대한가족보건복지협회 부산광역시지회는 2004년도 정기 운영위원회를 개최, 박남철 운영위원(부산의대 비뇨기과 교수)을 새회장으로 선임하였다. 부산 시민의 모자보건과 복지 향상을 위한 다양한 사업을 추진하고 있는 이모저모를 살펴보자.

As the national competitive power indicator, the infrastructures have been constructed with government's SOC budgets. However, even SOC budget is decreased, Public-Private Partnership Project (PPP project) has been introduced to solve demands on extending infrastructures, and among PPP projects, road projects take high portions. This study analyzes the operation & management item of financial model which is connected to the O&M cost and project proposal of previously proposed road project and analyzes the Korea Expressway Co.,'s project cost items and O&M tasks to reflect the characteristics of road projects. Based on results, this study suggests necessity of the O&M cost breakdown structure and the cost calculation standard on each cost item. Also, for the existing task execution tools, O&M cost calculation tool and finance analysis task tool will be integrated, and the system is suggested web-based system. Thus, it is expected that it contributes to the securing overall business values on PPP project and expending profit-base infrastructures.

본 연구에서는 사업주체 및 사업영역 선정을 중심으로 한국영상물 산업의 물류공동화 전략 및 방안에 대하여 고찰 해보고자 하였다. 본 연구 방법으로는 문헌자료, 보고서, 실증사례를 바탕으로 연구가 진행되었다. 본 연구에서는 영상물 물류공동화 전략방안으로는 단기적, 장기적 전략방안으로 구분하여 고찰 하였다. 단기전으로는 하주가 운영을 하면서, 공동운영하는 방법과 장기적으로는 물류업자가 운영을 하면서, 대행위탁사업으로 전개하는 방안을 도출하였다. 본 연구의 대상은 영상물 물류공동화에 한정하여 연구가 진행되어졌다. 향후 타 업종으로 확대하여 연구할 필요가 있다.

건설사업정보화(CALS)는 국토교통부에서 1998년부터 추진한 정보화사업으로 건설사업정보시스템의 확충 운영과 건설정보표준의 고도화, 건설기술정보 확충 기능개발 등 3개 분야로 사업을 진행하고 있다. 건설사업정보시스템과 건설정보표준 성과물의 지자체 확대보급 계획은 있으나 지자체용 프로그램 개발이 미흡한 실정(일부 광역단체는 자체적으로 건설사업관리, 시설물관리, 용지보상 등을 개발 운영 중이나 대부분 지자체에서는 시스템을 미보유)이다. 전산자원의 활용도 제고와 시스템 정보표준의 개발 운영 예산의 효과적인 집행을 위해 종합적인 사업추진 방안을 위한 기초조사가 필요하다.

김해천문대는 2002년에 개관하여 대전, 영월을 이어 세 번째로 건립된 초기 시민천문대이다. 당시 지방자치단체에서 지방과학관 사업으로 국비를 받아 건립하였다. 초기에 개관한 시민천문대에 대한 국민들의 뜨거운 호응에 힘입어 이후 지방과학관 사업에서 대부분 시민천문대 형태로 건립되었는데, 현재 약 20개 정도의 지방자치단체에서 시민천문대를 건립하였다. 현재 도서관, 수련원, 교육과학연구원 등 기존의 교육 기관에 딸린 부설 천문대를 포함하면 청소년, 시민들이 이용할 수 있는 성격의 천문대는 전국적으로 약 80개에 이른다. 이러한 시민천문대의 등장은 국민들의 천문에 대한 관심을 높여 우리나라의 천문학 발전에 밑거름이 될 수 있기 때문에 매우 중요하다. 따라서 시민천문대에 대한 학계, 교육계의 관심과 협조가 향후 천문학 발전에 중요한 밑거름 역할을 할 수 있을 것이다. 또한 시민천문대의 운영은 일반적인 과학관과는 달리 천체를 보여주는 등, 관측 활동을 중심으로 진행하기 때문에 창의적인 다양한 방법의 운영을 시도하는 것이 무엇보다도 중요하다. 특히 김해천문대의 경우 초기의 관람중심을 탈피하여 교육프로그램 중심의 운영함으로서, 소행성 탐사, 자체 기술개발 등 연구 활동이 가능할 정도로 발전하였다. 본 발표에서는 김해천문대에서 지난 9년간 진행된 다양한 사업과 프로그램을 소개하고 김해천문대 운영의 운영 변화 과정과 그 결과를 통해 향후 시민천문대의 운영 방향을 말하고자 한다.

One of the most important object in youth employment academy is to resolve the job mismatch of youth unemployment through industry oriented human resource development for which company oriented capacity building program for graduate-to-be and graduate is supported. The major characteristic of this program is to compose a network of operation organization, involved company, involved university and trainee, among those the role of operation organization is most important. The operation organization in youth employment academy is supposed to be evaluated by the last employment rate after 6 months to the day following the programs of the year completion. So performance indicator for the operation organization is needed in selecting the operation organization of the next year youth employment academy, which means a kind of mid-term evaluation. In this research, the concept of development of performance indicator for the operation organization in youth employment academy is introduced and major performance indicator are suggested.

스마트워터그리드는 기후변화 등 한정된 수자원을 효율적으로 활용하기 위해 정보통신기술을 이용하여 효율적인 물 관리 인프라 시스템 구축하는 연구로써 수자원관리에 필요한 여러 가지 프로그램들이 개발되어지고 있다. 수자원 관리와 정보통신기술의 패러다임 변화에 따라 양방향 통신의 다차원적인 접근 전략과 더불어 수자원의 효율적인 관리를 위해 스마트워터그리드의 여러 프로그램을 통합적으로 운영 관리하는 기술이 필요하다. 따라서 본 연구에서는 시나리오 기반으로 스마트워터그리드 프로그램의 입 출력 데이터를 연계 운영하고, 동일한 개발환경인 플랫폼기반으로 구축하여 프로그램의 통합 운영이 가능하도록 하였다. 통합적인 운영을 위한 시나리오는 다중수원의 실시간 계측과 수용가의 상수도 사용량을 실시간 계측하여 DB서버에 저장되고, 이 자료를 물부족 위험평가 프로그램의 입력자료로 활용하여 다중수원의 부존량이 산정된다. 부존량은 다시 가용수량 산정프로그램에 입력 데이터를 사용되고, 출력데이터는 수처리조합공정을 걸쳐 워터루프를 통하여 배분 및 공급하도록 시나리오를 수립하였으며. 이러한 시나리오를 기반으로 스마트워터그리드의 여러 프로그램을 통합 운영하였다. 본 연구를 통해서 수자원 생산, 배분, 공급 등 관리에 필요한 각각의 스마트워터그리드 프로그램이 통합 운영됨으로써, 국내 통합 수자원 관리에 효율적으로 활용될 수 있을 것으로 기대된다.

국민건강관리사업이란 대명제아래 보다 내실있는 사업운영을 위하여 전문분야별로 사업적 특성을 분류, 검사사업, 보건계몽사업, 조사연구사업, 직원연수교육사업, 국제교류사업등으로 구분하여 초창기 사업임을 감안, 체계적이고 실질적인 사업기반조성에 역점을 두어왔다.

Koran Government introduced BTL(Build-Transfer-Lease) to provide convenience through early supplying infrastructure and plans to invest 8,315million dollar to 84 projects of 15 BTL type involving official residence and railroad. But some of construction company hates to invest BTL projects because of its low earning rate. In addition if we correctively apply project which partly has profitability to BTL, the earnning rate declines more seriously. So this paper presents BTL+BTO model which operates BTL in the non-profitable parts to improve convenience of users and BTO in the profitable parts to improve earning rate. BTL+BTO model based on operate period was presented and its suitability was confirmed by applting 00 region official residence project.

Beginning January 2005, the BTL (Build-Transfer-Lease) project was initiated by government to provide high level of public services for the upgraded quality of life. The most important process of the BTL project is operation, because the company have to operate the building about $20{\sim}30$ years after completion. But a lot of problems have been founded so far. For example, no counterplan for the risk in operation, no total control system and the vagueness in project guideline and so on. These problems will cause serious demage to the BTL project. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the improvement and deliver the successful operation in BTL project.
