Analysis on Economic Performance of Social Welfare Expenditure in Korea: Evaluated by Scale Economies and Elasticity of Substitution (우리나라 사회복지지출의 경제성과 분석: 규모의 경제와 대체탄력성을 중심으로)

  • This research explores the efficiency of social welfare expenditure in Korea by analyzing marginal productivity, scale economies, and elasticity of substitution that could be obtainable from a production function. By virtue of VES production function, such productive indicators are easily identified. If once the efficiency is revealed in the production process, it brings to a positive impact to increase the level of income. Empirical evidences are shown that the public expenditure is operated systematically in comparing with the private one. This is mainly due to the fact that the system of the public sector is well-established. It implies that an operational system for the private sector ought to be built up in a short period of time. Otherwise, increasing in expenditure by a private sector would not be helpful to improve efficiency in the production side. Accordingly, level of income.

A Longitudinal Study on the Changes in Individual Local Government's Social Spending in South Korea (기초지방정부 사회복지비 지출비중의 변화요인 탐색)

  • This study analyzes the changes in individual local government's social spending from 1995 to 2004 in South Korea. Using the pooled time-series and cross-sectional data of 226 basic-level local governments, the resulting analyses of an error correction model are very interesting: First, a rising local population led to an immediate increase in social spending; Secondly, local governments gradually increased social spending when the elderly ratio had been high, but the levels of social spending in the previous year and local economy related spending level had been low. Thirdly, there were no spending changes associated with local elections and partisan politics. Fourthly, both cooperative and competitive intergovernmental relations had the most significant effect on the social spending and reduced geographical disparities in the level of spending across localities. In conclusion, this study suggests that we establish a more comprehensive intergovernmental network which lead to territorial justice in social welfare.

On the Effects of Social Welfare Expenditure to Economic Growth: Comparative Analysis between Korea and Northern European Countries (사회복지 지출이 경제성장에 미치는 영향 분석: 한국과 북유럽 국가를 중심으로)

  • The aim of this study is to investigate how social welfare expenditure affects to economic growth in Northern European countries, and such implication might be compared with Korean episode. ARDL cointegration model is employed for emplrical analysis. The model is usefully utilized to analyze short-run and long-run relationships of the variables in general. The result suggests that private welfare expenditure is effective in Korea and Finland even though the magnitude of effectiveness is quite a small scale. On the other hand, public welfare expenditure is effective in Denmark and Norway. However, none of social welfare expenditures affects in economic growth in Sweden. And, therefore, it could be concluded that although social welfare expenditures contribute to improve income inequality, these hardly support income-led growth strategy.

  • The purpose of this study is to analyse the determinants of the change in the welfare expenditure of local governments in 2015. This study analyzed the spatial correlation of welfare expenditure among neighboring local governments and determined the factors affecting the welfare expenditures. According to the results of the study, spatial correlation of welfare expenditure among local governments appears. Determinants, such as socio-economic factors, administrative factors, public financial factors are affecting the amount of the welfare expenditures, but local political factors, and local tax, last year's budgets are not correlated with the amount of local welfare expenditures. In this study, it is significant to found out that the spatial correlation of welfare expenditure among the local governments and to examine the determinants. If possible, it is necessary to analyze the time-series analysis using the multi-year welfare expenditure data, expecially self-welfare expenditures.

The comparative study of determinants of family policy expenditure : focused on OECD 14 countries (복지국가의 아동·가족 복지 지출 결정요인에 대한 비교연구: OECD 국가를 중심으로)

  • The purpose of this study is to verify that several theories explaining the determinants of welfare expenditure is applied to the family policy expenditure and to find out if there' re unique determinants of the family policy expenditure. We analyzed the data (OECD 14 countries for 1980~2005) by pooled time series analysis. As for industrialization theory, female labor force participation rate has positive effect on family policy expenditure while population under 15-year children has negative effect, which refers to the demand of family policies is that of female workers, not children's. Power resource theory is applied to the determinants of family policy expenditure as those of welfare expenditure. Women's political & economic empowerment has partly positive effects on family policy expenditure, which is the evidence of the effectiveness of feminist theory. In the institutional theory, we verified the effect of policy legacy but couldn't find out the crowding-out effect. The theoretical implication of this study is the empirical verification of the theories explaining the determinants of welfare expenditure being applied to the family policy expenditure. We also suggested the political and institutional foundation to effectively respond to the new social risks in spite of budget constraints, which can be a policy implication.

How is Produced Social Expenditure Statistics in Korea? (한국의 사회복지지출을 어떻게 산출할 것인가?)

  • The scale of Social expenditure is significant yardstick to evaluate the standard of development in social welfare. But, it was not produced systemically, continuously in Korea. This study is to search how is produced social expenditure statistics in Korea. For this purpose, this paper studied how it is defined, classified, and categorized in the light of international institute such as OECD(Organization for Economic Cooperation and Development), ILO(International Labor Organization), and IMF(International Monetary Fund). This paper suggests that Social expenditure statistics in Korea must be calculated continuously, systemically, and is collected periodically by Ministry of health and Welfare. This paper also shows what is considered to understand social expenditure in Korea.

Factors on the Social Welfare Expenditures of the Local Governments (지방정부의 정부 간 관계가 기초지방정부의 사회복지비지출에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the effect of the intergovernment relationship on the local government's social welfare expenditure. The data of 230 local governments from 2003 to 2008 were analyzed with the PCSE(Panel Corrected Standard Errors) Model of Beck and Kats. The results were as follow. First, financial transfer from the higher governments increase the social welfare expenditure of the local governments. Second, the party structure, that is the political relationships among local, regional, and central governments, affect the social welfare expenditure of the local governments. Third, the local governments compete each other to expand the social welfare expenditure in Korea. These results suggest that the relationship of local governments with the higher ones as well as the community factors is important in Korea, where the centralization is still strong in the local autonomy system, to understand the development of social welfare.

A Study on the Relationship Between Child Poverty Rate and Family Policy Expenditure of Welfare States -Focused on OECD Countries- (복지국가의 아동·가족복지지출과 아동빈곤율의 관계 -OECD 국가를 중심으로-)

  • The main purpose of this study is to analyze the relationship between child poverty rate and family policy expenditure of welfare states (focusing on OECD countries). We analyzed not only the total social & family policy expenditures but the components of the family policy expenditure. OECD SOCX and calculated data from the LIS & OECD data were utilized for child and family policy expenditures and the poverty rate. One-way correlation and cluster analysis were employed for the analysis. The analytic results are as follows: Southern European and Anglo-Saxon countries' child poverty rates were higher and Scandinavian countries' child poverty rates were lower than any other clusters. The countries with high child poverty rate had higher child poverty rate than the entire nation's poverty rate, but Scandinavian countries' child poverty rate was lower. There was a strong correlation between family policy expenditure and child poverty rate. Especially the service expenditure and leave benefit expenditure were highly correlated with child poverty rate. On the other hand, cash expenditure was not significantly correlated with child poverty rate. We can suggest the policy implications from these results. Based on the analytic results, policy implications that the government should increase the family policy budget, especially the budget for family services and leave benefit to decrease child poverty rate and should make effort to support the employment of parents through policies such as active labor market strategies can be suggested.

The Changing Social Expenditure Structure of OECD Countries on A New Social Risk Structure (새로운 사회적 위험구조에 의한 OECD 국가의 사회지출구조 변화)

  • This study explores a changing social expenditure structure of welfare states on new social risks, using logistic regression analysis with Panel Corrected Standard Errors Model on panel data of 1997-2007 years from 27 OECD nations. The result of this study presents that social expenditure structures have been adjusted with new social risk structure due to trade openness, female employment rates, and child population rates. Greater trade openness, higher women's employment rates, and lower child population rates are, more social investment expenditures are than income security expenditures. Rates of employment in service industries and elderly population rates are not statistically significant on the change of social expenditure structure. This result does not imply a complete switch from demand-based to supply-based social policy, but somewhat reflects transitions of a social welfare system for changing economic and social environments in order to sustain welfare state economically.

2006년 사회복지예산, 사회양극화 해소 못해

  • 2006년 사회복지 · 보건분야 재정지출이 55조원 규모로 정부 총지출 221조원에서 복지재정이 차지하는 비중이 25%에 이른다고 발표되었다. 정부예산정책처에 따르면 2006년 보건복지부 소관 예산은 10조3,88억 원으로 2005년 비해 12.7% 증가하여 이는 정부 예산 증가율의 2배에 해당된다. 그러나 이는 과거 ‘SOC분야’의 주택부문이 복지분야로 분류체계가 변하면서 발생한 통계적 수치 변화에 불과하다. 2006년 기준으로 12조 1,496억 원 규모의 건설교통부 소관 주택부문 재정이 복지 분야로 포함되었으며, 이로 인해 2006년 예산이 획기적으로 늘어난 것처럼 보이는 것일 뿐 사실상 사회복지 · 보건 분야 재정지출은 12조1,496억 원을 제외하면 42조5,042억 원이다. 정부는 이를 통해 국민기초생활보장의 내실화의 차상위 빈곤계층 지원을 통한 사회안전망의 확충, 저출산 · 고령사회에 대비한 투자 확대 및 공공보건의료 기반을 강화해 ‘사회양극화’를 해소하겠다고 하고 있지만, 여전히 소득보장 기능이 미흡하고 지역 간 복지 불평등 문제를 심화시키며, 재원조달방안이 없는 등 여러 문제점을 안고 있다.
