Analysis of Inequality of Public Transfer Income by Income Level (소득계층별 공적이전소득의 불평등 변화분석)

  • This study was carried out by using the concentration index calculation method from 1996 to 2016 by using the household trend survey data to confirm the difference of income transfer income and inequality in public transfer income. The main results are as follows. First, the public transfer income concentration index in 1996 was concentrated on the high income group with +0.2774, but since 2009, the concentration index has been negative (-), which has concentrated on the low income group. However, the effect of redistribution of income was small. Second, the average public transfer income of low - income households increased significantly while the number of high income earners decreased. It is gradually improving that public transfer income did not play a role in the improvement of income inequality. Third, public transfer income has been continuously increasing in all income classes, and the rate of increase is low in the low income class and slow in the high income class, so the public transfer income of the low income class is higher than that of the high income class. In sum, the inequality of public transfer income by income class in Korea is gradually improving, but it is not considered to be a level that can improve the inequality between income groups.

Discussions on Mechanisms, Features and Implications of the Digital Divide in Old Age (노년기 정보격차의 메카니즘, 특징 및 시사점에 관하여)

  • The digital divide has become an important social issue in the two waves of informatization and aging society. This study is to comprehensively examine various theoretical approaches and discussions on the mechanisms of the digital divide and to synthetically understand the features of the digital divide in old age. This study examines 1) four theoretical approaches on the mechanisms of digital divide among people in general, 2) three theoretical perspectives and six specific explanations on the digital divide in old age, and 3) five controversial features and concepts of the digital divide in old age. Consequently, this study suggests the need for a comprehensive approach to the multi-dimensional digital divide in old age and more attention to the digital divide in old age in terms of individual well-being and social inequalities. Further implications and limitations are discussed.

Bi-Polarization of the Income Distribution In Korea: 1997-2003 (소득 분포의 양극화 추이)

  • On the basis of the Korea Labor and Income Panel Survey for the 1997 through 2003 period, this paper investigates if the income distribution has become more bi-polarized since the recent financial crisis. The polarization measure developed by Esteban and Ray(l994) and Duclos, Esteban, and Ray(2004) indicates that the distribution of total income has become much more bi-polarized than unequalized for the entire sample period. Second, the rapid increase in the bi-polarization measure is attributed to the enhanced within-group homogeneity among the lower-income group as well as the widening gap between the two groups in the mean income level. Third, no such pattern exists in the distribution of labor income. Overall, the findings in the current study would support the hypothesis of a centrifuging society which is characterized by the slow disappearance of the middle class and the formation of two poles and which is observed in the United States and the United Kingdom among others.

Determinants of the Share of Labor Income among Primary Firms and Subcontractors (원·하청기업의 노동소득분배율 결정요인)

  • This study empirically analyzed the labor income share of primary and subcontractors. The results are as follows. First, panel regression analysis showed that the variables of transaction concentration, outsourcing cost, capital intensity, and market share had a significant negative effect, while union organization rate and R & D investment had positive effects. In particular, the R & D variable had a negative effect on the share of labor income in the year of investment (t), but had a positive impact on the long-term (t-1, t-2). Second, the share of labor income during the last 11 years (2006~2016) was higher in subcontractors with lower wage levels. This analysis implies that the wage inequality between the primary and subcontracting enterprises can not be eliminated without improving the solvency of subcontractors.

Basic Income models and its Effect on Income Redistribution. (기본소득 모델들의 소득재분배 효과 비교분석)

  • This study simulates the effects of basic income on income redistribution in Korea, and compares the redistribution effects of basic income models with the effect of the current welfare system. Using the Korea Welfare Panel Study(2008), absolute/relative poverty rate, poverty gap ratio, gini coefficients are measured. As a result of simulation, the basic income models reduced poverty more effectively than the current system. And among the three basic income models, the basic income model combined with flat-rate tax reduced poverty more effectively. And the basic income model combined with progressive tax reduced inequality more effectively. The results of the study reported in this paper confirm the paradox of redistribution which suggest that the effect of universal welfare program on redistribution is the most noticeable.

Income-Consumption and Inequality Structural Changes in the Agricultural Economy (농가경제의 소득-소비와 불평등 구조 변화 분석)

  • This study aims to examine the farm household income and consumption structure change as well as farm income inequality. Data from the Agricultural Household Survey for the years 2016, 2021, and 2022 were hired to analyze farm income inequality by the Gini coefficient decomposition method. Results show that from 2016 to 2021, all income quintiles exhibited an increasing trend, but in 2022, income decreased across all quintiles. As a result of analyzing farm household consumption expenditure, consumption expenditure increased in all income quintiles in 2021 and 2022 compared to 2016, but consumption of optional goods decreased in the fifth quintile. In addition, it was found that farmers in the first quartile had higher consumption expenditures and expenditures on options than those in the second quartile. The analysis of farm income by region show that public subsidies increased significantly for general rural farmers than for farmers in special and metropolitan areas in all income quintiles during the period. In the case of the first quintile, farm household income in rural areas in special and metropolitan cities increased compared to general rural areas. In the fifth quartile, agricultural income and sideline income in general rural areas increased compared to rural areas in special and metropolitan cities, while rural areas in special and metropolitan cities increased non-business income compared to rural areas. Results of farming income inequality by income type show a steady decline in inequality from 2016 to 2022, indicating that the decreasing gini coefficinet of public subsidies is contributing to the decline in farm income inequality. Private subsidies and side income are shown to increase inequality.

  • 오타와 헌장에 따르면 건강증진은 건강형평성을 성취하는 것이다. 건강격차를 감소시키고, 모든 사람들이 건강잠재력을 달성할 수 있도록 동등한 기회와 자원이 제공되어야 한다. 또한 각 개인들은 자신의 건강에 대한 결정요인들에 대한 통제능력을 가져야 한다. 미국의 조기사망은 40%가 행동양식에 의하여, 30%가 유전적인 문제로, 15%가 사회적 환경에 의하여, 10%는 의료적 치료의 부족으로, 그리고 5%는 환경위해 물질에 대한 노출로 발생한다. 건강불평등을 발설시키는 사회적 요인으로는 경제적 요인을 들 수 있다. 이러한 요인으로 야기되는 건강불평등의 문제를 해결하여 건강형평성을 달성하기 위해서는 절대적 목표들과 평등관련 목표들이 모두 필요하다. 건강형평성은 인구집단의 건강과 함께 향상되는 것으로 나은 건강상태에 있는 사람들의 건강을 악화시키면서 건강형평성을 달성하는 것은 아니다. 각자의 관심이 형평성을 어떻게 규정하는가에 영향을 미친다. 혜택을 받은 사람들은 성과/투입의 정의를 선호하며, 소외계층은 똑같은 성과 또는 요구에 기반한 정의를 선호한다. Healthy People 2010은 미국의 국가적 예방체계를 의미하며, 가장 중요하며 예방 가능한 건강위협들을 파악하고 이러한 위협들을 감소하기 위한 목적들이 설정되어 있다. 궁극적인 목적은 건강한 삶의 질적인 면과 양적인 측면을 향상시키는 것이며, 건강불평등을 제거하는 것이다. 그러나 미국이 유럽의 국가들에 비해서 사회 프로그램에 대한 투자가 적은 이유는 재분배는 소수인종만을 위한 것이라는 믿음과, 우리는 개방되고 공정한 사회에 살고 있기 때문에 가난하다는 것은 가난한 사람들 자신들의 잘못으로 인한 것이라는 믿음 그리고 재분배를 방지하는 정치체계 때문이다. 국가기관인 CDC의 예방연구센터(Prevention Research Centers)는 지역사회 파트너들과 함께 건강증진, 질병예방, 그리고 질병과 상해로 인한 합병증을 관리하게 위한 효과적인 예방 전략을 개발하고 있다. 예방연구센터의 프로그램들은 지역사회 기반 참여연구와 소외된 계층에 중점을 두며, 다학제 간 접근방법을 활용하고, 교육기관, 공공보건기관 그리고 지역사회의 파트너들 간의 네트웍을 형성을 통한 협력관계를 강조하고 있다. 지역사회 위원회가 구성되어 있으며, 또한 근거중심 프로그램을 개발하고 있다. 이들은 건강 결정요인에 관한 연구, 형성적 연구, 개입 프로그램 및 프로그램의 확산에 관한 연구를 진행한다. UC Berkeley의 가족/지역사회 보건센터(Center for Family & Community Health)는 1993년에 설립되었다. 사업의 대상이 되는 주요 지역사회는 한국교민사회이며, 한국교민사회 자문위원회(Korean Community Advisory Board, KCAB)가 구성되어 있다. 1993년부터 2003년까지는 'Health is Strength' 사업이 시범연구사업으로 진행되었는데, 그 내용은 유방암과 자궁경부암 검진 프로그램이었다. 2003년부터 2009년까지 진행될 'Quitting is Winning'이라는 두 번째 시범연구사업은 남성들의 금연에 중점을 둔 사업이다. 'Health is Strength'는 아시아 보건서비스 및 한국교민사회 자문위원회가 함께 협력하여 진행된 사업으로, 주요 목표는 18세 이상 여성의 자궁암 조기 검진(Pap test)과 자가 유방검진 실천을 증가시키는 것이며, 50세 이상여성의 유방 임상검사와 유방 X선촬영 비율을 증가시키는 것이었다. 한 지역의 카운티에 거주하는 한국 여성들은 4년간의 개입프로그램의 대상이 되었으며, 이들을 대상으로 횡단적인 전화조사를 3번(사전, 중간, 사후)실시하였다. 개입 프로그램은 교회에서 워크샵 개최, Tell-A-Friend Form 작성하기, 포스터 및 책자 발행, 신문광고 등과 함께 자궁암 조기 검진(Pap test)과 유방 X선 촬영권을 무료로 제공하는 것으로 구성되었다. 'Quitting is Winning'은 지역사회 기반 참여 연구모형으로 한국교민사회 자문위원회는 흡연을 1순위의 사업으로 선정하였고, 근거에 기반한 금연 프로그램에 대한 연구들을 검토하여, 기존의 보편적 방법이 아닌 인터넷을 활용하는 프로그램을 진행하는 것으로 결정되었다. 이는 무작위 임상실험으로 연구대상으로 미국에 거주하는 한국인 남성흡연자 2300명을 모집하였다. 이들의 1/2은 실험군인 인터넷 프로그램 집단에, 또 다른 1/2은 대조군인 인쇄책자 집단에 무작위 할당되었다. 12개월 동안 11번의 진단이 인터넷을 통하여 진행되었으며, 참여와 참여유지에 대한 금전적인 보상이 제공되었다.

Comparisons of the Equity of Medical Care Utilization by Sex, Age Groups, and Region (성, 연령, 지역에 따른 의료이용 형평성의 집단 간 비교)

  • This study decomposed Concentration Index(CI) and Hiwv Index(HI) of medical care utilization by subgroups: sex, age group, and region. CI and HI were decomposed into "the between group" component, "within group" component, and a residual. The results of analysis are summarized as follows; First, there was no influence of sex on the equity of medical care utilization measured by the numbers of visiting clinic. However, "within group" component of female explained .0441 among HI, .1035. This means that poor women's underutilization of medical care is the important factor in determining its degree of equity. Second, age groups had a decisive effect on the equity of medical care utilization measured by the numbers of visiting clinic. they explained -.0085 among HI, -.0170. Third, internal equality within elderly group was the most important factor in determining HI measured by the medical care cost. Finally, "within group" component of urban area explained .0535 amomg HI, ,1035 measured by medical care cost. This indicated that the urban poor's underutilization of medical care was very important factor in explaining its degree of equity. There was the poor's underutilization of medical care within the groups as female, the elderly, and urban areas. This significantly explained the equity of medical care costs.

Income Inequality Decomposed by Age, Period and Cohort Effects: A Comparison of the Capital and Non-Capital Regions (연령, 시간, 코호트효과를 고려한 소득 불평등: 수도권과 비수도권 간 비교)

  • This paper attempts to compare and analyze the intensity, trend, and regional gap of income inequality, capitalizing upon the Age-Period-Cohort model which considers age, time and cohort effects, with the 1998-2018 Korea Labor Panel (KLIPS) survey data for respondents living in the Capital and Non-Capital Regions. The main analysis results are as follows. First, in the case of both cohort and age effects, those in their 50~60s, including the so-called baby boomers and '386 generation' living in the Capital Region, have relatively lower income inequality effect compared to that of other age groups and cohorts in the Non-Capital Region. Second, the micro-individual characteristics cannot be ignored to account for a regional gap in income inequality, but rather the effects of structural and institutional omitted variables and the social discrimination effects of individual characteristics variables are more significant in explaining it. Overall, intra-and inter-cohort income inequalities appear to overlap.

The Effect of Assortative Mating on Household Income, Consumption, and Asset in Korea (동질혼이 가구의 소득, 소비, 자산에 미치는 영향: 부부의 성취적 특성 및 부모의 귀속적 특성을 중심으로)

  • As polarization and class reproduction between generations are considered to be serious problems in Korean society, increasing number of assortative mating, which means marrying between homogeneous family background, income class, and educational background, is on the spotlight socially. Some worry that the increase of assortative mating can reinforce closure of social mobility so it deepens inequality and limits class mobility between generations. This research analyzes the effects of accomplishment characteristics of husbands and wives and ascriptive characteristics of parents which consist the concept of assortative mating, on income, consumption, and assets those represent economic status of a family. The purpose of this research is to suggest empirical understanding on the role of assortative mating that affect on inequality within generations and income mobility between generations in Korean society. In the result of multiple regression analysis on the effect of assortative mating on income, consumption, and assets, high educational background was the factor that increase income and consumption level as accomplishment characteristics of assortative mating. As ascriptive characteristics of assortative mating, educational homogeneous of fathers was the factor that increased asset level. While accomplishment characteristics affect income and consumption, ascriptive characteristics of homogeneous had significant effect on assets. Thus, it was found that transfer between generations had effects around asset rather than income. In particular, ascriptive characteristics in young husbands and wives aged 20s or 30s had significant effect only on the assets.
