The major results are as follows; 1. Employees which work at social welfare institutes number 55,464, nursing manpower (including nurse aids) number 1,458 and this is 3% of the total employees. Within nursing manpower, nurses number 780, nurse aids number 670. 2. The rates of nurses among total employees were high in institutes for mental disorders and institutes for the age. 3. The salary level of nurses was lower than average and the rates of retirement showed a roughly middle level in welfare institutes. 4. The satisfaction level of nursing services was high, and it is the trend that nurses substitute for nurse aids which retire at social welfare institutes. 5. Nurse demand that follows legal criteria is 2,221, but only 35% are working. It is therefore insufficient from the minimum of 733 to a maximum 1433. 6. The sufficiency rates by institution were high at institutes for vagrants, aged and the handicapped. In conclusion, the conditions are of nurses which are working in with the social welfare institutes are poor. Also the number of nurses compared rates of demand were in surplus. But, the basic direction of welfare policy is universal-preventive and provision of the family and of community centered service, and nursing service demand in the social welfare institute will increase continuously, we predict. Therefore, we will need a positive plan such as the development of an inservice education program and the construction of an information collection system etc.

  • There is a general consensus that fate of the differentiated welfare state had fallen into the brink of demise during the 1970s while the integrated welfare state model has emerged instead. Indications are all that such trend spotlights occupational welfare which has been relatively neglected, especially, in the field of social welfare. Nevertheless, the occupational welfare system in Korea faced crisis due to two major incidents. One is the IMP crisis which necessitates massive scale of restructuring of the general fabric of the Korean business and industry. There is little doubt that the economic crisis will surely cut down occupational welfare expenditure substantially. The other is a report released by the Korean Labor Research Institute which argus that there is no correlation between the Korean occupational welfare system and labor productivity. Thorough investigation of the Korean occupational welfare system suggests that current system is so outdated that it doesn't meet needs of the industrial workforce which, in turn, fails to enhance workers productivity. Consequently, a need for new paradigm and system arises and employee assistance program(EAP) emerges as a viable alternative. EAP is thoroughly delianeated of it's definition, motivations, functions, ingredients, historical background as well as cost-effectiveness. But major tasks center around an investigation and an analysis of it's applicability. In-depth analysis was carried out on the issue of it's indispensable natures and stumbling blocks on the way to lay it's root in the Korean industrial environment. It seems harder than the herculean task. However, EAP is not simply an alternative but is rather a pressing imperative for the present occupational welfare system in Korea which stands at the crossroad.

  • The purpose of this study is to establish the concept of the blind zone of social services and analyzing the conditions by children, the elderly, the disabled, and the poor. This study used the raw data of demand/supply of social service and sample size is 4,038. Results of the study were as follows. First, in terms of the coverage, the biggest blind zones of social service are the employment support and cultural service. These results were similar for all households. But, it is noteworthy that the size and proportion of blind zones of housing support services for children, counseling services for elderly are relatively big. Second, in terms of adequacy, the most serious blind zones of social service are health and the employment support service. Especially, the elderly, the disabled, and the poor are not the most adequate adult care services and children are community service. Based on such findings, this study suggests expansion of employment support services and health care, monitoring for the services analyzed to be over-supply, and intensive involvement of private sectors about the services provided by the government of a large blind zone.

  • In terms of quality of life, leisure and health have become important issues with increasing incomes and decreasing working hours in Korea. This study empirically investigates the effects of urban open space on outdoor leisure activities, emphasizing that parks, river banks, and physical activity sites can provide opportunities such as walking, jogging, stretching, and cycling, free of charge to all residents. Based on 2010 sample survey data on leisure activities, multiple regression model as well as hierarchical linear model are estimated, taking account of both individual characteristics on demand and environmental/areal factors on supply side, including open space. Major findings include: first, urban open space significantly increases residents' outdoor leisure activities, second, the effect is more significant for the elderly and third, the effect is more valid for those with relatively low incomes and less education. These results imply that urban open space could be available as a local public good to cope with population aging and to realize health city and social welfare, since this space is not only a leisure place but also public health and welfare facilities.

  • The functions of urban park including health related benefit and climate adaptation and mitigation are expanding. However, in-depth research and discourse on the equitable distribution of expanded park function has been limited so far. Following research suggests Green Welfare concept to reflect distributive equity and multifunctionality in the process of urban park policy development and execution. This study developed park welfare indices to analyze disparities of neighborhood urban park(NUP) distribution viewed from green welfare by literature review. The findings analyzed through the Correlation Analysis and Cluster Analysis by SPSS 18.0. The results of the study are as follows. First, green welfare is defined as "to receive equitable benefits and participate in the delivery process of green services which are promoting health and securing safety from climate change risks for every citizen by life cycle regardless of socioeconomic status". Second, NUP per person in Seoul indicate meaningful differences by socioeconomic and environmental status of Seoul administrative districts. Park welfare indices correlated to NUP per person were shown population density(negative), percentage of individuals $aged{\geq}65$(positive), percentage of self-reliance of local finance(positive), flood and air pollution vulnerability by climate change(negative). Third, the cluster analysis identifies three significant clusters that indicate differences of park welfare level. Thus, it was found that NUP in Seoul from a green welfare perspective was provided disproportionately. Future urban park policy in Seoul was required equitable distribution of multifunctionality of park beyond quantitative expansion, and priority consideration should be given to park service consumer.
