A Study on the Simplified Taxation System in Value Added Tax Law (부가가치세법상 간이과세제도에 관한 연구)

  • Most countries that use a Value Added Tax(VAT) have exception for special cases with small enterprises who lack the ability to adapt in tax laws. VAT has been the most important tax. The simplified taxation system under VAT was introduced for small business taxpayers to perform tax liability easily and for government and taxpayers to get administrative efficiency by using a simple procedure. The present thesis suggests the conversion of simplified taxation system into general taxation as its improvement plan. That is, to abolish simplified taxation system, to convert it into general taxation and to apply the same tax base. The principle of fair taxation is not only important to realize tax justice, but also the principle of administrative efficiency important to increase the level of convenience for small enterprise taxpayers and efficiency for tax authorities.

  • IPP (Industry Professional Practice) is an educational model that combines academic study and industrial work through university-industry cooperation. Students would decide suitable career based on their IPP experience, that will lead a university graduate to improve their recruitment potential. IPP could also be a key to solve national employment problems as well as a chronic manpower supply and demand mismatch issue between university and industry. This paper discusses about an academic program operation for the IPP implementation, that includes operation plan for semester-based quarter system, a guideline for new curriculum, an academic credit allocation, evaluation guideline, a capstone design class operation, and interim measures.

Problems and Improvement Method of Safety Management of Electrical Facilities for General Use (일반용 전기설비 안전관리의 문제점과 개선방안)

  • In spite of regular electrical safety inspection and improvement management of incongruent facilities, over 80 percent of electrical fires were generated in electrical facilities for general use, and the prevention of electrical safety accidents gets more difficult because of incomprehension on electrical safety inspection system, the increasement of non-inspection electrical facilities user, un-installation of residual current protective devices and leaving unsuitable equipments alone. This paper analyzed electrical safety inspection system of electrical facilities for general use and results of safety inspection and electrical fire statistics, and deducted the related problems. Also, improvement method of safety management of electrical facilities for general use was proposed in view of electrical safety inspection system, inspection implementation method, electrical fire statistics establishment, electrical safety consciousness and remote electrical safety inspection system.

  • The focus of this paper falls on assessing how well rule of crafting government R&D institution spin-off companies(GRSCs), legitimatized to boost up technology commercialization of government research institutions(GRIs) at Daedeok Innopolis in 2006, affect the better business performance of GRSCs, but also delivering alternatives of driving up their better business. First of all, this paper evaluate a management performance of GRSCs at the financial aspect by taking 5 different GRSCs cases among 16 to measure the overall performance of GRSCS's Technology commercialization. Second, this paper assess the effectiveness of GRSCs to bring the better performance of technology commercialization. Third, this paper suggest soft program-centered technology commercialization model, rather institution and ceremonial-oriented one, for GRIs. Overall, the outcomes of this paper will contribute to accommodate the rule of GRSCs attaining goals set in the initial policy domain.

  • There are two major problems with current National GAP system. One was false in traceability record because it was written or inputted by farmers or distributers and no other measures to check the accuracy was valid. The other was incapability of tracking back and recalling the contaminated agricultural products. For solving these matters, IT convergence model which combined information technology with agricultural experience is elaborated. In IT convergence model, video analytic system classifies every activity depending on the pre-programmed farming process and create the traceability data automatically. Also real time trace system based on USN would solve the problem of tracking back. This system transmits the present location and monitors data of agricultural products from farm to table at all times.

  • The purpose of this study is to prepare a plan to activate vocational training through a company-customized qualification system that meets the needs of the industry and responds promptly to changes in the external environment and trends. The BRIDGE 3.0 model was presented as Establishment of qualification system based on education and training result certification, a customized qualification operation system based on local companies by setting the qualification system as a strategy centered on companies that are consumers. To this end, the current status and limitations of vocational competency development projects, the current status and limitations of the domestic qualification system, government policies related to vocational competency development, FGI of corporate personnel managers, surveys of personnel managers of SME, expert advice.

  • The Construction Management contracting method and administration system had introduced to Korea 10 years ago. The actual CM consulting contract has adapted just for 5 years only. The CM administration system proves lots of innovative construction practices, upgrading construction industry from corporations to site operations. However, there are more tasks to the CM professionals to revitalize CM contracting methods and administration system. This research investigated what CM has achieved for the past 10 years and what CM should accomplish for the coming 10 years as future strategy and missions. Overseas CM practices are reviewed and domestic market, regulations, requirements are investigated through structured interviewed and in-depth survey to CM professionals. Many interesting issues were found through research process and those topics were categorized by industry, academy and government for defining current problems and future tasks. These issues for future strategy and mission needs to be utilized to develop future CM contracting methods and administration system. The system to follow up these meaningful results of CM is important for the future progress.

  • University-industry cooperation is indispensable for a short-term problem solving, as well as sustainable growth in the economy of the Republic of Korea. In order to embody and implement that, the government has run a variety of financial assistance programs and policies for the promotion of the cooperation for the last 10 years, and Korea Sanhak Foundation has made progress in academic and research development support, creative personnel training and scholarships, International Support and other projects. In this paper, window-type university-industry convergence and practices, and analyzing the best practices of national and international IT-based fusion technology, corporate cooperation were established to support measures taken in conjunction type and model of the university. Industry utilizing the latest IT technology based on this model, academia, proposed a collaboration system between workers building measures.

  • As business paradigm shifts toward the convergence of technology and industry, so-called the fourth industrial revolution, research and development on enterprises is becoming the core capability of growth momentum for the future. Accordingly, Management of Technology (MOT) is being paid attention to construct systematical planning and operations on technological strategy, thereby increasing the importance of cooperative relationship in MOT-relevant domains. Due to this reason, academia manages the family membership system that enables mutual collaborations between academia and industry to achieve their win-win strategy and makes customized cooperative systems to share their human and property resources systematically. Particularly, it is vital to operate the family membership system effectively and efficiently in the MOT domain because family enterprises need to endeavor the establishment of value-toward technology strategy within the framework of those cooperative systems. For such the purpose, this paper presents the analysis of the state-of-the art of the family membership system managed by Graduate School of Management of Technology at Pukyong National University. This paper also proposes vitalization strategies of this membership system so that famliy enterprises located in the east-southern area in Republic of Korea can gain MOT-oriented innovative capability.

  • The participants in an urban and housing redevelopment project were categorized as construction companies, government employees, and housing cooperatives. This study analyzed how a public management system affects the continuous participation intention using comprehensive project satisfaction. The specific factors for the evaluation items of a public management system were composed using advanced research. A hypothesis and research model was set up and verified using the PLS-SEM model to analyse how the continuous participation intention is affected by the public management system via comprehensive projects satisfaction. Setting the project plan and selecting the project tool, as well as post management and sustainability affect the comprehensive projects satisfaction meaningfully in the case of construction companies. The participation of the user, and post management and sustainability affect the comprehensive project satisfaction meaningfully in the case of government employees. The operating organization and using and participation of the user affect the comprehensive project satisfaction meaningfully in the case of a housing cooperative. The comprehensive project satisfaction affects the continuity of the participation meaningfully in the case of all of project participants.
