A Study on the Technology Evaluation of Development of New Variety of Citrus Unshiu (감귤 신품종(하양조생)개발의 기술가치의 평가)

  • This study evaluated the economic value of the development of a new variety of Citrus unshiu using the income approach, Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit/Cost (B/C) ratio. The new variety of Citrus unshiu was developed by the national institute of horticultural and herbal science in Korea, rural development administration. The technological evaluation of the development of a new variety of Citrus unshiu can be used to improve the efficiency and practicality of the development of a new variety of citrus. From the research results, the technological value of development of a new variety of Citrus unshui was evaluated at 109,455(discount rate=8%, minimum), 195,040(discount rate=4%, maximum), and 145,375(discount rate=6%, average) million won. The IRR was 51.4%, which was greater than the discount rate(4~8%). The NPV was evaluated at 145.3 billion won(discount rate=6%, average), 195.0 billion won(discount rate=4%, maximum) and 109.4 billion won(discount rate=8%, minimum), all of which were greater than 0. The B/C ratio was evaluated at 60.9(discount rate=6%, average), 81.3(discount rate=4%, maximum) and 46.1(discount rate=8%, minimum), all of which were greater than 1. Therefore, the economic validity of the development of a new variety of Citrus unshiu was identified by this technological evaluation.

The Effects of Health Promotion Initiatives with Community Participation and Parterships: The Case of Sabong-Myeon in Jinju City (지역사회참여와 파트너쉽에 기반을 둔 지역건강증진사업의 효과: 진주시 사봉면 사례)

  • Objectives: The objective of this study was to identify the effects of area-based health promotion initiatives with community participation and partnerships conducted in Sabong-Myeon, Jinju City for three years. Methods: We used data from the '2008 Sabong-Myeon Health Survey' and the '2011 Health Plus Happiness Plus Community Health Survey'. The study comprised 520 systematically sampled individuals, composed of 300 adults in 2008 and 200 adults in 2011. We compared some health behavior and mental health indicators as well as social capital levels between these two surveys. Results: The prevalences of smoking and walking exercise in 2011 were significantly higher than those in 2008. The prevalences of high risk alcohol consumption in men, stress perception, depressive symptoms experience, and suicide ideation were significantly lower than those in 2008. The proportion of people having a high level of social capital in 2011 was significantly higher than that in 2008, regardless of sex or marital status. However, the difference in the proportion was not statistically significant among people with a high educational background. Conclusions: This study suggested that the 3 years' implementation of area-based health promotion initiatives conducted in Sabong-Myeon might help to improve the mental health and social capital level of this community. The long-term health effects of area-based health promotion initiatives with community participation and partnerships need to be studied further, and lessons from these initiatives can be obtained by adapting proper evaluation methods.

Cost-benefit Analysis of a Farmstead-specific Early Warning Service for Agrometeorological Disaster Risk Management (농업기상재해 위험 관리를 위한 농장별 조기경보서비스의 비용편익 분석)

  • This study aims to suggest the basics for the implementation of the farmstead-specific early warning system (FEWS) for weather risk management nationwide. A survey by questionnaire was conducted to examine farmer's response, and a cost-benefit analysis was made to examine the effect of the FEWS on the economy. The farmers who volunteered to participate in this survey responded that they were generally satisfied with the FEWS, and that they used it well for farming. Willingness to pay (WTP) for the early warning service was estimated to be 8,833 KRW per month by survey respondents. If the early warning service is extended to nationwide and 50% of farmers use it for six months, then the ratio of benefit to cost will be 2.2, indicating that nationwide expansion of the FEWS is very feasible.

  • An artificila fish-reef is a artificail structure installed at marine ranching under the littoral sea. The artificial fish-reefs provide the function of fish spawning ground, habitation, nursery ground, and enhance the productivity of fising industry devastated by environmental pollution. After the installation of artificila fish-reef, continuous monitoring is demanded to check the validity of artificila fish-reef plan. However, the support of follow-up management is impossible because of the lack of a huge budget and professional manpower. Therefore, the artificial fish-reef combined with IT devices can be controled IT devices through the IT artificial fish-reef management system, and collect the marine environment information for the fair management. This paper shows the example of systematization for the management of artificial fish-reef based on the marine rancing management system.

Application of Fuzzy Multi-criteria Decision Making Techniques for Robust Prioritization (로버스트 우선순위 결정을 위한 Fuzzy 다기준 의사결정기법의 적용)

  • This study presents the feasibility of fuzzy multi-criteria decision making (MCDM) techniques for the robust prioritization of projects. It is applied to water resources planning problem. Results from weighted sum method (WSM), analytic hierarchy process (AHP), revised analytic hierarchy process (R-AHP), and TOPSIS are compared with those from Fuzzy WSM, Fuzzy, AHP, Fuzzy R-AHP, and Fuzzy TOPSIS. For the calculation, all weights on criteria and the normalized data were obtained from the same investigation. As a result, the rankings from four MCDM techniques are slightly different while those from fuzzy MCDM show the comparatively consistent ranking. Therefore, it is desirable to use fuzzy MCDM technique when MCDM is used for the prioritization problem, since fuzzy MCDM can include the uncertain variability of input data and weighting values on criteria.

A Study on the Prediction Model of the Warship Construction Period through Statistical Analysis (통계적 분석기법을 통한 함정 건조기간 예측모델에 관한 연구)

  • For the Navy to acquire the desired vessels in time, it is necessary to plan the schedule accurately for warships. On the other hand, until now, there has been only a subjective prediction of the period of warship construction through a survey by a group of experts. No academic studies have been conducted based on actual data. Therefore, this study presents a model for predicting the construction period of a warship through linear regression based on actual data. Experts first identified the factors that can affect the warship construction period. Actual data of the factors were collected, and regression analysis was performed to estimate the ship construction period. As a result, the key factors selected that influence the construction period of a ship were the number of operational test items, number and type of equipment, and the number and type of R&D equipment. The resulting regression model revealed 96.5% accuracy in terms of internal validity.

Effects of the contingent liabilities caused by project financing on financial status of the Korean construction firms (프로젝트금융으로 인한 우발채무가 건설기업의 재무상태에 미치는 영향)

  • Project Financing (PF) is a financing method, executed based upon the projected profitability from a project itself instead of relying on the credit rating of project sponsors or any type of collateral. However, most financial institutions of Korea lacks the long term profitability assessment capability, and they prefer to acquire credit reinforcement from the construction companies in the form of the guarantor or debt argument commitments. As a result, PF contingent liabilities as an indirect debt, are burdened to the construction companies. Even though the PF contingent liabilities are not supposed to be part of the financial statements, they became a mandatory disclosure items since 2009. In this study, PF contingent liabilities were studied to indicate how they were correlated with construction firms' financial ratios. Construction firms were grouped by their credit rating and each group was compared in order to analyze PF contingent liabilities' impact on the financial condition of the company in terms of liquidity, liability, and stability.

A Dynamically Segmented DCT Technique for Grid Artifact Suppression in X-ray Images (X-ray 영상에서 그리드 아티팩트 개선을 위한 동적 분할 기반 DCT 기법)

  • The use of anti-scatter grids in radiographic imaging has the advantage of preventing the image distortion caused by scattered radiation. However, it carries the side effect of leaving artifacts in the X-ray image. In this paper, we propose a grid line suppression technique using discrete cosine transform(DCT). In X-ray images, the grid lines have different characteristics depending on the shape of the object and the area of the image. To solve this problem, we adopt the DCT transform based on a dynamic segmentation, and propose a filter transfer function for each individual segment. An algorithm for detecting the band of grid lines in frequency domain and a band stop filter(BSF) with a filter transfer function of a combination of Kaiser window and Butterworth filter have been proposed. To solve the blocking effects, we present a method to determine the pixel values using multiple structured images. The validity of the proposed theory has been evaluated from the experimental results using 140 X-ray images.

Calculation and Projection of Greenhouse Gas Emissions from La Chureca Landfill in Managua, Nicaragua (니카라과 마나과시 La Chureca 매립장 온실가스 발생량 산정 및 예측)

  • The aim of this study was to assess the feasibility of a landfill project to reduce greenhouse gas (GHG) from La Chureca Landfill in Managua, Nicaragua ("Project"). The feasibility study involved surveying the status and composition of waste on its way in to the landfill and projecting GHG emissions from the landfill. A projection of the GHG emissions with the IPCC model based on the survey results indicated the period 2006 to 2043 would see mean yearly GHG emissions of 290,147 ton-CO2/year with model certainty not considered, and 217,610 ton-CO2/year with model certainty considered. Thus, the result exceeded the corresponding median and mean values of other CDM projects implemented in Central America, even after model uncertainty was considered together with the conservative estimation of carbon capture efficiency. The similar result was produced even with an analysis of sensitivity to error factors. All the findings of the study are expected to be applicable as basic data for deciding about whether & how to proceed with the Project.

  • Earned Value Management System(EVMS) has been institutionalized as an advanced management technique of construction project lately. And its research has been in the active progress in order to utilize the earned value concept as a project management tool for construction project ordered by both government and private sector. However it is necessary to test and prove the EVMS's adaptability to our construction environment by EVMS's several of operations before its introduction. Project forecasting phase of EVMS is the Estimate at Completion by utilizing earned value data. So, the purpose of this study is to propose EAC evaluation method for evaluation the accuracy of the EAC and encouraging cost realism, and to test for proving the validity of the evaluation methods through hypothesis testing.
