북한(北韓)의 노동생산성(勞動生産性)과 적정임금(適正賃金): 북한노동력(北韓勞動力)의 질(質)에 관한 고찰(考察)

  • 일반적으로 북한(北韓)의 노동력(勞動力)은 "양질의 저렴한" 것으로 인식되고 있다. 이러한 인식을 근거로 북한의 노동력에 남한의 자본과 기술을 결합시키고자 하는 대북투자사업(對北投資事業)은 활발히 추진(推進)되어 왔으며, 북한의 핵문제가 해결되는 경우 급속히 실행(實行)에 옮겨지게 될 것으로 보인다. 그러나 북한의 노동력이 과연 "양질의 저렴한" 것인가의 여부에 관하여 체계적(體系的)인 검토(檢討)는 이루어진 바가 없다. 본(本) 연구(硏究)에서는 북한의 노동력이 일반적으로 인식되고 있는 바와 같이 "양질의 저렴한" 것인지의 여부, 특히 '양질' 여부에 관하여 그 타당성(妥當性)을 북한 노동력의 교육수준(敎育水準), 작업규율(作業規律), 노동생산성(勞動生産性)의 세가지 측면에서 검토하여 보았다. 그 결과 교육수준이나 작업규율에 근거하여 북한의 노동력이 '양질'이라고 생각하는 것은 무리한 평가라는 결론에 도달하였으며, 가장 설득력이 있다고 여겨지는 노동생산성에 근거한 예상도 실증분석의 결과 타당성이 작은 것으로 나타났다. 자료의 한계상 본(本) 연구(硏究)에서 대상으로 한 것은 북한(北韓)의 평균적(平均的)인 노동력(勞動力)의 질(質)로서 실제 우리 기업이 고용하게 될 노동력의 질과 차이가 있을 수 있다. 그러나 본(本) 연구(硏究)에서 분석한 바와 같이 북한의 노동력이 '저렴'하지도 '양질'도 아닐 수 있으므로 대북투자사업(對北投資事業)의 보다 신중(愼重)한 검토(檢討) 및 대북투자사업시(對北投資事業時) 보다 효율적(效率的) 북한 노동력의 활용방안(活用方案)이 모색(摸索)되어야 할 것이다.

External technology funding, internal and external technologies marketing, internal and external technologies production, outside of the external Technology Commercialization technique was investigated to affect the financial performance. Financing, marketing capability, and the production base is completely mediated effect acting from within the technology business technical achievement, but funding and the regulation of full-mediated effects on the financial performance in the external action, technical marketing skills and capacity of external technology in part mediated effect was investigated by the effect on financial performance.

  • 국가 재정사업을 평가하는 재정사업 자율평가제도는 2005년에 도입되어 2010년까지 두 번의 평가주기가 완료되었다. 본 연구는 이러한 시점에서 2차 평가주기(2008년~2010년) 동안 평가된 재정사업을 대상으로 평가결과에 영향을 미치는 요인들을 검토하였다. 본 연구는 1차 평가주기(2005년~2007년)의 평가결과를 분석한 기존 연구의 확장연구로서, 이전 연구결과를 재확인하고 일반화 가능성을 보다 제고할 수 있을 뿐만 아니라 이전 연구결과와의 비교를 통해서 평가제도의 변화가 평가결과의 변화를 가져왔는지를 검토할 수 있다는 점에서 의의가 있다. 또한 2차 평가주기가 완료된 시점에서, 향후 제도 개선을 위한 정책적 시사점을 줄 수 있다는 점에서 의의가 있다. 본 연구의 주요 분석결과 및 정책적 함의는 다음과 같다. 첫째, 1차 평가주기에 비해서 2차 평가주기의 평가결과가 향상되었다는 점에서 사업의 성과향상 또는 제도에 대한 실무자들의 이해가 보다 증진된 것으로 해석할 수 있다. 둘째, 성과계획항목이 평가결과에 지나치게 강한 영향력을 준다는 측면에서, 이에 대한 제도적 보완이 요구된다. 성과지표의 설정 및 목표치의 결정은 집행 이전에 적절히 이루어져야 할 부문이기에 이를 계획수립 시 사전적으로 지도할 필요가 있다. 셋째, 집행항목과 성과항목 간 부(-)의 관계를 가지므로 이에 대한 적절한 제도적 보완이 필요하다. 넷째, 제도의 타당성을 저해할 수 있는 비평가요인이 총점에 영향을 미치고 있다는 점을 감안할 때, 이에 대한 제도적 보완이 필요하다.

A Study on the Effect of Preliminary Feasibility Study System Improvement (예비타당성조사 제도 개선 효과에 관한 연구)

  • In 2019, the government improved the system to reduce the maximum weight of economic feasibility items in the comprehensive evaluation from 50% to 45% in order to improve the problem that economic feasibility is a decisive factor in passing the preliminary feasibility study. This study is to analyze the effect of system improvement in 2019 and verified the difference between before and after system improvement. As a result of regression analysis and correlation analysis, both periods showed high correlation, and the difference through Z-test was analyzed as not statistically significant. This result means that institutional improvement to reduce the impact of economics was not effective. Therefore, it is judged that it is necessary to discuss the design of a more effective comprehensive evaluation study through research such as reevaluating the weights of each item in the comprehensive evaluation in various ways in existing projects.

  • 현행 농어촌전화촉진법에 의한 10호이상 도서전화사업이 2006년 말까지 완료될 예정임에 따라 전국적으로 43개에 달하는 10호미만 미전화유인도서 및 벽지지역에 대한 전화사업의 필요성이 제기되었다. 10호미만 도서지역의 전화사업을 위하여 도서전화사업의 기본취지인 전력정책의 보편공급목표를 달성하면서 사회적 경제적비용을 최소화할 수 있는 방법의 채택이 요구되었다 본 연구에서는 대부분의 도서지역이 채택하고 있는 기존의 디젤방식과 최근 활발한 보급이 이루어지고 있는 태양광 풍력 등 신재생에너지에 의한 발전방식의 기술적 옵션에 대한 타당성 분석을 실시하였다. 10호미만 도서지역과 5호미만 벽지지역에 디젤엔진과 태양광 등 신재생에너지를 보급할 경우 발생될 기술적, 경제적 비용의 분석을 실시하였으며 연구 결과 소규모 도서지역과 벽지에서는 태양광이 디젤엔진보다 경제적인 대안으로 판명되었다.

The Business Model & Feasibility Analysis of the Han-Ok Residential Housing Block (한옥주거단지 사업모델구상 및 타당성 분석)

  • This study is to derive a project model based on potential demand for Korean-style houses, focusing on new town detached housing sites that LH supplies and to test validity of the derived model and to present the direction and supply methods of the projects. The existing high-class new town Korean-style housing developments that have been considered were found to have little business value due to problems in choice of location and discordance of demand, so 6 types of projects were established through the methods of changes in planned scale, combined use, and subdivision of plot of land based on the results of survey. The type that has the highest business value among the project models was block-type multifamily houses, and this can be interpreted as the increase in total construction area leading to increase inrevenues of allotment sales due to economies of scale. The feasibility of mass housing model in which small-scale Korean-style houses are combined with amenities was found to be high, and if the same project conditions as those of the block-type multifamily houses are applied, the business value of the Korean-style tenement houses was found to be high. Besides, the high-class housing models within block-type detached housing areas are typical projects that the private sector generally promotes, and the construction cost was found to be most expensive with 910 million won per house. In order to enhance the business value of the Korean-style housing development, collectivization such as choice of location, diversification of demand classes, optimization of house sizes, and combination of uses is needed. And in order to adopt Korean-style houses in the detached housing sites, the adjustments and division of the existing planned plots are needed, and the strategies to cope with new demand through supplying Korean-style housing types of sites can be suggested. Also breaking away from the existing uniform residential development methods, the development method through supplying original land that is natural land not yet developed besides basic infrastructures (main roads and water and sewage) can be considered, and as the construction of more than 1~2 stories building is impossible due to the structure of Korean-style house roof and furniture. So it can be suggested that original land in the form of hilly land is considered to be most suitable to large-scale development projects.

  • This study develops a GIS-based system which examines the adequacy of the Groundwater development project before the actual designing of the project. Using the system developed here, we can transfer simulation results obtained by WHPA regarding Groundwater levels in new development projects into GIS. We can also judge whether a Groundwater development project should be permitted through examining overlaps of the effects of the development and comparing with other pollutants. Since a two-tiered system which shares DB using inter- and intranets is developed, all the departments in the ministry of agriculture and forest and the agriculture base corporation can share accurate, reliable and latest information related to Groundwater.

Economic and Technological Feasibility Study on Pre- and Post-Consumer Recycling of Disposable Diaper in Korea (국내 폐 기저귀 재활용의 경제적, 기술적 타당성 분석)

  • An extensive literature survey and personal communication with relevant experts made it possible to understand economic and technical feasibility of disposable diaper recycling. Commercial level of soiled diaper recycling technology is currently available from a Dutch company, Knowaste Co., who owns a proprietary separation technology of the pulps, plastics and super absorbing polymer (SAP). In Korea, on the other hand, pre-consumer diaper recycling technology without material separation at its infancy converts manufacturing scraps into refuse plastic fuel (RPF), container/truck cargo boards or automobile boards/sheets. Although previous studies on feasibility of post-consumer recycling in Korea showed mutually contradictory implication, it was found out in this research that significantly positive economic feasibility can be obtained with pre-consumer diaper recycling. Subsequent recycling R&D including pre-consumer scrap and policy support may expedite 'Establishment of Sustainable Society.

  • This research proposed a new method to evaluate the objective validity to launch smart transportation services that various stakeholders are complicatedly inter-connected. First of all, we have designed the fundamental business model to form the smart transportation services and defined the stakeholders taking part in the services. Also, the criteria to evaluate the economical validity has been proposed based on the relationship among stakeholders. Especially, in the case EV drivers and charging service providers, the economical validity depends on the scale of spreading. Therefore, we have compared the two extreme scenarios, the poor and stable level of EV spreading. According to the result, it may be said that EV drivers and charging service providers cannot be guaranteed the economical validity due to the burden of initial investment. On the contrary to this, suppliers of EV and charging gears may secure more than a certain level of profit. In addition, the government may have great profit due to reducing the CO2 emission and cost for importing energy sources. Therefore, it is needed to enhance the level of supporting EV drivers and charging service providers at the first stage. Also, the impact of the ratio of EV and charging service stations on the economical validity of smart transportation should be further investigated.

  • This Research suggested direction of development and analyzed necessity and given condition of CM(Construction Management) operation system of SOC private infrastructure project which is judged to grow up continuously from now on, Direction of development which is suggested in this research is largely there, (1)development of SOC private infrastructure project CM work standard process guide, (2)development of SOC Private Investment project feasibility study Performance standard, (3)checklist of SOC by stages and functionally private investment projects risk. Through this development, later we judge effect not only supply of a model case to artivate CM system but heightening of efficiency in domestic construction industry.
