This study aims to make an analysis of the innovation milieu in connection with the agricultural products and distribution system, and suggest policy alternatives for agricultural development and rural community. The decisions on the agricultural management are highly depend on the individual farm household' conditions(labor force or profits) rather than the crop units(JAKMOKBAN) or others. The partnerships of the innovation agents and trust between the individual farm households are considerably weak. From this paper, we suggest as follows to improve the regional agricultural industry and rural community development. The individual farm households need to convert market-oriented production system. And it is more important to enhance the innovation milieu than to enlarge physical infrastructure for agricultural development and rural community.

로봇산업은 통섭(統攝, Consilience)의 시각에서 접근해야 할 대표적인 미래지향형 산업이다. 로봇은 단일 제품을 이루는 부품의 설계, 생산, 유통, 관련 소프트웨어, 서비스/콘텐츠 제작 운용뿐 아니라, 건설, 의료, 국방 등 제조영역을 너머 타산업과 융합해야함은 물론이고, 산 학 연 관의 전 분야에서 협력이 필요한 산업이다. 이 글은 제조용 로봇의 주요 기술 동향과 (재)경남테크노파크 로봇 메카트로닉스센터의 로봇기업지원 현황을 중심으로 우리나라 제조용 로봇산업에 대해서 접근한다.

여성 IT 전문인력 육성은 사회제도와 조직문화가 여성인력을 수용하도록 개선되고 수요자인 기업이 여성인력을 유치하고 보유하려는 시도가 매우 중요하다. 한국통신학회 정보통신여성위원회에서는 사회제도와 조직문화적 측면에서여성의 IT 산업진출장애에 대한 논의는 여성의 사회진출관련 광범위한 잉슈를 포함하게 됨으로서 본고에서는 IT 여성 전문인력 육성방안모색을 주요내용으로 한다. 따라서 IT 전문 인력범위를 살펴보고 주변인이 아닌 핵심인력으로 육성키 위한 방안으로 장기적 추진방향과 산.학.연.관 협력추진활동을 제언한다.

The major entity supplying the supporting infrastructure of the venture creation is the venture capitalists, university(and research center), and government. Especially, the role of the university and academic entrepreneurs is the key factor in the process of the technology transfer. The capacity(or role) of the academic entrepreneurs to craft a vision, and then to lead, inspire, and persuade key members makes an enormous difference between success and failure. And the supporting model of academic entrepreneurial venture creation requires that the systematic supporting system as well as the institutional framework for handling the conflicts among the members of a committed venture team. Among the a variety of organization, the university needs to supply the, formal supporting program such as technology transfer, university-industry cooperation, venture development, and the perception of the mere presence of policies and programs designed to encourage entrepreneurial activities for fostering economic development. Besides, careful consideration must be given to the role universities should play in the regional economy and what policies are appropriate to allow it to play that role effectively. On the basis of the above literature review results, this article suggests the supporting model for the venture creation by the strategic alliance composed of the industry, university, and government considering both of the entities's role and the motives of academic entrepreneurs in venture creating process.

지방자치제도의 본격적인 실시로 인하여 성숙되어 가고 있는 지방화시대에 있어서 지방자치단체가 가장 필요로 하는 것은 지역의 경제성장을 통하여 지역주민의 복지를 향상시키는 것이라고 할 수 있다. 지역주민의 복지향상은 광범위한 부문에서 다양하게 나타날 수 있지만, 가장 기본적으로는 지역내의 고용을 안정케 하며, 지역내의 소득수준을 향상시켜 주민들이 높은 삶의 질을 경험하게 하는 것이라고 할 수 있다. 그러나, 지금의 우리현실은 자기 지역의 경제발전만을 맹목적으로 추구할 것이 아니라 이웃과 더불어 힘을 합쳐도 어려운 난관을 헤쳐나가기 어려운 처지에 직면해 있다. 따라서, 서로가 자기의 몫을 주장하면서 다툴 것이 아니라 힘을 합쳐야 할 시점에 도달하였다. 이러한 관점에서 본 연구는 지리적으로는 인접하고 있지만 정서적으로는 가깝고도 먼 전라남도와 경상남도가 고부가가치를 창출할 수 있는 특화산업의 적절한 배치를 통하여 높은 수준의 경제번영을 이룩하면서, 동시에 기존의 쌓여있는 지역감정의 벽을 뛰어넘어 동서경제협력을 이루고 궁극적으로는 동서화합을 도출할 수 있는 방안을 모색하려고 한다. 각 지자체에 적합한 특화산업의 육성은 인접한 지자체들이 상호의존적이라는 측면에서 여러 가지의 지역문제를 동시에 하결할 수 있을 뿐만아니라 한정된 자원의 합리적인 이용과 더불어 국토의 균형있는 개발을 가능하게 할 수 있다는 측면에서 많은 긍정적인 요소를 내포하고 있다. 전라남도와 경상남도가 지역에 적합한 특화산업의 육성을 통하여 동서경제협력을 유도하기 위한 방안으로는 우선적으로 역내의 산업구조를 고도화시키고, 산 학 연 관의 협조체계를 구성하며, 지자체간의 협조적인 게임을 유도하여 가시적인 빠른성과의 도출을 위한 방안을 모색하고 타 지자체에 입지한 경쟁력있는 특화산업에의 지역민의 투자를 유도하고, 공동브랜드의 사용 및 시장의 공동개척등을 고려할 수 있을 것이다.

enterprise to strengthen growth and technological competitiveness through close cooperation with universities and research institutions. The Purpose of this study is to present how to seek more participation in industry-university cooperation from Industry, University, Research Institute, and Government (I-U-R-G) using success factor analysis of "Excellent Industry-University Cooperation Coordinator". The findings can be summarized as follows. First, it is indicated that Coordinator' business aggressiveness positively affect the volume of business and technology DB excavation. Second, it is indicated that the number of agency staff positively affect the volume of business, the number of Project derived by Coordinator and new professors participation rate. Third, it is indicated that the Fellowship of the Enterprises positively affect the volume of business, technology DB excavation and new professors participation rate. Lastly, it is indicated that organization maintains, center chapter leadership, and local government'commitment don't have positive effect on the performance of I-U Cooperation of SMEs.. Therefore, in order to improve the performance of cooperation technology development projects that affect the technological competitiveness of SMEs, I-U cooperation coordinator needs more continuous attention and support from Industry, University, Research institution, and Government.

IEEE 802.15.7 VLC(Visible Light Communication) 규격 이후에 카메라 기반 ISC(Image Sensor Communication) 관련 개정 필요성이 제기되어서 현재 IEEE 802.15.7m OWC(Optical Wireless Communication) TG가 표준화를 진행 중에 있다. 2016년 5월에 결정된 Baseline Document D0를 기반으로 LiFi(Light Fidelity), OCC(Optical Camera Communication) 및 LED-ID(LED Identification) 기술로 간단하게 분류하고 각 핵심 변조 기법을 소개한다. 5세대 이동통신과 함께 사용될 수 있는 다양한 IoT/ M2M 응용 서비스(LED, 디지털사이니지, 방송, 자동차 안전, 디스플레이 등)들이 포함되어 있다. 국내에서 혁신적인 비즈니스 모델 발굴과 국내 산/학/연/관이 협력하여 가시광, 적외선 및 자외선 분야에서 적극적인 연구개발이 있어야 할 것이다.

The Trade Incubator Program at the Korean Universities bridges the gap between traditional industry world and education by offering a unique curriculum to a select group of highly qualified undergraduate students. Working closely with its corporate partners, the TI Program grooms the best and the brightest to be tomorrow's leaders and experts in international trade. There are several implications to improve the process of institutional cooperation with the author's 6 years experience. This paper covers the solution of the problems in the course of collaboration with corporate partners, including the local governments.

In modern society, private securities have developed their capabilities continuously. However, despite the fact that not only security industries have been considerably expanded in quantity, but also plenty of scholars published diverse papers relating to security problems, qualitative growths of private securities have not accomplished fully. Especially, securing the President would not be guaranteed only by PSS(Presidential Security Service). In order to secure the President successfully, it is necessary for all the social parts to strive to protect the President. In this respect, improving private securities, including academic fields, might be critical so as to succeed in securing the President. Without the supports from private securities, there might be lots of security problems in national context. Therefore, this study proposes several policy suggestions for the cooperation among PSS, private security industries and academic fields: (1) Providing a lot of practical knowledge from PSS to college students, (2) Personnel exchange between academic parts and PSS to promote the efficiency of securing the President, (3) Furnishing diverse information and knowledge about security to private securities, (4) Formulating security-searching standards, (5) Expanding educational institutions under PSS.
