CAgM, USDA and the National Drought Policy Commission Associated with WAMIS (농업기상웹서버관련 농업기상위원회, 농무성 및 한발정책위원회 현황)

  • Agrometeorological information is essential in many agricultural decisions if it reaches the user in a timely and appropriate manner. Agriculture is the backbone to local, regional, and global economic development. Thus, strengthening agrometeorological application to diverse agricultural sectors will benefit economic development. This paper discusses three distinct organizational minions that all share the same need for improved information technology. The World Meteorological Organization's (WMOs) Commission for Agricultural Meteorology (CAgM) has global responsibility for improved agrometeorological services of Members to aid agricultural production and to conserve natural resources. The United States Department of Agriculture, World Agricultural Outlook Board, publishes monthly World Agricultural Supply and Demand Estimates, considered to be a benchmark for both government and industry in production and trade decisions. The National Drought Policy Commission (NDPC), created by an act of the United States Congress, formulated a national drought policy based on preparedness rather than on crisis management. All three organizations recognize the need for IT applications in agricultural meteorology and have been active in implementing this technology. The development of information technology offers new means of dissemination of agrometeorological products. World Agrometeorological Information Service (WAMIS) has taken advantage of the global Internet application to offer WMO Members a dedicated web server to host agrometeorological bulletins and training modules.

A Exploratory Study on The Determinants of Youth Facilities Visits (청소년시설이용에 영향을 미치는 요인에 대한 탐색적 연구)

  • This study purports to investigate potential factors in various levels that affect respondents' use of youth facilities. Those levels include individual, family, and school. The data from 「2021 Youth Survey on Human Right Conditions」 will be analyzed. Hierarchical multiple regression analysis shows several results. First of all, respondents' age and level of human rights related information strongly influence respondents' use of youth facilities. Secondly, the analysis also shows that subjective well -being, abusive language and physical punishment from school faculty, and experience of human rights violation in schools affect the level of respondents' use of youth facilities. The order of effect sizes among significant variables are as follows; respondents' age, level of human rights related information, subjective well -being, abusive language and physical punishment from school faculty, and experience of human rights violation in schools. The independent variables in the model explain roughly 20 percent of whole variation of dependents variable.

Floristic Study of the Freshwater Plants in Taean Peninsula - Focusing on Aquatic and Wetland Plants - (태안반도의 담수식물상(수생 및 수변식물을 중심으로))

  • Six field surveys were conducted at 29 locations from April 2020 to April 2022 to identify the freshwater flora of the Taean Peninsula. Based on the collected specimens, the vascular plants of the Taean Peninsula were summarized as 391 taxa: 94 families, 248 genera, 362 species, 5 subspecies, and 24 varieties. Freshwater plants in the Taean Peninsula consisted of 104 taxa, 45 taxa for aquatic plants, and 59 taxa for wetland plants. When classified by life history, annuals accounted for 33 taxa, winter annuals 5 taxa, biennial 6 taxa, and perennials accounted for most of the 60 taxa. Among the 391 identified taxa, 2 taxa of Endangered plants, 3 taxa of Korean endemic plants, 5 taxa of IUCN red list plants, 49 taxa of Korean floristic target plants, 38 taxa of biological resources subject to the approval of outbound transfer, 55 taxa alien plants and 7 taxa of ecosystem disturbing plant. The results of this study are intended to be used as basic data on the freshwater environment and distribution of aquatic plants in the Taean Peninsula.

Flora of Wonju-Hoengseong Area (원주.횡성 지역의 식물상)

  • Flora of vascular plants in mountains located at Wonju-si and Hoengseong-gun areas such as Chiak-san(1,288m), Taegi-san(1,261.4m), Obong-san(1,126.2m), Eungbong-san(1,094.9m), Eodab-san(789.4m), Deokgo-san(521.2m), Deokga-san(700.5m) and Seongji-bong(791m) was investigated from April, 2008 to May, 2009, and results from the previous researches in which voucher specimens had been presented from Balgyo-san(998.4m), Oeum-san(930.4m), Baekun-san(1,037.1m) and Chiak-san(1,288m) were included in the list of vascular plants from these areas. This investigations resulted in 804 taxa consisted of 680 species, 1 subspecies, 111 varieties, and 12 forms of 383 genera under 97 families, and totally in 973 taxa (21.14% of all vascular plants in Korea) of 818 species, 1 subspecies, 138 varieties and 16 forms of 418 genera under 105 families on addition of voucher specimens in the previous researches. Forests of the investigated areas were generally mixed of Pinus densiflora and deciduous trees. The areas with comparatively excellent vegetation were valley from Guryong-sa (temple) to Biro-bong (summit) via Seryeom-pokpo (fall) in Mt. Chiak-san, and Keunseong-gol (valley) and eastern slope from Taegibungyo-teo to Naksu-dae (fall) in Mt. Taegi-san. 10 families with abundantly collected species were Compositae, Graminae, Rosaceae, Ranunculaceae, Leguminosae, Cyperaceae, Liliaceae, Saxifragaceae, Umbelliferae and Labiatae in order, and they occuied 49.12% of all collected taxa. Endemic plants found in these areas were 38 taxa including Hanabusaya asiatica, Megaleranthis saniculifolia, and Pyrus ussuriensis var. diamantica, and rare and endangered ones were 24 taxa including Hanabusaya asiatica, Viola websteri, Viola diamantica, and Patrina saniculaefolia. Specially designated plants by the Ministry of Environment were 88 taxa including 12 taxa of 5th degree such as Woodsia intermedia, Hanabusaya asiatica, Equisetum pratense, Iris koreana, Lilium cernum, Trillium tschonoskii, Magnolia kobus(cultivated), Gastrodia elata, Polypodium virginianum, Cimicifuga heracleifolia, Megaleranthis saniculifolia and Viola websteri. 47 taxa of alien plants were found. As to 609 taxa (13.23% of all vascular plants in Korea) of useful plants, 334 taxa for the edible, 269 taxa for the medicinal, 127 taxa for the ornamental, 332 taxa for the forage, 3 taxa for the industrial raw material, 31 taxa for the timber and 13 taxa for the fiber were classified, respectively.

A Study on the Meaning & Classification of Conventional Markets (전통시장 개념 및 분류체계 재정립에 관한 연구)

  • Conventional markets in Korea have played a pivotal role in the vitalization of local communities and economies along with the distribution of products. Although many people believe the markets to be disorderly, they are lively and provide local people with things to enjoy, watch and buy. However, superstores have undergone a mushrooming proliferation since Korea opened its gates to multinational superstores in 1996. This phenomenon has caused a crisis for Korea's conventional markets. They have lost their competitiveness because of this environmental change, inefficient management, and their outmoded facilities. Government efforts to revitalize the markets have centered on redevelopment of the facilities, a perspective that has caused not only the fall of the old business districts but also the decline of the distribution function. Under these conditions, the traditional market has re-entered into competition. The Korean government enacted a special law to revitalize the conventional markets and has been implementing many policies to support them since 2003. In 2009, the government amended the law and adopted the Business Improvement District System. The government also changed the official term from 'old markets' to 'Conventional markets'. Despite this legal amendment, though, we still need to re-establish the concept of the Conventional market. Historically, markets grew up spontaneously to dispose of surplus products. Some manmade markets were established through urban planning or as public facilities. Their businesses transactions have always been based on mutual trust between consumers and trades people, the traditional way of commercial dealing. Conventional markets can be defined, then, as creatures of societal necessity where transactions for services and products are based on mutual trust. Problematically, unlisted markets are left out of government support. Although unlisted markets have performed almost the same functions as listed markets, they exist only as a statistic as far as the special law is concerned. In some areas, there are more unlisted markets than unlisted ones. Therefore, it is necessary to establish systematic management methods for the unlisted markets. Some unlisted markets received support in the form of facility improvement from local governments' budgets in the early stage of the special law's enforcement. The current government also assists with safety issues involving unlisted markets; however, the current special law provides no legal framework for unlisted markets. Moreover, consumers cannot tell the difference between unlisted markets and listed ones. Finding a solution to this problemrequires new standards and a wider scope of support by which the efficiency of the market improvement support system might be enhanced.

  • The purpose of this study is to understand and analyze the character of Islamic fundamentalism and Middle-Ease Terrorism. The aim of Islamic fundamentalism is reconstruction of Ummah(Muslim Unity), thee early society of Muhammad's age. Islamic movement insist to restore the spirit of Islam and purify the society of Islam from the United State and Western world. Now, Islamic fundamentalism movement as a new ideology, appeals to muslim in the world. The concept of modern national state from the Western countries do not accord with the traditional Islamic principles of reign and a spirit of nationalism. On the other hand, Islamic movement have no legitimacy in the system of modern state which govern the Arab world, regardless of the form of government. For this reasons, Islamic fundamentalist have an insecure position and their political activities. It is yet far from their purpose, to reconstruct the muslim unity, to realize the Islamic political principle close to their practical methods. Yet Islamic fundamental movement have not overcome the system of secular state. The Middle East terrorism supported by government might be eradicated by America's anti-terrorism policy. However, it will be serious and spread all over the world that the terrorist attack against the U. S. and western countries is acted by militant warriors of Islamic fundamentalism, uniting Arab and Islamic people's emotions against America and western countries. There are some reasons that we need to focus on the Arab and Islamic fundamentalism. We need to get out of misunderstanding and discrimination about Islamic religion and culture from America's and Western' standard Which are only their new world order. The discrimination of America and western nations against muslim could make other ideologies, opposite to the world peace. There are a lot of foreign workers from Islam countries in Korea. We need to give consideration and attention to them for the our globalization and world peace. It is time to consider what to do for the nation's profit(economical, political, strategic)with right understanding. We are not safe and free from the terrorism yet.

Mass Proliferation of Hibiscus hamabo Adventitious Root in an Air-lift Bioreactor, and the Antioxidant and Whitening Activity of the Extract (생물반응기를 이용한 황근 부정근의 대량증식과 추출물의 항산화 및 미백 활성 평가)

  • Hibiscus hamabo Sieb. et Zucc. (yellow hibiscus) is a deciduous semi-shrub plant and mainly growing in Jeju Island. This is known the unique wild hibiscus genus and classified as an 2nd grade of endangered plant for Korean Red List. In previous studies, properties of germination, ecological, genetical and salt resistance have been reported. In this study, we investigated mass-proliferated adventitious root using bioreactor, antioxidant and whitening effects to conduct functional ingredients. Yellow hibiscus were collected from Gujwa, Jeju by prior permission and they were introduced by explant type and various medium composition after surface sterilization. As a result, seed response rates were evaluated at range of 51.17~51.83%, in terms of comprehensive efficiency of shoot and root formation. In the case of adventitious root propagation condition was confirmed in half strength Murashige and Skoog medium salts, 30 mg/L sucrose, and 2 mg/L indole-3-butyric acid for 8 weeks in 5,000 mL bioreactor. We also compared between relationship with biomass and secondary metabolites accumulation by total phenolics content, the flavonoid content, DPPH free radical scavenging activity and melanin content. The results indicated that adventitious root mass proliferation, antioxidant and whitening effect could develop value of the high-quality cosmeceutical ingredient and further metabolite studies.

Varieties of Community Unionism: A Comparison between the Youth Community Union and the Arbeit Workers' Union in South Korea (커뮤니티유니온의 다양성: 청년유니온과 아르바이트노동조합의 비교연구)

  • As the number of precariats grows, their poor labor rights and working conditions are becoming issues of major concern all over the world but how to represent their interests is still controversial. Basically, the union is the institutional mechanism for representing the labor rights. However, it is difficult for workplaceand enterprise-based unions to fully represent the labor rights of precarious workers. Recently, so-called community unions have emerged in the United States, the United Kingdom, and Japan as independent organizations representing the rights of non-standard workers. Community unions refer to labor unions which organize precarious workers across firms at the regional level. They are known to be suitable for covering the unemployed, job seekers, indirect employment workers, short-term contract workers, and small-firm workers. In South Korea, since the financial crisis in 1997, a dramatic increase in the number of precariats leads to emergence of new types of trade unions such as the Youth Community Union, the Arbeit Workers' Union, the Artist Social Union and the Korea Musician's Union. They have engaged in various activities to guarantee the labor rights of precariats. Recently, researchers have also tried to identify defining characteristics of these new forms of unionism. To expand research on trade unionism in South Korea, this study compares two different types of community unions: the Youth Community Union and the Arbeit Workers' Union. We believe that this attempt can contribute to the research on the alternative labor movement. For this purpose, this study starts with theoretical discussions on community unions, and compares the Youth Community Union with the Arbeit Workers' Union based on the five characteristics of community unionism: membership and organization structure, the recognition struggle, the type or scope of interest, solidarity with other civic organizations, and the repertoire of resistance strategies. Based on this comparative analysis, this study seeks to foresee the possibility of how community unionism will develop in South Korean in the future.

Constructing a Conceptual Framework of Smart Ageing Bridging Sustainability and Demographic Transformation (인구감소 시대와 초고령 사회의 지속가능한 삶으로서 스마트 에이징의 개념과 모형에 관한 탐색적 연구)

  • As population ageing and shrinking accompanied by dramatically expanded individual life expectancy and declining fertility rate is a global phenomenon, ageing becomes its broader perspective of ageing well embedded into sustained health and well-being, and also the fourth industrial revolution speeds up a more robust and inclusive view of smart ageing. While the latest paradigm of SA has gained considerable attention in the midst of sharply surging demand for health and social services and rapidly declining labor force, the definition has been widely and constantly discussed. This research is to constitute a conceptual framework of smart ageing (SA) from systematic literature review and the use of a series of secondary data and Geographical Information Systems(GIS), and to explore its components. The findings indicate that SA is considered to be an innovative approach to ensuring quality of life and protecting dignity, and identifies its constituents. Indeed, the construct of SA elaborates the multidimensional nature of independent living, encompassing three spheres - Aging in Place (AP), Well Aging (WA), and Active Ageing (AA). AP aims at maintaining independence and autonomy, entails safety, comfort, familiarity and emotional attachment, and it values social supports and services. WA assures physical, psycho-social and economic domains of well-being, and it concerns subjective happiness. AA focuses on both social engagement and economic participation. Moreover, the three constructs of SA are underpinned by specific elements (right to housing, income adequacy, health security, social care, and civic engagement) which are interrelated and interconnected.

The Strategic Approach to FTA Governmental Negotiation Method between China (중국과의 FTA 협상방식을 위한 전략적 접근)

  • Since Korea establish diplomatic ties with China in 1992, korea and China have had rapid progress in most of field as politic, economy, society and culture through basing on cultural commonality and geographical adjacency. Especially, China is the biggest trading partner to korea, and also Korea is third-biggest trading country to China. They become strategic cooperating relation in 2008. Currently, in terms of international trade relation, WTO/DDA negotiation is proceeding in difficulty, but FTA has been growing and extending in the world, and the two country, china and korea, have been competitively trying wide and active FTA negotiation promotion. After Financial crisis in 1997, according to the requirement of local economic cooperation, China has shown the interest to several countries since the conclusion of FTA treaty with ASEAN in 2005. China also makes the active afford to conclude FTA with Korea. Last May 28th, this was mentioned in the meeting between president Lee and Premier Wen Jiabao, so it is anticipated that the negotiation for FTA will be started in the near future. There are many political suggestions and concerns in terms of way of negotiation korea would choose. Some economist said that "'Continuous FTA aimed at long-term protocol should be promoted between korea and China and negotiated includingly'" However, this research claims that commodity exchange, service, and investment areas should be included and it has to be comprehensive package settlement style in negotiation. This research has found out the characteristics of China's negotiation and implications through the China's existed FTA negotiation examples. Currently, China has taken Continuous or a phase-negotiation method to ASEAN, Pakistan, Chile and some other developing country and to advanced countries like New Zealand or Singapore, comprehensive package settlement method is used in FTA negotiation. In consider of the FTA negotiation between Korea and China, Korea has some problems in the commodity change area in agriculture maket's opening. While, for china, the issues would happen in service trade area, especially when encountering finance and communication industries are opened, China's economy could be exposed to some risk. In result, Korea should expand its negotiation range from commodity trade to service trade, in order to exchange both issues, then the negotiation will be concluded more easily. In other word, for FTA, korea should follow comprehensive package settlement way that is similar to New zealand and Singapore case. Through this kind of method, Korea can expect effect of creating trade, conversion of it and preoccupancy of service field in china's market against the advanced countries like Usa, Europe and Japan. Also, to have a successful FTA negotiation, korea should find out china's policy for FTA negotiation. With this information, korea will be able to suggest the way to make a profit. Systematic analysis and comparison about previous negotiation cases of china are needed before the negotiation begin.
