Radial collector wells (RCWs) have been managed by Korea Rural Community Corporation (KRC) since 1983, installing 98 wells for agriculture in rural area over the country. Among them, 20 wells were installed upstream of 5 subsurface dams and the remaining were installed regardless of the subsurface dam. Most of RCWs have been developed in 1980s and 1990s, and 83 wells have been passed more than 20 years after construction. The number of horizontal arms for RCWs varies from 9 to 28, with length and diameter being 10~30 m and 65 mm, respectively. The central caisson with an inner diameter of 3.5 m was commonly constructed to a depth of 10 m. The maximum pumping rates in RCWs, which are located at distances of 10 to 1,200 m from the river, are 2,000~10,000 m3/day. RCW has a fundamental problem that reduced pumping capacity and degraded well efficiency, due to the physical and chemical clogging. From the feasibility test for improving RCW performance, specific capacity increased to 67% after rehabilitation. TV logging for RCW horizontal arm shows that near the caisson is more severe clogging. From the results of this study, KRC has established the guidebook for monitoring and improving well efficiency through physical/chemical treatment, well logging, and hydraulic tests and managed RCWs periodically with its rehabilitation methods.
The purpose of this study is to identify the accomplishments and limits of the local governments' environmental impact assessment operation system and to propose a policy plan to improve it through an analysis of the current status of the operations by local governments. As the research method, based on an understanding of the basic purpose and concept of the local government's environmental impact assessment, the current status of environmental impact assessment by major local governments such as Seoul, Jeju, Busan, Daejeon, etc. is analyzed and in-depth interviews with public officials in charge are conducted. Through the extensive discussions, the current situation and the problems are identified. The accomplishments of the local governments' operation of environmental impact assessment are: it is possible, first, to select evaluation targets and items in accordance with regional characteristics; second, to continuously strengthen the management and monitoring the evaluation result after through its own follow-up control. The limits revealed are; first, internal organization problems, which are largely due to the fact that the project approvers and the environmental impact assessment consultants are the same; second, poor cooperation system between the department of environmental impact assessment and other departments; third, lack of professionalism in the working forces; and forth, a limited pool of the skilled judges; and last, it was found that there could be frequent problems of overlapping regulation during coordinating target projects and evaluation contents.
The purpose of the study is to look at the status of the women's leaders databases designed to expand women's participation in the public sector, and to come up with measures for the utilization of the women's leaders databases. For this purpose, this study analyzed the current status of the women's leaders databases that have been established and managed by the Ministry of Gender Equality and Family and Incheon Metropolitan Government. And In order to find ways to utilize the database of women leaders, the results of a survey conducted by the Incheon Metropolitan Government were analyzed and policy implications were drawn. The policy implications for utilizing the women's leaders database are as follows: First, systematic management such as the reorganization of the women's leaders database and the updating of the latest information are necessary. Second, it is necessary to disclose the current status of women's leaders and trends in utilization through the website. Third, the follow-up is needed through active monitoring at the national level. And if possible, the results need to be reflected in the agency performance assessment. Fourth, regular and long-term public relations strategies are needed so that the women's leaders database can be used not only for career-breaking women but also for emerging talent.
This research is aimed at comprehensively evaluating the condition of a road surface of a highway in satisfaction of its users. This research conducted an overall evaluation of a road surface condition by adding qualitative data, or a driver's satisfaction to the existing quantitative elements, whereas the existing research put its focus on a correlation analysis with quantitative factors and qualitative factors through a statistical method. As for an evaluation method, this research conducted an overall evaluation by using Grey System Theory which makes possible an integrated evaluation. The analyzed results make it possible to diagnose the current conditions of each section of object roads and to predict the potentially changeable conditions for the time to come. In addition, these analyzed results could hopefully be applied to the maintenance of freeways through diverse methods. It is hoped that the evaluation of a road surface condition of a highway in satisfaction of its user could be helpful to keeping up the satisfaction of a driver and passenger on the highway by more than a certain level. In addition, the analyzed data on the influence of data value observed by comprehensively evaluating a variety of elements could be used as a secondary means of the decision-making process in relation to road maintenance. On top of that, it could be used as a means of improving road maintenance system and offering the improved driving environment of the highway.

A system architecture design relying only on the experience of its designer varies in quality in line with the designer's personal experience and knowledge ability. Likewise, a wrong estimation of hardware capacity ends up in waste of resources. In practice, a range of post-hoc monitoring tools are in operation, without providing any method for estimating and reflecting the performance at an early stage of architecture design. Provided capacity requirement is estimated in advance with simulation at the stage of design, the system capacity ends up in waste of resources. In practice, a range of post-hoc monitoring tools are in operation, without providing any method for estimating and reflecting the performance at an early stage of architecture design. Provided capacity requirement is estimated in advance with simulation at the stage of design, the system performance requirement can be met with a minimal cost while the waste of resources can be reduced to a great extent. In this context, the present study develops a pilot simulation model for hardware architecture design and then verifies its validity in an experiment. If the error rate falls within a permissible range in the experiment, the simulation model may be considered to reflect well the characteristics of real-life information system architecture.

Recently, video equipments such as CCTV, which is spreading rapidly, is being used as a means to monitor and cope with abnormal situations in almost governments, companies, and households. However, in most cases, since recognizing the abnormal situation is carried out by the monitoring person, the immediate response is difficult and is used only for post-analysis. In this paper, we present the results of the development of video surveillance system that automatically recognizing the abnormal situations and sending such events to the smartphone immediately using the latest deep learning technology. The proposed system extracts skeletons from the human objects in real time using Openpose library and then recognizes the human behaviors automatically using deep learning technology. To this end, we reconstruct Openpose library, which developed in the Caffe framework, on Darknet framework to improve real-time processing. We also verified the performance improvement through experiments. The system to be introduced in this paper has accurate and fast behavioral recognition performance and scalability, so it is expected that it can be used for video surveillance systems for various applications.
This paper is about designing and implementing the simulation training equipment (simulator) for the CBRN Reconnaissance Vehicle-II (armor type). The simulation training equipment (simulator) is a military training equipment in a virtual environment that analyzes the training using various CBRN equipment according to the CBRN situation and make a professional report. The controller or training instructor can construct a scenario using the instructor control system for a possible CBRN situation, spread the situation, and observe the process of the trainee performing the propagated situation appropriately. All process can be monitored and analyzed by the system, and it can be recorded, so it is also used for AAR (After Action Review). To implement CBRN situation training in a virtual environment, instructor control (IOS), host (HOS), video (IGS), input/output device (IOC), and sound (ACS) were implemented, a long-range chemical automatic detector (LCA), a combined chemical detector (CAD), a control (MCC) and an operation (OCC) computer were developed as simulators. In this paper, the design and development of simulation training equipment for CBRN Reconnaissance Vehicle-II (armor type) was conducted, and the performance was verified through integrated tests and acceptance tests.
Ecological restoration is an ecological technology that diagnoses problematic ecological spaces and restores the damaged ecosystem to a healthy appearance similar to its original appearance based on reference information obtained by analyzing intact nature. To achieve successful restoration, the project must be carried out in respect of a series of procedures. However, in Korea, restoration projects are usually actively promoted regardless of diagnostic evaluation, which wastes cost and energy, and the effect is not significant. As the reference information is not utilized, ecological restoration to return the damaged nature makes features different greatly from the appearance of nature, causing another damage. As the restoration effect is not evaluated, it is impossible to determine whether it is successful or not, and as a result, even if the project continues, there is no development and no effect. However, advanced societies have not only made academic progress by respecting these procedures but also have great economic effects along with the improvement of environmental conditions as ecological restoration has become an industry. Therefore, the international society recognizes ecological restoration as an important means of solving environmental problems at the global level, including climate change, and international organizations are actively promoting projects to treat the injured planet. However, most of the restoration projects promoted in Korea were evaluated below the level as a result of the evaluation of the effect. Nevertheless, those who have led low-quality projects are blocking plans to establish ecological restoration as a new industry that can contribute significantly to improving these levels, and thus the problem is expected to worsen. To solve this problem, it is necessary to filter out defective businesses by introducing a strict and correct project evaluation system by dividing it into before and after. Furthermore, it is necessary to establish ecological restoration as an industry and leave the process in the principles of the market.
The purpose of this study was to investigate the effect of contact type textile electrode structure on heart activity signal acquisition for smart healthcare. In this study, we devised six contact type textile electrodes whose electrode size and configuration were manipulated for measuring heart activity signals using computerized embroidery. We detected heart activity signals using a modified lead II and by attaching each textile electrode to the chest band in four healthy male subjects in a standing static posture. We measured the signals four times repeatedly for all types of electrodes. The heart activity signals were sampled at 1 kHz using a BIOPAC ECG100, and the detected original signals were filtered through a band-pass filter. To compare the performance of heart activity signal acquisition among the different structures of the textile electrodes, we conducted a qualitative analysis using signal waveform and size as parameters. In addition, we performed a quantitative analysis by calculating signal power ratio (SPR) of the heart activity signals obtained through each electrode. We analyzed differences in the performance of heart activity signal acquisition of the six electrodes by performing difference and post-hoc tests using nonparametric statistic methods on the calculated SPR. The results showed a significant difference both in terms of qualitative and quantitative aspects of heart activity signals among the tested contact type textile electrodes. Regarding the configurations of the contact type textile electrodes, the three-dimensionally inflated electrode (3DIE) was found to obtain better quality signals than the flat electrode. However, regarding the electrode size, no significant difference was found in performance of heart signal acquisition for the three electrode sizes. These results suggest that the configuration method (flat/3DIE), which is one of the two requirements of a contact type textile electrode structure for heart activity signal acquisition, has a critical effect on the performance of heart activity signal acquisition for wearable healthcare. Based on the results of this study, we plan to develop a smart clothing technology that can monitor high-quality heart activity without time and space constraints by implementing a clothing platform integrated with the textile electrode and developing a performance improvement plan.
