컴퓨터의 발명은 인간의 사회생활을 혁신적으로 변화시켰다. 이러한 변화의 특징은 한마디로 정보화사회 또는 정보사회란 말로 표현되고 있다. 정보사회가 내포하는 의미는 수 없이 다양하지만 그 중에서 인류 문명의 계속적인 발전을 뒷받침해 온 기록방식 또는 문서화 방식의 혁신을 빠뜨릴 수 없다. 전통적으로 인간의 문서활동은 종이 위에 문자를 사용해서 자신의 의사를 표현하였고, 이러한 기록은 문서로 남아 차후 분쟁이 발생할 경우 증거로서의 기능을 발휘하였다.

80년대초 이후 기술혁신의 가속으로 중소기업에서도 기술변화에 대한 적응이 경쟁력의 유지를 위한 핵심과제가 되면서, OECD 국가는 중소기업에 대한 과학기술정보(科學技術情報)의 이전(移轉)을 촉진하는 정부지원을 확충하였다. 경제성과의 개선을 위해서는 기술혁신만이 아니라 기술혁신의 성과를 확산시키는 것도 중요하다는 인식으로 중소기업의 경쟁력향상에 기여하는 과학기술정보의 공급확대를 위하여 연구개발사업(硏究開發事業)에 대한 지원을 강화하는 동시에 중소기업에 대한 과학기술정보의 이전을 촉진하기 위하여 과학기술정보의 공급원(供給源)(대학, 시험연구기관 등)과 중소기업을 연결하는 다양한 중개(仲介)(촉매(觸媒))기관(機關)의 설립 운영을 지원하고 있다. 연구개발과 과학기술정보이전에 관한 과학기술공급원과 중소기업간의 인식의 차이를 해소하기 위하여 정보교환(情報交換)과 인적교류(人的交流)를 확대하고 과학기술공급원이 제공하는 지식을 중소기업이 이용하기 쉬운 기술로 변환하기도 한다. 이러한 기능을 중개기관이 효과적으로 수행하기 위해서는 중소기업 사업자와 신뢰관계(信賴關係)를 구축하는 것이 긴요하며, 기술변화를 인지 수용하도록 유도하는 초기단계에서는 중소기업의 네트워크를 통하여 접근하는 것이 효과적이다. 이러한 기술확산과정(技術擴散過程)의 특성으로 인하여 지역혁신체제(地域革新體制)의 구축과 기술혁신정책(技術革新政策)의 지역화(地域化)가 강조되고 있다. 최근에 통상산업부와 과학기술처도 기술혁신정책의 지역화를 시도하고 있다. 연구기반과 산업기반을 고려하여 지역별로 다양한 유형의 산학연 공동연구기반이 구축될 계획이다. 기술혁신정책의 지역화는 시도단계에 불과하며 효율적인 지역혁신체제를 구축하기 위한 여건도 불리하다. 선진국에 비하여 대학과 연구기관의 연구자원(硏究資源)에서도 현격한 차이가 있으나, 네트워크의 혁신성을 좌우하는 지식집약형 중소기업의 비중과 중소기업기술개발의 혁신성에서도 선진국에 비하여 절대열위에 있다. 이러한 불리한 여건을 극복하기 위하여 중소기업의 혁신현장에 밀착된 지역의 전문가집단이 지역경제의 비전과 지역산업의 특수성을 고려하여 지역연구개발사업(地域硏究開發事業)을 전략적으로 기획하고 효율적으로 추진하며, 기획 추진과정에 참여하는 지역대학 지역시험연구기관 지역산업단체 등이 구성하는 지역사회(地域社會)의 협의체(協議體)가 정보공유(情報共有)와 공동학습(共同學習)을 통하여 지역혁신체제의 형성을 주도하고 경쟁과 협력의 조화를 통하여 기술혁신을 가속시키는 지역사회(地域社會)의 규범(規範)과 문화(文化)가 정착되도록 노력하며 중앙정부는 지역연구개발사업에 대한 지원에서 투명하고 합리적인 평가기준을 제시하고 지역산업의 혁신성과에 의하여 지원을 차등화(差等化)하는 경쟁원리를 도입하여 지역사회의 합리적 의사결정을 유도해야 한다.

과학기술의 사회적 역할과 책임 확대, 기술개발을 통한 실질적인 문제해결이 강조되면서 국가 사회적 문제해결과 국민생활 전반의 삶의 질 제고를 위한 R&D 정책과 관련 사업에 대한 투자가 확대되고 있다. 정부가 사회이슈 해결을 위한 과학기술의 정책적 지향을 명확히 하면서, 출연(연) 역시 기존의 경제성장 견인과 성장동력 창출 중심의 기능에서 사회문제의 선제적 해결과 공공성 확장을 위한 출연(연)의 역할 수행을 요구받고 있다. 출연(연)은 공적임무 기반을 확대함으로써 국민들의 삶의 질 제고에 실질적으로 기여하겠다는 실천방안을 제출하는 등 다양한 모색과 자생적 혁신을 꾀하고 있으나, 연구자 연구현장의 수용성 문제와 출연(연)이 갖는 여러 특성과 맞물려 기대에 부합하는 변화의 폭과 속도를 내지는 못하고 있다. 본 발표에서는 출연(연)의 R&D환경과 사회문제 해결형 연구사업 현황을 살펴보고, 사회문제 해결을 위한 ETRI의 추진내용과 연구자 기술공급 중심의 경향성을 보완하기 위한 노력들을 소개하였다. 또한 출연(연)의 특성을 기반으로 전략적 투자와 효율적 운영, 성과의 확산 측면에서 사회문제 해결형 R&D 활성화를 위한 시사점을 제시하고자 한다.

Taking note of growing tendency of academic interests and policy applications with regard to social economy, this study aims to suggest economic geographical agenda for social economy. It is presumed that the orientation of social economy toward pursuing social value will exhibit unique spatial characteristics. Elements containing spatial implications have been identified through a review of hierarchial concepts including social innovation, social economy organization and social enterprise. Three approached are suggested as tools of understanding the spatial context of social economy: spatial characteristics inspiring social entrepreneurship, place-based context of decision-making by social economy organizations, and spaces formulated by interactions between the demand for solving social problems and the supply of economic resources. The investigation of social innovation clusters is required to focus on the differentiated characteristics from normal industrial clusters. It is also suggested that the concept of embeddedness be applied in the search of the essence and elements of social economy's ties with local community.

There are many researches about effects of consumer innovativeness on the new product adoption behavior. However most of these studies regard this construct as one dimensional concept so that the extant studies suggest very ambiguous results about the relationship between consumer innovativeness and adoption behavior. This study subdivides the construct as cognitive innovativeness and sensory one and suggest these two types of consumer innovativeness affect on the risk perception of the potential adopter differently when the consumer adopt new product. In the empirical research through regression analysis and structure equation model with 217 samples, the study shows the consumer who have high level of cognitive innovativeness are more sensitive to functional risk of new products compared to one who have high level of sensory innovativeness. On the other side, sensory innovative consumer perceive social risk more when they adopt new products than cognitive innovator who have higher level of cognitive innovativeness. The result means there are dual paths on the relationship between consumer innovativeness and new products adoption behavior. Unlike the early studies, this study shows that there's dual path in relationship between the consumer's innovativeness and new product adoption. That is the consumer who have higher sensory innovativeness perceive the social risk of new products more sensitively than functional risk but the consumer who have cognitive innovativeness perceive functional risk more. So, new product adoption behavior would be different depending on the sensory or cognitive innovativeness.

대학의 위기 시대에는 기회가 동시에 오는 것이므로 전문대학 발전전략을 어떻게 수립하는 가가 생존의 열쇠이다. 본고에서는 전문대학의 직업교육혁신 방안으로서 5대 과제를 제시하고 있다. 전문대학 교육혁신의 이념적 바탕은 전문대학의 정체성 확보에 있고 이는 고등교육법에서 제시한 전문직업인의 개념의 해석에 있다. 지식기반사회 에서의 전문직업인의 정의를 확고하게 설정하고 이에따라 직업교육체제 혁신, 전문대학의 기능혁신, 전문대학 교육의 질혁신, 직업교육의 문화혁신, 전문대학 경영 혁신 등을 이루어 나갈 때 전문대학의 생존은 수요자와 사회를 위하여 가능한 것이다.

With the recent increase in the demand for corporate trust based on transparency in accounting, such as management disclosures and autonomous management disclosures for Social Innovative Enterprises, the duties of Social Innovative Enterprises on accounting and tax affairs have become important. This study looked at the effects of NCS accounting, audit and tax functions on the sustainability of Social Innovative Enterprises, which have not been studied. In particular, issues such as management disclosures and adequacy of financial statements depend on how ethically the accounting officer performs the work. Accordingly, we looked at the intermediation of accounting ethics held by the person in charge of accounting in relation to the sustainability of the NCS accounting, audit and taxation functions. The research subjects surveyed 500 people in charge of accounting at 50 social innovation companies, including social enterprises established in special cities and metropolitan cities such as Seoul and Busan, as well as social cooperatives. A path analysis was conducted with 372 valid questionnaires. As a result of the analysis, NCS accounting, audit and tax functions have a significant impact on both economic value and social value and environmental value, which are the sustainability elements of Social Innovative Enterprises. It was also found that NCS accounting, audit and tax affairs had a significant impact on accounting ethics, and accounting ethics had a significant impact on social and environmental values, excluding economic values. In addition, accounting ethics were found to have a mediated effect between NCS accounting, audit and taxation functions and the sustainability elements of Social Innovative Enterprises. In particular, the relationship between NCS accounting, audit and tax affairs and social value was found to be completely mediated.

This study analyzes actor networks in regional innovation processes with a focus on actors' activities and finds the determinants of the networks, thereby aiming to provide information useful for regional innovation policy makers. To this end, the study conducted a social network analysis of the national R&D projects data and identified the activities of innovation actors. Finding out the network determinants was QAP analysis. The study suggests three main findings as follows. First, a meaningful difference exists in characteristics of innovation activity by region. Second, the network of innovation actors meaningfully differs from region to region. The centrality of the network was found to be high in universities and businesses in Seoul and Gyeonggi, and in public research institutes in Daejeon. There are regions where all the networks of innovative actors are composed of one component, while some regions are not yet established with the network. Finally, although the networks of innovation actors are influenced by the geographical proximity and the size of the R&D fund, it is notable that the previous continuous relationship forms a strong research network.

We witness now the changing techno-economic paradigm and the emerging learning economy. Reflecting on these changes, the group of Evolutionary Economists study recently the theory on regional innovation system, but their research results are still now not theoretically ‘systemized’. Moreover, they often indeed speak of the ‘social capital’, but do not investigate that. This paper tries to systemize their empirical findings and theoretical results and integrate the discussions on social capital in fields of sociology into a mathematical model. This study emphasizes the role of social capital in the innovating process.
