  • Busan was wasteland of visual industry, But It has been undergo a complete change visual industry city since It was started 1st Busan International Film Festival(PIFF) in 1996. It promoted Cineport Busan, 1st step. promotion age 'good city film' 2004, 2nd step. settlement age 'good city produce movie' from 2005 to 2007, now 3rd step. development age settle down visual industry and progressing project for make importance place produce movie. so, employment problem of region visual human resources. It is indispensable element for become real region industry in visual industry. So that, this study analyzes what is problem of visual industry and human resources in Busan city. Then inquired what will happen supply region visual human resources through visual importance city Busan development plan.

Study on the Film Industry Cluster through the Policy Comparison of Regional Film Industry - Focus on the Metropolitan, Busan, Jeonju Areas - (지역 영상산업 정책비교를 통한 영상산업 클러스트 연구 - 수도권, 부산, 전주를 중심으로 -)

  • The purpose of this research is how to build the film industry cluster compare with the policies of metropolitan areas and local film industry. This research select four areas including Seoul and Kyunggi areas and Busan, Jeonju. And through the compare with the film industry infra & policies which results in as follows. This research suggest that film industry cluster devided into the two types. The one is the Film Industry Cluster Type and the other is Film Connected Tourism Business Cluster Type. Film Industry Cluster Type is devided into international competitive cities and domestic film industry cities. We suggest that Seoul, Kyunggi and Busan areas are designated to international competitive cities and Jeonju and Daejeon areas are designated to domestical cities. And the kwangwon, Chungcheng, Cheju Areas designated to Film Connected Tourism Business Cluster for location and open set business to improve the local development.

  • In recent years, the Korean video industry has developed rapidly and the growth rate and trend are becoming strongest industry. The growth of the Korean video industry promotes politics and economy. As China is geographically close to Korea, I think it will be able to learn many valuable experiences by watching the rapid growth of Korea's video industry. This paper examines the causes of rapid growth in Korea's video industry, examines China's video industry, and studies suggestions and suggestions for the development of China's video industry.

  • Recently, local government has adopted the film location as the strategies for regional development and has established local film commissions for facilitating the film location. The film locations in Gyeongbuk have been grown gradually since Taejo Wang Geon, TV series was filmed in KBS on-location set of Mungyeong, and the government of Gyeongbuk established the Geeongbuk film commission in 2006. However, the film locations in Gyeongbuk are confined to filming some products in Gyeongbuk, and there's few film-related firms in Gyeongbuk. Furthermore, the film industries in Gyeongbuk is consumption-led and the capability of film-related firms is still weak. Therefore, Gyoengbuk film commission should play the wide roles, making the film-friendly institutions, creating local atmosphere of collaboration, fostering film-induced tourism, and maturing local film culture, as well as the general roles of film commission, offering the film location services, database services and networking.

  • 본 논문에서는 사진 및 영상을 편집, 합성할 수 있는 프로그램을 구현하였다. 구현한 프로그램은 영상 합성하는 과정에서 색체와 단색 배경을 분리하여 새로운 영상을 합성시키는 크로마 키(Chroma key)기법을 이용하여 영상을 합성하는 기능을 구현하였으며, 실시간 영상을 합성과 영상 편집 기능 등을 추가하여 사용하기 편리하게 구현하였다. 기존의 영상을 합성하는 프로그램들은 고가이며, 전문 사용자 위주로 제작되었다. 본 논문에서 구현한 프로그램은 일반 사용자를 위한 쉽고 간단하면서 다양한 기능을 제공하고 있다.

  • Visual industry can contribute to this national industry is a high-value industry. Nevertheless, video resources expansion strategy at national level is lacking. There have been several institutions and organization conducting film archiving and related activities in Korea. Korean Film Archive(KOFA) is the only institution whose status is protected by the law. The purpose of this study was to suggest the strategic plan which is able to support the video industry and academic research. For methods to strengthen video resources, role adjustment of KOFA conducting film archiving and unification or integration of collection system for archiving broadcast materials were proposed.

  • Korean Film Industry is focused on the Seoul Metropolitan Areas. Recently regional governments are interested in Film Industry and they are constructing the Film Industry Cluster powerfully. Especially the Government of NoMuHyun's the policy of the regional development is changed to the central focused development in the Governmen of LeeMyungbak. And somebody insisted that Film Industry Cluster is based on the Seoul Metropolitan Areas and the moving of the film related public organization to the Busan City should be cancelled for the development of the Korean Film Industry. But the Busan should be the main city in constructing the Film Industry Cluster and the public film organizations should be moved to the Busan.

2D Industrial Image Registration Method for the Detection of Defects (결함 검출을 위한 2차원 산업 영상 정합 기법)

  • In this paper, we propose 2D industrial image registration method for the detection of defects. Proposed method performs preprocessing to smooth the original image with the preservation of the edge for the robust registration against general noise. Then, x-direction gradient magnitude image and corresponding binary image are generated. Density analysis around neighborhood regions per pixel are performed to generate feature image for preventing mis-registration due to moire-like patterns, which frequently happen in industrial images. Finally, 2D image registration based on phase correlation between feature images is performed to calculate translational parameters to align two images rapidly and optimally. Experimental results showed that the registration accuracy of proposed method for the real industrial images was 100% and our method was about twenty times faster than the previous method. Our fast and accurate method could be used for the real industrial applications.
