Suggestions for Improvement of Port Charge Discount Policies - focused on Ulsan Port

  • Korea is an import and export-oriented economy that relies on shipping transportation, and sea ports play an important role in national economic growth. To secure and maintain the competitiveness of these ports, hardware and software investments are required, but policy support can also be expected to have an effect. This study identified the irrationality of the system by exploratory analysis of the port facility fee discount system for Ulsan Port, an energy hub port, and suggested improvement measures to resolve it.This study analyzed the volume of Ulsan Port and the reduction of port facility usage fees for about 10 years and identified irrational factors that despite a special port for liquid cargo, a considerable reduction for container cargo is concentrated, and even because it was a passing ship, 100% reduction for entrance and clearance fees were provided to them, which could cause serious moral hazard.. As a way to improve the port facility charge discount system at Ulsan Port, this study proposed strengthening support for eco-friendly activities to support containers, adjusting the reduction rate for passing ships, or improving the reduction and exemption application process.

Present Status of Soil Contamination Facilities (특정토양오염관리대상시설의 실태에 관한 고찰)

  • This study was to build the database by collecting the results of legal leak test and self-test conducted by the owners of soil contamination facilities at soil-related specialized agency to grip objective status on soil contamination facilities and evaluate classification results. The results of the study showed that the unsuitable rate of business unit is 53.6%, the business with leak that could cause actual pollution is 25.7%, the unsuitable rate of the voluntary self-test is 57.3%, that of the compulsory inspection is 17.2% depending on the test motivation, that of the direct-test is 58.9%, and that of the indirect-test is 22.5% depending on the test methods. There was a significant difference between the test motivation conducted and the test methods applied. From the results of the unsuitable reasons obtained we could assume that about 20% of the whole target tanks became potential sources with natural defects occurred when such tanks were made, and 2.2% of the whole tankers examined that persisting period was caused by progressing corrosion below the minimum thickness.

A Study on the Evaluation of Radiation Safety in Opened-Ceiling-Facilities for Radiography Testing (천장 개방형 RT 사용시설의 방사선 안전성 평가 연구)

  • Radiography-Testing that verify the quality of welding structures without destruction are overwhelmingly used in industries, but many safety precautions are required as radiation is used. The workers for Radiography-Testing perform the inspection by moving the Iridium-192 radiation source embedded in the transport container of the gamma-ray irradiator within or outside the facility. The general facility is completely blocked about radiation from the outside with thick concrete, but if it is difficult for worker to handle object of inspection, facilities ceiling can be opened. A general facility may be constructed using a theoretical dose evaluation method because all exterior facilities are blocked, but if the ceiling is open, it is not appropriate to evaluate radiation safety with a simple theoretical calculation method due to the skyshine effect. Therefore, in this study, the radiation safety of the facility was evaluated in the actual field through an ion chamber survey-meter and an accumulated dose-meter called as OSLD, and the actual evaluation environment was modeled and evaluated using the Monte Carlo simulation code as FLUKA. According to the direction of the irradiation, the radiation dose at the facility boundary was difficult to meet the standards set by the regulatory authority, and radiation safety could be secured through additional methods. In addition, it was confirmed that the simulation results using the Iridium-192 source were valid evaluation with the actual measured results.

Preference Analysis between Two Administrator Groups on Forest Road Facilities (임도시설에 관한 관리자 집단 간의 의식성향 분석)

  • This study was conducted to provide the basic policy information for systematic forest road planning and maintenance management by surveying two different administrator groups. The survey results showed that the high priorities of forest road planning were silviculture, disaster prevention, and timber harvesting, and main forest road type was preferred for future use. Also 92.9% of the respondents expressed difficulties due to insufficient manpower and budget. The expected damage types due to forest road construction were threat-to-life by slope failure and dispute on crossing private land. The current main maintenance tasks on forest roads included drainage and road surface maintenance works. Main forest road facilities that should be needed after the construction were installation of additional drainage structures, and slope revegetation and stabilization.

An Analysis of the Construction Period Extension Causes of Environmental Improvement in School Facilities (학교시설 환경개선 공사사례의 공기연장 원인 분석)

  • This study analyzed the reasons for extending the construction period considering factors such as the quality of construction materials, safety and cost-effectiveness of construction, size of construction, academic schedule, and local conditions (complaints) when determining the appropriate period for school construction projects tailored to a specific region or educational office. Based on the example of construction projects for school facility improvement by education office A, this study conducted a case study to identify the motives for construction period extension. To determine the appropriate construction period for school facilities, this study conducted a comprehensive review of construction projects under the jurisdiction of education office A, examined data from the Meteorological Data Open Portal, and performed advanced statistical analysis. Future case studies must determine the appropriate construction period for school facilities in a rational and systematics.

A Study on Analysis of Facility Design in Recreation Forest - With a Special Reference to Chonbuk Province - (자연휴양림(自然休養林)의 시설설계(施設設計)의 분석(分析) - 전북지역(全北地域)을 중심(中心)으로 -)

  • In Korea, 80,616 ha in 139 places have been designated as recreation forests by the end of 1994. Among these places, 64,547 ha in 76 places were designated in the national forest, 9,937 ha in 25 places were designated in the public forest, and 6,132 ha in 38 places were designated in private forest. Designs of 10 places and plans of 6 places in 14 places of recreation forest in Chonbuk province were compared and analyzed. The results are as follows: 1. Sixty four types of convenient facilities, 15 types of athletic facilities, 13 types of sanitation facilities, 22 types of education facilities were designed in 10 places of the recreation forest. 2. The material cost was the highest in construction costs in Waryong recreation forest. However, the labor cost was the highest one in construction costs in 5 places of recreation forest ; Dokyu-san, Hoimoon-san, Saesim, Seongsu, and Sokgeum-san And the total construction cost was much higher in private recreation forest than in both of national and public recreation forest. 3. Hoimoon-san was the only recreation forest which makes profit among 14 recreation forests in Chonbuk province. The uses of this recreation forest are increasing, and seasonal uses significantly fluctuate. 4. There are several problems for the public in enjoying these recreation forest places. The access to these places by public transportations is inconvenient. The time required for construction of many places are too long after they are designated as recreation forest, and the management of the established recreation forest is poor. 5. To improve the method of facility design in recreation forest, easy access to nature should be promoted such as recreation forest places and understanding of public concerning nature are needed. Recreation forest places themselves need to offer good facilities, and convenient access. And to make frequent use of recreation forest places, a system of information and excellent service to the public are strongly recommended.

A Study of Flood Insurance in Korea (홍수보험 도입방안에 관한 연구)

  • 우리나라는 매년 홍수피해가 되풀이되고 있다. 홍수피해는 댐, 제방시설 등의 사전적 예방조치 이외에 보험을 통한 사후적 보상제도가 절대적으로 필요하다. 그러나 국내에는 아직 홍수보험제도가 도입되지 않고 있어 문제가 되고 있다. 피해자의 경우 정부로부터의 최소한의 복구지원금을 받고 있을 뿐이다. 이에 본 고에서는 국내 홍수피해 현황을 살펴보고 홍수보험의 도입방안을 제시한다. 홍수보험의 도입을 위하여 정부, 보험회사 및 주민의 인식전환이 필요하다. 참여주체별 역할에 대해서 살펴보면, 정부는 보험료 일부를 지원하여야 하며, 특히 거대보험사고에 대한 최종 지급보증(재보험회사 역할)을 하여야 한다. 그렇지 않으면 이익추구를 목표로 하는 보험회사가 거대위험에 대한 부담감으로 홍수위험의 인수를 기피하기 때문이다. 물론 보험회사도 홍수보험에 관한 한 어느 정도 사회공익적 차원에서 보험을 운영한다는 자세가 필요하다. 개인도 당연히 자신의 사유시설물에 대한 위험관리의 주체가 되어야 하며, 이를 위하여 보험료를 부담하겠다는 인식 전환이 필요하다.

91년도 2/4분기 건설허가 동향분석

  • 1. 2/4분기중 전국의 건축허가면적은 전년동기에 비하여 6.4$\%$가 감소하여, 1/4분기에 전년동기대비 12.3$\%$증가한 것에 비해 현저한 감소현상을 나타낸 바, 이는 건축허가제한 강화조치에 기인하는 것으로 보인다. 건축허가면적은 1월과 2월에 전년동기대비 각각 28.9$\%$, 18.4$\%$의 증가를 나타내었으나, 3월들어 1.1$\%$가 감소하면서 감소세로 돌아선 이후, 4월, 5월, 6월에 각각 0.2$\%$, 16.4$\%$, 0.6$\%$의 감소를 나타내면서 지속적 감소추세를 보이고 있다. 특히 6월의 경우 감소추세가 둔화된 사유는 ''90.5.15 건축허가제한조치에 따라 ''90년의 허가면적 자체가 대폭 감소한 데 기인한다. 2. 2/4분기중 허가면적을 용도별로 보면 주거용 건축이 5.6$\%$ 감소하였으며, 상업용은 17.1$\%$의 감소를 보였으나, 공업용은 제조업 분야의 시설투자활성화 영향으로 13.6$\%$의 증가율을 나타내고 있다. 3. 이와 같은 허가면적의 감소추세는 허가제한 강화조치에 따라 하반기에도 지속될 것으로 보인다.

Proposal Methodology for Disaster Risk Analysis by Region Using RFM Model (RFM 모형을 활용한 지역별 재해 위험도 분석 방법론 제안)

  • Purpose: The purpose of this study is to propose an analytical methodology for selecting the priority of preventive projects in the course of carrying out disaster prevention projects that improve disaster-hazardous areas. Method: Data analysis was performed using RFM model which can divide data grade and perform target marketing based on Recency, Frequency, and Monetary. Result: The top 10% of the area with high RFM value was mainly in the East Sea and the South Sea coast, and the number of damage in private facilities was high. Conclusion: In this study, we used the RFM model to select the priority of disaster risk and to implement the regional disaster risk using GIS. These results are expected to be used as basic data for selecting priority project sites for disaster prevention projects and as basic data in the decision-making process for disaster prevention projects.

  • 도시의 발전으로 인해 시 도를 비롯한 시가 및 건조지역의 토지이용은 매우 복잡하게 변화되었다. 과거 농경이 주된 경제활동인 경우 주거지역은 매우 단순한 형태로 구성되었고 논, 밭, 산림 지역 등이 주를 이루었지만, 도시로 산업이 집중, 발달하고 인구가 밀집되며 주거지역, 상업, 공업, 교통지역 등 시가지역은 매우 다양하고 복잡하게 변화되었다. 도시가 발달하며 주거지의 건물가치와 상업 및 공업지역의 자산, 교통 및 공공시설의 공공적 가치가 상승하였고, 침수 발생시 사유재산 및 사회적 피해가 증대되고 있다. 시가 및 건조지역은 대부분 불투수율이 높은 지역으로 구성되어있으며, 이러한 도시에서 침수가 발생할 경우 지표수의 이동, 매설된 관거의 형상과 통수능에 의한 월류가 주된 원인으로 작용하여, 도로 및 건물의 형태에 의해 매우 복잡한 형태로 침수현상이 나타난다. 이러한 도시의 침수피해를 분석하기 위해 복잡하고 고 가치화된 도시의 토지이용 특성을 잘 반영한 침수 피해분석이 필요하고, 피해를 줄이고 재산을 보호하기 위한 치수시설의 도입에 따른 피해액 감소 및 경제성 분석이 우선시 되어 효율성과 타당성을 판단할 수 있어야 한다. 토지이용 특성이 반영되지 않을 경우 피해액을 다소 과소, 과대하게 산정할 수 있다. 홍수피해의 경제성을 분석하기 위한 방법에는 다차원 홍수피해 산정방법이 있으며, 경제성 분석은 하천의 정비상태, 하도 및 관거, 제방 및 유수지 등 홍수 방지시설 등 구조적, 비구조적 대책을 모두 대상으로 하여야 하며, 인명과 재산이 집중된 도시의 경우 보다 정확한 피해액을 산정할 필요가 있다. 본 연구는 과거 침수피해가 있었던 도림천 유역을 대상으로 도시지역의 유출모의에 적합하다고 알려진 SWMM 모형을 활용하여 도시유출 해석 및 침수현상을 분석하였으며, 다차원 홍수피해 산정방법을 활용하여 주거, 상업 및 공업자산을 반영하기 우해 토지이용 특성에 따른 침수피해액을 분석하였다.
