A plan for the development of high skilled manpower in the plant construction industry (플랜트 건설산업의 경쟁력 향상을 위한 전문 인력양성 방안)

  • The recent plant order of oversea in domestic engineering and Construction Companies have been growing since 2003. In 2006, the total order came out 2.54 billion dollar. And in a quarter of 2007, the Ministry of Commerce announced that total order already came out 900 million dollar. They expect that the plant industry in the global market will be grown more in near future. However, even though there is growing plant businesses in oversea specially focused on the Middle East area, the domestic large engineering and Construction Company now face up the shortage of specialty manpower. Moreover, the domestic small and medium enterprises have same problems as large companies have. The plant construction industry is expanding rapidly, but the supply of specialty manpower can not follow its growing business. Also, most new supplied manpower is the person who graduated recently and received the degree in the different civil engineering track other than the plant major track, they are required to be re-educated. So, it is unable to deploy in short time. Also, there is shortage of manpower in the Construction Management financing division. Consequently, this project will study the efficient method of training for specialty manpower, provide the solutions.

  • The present state of the IT industry show workers with core capability KSA required by the IT industry having a high frequency of leaving for other industries or having the intention of doing so. This is not beneficial for the worker's career as well as the entire IT industry. Therefore, the purpose of this research is to support the development and management of IT human resources by selecting self-efficacy along with core capability KSA as the variables for researching career commitment and career change intentions. The results are as follows. It was found that the technical KSA and behavioral KSA of IT workforce influences self-efficacy. Self-efficacy has a significant effect on career commitment. It was found that managerial KSA has no effect on self-efficacy and career commitment.

  • The ship management industry in South Korea has been growing steadily, leading the government to implement policies to support its development in response to changing environmental conditions. These policies aim to improve the competitiveness of South Korea's ship management industry by recognizing the importance of skilled professionals in determining its success. Plans and policies have been put in place to cultivate these professionals, but ship management companies are currently facing a serious shortage of manpower. To enhance the industry's competitiveness, it is essential to attract and retain competent ship management professionals. Therefore, this study investigates the reasons for turnover among these professionals. The research results identified four factors contributing to turnover: Work Environment, Economic Compensation and Welfare Benefits, Self-Development, and Promotion and Career Advancement. Subsequent multiple regression analysis based on these factors revealed the need to strengthen economic rewards and benefits in order to reduce turnover rates among ship management professionals. This study provides foundational data for the development of stable human resource management policies for the future of the ship management industry.

Creative Trident Approach to Measuring the Creative Employment in Korea (창의 트라이던트를 활용한 국내 창의인력 산출에 관한 연구)

  • Creative industries and creative occupations have been attracting issues in recent years, in both policy and academic fields. Although no literature has yet made all-embracing definitions of creative sectors, it is important to measure creative workers who are contributing to the national economy. Since 2000, many countries including UK, France, Germany, Finland, Hongkong, US, Canada, etc. have tried to develop more refined mapping methodologies for measuring the creative economy. However we are lack of deep scrutiny in the criteria select which sector is creative or not, as well as in existing methodologies for measuring creative employment. This paper presents a creative mapping methodology, called 'Creative Trident' and criteria that can be applied to measuring the scale of creative employment in Korea. Using annual labor data from Statistics Korea and Ministry of Employment and Labor, this research found that creative employment in Korea amounts to 40,922 and 6.65% of total employment. Also the research found that there are many workers who are creatively occupied outside the creative industries, called embedded creative workers which are 248,445 and 33.5% of total creative employment. That means embedded workers take some large portion of all creative workers and are dispersed across all the sectors of the economy. The research demonstrates that creative trident can be useful to estimate the true size of creative employment in Korean and finishes with some academical and practical implications.

  • 여성 IT 전문인력 육성은 사회제도와 조직문화가 여성인력을 수용하도록 개선되고 수요자인 기업이 여성인력을 유치하고 보유하려는 시도가 매우 중요하다. 한국통신학회 정보통신여성위원회에서는 사회제도와 조직문화적 측면에서여성의 IT 산업진출장애에 대한 논의는 여성의 사회진출관련 광범위한 잉슈를 포함하게 됨으로서 본고에서는 IT 여성 전문인력 육성방안모색을 주요내용으로 한다. 따라서 IT 전문 인력범위를 살펴보고 주변인이 아닌 핵심인력으로 육성키 위한 방안으로 장기적 추진방향과 산.학.연.관 협력추진활동을 제언한다.

  • 신재생에너지기술 개발인력 확보는 국가 에너지 안보의 확보 및 지속적인 성장을 가능하게 하는 주요 요인이다. 관련 사업추진에 있어 비효율성의 제거와 인적자원 개발 정책의 효과적인 추진을 위해서 신재생에너지 인력양성 사업에 대한 체계적인 성과평가가 요구되고 있다. 본 연구에서는 신재생에너지 인력양성의 평가를 위하여 적용가능한 방법론을 살펴 보았다. 기존 인력양성 방법론의 구분을 수정하여 인력 양성의 평가 방법을 성과점검, 요인통제분석, 사업의 파급효과 산출방법으로 분류하고 각 기준별 세부방법론을 제안하였다. 성과점검 방식에는 단순환산/일반질문법, 요인통제분석에는 AHP-DEA효율성 측정방법, 인적자본 축적모형방법이 포함될 수 있다. 마지막으로 사업의 파급효과 산출방법에는 산업연관분석 방법, 인력양성 산업연관도 작성 방법이 있다. 제안된 모형 중AHP-DEA효율성 측정방법은 신재생 에너지 인력양성 평가에 적용될 경우 DEA 모형의 객관성이라는 특징을 최대한 이용하는 동시에, 한계로 지적될 수 있는 변별력 분제를 체계적으로 보완하기위한 방편으로 AHP를 도입함으로써 적절한 인력양성 평가 방법론으로 적용될 수 있을 것이다.

분석 -애니메이터 실태조사

  • 핵심적인 문화산업으로 높은 부가가치를 인정받고 있는 애니메이션 산업이지만, 정작 애니메이터들의 근무 환경을 상당히 열악한 것으로 조사됐다. 한국문화콘텐츠진흥원 애니메이터 500명을 대상으로 실시한 실태분석 결과를 지난달 7일 발표했다.이번 조사는 국내 문화콘텐츠산업 인력에 대해 실시한 최초의 실태조사로 애니메이터의 직무특성, 직무경력, 교육 및 훈련과정,인력수요, 근로조건, 직무만족도 등에 대한 항목이 조사됐다.
