  • The purpose of this study is to examine changes in university students' perception toward the aged and the aged welfare after the volunteer program of home care for the elderly. We classified students who are majoring in social welfare in a university into two groups according to the participation of the volunteer program: the participation group (N=34), and the non-participation group (N=38). Their attitudes towards the elderly were measured by the semantic differential scale developed by Sanders et al. The respect for the elderly, and the knowledge and interest about the aged welfare were examined by 4-point Likert scales. The result of this study shows the effect of the volunteer program, as follows: ① There was no differences between the participation and non-participation groups on the baseline except the interest about the elderly welfare: the participation group had significantly more interest than the non-participation group. ② The participation group had significantly more positive attitudes toward the elderly and higher respect for the elderly after participating the program. However, there were no changes among the non-participation group. As a conclusion, we suggest that the volunteer program for the elderly might affect young people's attitudes toward the elderly.

  • Despite the importance of the program development activities and the necessity of the systematical investigation on the features of the program development activities in the social service agencies, it has been observed that recent social work studies have ignored an important study area of program development, including the activities of collecting data in the process of program development in social service agencies. Therefore, this study was undertaken to investigate salient features of the activities of collecting data for program development in the social welfare centers in Korea. A questionnaire was constructed with three parts, including a dependent variable and 6 independent variables, and 201 questionnaires were collected from 353 agencies during two months. As the result of the descriptive analyses, the five noticeable features were found, (1) the activities of collecting data for program development in the agencies are very active; (2) staff in his/her twenties are in charge of program development; (3) diverse data are collected in the process of program development (4) hard data are more collected than soft data in the process of program development; (5) the respondents are more despondent on knowledge learned from individual studies than knowledge learned from academic institutes. Multiple regressions were applied to analyze the relationship between independent variables and three kind of dependent variables - total feature of data collecting, collecting hard data, collecting soft data. The result showed that the total feature of data collecting was critically influenced by social workers' autonomy, openness, and knowledge learned from academic institutes, and workload. The activities of collecting hard data was influenced by the above variables, except social workers' workload, The activities of collecting soft data were influenced by the social workers' autonomy, openness, and knowledge learned from academic institutes, and workload. • This paper examined the role of social workers in the redistribution policy process in Korea, based on the materials of case studies on the Korean redistribution policy. The findings and assertions in this paper are as follows: In the Korean redistribution policy process clients could not fully reflect their interests, because they were lack of the power resources such as money, knowledge, time, social status, etc. The process was initiated by the President and bureaucrats who were not oriented to social welfare. As a result, the redistribution policy in Korea has not been well-developed in terms not only of the policy for clients, but also of the policy for social integration. In the policy process, somebody is needed that issues the policy problem, watches the agenda setting process, the polcy making process and the implementation process in order to keep the interests of the have-nots. I assert that a social worker have taken these roles in the field of the redistribution policy process, because he/she is an expert equipped with professional knowledge and skills about social action.
