put empasis in an Islands that the alienation class of Information are many exist, relatively small opportunity of information access because of geometrical, economical reasons, 1 search a ICT for Information Communication Network and propose a plan for Solution of Digital Divide of an Islands.

The Impacts of Trade Union on Wages and Employments in Korea (노동조합의 임금과 고용효과)

  • This paper attempts to verify that the economic gap between the workers in (large) firms with unions and those in (small and medium size) firms with no unions has recently been widened rapidly. A comparison of the wages of the workers belonging to the business establishments with and without trade union shows that the union premium has increased very sharply since 1997, after a relatively long periods with little changes. Also found is that union sector has witnessed a sharper decline in the share of the new entrants among workers as well as a faster increase of the average tenure of workers. These all indicate that the trade unions have forced a market equilibrium to move farther away from the competitive equilibrium in recent years.

A Study on the Gap Between University Academic Information Resource Using Gini Coefficient (지니계수를 활용한 대학도서관 학술정보자원 격차 연구)

  • This study uses Gini coefficient to index the inequality of academic information resource among universities to identify the areas where the gap is extremely severe, and analyzes the Gini coefficient over time for 10 years to show how the gap is changing. In addition, the degree and characteristics of the gap appearing by type of universities such as metropolitan universities, local national universities, private universities, and colleges were also compared. As a result, first, the university library academic information infrastructure showed a severe level of disparity (0.6 - 0.9), and the inequality was more severe in serials, electronic resources, and reference service. Even when the relative Gini coefficient was calculated considering the number of students, the inequality was over 0.4 in serial etc. Second, the Gini coefficient trend over the last decade shows that the inequality has decreased toward equality in the re-education time of employees and electronic information resources, but not in other sectors. Third, it was found that special universities and universities in the metropolitan area showed a large gap between universities of the same kind, and local national universities showed the best gap level as well as the best academic information infrastructure.
