Comparative Study on the Aviation Monetary Penalty in Korea and the United States (한·미 항공 과징금 제도의 비교)

  • The monetary penalties system inherently has efficiency as DNA. In the event that administrative measures to recover unfair profits from businesses that violate the law, deprive business licenses, or order to suspend business, infringe the interests of ordinary consumers, a system that can achieve the same effect through financial sanctions. It is a monetary penalties. In addition, it is convenient for the government because it takes effect only by the administrative agency's unilateral imposition order compared to the trial process, which takes a long time and huge cost to prove the illegality. However, it is questionable whether procedural legitimacy is well established in Korea's aviation monetary penalties. Compared to foreign legislation, Korea's aviation monetary penalties system need to be improved. This paper was for the purpose of studying the improvement direction of the monetary penalties system disposed of in the Korean aviation field. This study suggests the direction by examining the US system, which is an aviation advanced country, in the aviation safety area. The research was conducted with the intention of exploring the direction as follows: First, the characteristics of the Federal Aviation Administration (FAA) aviation administrative sanctions and the US aviation penalty system will be outlined. Furthermore, with the recent paradigm shift in aviation safety management, this paper tried to look at new trends that focus on autonomous reporting of aviation safety as a proactive and preventive measure in conventional post-airline accident management administration, focusing on various systems including ASAP. This article also reviewed the formal process for imposing monetary penalties adopted by the FAA. Based on the above review, this paper also looked at ways to improve the reporting system for aviation safety in Korea.

A Study on Mixed-Mode Survey which Combine the Landline and Mobile Telephone Interviews: The Case of Special Election for the Mayor of Seoul (유.무선전화 병행조사에 대한 연구: 2011년 서울시장 보궐선거 여론조사 사례)

  • Korean telephone surveys have been based on landline telephone directory or RDD(Random Digit Dialing) method. These days, however, there has been an increase of the households with no landline, or households with the line but not willing to register in the directory. Moreover, it is hard to contact young people or office workers who are usually staying out of home in the daytime. Due to these issues above, the predictability of election polls gets weaker. Especially, low accessibility to those who stay out of home when the poll's done, results in predictions with positive inclination toward conservatism. A solution to resolve this problem is to contact respondents by using both mobile and landline phones-via landline phone to those who are at home and via mobile phone to those who are out of home in the daytime(Mixed Mode Survey, hereafter MMS). To conduct MMS, 1) we need to obtain the sampling frames for the landline and mobile surveys, and 2) we need to decide the proportion of sample size of both. In this paper, we propose a heuristic method for conducting MMS. The method uses RDD for the landline phone survey, and the access panel list for the mobile phone survey. The proportion of sample sizes between landline and mobile phones are determined based on the 'Lifestyle and Time Use Study' conducted by Statistics Korea. As a case study, 4 election polls were conducted in the periods of the special election for the mayor of Seoul on Oct 26th, 2011. From the initial 3 polls, reactions and responses regarding the issues raised during the survey period were appropriately covered, and the final poll showed a very close prediction to the real election result.

Study of Value Estimation of Environmental Education of Gyeongnam Forest Museum using CVM (CVM을 이용한 경상남도산림박물관의 환경교육 가치추정 연구)

  • Forest museums can be defined as facilities for the collection, exhibition, and education of the forest or forest related artifacts or data. This study was performed to measure the educational value of Gyeongnam state forest museum's forest and its environment. The tool used was the Contingent Valuation Methods (CVM) which is well known as a value estimation tool of environmental goods. The study for the value estimation is performed from April, 2014 to October of the same year through selection of the subject, decision of proposed price, and orientation of the survey staffs and total of 386 surveys were used in analysis. The value estimation tool used the DBDC logit model and the input parameters were number of visit (time), degree of environmental education (contri), the environment conservation effort of the respondent (execu), the education level of the respondent (edu), and income of the respondent (inc) and trimmed mean (WTPtruncated) was used. The estimated value of flora and environment education per each person per visit is 23,338 won. When applied to the average annual visitors deducted from 2010 to 2014, which is 430,000 per year, the environmental value that Gyeongnam state forest museum is providing to visitors each year is about 10 billion won. The result of this study is significant to propose the value of forest education and environment that the forest museum is offering to the visitors in the current currency. This is an evidence to directly determine the value of the forest museum and therefore proposing an opportunity change the recognition toward the forest and environment education.

A Study on Food Frequency, Dietary Habits and Nutrition Knowledge of the Elderly Who Intake High Sodium (고 나트륨 섭취 노인의 영양지식, 식습관 및 식품섭취패턴)

  • This study was carried out to broadly profile the dietary pattern of elderly who consumed a higher amount of sodium compared to lesser sodium consumers. Na index 14, an instant food frequency questionnaire (IFFQ) of 40 items characterizing a high amount of sodium and a food frequency questionnaire of 63 food items that were used in nationwide surveys were adopted for the assessment of dietary characteristics of the subjects. The Na index 14 consisted of food items such as kimchi stew, bean paste stew, cooked spinach dish, seaweed soup, fish stew, roasted anchovy, and seasoned vegetables. Also, the survey constructs included nutritional knowledge and anthropometric measurements of the subjects. Out a total of 135 participants, 58 elderly were determined as the high sodium intake group (HSIG) and the other 77 were the control group, via a formerly validated Na index and sodium-associated dietary habits scale (SDH). Dietary habits of "add salt or soy sauce to foods", "drink up the broth of soups and stews", and "brined fishes and vegetables daily" were among the most significant differences between HSIG and control group in SDH assessment. In addition, the HSIG were less likely to have regular meals, adequate amount of meals, and nutritionally balanced meals than the control, with the differences manifesting more in females than males. Additional findings included that the HSIG possessed a poorer nutritional knowledge and obtained much higher scores on the IFFQ. Taken together, the study urges the needs of nutrition education for the elderly who habitually salt their foods and maintain a less desirable dietary style.

Second, as the position of small bnsiness that introduce industrial design fur the first time, it is confirmed that the aroroach going with introducing types - preliminary introducing, partitial introducing, regular introducing, whole industry level introducing - considered necessity rate of introducing industrial design and introducing range at the same time. This method is able to approach step by step, but it is confinmed that there is a characteristic in being able to select the method freely, and understanding easily for being coostructed visual form.

Physiological Characteristics of Melon Plants Showing Leaf Yellowing Symptoms Caused by CABYV Infection (CABYV 감염 멜론의 황화증상에 따른 생리적인 특성)

  • Melon leaves showing yellowing symptoms were analyzed using electron microscopy and RT-PCR for major cucurbit-infecting-viruses (CMV, MNSV, CGMMV, SqMV, WMV, KGMMV, PRSV and ZYMV) reported in Korea, but these viruses were not detected. As the result of further analysis by next-generation sequencing (NGS), the virus was identified as Cucurbit aphid-borne yellows virus (CABYV), and then confirmed by RT-PCR using CABYV-specific primers. When photosynthetic capacity was measured based on chlorophyll fluorescence yield (ChlFY), the leaves of the diseased plants showed $4.09{\mu}mol{\cdot}m^{-2}{\cdot}s^{-1}$, which was one-third of the readings observed for unaffected normal plants ($12.36{\mu}mol{\cdot}m^{-2}{\cdot}s^{-1}$). The root functions of plants affected by leaf yellowing symptoms (LYS) was $0.28mg{\cdot}g^{-1}$, about half that measured for the normal unaffected plants ($0.48mg{\cdot}g^{-1}$). Cytological observations revealed that there were no morphological differences in the palisade parenchyma and mesophyll spongy cells of the leaves between the diseased and the normal plants. However, the same leaf cells of the affected plants contained more starch granules compared to those of the normal, unaffected plants. We conclude that the LYS of muskmelon is not merely a physiological disorder but a viral disease caused by CABYV and spread by aphids.

Development of Web-Based Infection Prevention Education Program For Children, Parents and Teachers (어린이, 부모, 교사를 위한 웹기반 감염예방 교육프로그램 개발)

  • This study was conducted to develop and evaluate a web-based infection prevention education program for children, parents and teachers. Research for development of the web-based education program was completed in four phases (analysis, design, development, and evaluation) from 1 February 2015 to 5 October 2015, and the completed website was named CHILD4HEALTH (http://uwcms.pusan.ac.kr). Educational contents pertaining to infection prevention were composed of three sections, children, parents and teachers. Subjects were divided into nine categories, animation, children's dictionary, with mom, music, games, quizzes, educational contents for parents, educational contents for teachers, school newsletters, and handouts. Six characters were developed to increase interest and educational effect. Program evaluation items comprised the website, reliability, and satisfaction. Website evaluation by parents revealed that ease of use was $3.77{\pm}0.70$, entertainment value was $4.07{\pm}0.27$, childproof was $3.82{\pm}0.67$, education value was $4.02{\pm}0.75$, and design features were rated $3.65{\pm}0.53$. According to teachers, ease of use was $3.98{\pm}0.37$, entertainment value was $4.00{\pm}0.17$, childproof was $4.34{\pm}0.60$, education value was $4.00{\pm}0.20$, and design features were $3.81{\pm}0.56$. Parents scored reliability and satisfaction as $8.33{\pm}0.62$ and $7.80{\pm}0.77$, respectively, while they were scored as $8.50{\pm}0.73$ and $8.10{\pm}0.74$ by teachers. Based on the results of this study, the developed web-based education program will help prevent infectious disease and facilitate development of future education programs regarding such diseases.

Relationships of Changing Social Atmosphere, Lifestyle and Bone Mineral Density in College Students (대학생의 골밀도와 사회분위기 및 생활습관과의 관계)

  • The decrease of bone mineral density gives rise to the outbreak of osteopenia and makes the possibility of a bone fracture. It makes health problems in society. It's very important to prevent osteopenia in advance. Also it's critical to prevent and take care of it in adolescent because it's the most developing period comparing to middle ages because that bone mineral density decreases. There are genetic, physical and enviromental factors that affect bone mineral density. Recently, a lifestyle and eating habits are also changing as the society atmosphere is gradually doing. This study have shown that 134 women and 75 men was chosen and responded to the survey of measuring bone mineral density and investigating a lifestyle. The measure of bone mineral density is to use Dual energy X-ray absorptiometry(DEXA) and check femoral neck and lumbar spine. Also questionaries was required to pre-made survey about their lifestyles. Analysis of data was done with SPSS program. Multiple regression analysis was used for the relation of bone mineral density, the heigths and BMI. The sample of Groups are checked for drinking, smoking or excercising about differences by t-test. The results of the experiments were; first, there is statistically significant differences in the comparisons between BMD and BMD. But there isn't any special correlation between drinking, smoking and BMD. Secondly, bone mineral density becomes low related to an intake of caffeine. Particularly, this is statically significant on women. Also there is statically significant correlation between femoral neck and quantity of motion for both men and women. Third, there is significant relation between eating habits and bone mineral density on women's lumbar spine. However, there is no significant relation between men's lumbar spine and women's one. Therefore, to prevent osteopenia, it's good to abstain from intaking caffeine within an hour after a meal. In addition, it's helpful to walk or run regularly and have a balanced meal.

Estimation of the Accuracy of Genomic Breeding Value in Hanwoo (Korean Cattle) (한우의 유전체 육종가의 정확도 추정)

  • This study was conducted to estimate the Genomic Estimated Breeding Value (GEBV) using Genomic Best Linear Unbiased Prediction (GBLUP) method in Hanwoo (Korean native cattle) population. The result is expected to adapt genomic selection onto the national Hanwoo evaluation system. Carcass weight (CW), eye muscle area (EMA), backfat thickness (BT), and marbling score (MS) were investigated in 552 Hanwoo progeny-tested steers at Livestock Improvement Main Center. Animals were genotyped with Illumina BovineHD BeadChip (777K SNPs). For statistical analysis, Genetic Relationship Matrix (GRM) was formulated on the basis of genotypes and the accuracy of GEBV was estimated with 10-fold Cross-validation method. The accuracies estimated with cross-validation method were between 0.915~0.957. In 534 progeny-tested steers, the maximum difference of GEBV accuracy compared to conventional EBV for CW, EMA, BT, and MS traits were 9.56%, 5.78%, 5.78%, and 4.18% respectively. In 3,674 pedigree traced bulls, maximum increased difference of GEBV for CW, EMA, BT, and MS traits were increased as 13.54%, 6.50%, 6.50%, and 4.31% respectively. This showed that the implementation of genomic pre-selection for candidate calves to test on meat production traits could improve the genetic gain by increasing accuracy and reducing generation interval in Hanwoo genetic evaluation system to select proven bulls.

Manufacture of Daily Check Device and Efficiency Evaluation for Daily Q.A (일일 정도관리를 위한 Daily Check Device의 제작 및 효율성 평가)

  • Purpose : Daily Q.A is the important step which must be preceded in a radiation treatment. Specially, radiation output measurement and laser alignment, SSD indicator related to a patient set-up recurrence must be confirmed for a reasonable radiation treatment. Daily Q.A proceeds correctness and a prompt way, and needs an objective measurement basis. Manufacture of the device which can facilitate confirmation of output measurement and appliances check at one time was requested. Materials and Methods : Produced the phantom formal daily check device which can confirm a lot of appliances check (output measurement and laser alignment. field size, SSD indicator) with one time of set up at a time, and measurement observed a linear accelerator (4 machine) for four months and evaluated efficiency. Results : We were able to confirm an laser alignment, field size, SSD indicator check at the same time, and out put measurement was possible with the same set up, so daily Q.A time was reduced, and we were able to confirm an objective basis about each item measurement. As a result of having measured for four months, output measurement within ${\pm}2%$, and measured laser alignment, field size, SSD indicator in range within ${\pm}1mm$. Conclusion : We can enforce output measurement and appliances check conveniently, and time was reduced and was able to raise efficiency of business. We were able to bring a cost reduction by substitution expensive commercialized equipment. Further It is necessary to makes a product as strong and slight materials, and improve convenience of use.
