A Study on the Users of the National Petition to CheongWaDae: Focused on their Motivations (청와대 국민청원 이용자 분석: 활용 동인을 중심으로)

  • The purpose of this study is to analyze people's motivations to use the National Petition service of CheongWaDae, the Presidential Office of Korea. The online space has been used as a testbed of deliberative democracy. In fact, a wide variety of public opinions are being formed and gaining sympathy through the E-Petitions and Daum's Agora. In this regard, President Moon's government launched a petition site to gather public opinions. For any petition agreed on by more than 20,000 people within 30 days, the relevant ministry or the President's office must provide answers or feedback. This study wants to figure out how this National Petition is different from previous platforms like Agora or E-Petitions and why it is so well-received by people. This study uses a mix of both qualitative and quantitative methods. First, we conducted a focus group interview to factorize experiences of using the National Petition into measurable constructs. Second, we did a survey o 156 Koreans who had experienced the National Petition. Results show that symbolism, usefulness, gratification, and trust have positive impact on continuous usage intention. This study argues that symbolism, usefulness, gratification, and trust factors should be in place rather than technical aspects in order to increase the actual participation of users on the online platform of deliberative democracy. In addition, this study is meaningful in that it examined how different the CheongWaDae's National Petition is from the existing platforms for collecting public opinions and analyzed factors that encourage continuous use.

A Study on the Public Service of Big Data in Ocean Information -Focusing on user requirements of government services- (해양 정보 빅데이터의 대국민 서비스 제공 방안: 정부기관 서비스의 사용자 요구 사항을 중심으로)

  • In Korea, utilizing and protecting the ocean from the sea on three sides can be considered the basis of national power. Recently, it has been distributed to IOT and 5G networks, and attempts to provide various information based on telecommunication infrastructure are continuing in the public and private sectors. In this study, an online survey was conducted with the aim of improving the services of marine information services (KOMC, safe and open seas) provided by the Government Agency for Oceanographic Research. Through an online survey, the survey was conducted on sites that are mainly used to survey people's need for marine information and to collect information. In addition, the survey was conducted on the UX, UI problems and improvements of KOMC, open and safe sea sites provided by the National Oceanographic Research Institute. The awareness and experience of marine information service by the Korea Oceanographic Research Institute were confirmed. Later, the previous steps of FGI also examined the usability of various users after allowing them to use the actual service. Here, the experience of collecting marine information from actual users was investigated, not just by looking at and evaluating the design of the service website and application. As a result, users presented a variety of opinions related to marine information services, including accessibility, reliability of information, providing media, and importance of information provided. The findings could be used as data to identify ocean-related data and ways to provide information required by users of various age groups and occupational groups.

Structural Relationships between Online Wine Store Quality, Trust, and Perceived Risk (온라인 와인 매장 품질, 신뢰와 지각된 위험간의 구조적 관계)

  • As the issue of selling wine online has been raised in an attempt to implement FTA programs in a more effective way, wine will be available online in the near future in Korea. Thus, this study aimed at identifying key factors which will contribute to reduce various kinds of risks perceived by online customers, and investigating the structural relationships between those factors and perceived risks. Site quality of online wine shop(information quality, system quality), trust in online wine shop were selected as key predictors of perceived risks and research model was established using those factors. Data were collected from those who have experienced in using online wine store, and the research model was tested using valid data. Results of testing research hypotheses using data from survey respondents showed that information and system quality exerted an impact on trust in online wine shop. It was proven that information and system quality posited an impact on time risk whereas they was not related to performance and psychological risk. In addition, trust in online wine shop was shown to be related to time risk, performance risk, and psychological risk.

  • Recently, due to the standard of a new browser developed by the Google and Mozilla "Service Worker", future users is expected to be able to make use of favorite Web sites offline. Google's is, Web sites have developed a standard of a new browser so as to always respond to user requests. Service Worker, websites that provide space capable of offline work to the user's browser to store various document information, to provide the necessary resources. Then, in order to greatly reduce the data exchange operations between the browser and the server, the speed of the Web page increases. Not only cooks as native app that can use the Web application offline, in that us to also further enhance the characteristics of an existing Web application that is running without installing destructive high technology. Service worker specifications, use experience of Web application is very can be improved, is an innovative technology indicates the version of the web evolve as the future of the platform. Service Worker is not included in HTML5 standard final, is currently being continued standardization. Future Service Worker technology I expect what kind of thing unfolds when applied to the Web browser.

  • Currently, the influence of the Internet portal sites that can make it quick and easy to contact the vast amount of information is increasing. Users can connect the Internet through a portal to obtain information, such as communication between Internet users, which can be used to meet a variety of purposes. People are exposed to a variety of information from other users in the search for a movie and get information. The impact on the reviews and ratings with the limited number of characters of the film allows users to form a relationship to the movie, decide whether you want to see the movie or find another movie. but, the user can not read the whole movie review. When user see the overall evaluation, the user can receive the correct information. This research conducted a study on the prediction of the rating by the use of review data. Information of reviews, is divided into two main areas: the"fact" and "opinion". "Fact" is to convey the dispassionate information and "Opinion" is, to represent the user's feelings. In this study, we built sentiment dictionary based on the assessment and evaluation of the online review and applied to evaluate other movies. In the comparative study with a simple emotion evaluation technique, we found the suggested algorithm got the more accurate results.

Implementation of Multi-Protocol Interface for Web-based Collaborative Service (웹 기반 공동작업을 위한 다중 프로토콜 인터페이스 방법의 구현)

  • We introduce our experiences of the design and implementation of the Page Together system that has expanded hyperlink metaphor to utilize human resources in the web. This system supports that a user connects with others in the web, communicates through video/audio channel, navigates same web pages simultaneously and cooperates some work on Internet. For these functions, it comprises Collaborative Browsing Module (CBM), Multimedia Conferencing Module(MCM) Data Conferencing Module(I)CM) and Multi Protocol Interface(MPI). We adopted three standard protocols, IEC, H.323 and T.120 for each nodule and it allows developers to use them easily. We also defined MPI to synchronize information of session among modules. Each module exchanges information each other in session creating process and session terminating process. After a session is created once, each module works independently as its won protocol. Interferences among modules are reduced as minimizing to exchange information. We also introduce a web site that provides web board service based on the Page Together system. A user may post a notice with a link to himself/herself on our web board. After then, if someone read that notice and has any question about it, he or she can try to connect to the writer as clicking the link in that notice and communicate each other. This service site shows that our system can be applied to diverse internet services such as distance teaming and distance conference.

A Study on the Influencing Relationships of Transaction Risk and Purchase Value on Repurchase Intention for the Second-hand Products (거래위험과 구매가치가 중고제품 재구매 의도에 미치는 영향에 관한 연구)

  • The current study investigated the factors influencing the buyer's repurchase intention for second-hand products. This study first identified perceived risk and purchase value as the two primary influencing variables. Additionally, some exogenous variables influencing these two variables were examined. Statistical analysis using Partial Least Squares (PLS) revealed that product uncertainty, seller uncertainty, and site trust had statistically significant relationships with perceived transaction risk. However, while economic benefit showed a significant impact on purchase value, product scarcity and resale value did not exhibit a significant relationship with purchase value. Perceived transaction risk was found to have an insignificant relationship with repurchase intention, but indirectly influenced repurchase intention through purchase value. Purchase value was identified as having a significant influence on repurchase intention. Therefore, it was concluded that purchase value is the most important factor influencing repurchase intention in the purchase of second-hand products, while transaction risk indirectly influences repurchase intention through purchase value. The study indicates that product uncertainty and economic benefit are the most significant exogenous factors influencing transaction risk and purchase value, respectively.

System Identification Analysis on Soil-Structure Interaction Using Field Data (현장자료를 사용한 지반-구조물 상호작용에 대한 경험적 연구)

  • In the field of earthquake engineering, recent improvements in many areas, such as seismological source modeling, analysis of travel path effects, and characterization of local site effects on strong shaking, have led to significant advances in both code-based and more advanced procedures for evaluating earthquake ground motions. A missing link, however, is empirically verified design procedures fur assessing the effects of soil-structure interaction (SSI). Available Soil-Structure Interaction (SSI) analysis techniques range from simple substructure-type procedures to relatively sophisticated finite element procedures. The most common substructure approach for foundation-soil interaction is to use a frequency-dependent and complex-valued impedance function. This study uniquely evaluates impedance functions for two well-instrumented sites w significant inertial SSI effects using a system Identification technique. The system identification analysis results are then compared to predictions from a simple theoretical model to gain insight into the inertial interaction effect in the subject sites.

Meta-analysis for Exploring Predictors of Cyberbullying Perpetration among Youth in South Korea (청소년 사이버불링 가해행동 예측요인 탐색을 위한 국내연구 메타분석)

  • The purpose of this study was to examine the effect sizes of personal, family, peer, school, cyber environment, experience of bullying/victimization factors on cyberbullying perpetrating behavior among students in Korea using meta-analysis. Published academic journals and master/doctoral dissertations from 2010.01.01 to 2016.10.31 were identified using Research Information Sharing Service(RISS) data base. Keywords for search were cyberbullying, cyber-exclusion, cyber-violence, cyber-harassment, online/SNS peer harassment. A total of 43 studies were selected for meta-analysis. Personal factors and experience of bullying/victimization showed moderate effect sizes(0.28~0.29) and peer, family, cyber environment, school domains showed small effect sizes(0.08~0.13). Results of the study may be used to guide effective prevention or intervention strategies against cyberbullying among adolescents.

Structural Causal Relationship between Atmospherics of Web-sites and Repurchase Intention in Internet Shopping Malls (인터넷쇼핑몰 사이트 환경과 재구매의도 간의 구조적 인과관계)

  • The purpose of this paper is to explain and identify how atmospherics of web-sites such as graphics, colour, menu and link have an effect on consumers' emotion and satisfaction, which in turn have influence on repurchase intention in internet shopping malls. A survey study was conducted to collect the data with consumers who have experience purchase or search on internet shopping malls. Analysis of structural equation modeling with AMOS 18.0 was performed to test the research hypothesis. The results of the study are as follows: Menu and link are positively associated on consumers' emotion, but graphics and colour have not influence on both consumers' emotion and satisfaction. Consumers' emotion is positively associated on both satisfaction and repurchase intention, and then satisfaction is also positively associated on repurchase intention.
