Is the Precautionary Principle Unscientific?: 'Rationality' of the Precautionary Principle and its Conflicts with Risk Analysis Framework (사전주의의 원칙은 비과학적인가?: 위험 분석과의 논쟁을 통해 본 사전주의 원칙의 '합리성')

  • How can a regulatory policy to address potential hazards be made legitimate in the face of scientific uncertainty? The precautionary principle has been gradually regarded as the most persuasive answer to this intricate question in Europe since the 1970s and generally recognized as a guiding principle in international environmental law. This principle, however, has often been subject to diverse concerns and criticisms due to its vague definition. This article tries to elaborate the precautionary principle while reviewing both the validity and unreasonableness of these criticisms over this principle. Then, this article explores the policy relevance of this principle by applying this elaborated definition to the concrete case of risk governance such as the risk assesment of food safety. In the end, this paper emphasizes the fact that the precautionary principle can be applied in the field of risk governance, refuting the argument that the precautionary principle is only a moral attitude or a political position.

  • Solar flare and storm may give an adverse effect upon electromagnetic environment around the Earth, so that various kinds of satellite cease to normally function. This kind of space storm disaster is characterized by the uncertainty about when and what size. Recently the UN has been paying attention to this plausible disaster. Particularly the COPUOS has taken the view that this disaster would threaten the sustainable space environment. The precautionary principle, rooted and excercised in the environment protection filed, has been adopted in the case of disaster with uncertainty. The reports and opinions given by the expert and representatives of the member States have stated that the precautionary principle should be adopted for the purpose of dealing with this disaster. On the other hand, it is advanced that the principle has been already included in the space law principle enshrined in the 1967 Space Treaty. The Treaty has adopted the freedom of navigation and use of the outer space for the interest of all States as the basic principles. Sustainable environment is necessary for implementing the principle. Therefore, the rules for the protection of sustainable space environment should be based upon the space law principle.

Risk Governance Models Seen from the STS Perspectives: Risk Analysis Framework and the Precautionary Principles (STS 관점에서 본 위험 거버넌스 모델: 위험분석과 사전주의 원칙을 중심으로)

  • In this paper, we continue our previous study on the differences, similarities and interfaces between the various models of scientific governance discussed in STS and those in risk governance developed by risk studies. In the previous paper we illuminated that theoretical differences among STS scholars on scientific governance and public participation goes back to the 1970s and 1980s, during which they first laid down the conceptual basis of STS. In this paper we investigate how these divergent positions among STS scholars influenced their evaluations of precautionary principle and the framework of risk analysis (especially the separation between risk assessment and risk management), which are the two main paradigms in the area of risk regulation. By doing that, this paper will show divergent positions of STS scholars on risk analysis and precautionary principle. Further, we will suggest some theoretical and practical interfaces between STS and risk governance models.

  • 공동주의는 사회적 개체간의 지각적 경험을 공유하는 상호작용과정으로, 최근 인간-로봇 상호작용연구와 관련해서 로봇 공학자의 관심이 커지고 있다. 발달심리학에 기초한 기존의 developmental robotics의 접근과는 달리, 본 연구에서는 사전단서 패러다임을 이용해서 목표물, 단서, 주의반응 간의 삼자관계를 수학적으로 개념화하였다. 간단한 목표물 탐사과제를 통해서 계산모형의 수행을 검증하였다. 연구결과에서는 컴퓨터 시스템의 시각적 주의 모형이 사용자가 지시하는 단서(손가락 지시)의해 목표물(이온음료)을 주의를 할당하는 것을 보였다. 본 연구는 심리학에서 연구된 사전단서 패러다임을 인간-로봇 상호작용에 적용될 수 있음을 보여준다.

  • 본 연구에서는 공과대학 수업에 지각적 주의 환기 전략이 학습동기에 어떤 영향을 주는지 알아보기 위해 지각적 주의 환기 전략으로 스마트 기기를 활용한 수업을 진행하면서 학습동기에 미치는 효과를 분석하였다. 분석 방법으로는 Keller의 ARCS 이론에 근거하여 개발한 IMMS를 수업의 특성에 맞게 수정한 검사지를 검사도구로 사용하여 지각적 주의 환기 전략을 적용하기 전 사전과 적용한 사후 검사를 실시한 후 그 결과를 통해 학습동기를 분석하였다. 연구 결과, 지각적 주의 환기 전략으로 스마트 기기를 활용한 교수법이 스마트 기기에 익숙한 대학생들에게도 사전, 사후 간의 유의미한 차이가 있는 것으로 나타났다. 특히 그 하위범주 중 주의력에 크게 영향을 미친다는 것으로 나타났다.

딥러닝을 이용한 VTS 주의구역 선박교통류 예측 모델(STENet) 개발

  • 선박 및 해상교통관제에 있어서 교통 혼잡구역에 대한 선박교통밀도 예측은 선박충돌사고 예방에 중요하다. 선박 교통밀도 예측정보는 사전에 진입하는 선박들에게 속력조정, 우회항로 이용 등 사전 조치가 가능하다. 본 연구에서는 해상 선박교통상황을 딥러닝 네트워크에 학습한 주의구역 선박교통류 예측 모델(Ship Traffic Extraction Network, STENet)을 제안하여 주의구역의 선박교통류 예측을 수행하고자 한다. STENet 모델 학습을 위해 여수해역 AIS 데이터를 전처리하고, 생성된 입력(해상교통상황)-출력(주의구역 교통밀도) 쌍 데이터를 적용하여 STENet 모델을 학습하였다. 학습된 모델을 이용하여 선박교통류 예측을 한 결과, 중기예측은 표준 절대 오차(mean absolute error)가 0.4-0.5척이 였으며, 장기예측은 0.7-0.8척의 오차로 기존의 Dead Reckoning에 의한 방법보다 50% 이상 교통밀도 예측성능이 향상 되었다.

  • 지역사회경찰활동은 범죄와 무질서, 그리고 범죄에 대한 두려움을 줄이고자 고안되었고, 또한 지역사회의 명백한 요구와 수요를 충족시키기 위해 나타나게 된 하나의 철학이며, 전술이 아니라고 할 수 있다. 지역사회 경찰활동의 기본적 목표를 단순한 범죄의 사후적 통제로부터 더 나아가 범죄예방, 범죄에 대한 시민의 두려움 감소, 공공서비스 강화를 통한 시민생활의 향상으로 확대하여 사전적 예방에 중점을 두고 있다. 우리경찰에서는 현재 지역사회 경찰활동에 관한 여러 가지 정책을 시행해오고 있으며, 이러한 지역 사회경찰활동과 더불어 조현오 경찰청장의 경찰성과주의는 2010년 6월 이후 커다란 이슈가 되어 현재 경찰조직에서 사용되는 평가의 척도로 사용되고 있다. 본 연구에서는 사후적 대처의 성격이 강한 경찰성과주의와 사전적 예방활동의 성격이 강한 지역사회경찰 활동의 주된 내용을 살펴보고, 두 정책의 괴리현상에 대한 문제점을 살펴보도록 한다.

Development of an Alternative In-Service Program for Professional Development for Teachers of Science through STS/Constructivist Approach (과학교사들의 전문성 향상을 위한 대안적 현직 교육 프로그램의 개발-STS/구성주의 모듈 개발 및 적용)

  • Constructivist theory and teaching science in the social context are a main stream in science education. This study was purposed to introduce the STS in-service program implementing in Chonnam National University. and to analyze the results of the program in terms of changes of teachers' and students' perceptions and attitudes. The major features of the STS in-service program were as follows: teacher-centered. teaching in the social context. emphasis on constructivist approach. development of STS module and implementations. A total of 20 secondary science teachers participated in the in-service program. and filled out two questionnaires. Science Education Reform Inventory and Constructivist Teachings Survey. Three of the 20 teachers were selected to gain information from their implementations of a STS module into their respective classrooms. The students completed two instruments. Constructivist Learning Environment Survey. and Scientific Attitude Survey. The responses from teachers and students are as follows: 1. The participating teachers were very aware of the necessity of reform in science education. and the degree of the perception of the necessity increased after the STS in-service program. 2. The STS program significantly improved constructivist teaching techniques. 3. The perceptions of the students about constructivist learning environments improved significantly after the STS in-service program. 4. Students' scientific attitudes improved significantly through STS approach. The STS in-service program with the above mentioned features was found to be effective in our current school system. and could be implemented successfully if teachers were willing to learn and participate in the reforms of science education.

The Influences of Cognitive Conflict, Situational Interest, and Learning Process Variables on Conceptual Change in Cognitive onflict Strategy with an Alternative Hypothesis (대안가설이 도입된 인지갈등 전략에서 인지갈등 및 상황흥미와 학습 과정 변인이 개념변화에 미치는 영향)

  • In this study, we investigated the influences of cognitive conflict and situational interest induced by a discrepant event and an alternative hypothesis, attention and state learning strategies on conceptual change. A preconception test was administered to 486 seventh graders. They also completed the questionnaires of cognitive response and situational interest to a discrepant event before/after presenting an alternative hypothesis. After learning the concept of density with a CAI program as conceptual change intervention, the tests of attention, state learning strategies, and conceptual understanding were administered as posttests. Analyses of the results for 197 students having misconceptions about density revealed that post-cognitive conflict was significantly higher than pre-cognitive conflict. However, there was no statistically significant difference between the test scores of pre-situational interest and post-situational interest. Pre-cognitive conflict only exerted a direct effect on post-cognitive conflict, while post-cognitive conflict exerted a direct effect and Journal of the Korean Chemical Society an indirect effect via attention on conceptual understanding. Both pre- and post-situational interests were found to influence on conceptual understanding via attention. Attention had influences positively on deep learning strategy and negatively on surface learning strategy. There was a relatively small effect of state learning strategies on conceptual understanding.
