The purpose of this study is to examine the civic participation in supply process of social welfare services in the Japanese communities and to detect the background that how "Non-profit citizen welfare organization" emerged as a social welfare service supplier of local government. Furthermore the effect of Non-profit citizen welfare organization on the expansion of employment opportunities for women is also analyzed in this study. In order to investigate the background of the emergence of non-profit citizen welfare organization as a social welfare service supplier, this study approached not only from the viewpoint of the trends of welfare pluralism followed by the crisis of welfare states, but also from the viewpoint of how local government solve the problems of consumption flexibility on welfare services. In addition, to examine the effects of Non-profit citizen welfare organization on the expansion of employment opportunities for women, a case study on the employment function of non-profit citizen welfare organization is also carried out in this study. The various background how non-profit citizen welfare organizations emerged and the employment effect from those organizations are empirically analysed through the methods mentioned above.

This research purports to examine the mediating effects of right perception and performance at service processes in relationship to the social worker's professionalism and user advocacy. As the research method, 198 social workers were surveyed, and structural equation was used for analysis. The research findings showed that the professionalism of social workers had a direct influence on right perception, right performances at service processes and user-advocacy. However, right perception at service processes do not have a direct influence on user advocacy. In addition to this right perception and performances at service processes was proven to be an important mediator between a social worker's professionalism and user advocacy. As a result, this research has implied the necessity for social work practice to promote user-advocacy.

만성신부전을 진단받고 관리를 해나가는 일은 많은 변화를 요구하며 매우 어려운 일이다. 환자와 가족들이 어떠한 어려움을 경험하는지를 살펴보고, 사회복지사들이 어떤 도움이 될 수 있는지 이야기하고자 한다. 추가적으로 만성신부전 환자들이 이용할 수 있는 사회복지제도 서비스 소개를 하고자 한다.

This paper aims to analyse the recent changes in social welfare services from a relational perspective. Discourses of the privatization of welfare state, the welfare mix approach, and consumerism have provided frames for interpreting the changes in social services in Korea. The nature of social welfare services, being a "relational goods" requires its focus to be in its relational aspects: the relation between service user and service practitioner; the relation between service user and provider; the relation between service user and government; the relation between service practitioner and provider; the relation between service practitioner and government; and the relation between service provider and government. Analysis of such relations will explore their transformation toward formalness and equality in social welfare services. In conclude, the study reveals a process of modernization, defined as a transition from informal relations to formal contractual relations, based on one's rights, responsibilities and obligations. Previous relations, of paternalistic, arbitrary and hierarchical characteristics, can be seen as being substituted by more formal, institutionalized and equalized relations. In terms of service purchasing contract between service user and service provider and employment contract between service provider and service worker are recognized with the latter characteristics. This relational analysis leads a discussion concerning the creation of institutional basis of one's rights and responsibilities in the fields of social welfare services in Korea.

본 연구의 논의의 전개는 오늘날 산업사회의 발달로 인해 고도의 경제성장과 의료기술의 발달로 평균 수명이 늘어나고 이로 인한 인구 고령화 현상이 급속히 진행되고 있다. 이러한 논의를 토대로 고령화 사회에서 재가노인복지서비스가 제대로 이루어지기 위해서 본 연구는 재가노인복지서비스가 전문적인 서비스 수준으로 이어져야 한다고 보고 있다. 이에 따라 재가노인복지서비스의 필요성, 재가노인복지 사업, 문제점 등에 대해서 개괄적으로 살펴보고 우리나라 재가노인복지서비스의 과제와 개선방안을 모색해보고자 한다.

노령인구와 사회 취약 계층을 지원하기 위해 사회복지에 대한 사회적 노력이 확대되고 있으며, 또한 사물인터넷 (Internet of Things: loT)이란 IT 기술의 발전을 통해 사회복지 체계를 효율적으로 지원할 수 있는 기회가 마련되었다. 사물인터넷은 사물들로부터 수집한 정보를 분석 및 처리함으로써 다양한 지능 서비스 제공이 가능하기 때문에 그 활용도가 점차 증대되고 있다. 그러나 기존 사물인터넷 기반 사회취약 계층 서비스들은 Healthcare 서비스에 초점을 맞추고 있으며, 이는 사회복지 전 분야에 대한 효율적인 서비스 제공에 어려움을 주게 된다. 따라서 사회복지 체계에 대한 효과적인 지원을 위해 IT 융합 기반 기술이 제공되어야 하며, 본 논문에서는 사회복지 체계를 효율적으로 지원할 수 있는 서비스를 제공하기 위한 소프트웨어 플랫폼을 제안한다. 제안된 플랫폼은 loT 장치와 스마트 폰으로부터 정보를 수집하고 처리하여 이를 기반으로 다양한 사회복지 서비스 지원한다.

미국사회는 미혼모들의 문제를 개인적 뿐만 아니라 사회적 그리고 국가적 문제로 인식하므로 이들을 위한 다양한 사회복지 정책과 서비스, 그리고 프로그램들을 제공하여 이들이 스스로 자활할 수 있는 토대를 마련하여 왔다. 특히 십대미혼모들은 학교를 중퇴하고 직업을 갖지 못하며 빈곤한 환경에서 아이를 키우기 때문에 심리적 정신적으로 불안한 상태에 있다. 이들에 대한 서비스는 국가적으로 미혼모뿐만 아니라 어린아이들까지도 돌보는 것으로 가정과 사회의 안정을 가져오며 인적자원을 잘 보존하는 것이다. 한국의 경우도 현대화/산업화된 사회로 발전하며 청소년들의 문제가 특히나 십대 미혼모의 문제가 사회적으로 이슈화되고 있다. 따라서 이 연구는 미국의 상황을 분석하고 미국의 복지 정책, 프로그램, 자원봉사자들을 이용한 서비스들을 살펴보고 한국에 적용 가능한 복지프로그램과 지원서비스를 제안하고자 한다. 미국의 미혼모를 위한 대안 학교차원의 교육/직업훈련/부모교육 등과 가족지원프로그램은 미혼모뿐만 아니라 사회와 가족이 모두 혜택을 받을 수 있는 서비스며 프로그램이므로 한국사회에 적용하면 효율적으로 미혼모들의 어려움과 사회문제를 해결 할 수 있다고 본다. 또한 자원봉사의 서비스 체계가 미혼모를 위한 사회복지 프로그램 등에 적극적으로 활용되면 미혼모들은 믿고 따를 수 있는 롤 모델을 갖게 되며 국가적으로는 인력의 활용과 자원 절약의 효과를 기대할 수 있다.

Recently, social welfare officers are suffering from a lot of job stress due to increasing work and are carrying out emotional labor. This study assessed the effect of emotional labor on the quality of welfare service through a questionnaire survey on 937 civil servants in Sejong city and Chungcheongnam-do provinces. First, social welfare officers experienced more than average level of emotional labor, and they performed more internal behavior than surface behavior. Second, the services provided by the social welfare officers were higher than usual, followed by tangibility, assurance, reliability, empathy, and responsiveness. Third, deeping acting had a positive (+) influence on service quality among the sub-factors of emotional labor. In other words, the quality of service increases as the emotional state itself changes, On the other hand, deeping acting did not affect service quality. In the future, policy responses to excessive work burden of social welfare officers should be needed and a manual for responding to emotional labor should be provided.

The purpose of this study is to investigate practical measures to provide a better welfare services in public sector through analyzing differences according to socio-demographic characteristics about the quality service of public welfare that social welfare officials perceive personally. The questionnaire has been conducted among 401 social welfare officials with 5 factors: tangibles, reliability, responsiveness, empathy and assurances. With the results, the age was the most conspicuous difference in five factors of quality service in general. The quality of welfare service appears lower level as the official works close to community members. Additionally, the analysis shows that social welfare officials have relatively low perception about reliability, responsiveness and empathy. The official in charge of social welfare needs to have a neighborhood-centered value orientation, and be a social worker and official in the field of substantive welfare. Therefore, this study has a meaning to suggest some directions of social welfare transition and basic delivery system by identifying their understanding.
