사회적기업이 많아져야 한다는 사실은 공감하지만 사회적기업의 증가는 기업인의 경영마인드에 달린 것이 현실이다. 얼마 전부터 정부의 지원도 사회적기업을 늘리는 데 한몫을 하고 있으나 근본적으로 사회적 약자의 고용을 촉진하고 사회복지를 위한 기금을 마련하는 데 중요한 사회적기업 자체가 더 늘어나야 한다. 미국의 한 벤처기업가 제프 스콜(Jeff Skoll)은 사회적 기업가를 발굴해 지원하고, 사회적 기업가의 활약을 전 세계에 알리기 위해 '스콜 재단'을 설립해서 주목을 받고 있다. 세계적인 전자상거래 회사 '이베이(ebay)'의 대표였던 스콜은 자신이 거둔 부를 좋은 일에 쓰겠다는 목표로 스콜 재단을 운영하고 있다, 스콜 재단이 펼치는 살기 좋은 세상을 만들기 위한 노력을 알아보자.

우리나라는 외환위기 이후 경제가 급속도로로 발전했으나 변화하는 과정에서 여러 사회문제들이 발생했다. 저 출산 및 고령화, 환경오염, 실업률 증가, 지역 사회 붕괴, 사회적 가치 창출 및 공유 미흡등 사회적인 약자가 증가하고 그들에 대한 배려가 부족해지면서 사회적 서비스가 중요한 시대가 되었다. 사회적 기업은 영리기업과 비영리 기업의 중간 형태로, 사회적 목적을 우선적으로 추구하면서 재화/서비스의 생산 및 판매 등 영업활동을 수행하는 조직을 말한다.(사회적기업진흥원, 2017) 사회 전반적으로 사회 문제에 대한 관심과 사회적 기업에 대한 창의적인 아이디어, 도전들은 많다. 하지만 사회문제를 해결하기 위한 사회적 기업 창업을 하는 사람은 그리 많지 않는 것이 현실이다. 이러한 현실을 통해 본 논문에서는 현재 대학생, 대학원생들의 사회적 기업 창업의지에 영향을 미치는 요인들에 관하여 고찰하였다. 사회적 기업 창업과 벤처 창업 의지에 관한 선행 연구들을 바탕으로 연구를 진행 하였다. 사회적 기업 창업 의지에 영향을 미치는 영향으로는 개인적 특성(위험 감수성, 혁신 추구성, 진취성, 사회가치지향성), 사회문제 상황인식(문제인식, 관여도), 대학의 사회적 기업 정보등을 선정하였다. 이러한 요인을 바탕으로 국내 대학생과 대학원생들에게 설문조사를 진행하였으며, 설문조사 결과에 대한 신뢰성, 요인분석, 상관관계 분석 등을 통해 본 연구에서 설계한 가설을 검증해 보았다. 본 연구 결과는 향후 사회적 기업을 창업? 잠재적인 대학생 및 대학원생들의 창업을 도와주기 위한 정책적 지원을 만드는데 도움이 되며, 사회적 기업 창업에 관한 연구 확산에도 기여 할 수 있을 것이다.

This study aims to confirm the effect of government support on the capability of socially disadvantaged enterprises (SDBs) and to explain the opportunistic behavior of SDBs to acquire more external resources such as government support. By dividing government support into policies and procedures, the difference in influence on corporate ability is analyzed by clarifying government support, and the impact of corporate capability on opportunistic behavior is analyzed using the structural equation (SEM) to provide government support The purpose of this study is to present the policy direction, the necessity of procedural development of government support, and the preceding factors to avoid opportunistic behavior. As a result of analyzing 261 questionnaires targeting SDB executives and employees, the relationship between government support policy and corporate ability was rejected. It was found that the government support procedure had a positive (+) effect on corporate ability, and that corporate ability had a negative (-) effect on opportunistic behavior. The implication is that, among the two components of government support, only the government support procedure was found to be significant. There should be publicity and in-depth consideration of government support policies.

The purpose of this study is to have insights comparing Korea with US media companies on investigating their CSR goals, targets, methods, and strategies. Specifically, this study finds out the characteristics of CSR cases on broadcasting companies, telecom enterprises, and internet businesses on both countries. The results indicate that the US media companies focus more on inner stakeholders like employees as stimulating employees' welfare, ESG recognition, education, and culture via socially responsible business practices whereas the Korean media companies prefer to supporting have-nots, solving social issues, and market expansion through cause promotions and community volunteering. On CSR activity strategies, there is no difference between countries but some gaps between ones. Of companies, telecom enterprises, regardless of nations, are the best on strategical approaches of CSR activity.

도시에서 녹색성장을 위한 노력은 이미 '지속가능한 도시'를 위한 노력의 일환으로 토지이용, 주택, 교통, 환경, 산업, 행정계획 등 다방면에 걸쳐서 여러 곳에서 활발히 진행되어 왔다. 지속가능한 도시는 안정적인 경제성장, 쾌적하고 건강한 환경의 보전, 사회적 약자의 보호와 문화발전을 동시에 달성하는 도시를 의미한다. 지금까지의 도시성장이 경제위주의 양적 성장이었다면 지속가능한 도시성장은 환경문제와 사회문제를 경제문제와 같은 비중으로 다루어나가는 질적인 발전을 의미한다.

Despite the government's constant exertions on making a win-win environment through positive discrimination for small and medium-sized companies and local companies, they are suffering from order polarization, weak competitiveness to win a project, and low profitability in highly competitive market situations resulting from the contraction of the construction market. This study examined the U.S. policy and regulations on protecting the relatively weak entities in the construction industry, focused on a goaling program, setting aside the bid preference for small and middle-sized companies and local companies. From benchmarking, some implications were drawn to reconsider the goal of policy and regulations for small and medium-sized companies and local companies. In conclusion, unlike domestic positive discrimination regulations, which are based on the concept of market sharing that can allow a paper company to survive, those of the U.S. are based on the principle of fair competitiveness, and also provide a certain degree of advantage for small and medium-sized companies and local companies. Therefore, the domestic positive discrimination policy and regulations for small and medium-sized companies and local companies need to be reconsidered toward the direction of not only protecting them but also to strengthen their competitiveness in the market.

Recently, Korea has implemented the compulsory employment system for the disabled. The compulsory employment system for the disabled is a system that imposes an obligation on the state-local governments, public institutions that employ 50 or more full-time workers, and business owners of private companies to employ more than a certain percentage of the disabled. Accordingly, the expected effects of compulsory employment of the socially disadvantaged, including the disabled, were investigated.

최근 여성이나 아동, 장애인 등의 사회적 약자를 대상으로 하는 흉악 범죄의 빈도수가 늘어나면서, 사회적 불안감이 점점 높아지고 있다. 이러한 사회적 불안감을 줄이고, 안전보장에 대한 요구를 충족하고자 기업체와 관련 정부기관에서는 국민의 안전보장 대책들을 내놓고 있다. 스마트기기에서의 GPS 등을 활용한 위치정보의 정확성이 날로 높아지고, 이에 기반을 둔 위치기반서비스의 발전에 힘입어, 이에 대한 대책 중 하나로 개인위치정보에 기반을 둔 개인 안전 서비스와 시스템을 다양하게 제시하고 있다. 본 논문에서는 현재 시중에서 이용되고 있는 각 개인 안전 서비스 및 어플리케이션을 분석하였다.

코로나 팬더믹 이후 다양한 범죄 등의 증가로 예측할 수 없는 위기상황에 직면하면서 우리 경찰기관에서도 지역사회 및 기관과의 협업을 통한 지속발전 가능한 범죄예방과 대응전략이 절실히 필요하게 되었다. 특히, 증가하는 다양한 범죄를 예방 대응하기 위한 경찰인력과 장비의 부족, 사회적 약자를 대상으로 하는 성폭력범죄, 스토킹범죄 등의 재범률이 지속적으로 증가하고 그 피해가 심각해지면서 ESG정책은 더 이상 민간기업에만 국한되는 것이 아니라 공공기관 중 하나인 경찰기관에서도 그 논의가 필요한 시점이 되었다. 따라서 이 연구의 목적은 공공기관의 ESG도입 및 운영이 확대되어가고 있고, 국내·외의 지속발전가능성과 사회책임이 강조되고 있는 시점에서 향후 경찰기관의 ESG도입방향 및 정책을 준비하는데 기초자료를 제시하고자 하는데 있다.

This paper explores the financial aids for promoting businesses' growth and investment which the UK national government has implemented as a policy instrument for regional development. Especially, this work focuses on Small Firms Loan Guarantee, Community Investment Tax Relief for individuals and corporate bodies, and government-backed venture capital funds, all of which belong to the policy measures which pursue the growth of small and medium sized enterprises (SMEs) in UK. Concerning the promotion of SMEs' growth, I also discuss the policy implications of such measures for the Korean context.
