Cap and Trade 제도 하에서 발전사업자는 탄소배출권 가격의 불확실성이라는 새로운 위험에 노출이 된다. 따라서 발전사업자가 전일 셀프스케쥴링을 실시함에 있어 전력 가격의 불확실성 뿐 아니라 탄소배출권 가격의 불확실성 또한 고려할 필요가 있다. 이에 본 논문에서는 전력 가격과 탄소 배출권 가격의 불확실성을 모두 고려한 발전사업자의 전일 셀프스케쥴링 문제를 고려하였다. 탄소배출권 시장의 거래상당 부분이 발전사업자에 의해 이루어지므로 전력 가격과 탄소 배출권 가격의 상관관계를 고려하여 셀프스케쥴링 문제를 정식화 하였다. 셀프스케쥴링의 결과로 나온 발전사업자의 기대수익과 기대수익의 변동성은 발전사업자의 위험회피정도에 따라 달라짐을 확인할 수 있었다.

첨단생신시스템개발사업과 같은 국가전략으로 추진되는 개발사업에 있어서는, 핵심제품 및 신기술의 연구와 함께 개발성과에 대해 객관적이고 기술적인 평가시스템이 마련되어져야 한다. 본 연구는 이러한 평가시스템을 개발하기 위한 것으로써, 먼저 첨단생산시스템개발사업의 목표달성도를 주요하게 고려하여 평가대상을 시스템, 단위기계, 요소기술, S/W로 분류하고, 개발성과에 대한 평가항목으로 기술성, 신뢰성, 안전성, 경제성을 선정, 내용면에서 평가의 객관성을 보증하고자 하였다. 또한 형식적인 면에서는, 평가의 객관성 및 전문성을 보증하기 위하여 평가형태를 개발수행기업에 의한 자체평과와 위원회에 의한 위원회평가로 나누었으며, 위원회평가를 위해서는 평가자를 기술적으로 지원 할 수 있도록 개발사업에 대한 평가지원 DB시스템을 개발도록 하였다.

Korean government is investing 1.8 billion won on infrastructure and investment on PPP projects constitutes 16.3%. This phenomenon is to promote private investment as well as lessening government burdens of public budgeting. However, the only criterion to be considered is government financial status in selecting public or private highway investment projects. So systematic decision support model is required in choosing public or private highway investment projects. So, this paper suggests a systematic decision support model for deciding public or private highway investment at the early stage of project planning. Furthermore, this paper identifies key decision variables with respect to economic, politic, project management criterions based on the related literatures and feedbacks from experts. This paper analyzed 30 cases of government investment and PPP projects and got the survey result from highway specialists. As a result, this paper presents an interval with respect to economic criteria using mean and standard deviation and a logistic regression equation which can predict the possibility of PPP project. Through this study, decision maker of central or local government can decide public or PPP highway project more systematically and reasonably.

본 연구는 1주기 전문대학혁신지원사업에 참여한 전문대학 중에서 주요 대학의 혁신 사업목표 및 프로그램의 주요 핵심어들을 분석하여 향후 혁신지원사업의 방향과 성관관리 방안을 도출하는 것이다. 2주기 혁신지원사업은 학령인구 급감과 사회변화에 대응하여 대학의 경쟁력을 추진하는데 있다. 본 연구의 대상은 1주기 전문대학혁신지원사업 자율협약형 전문대학들 중 50개 대학의 사업목표 및 프로그램의 핵심어 및 연결성 등을 분석하여 워드클라우드로 제시하였다. 본 연구자는 본 연구결과에 기초하여, 각종 정부재정지원 사업 계획서를 분석하여 그들간의 중복성과 연계성 등에 대한 후속 연구를 진행할 계획이다.

사업에 미치는 환경적 요인들이 점점 다양해짐에 따라 사업평가에 있어서 사업 자체의 성과뿐만 아니라 기업의 환경과 특색까지도 고려할 수 있는 에이전트의 필요성이 부각되고 있다. 본 연구에서는 사업의 타당성 검토와 진행패턴 분석 시 기업의 특수성이 반영된 평가요인과 사업형태의 분류에 따라 에이전트가 각기 다른 방식으로 동작하도록 설계하였다. 본 에이전트는 사업유사성 분석방법으로 판별 분석과 획득가치 접근법을 사용함으로써 유사한 기존사업의 진행패턴과 성과패턴 및 정보를 경영자나 사업담당자에게 보다 직관적으로 제공할 수 있다. 이러한 방법은 경영자로 하여금 기존 시스템 하의 일관된 방식에 의한 평가의 오류를 줄이는 데 도움이 될 것으로 기대된다.

전력산업 구조개편 이후 여러 가지 형태의 새로운 전력시장 참여자가 나타났다. 지역 에너지 사업(CES : Community Energy Service) 사업도 이러한 새로운 시장참여자의 하나로 소비자에게 전기뿐만 아니라 열과 냉, 난방 서비스를 동시에 제공하는 역할을 수행한다. 대부분 분산전원 기술을 이용하는 지역 에너지 사업은 기존 발전 사업자들이 경험하는 환경문제나 대규모 투자에 따른 위험을 피할 수 있는 새로운 전력사업 형태로 각광받고 있다. 또한 송전망의 부담을 주지 않고 소비지에 인접하여 전력을 공급할 수 있기 때문에 송전망 투자도 절감할 수 있는 장점을 보인다. 본 연구는 지역 에너지 사업의 편익을 알아보기 위하여 부하 모델링을 통하여 지역 에너지 사업의 운영 경제성을 평가하였다. 특히 연료인 천연가스 요금과 전기부하의 변화에 따른 경제성 변화를 평가하여 민감도를 분석하였다.

창업활성화와 중소기업의 안정적인 성장을 유도하기 위해 다양한 지원 정책이 추진되고 있다. 정부에서는 조세 금융의 직접적인 방법과 지원 사업을 통한 간접적인 방법으로 효과적인 지원을 위해 노력하고 있다. 그러나 정부의 창업정책에 대한 견해는 여전히 팽팽하다. 지원의 필요성에 대해서는 공감하고 있으나. 지원 방식과 지원사업의 실효성에 대해 논의가 이어지고 있다. 이에 따라 본 연구에서는 정부 창업지원 사업에 대한 중요도와 만족도를 평가하고자 한다. 이를 위해 정부 창업지원 사업을 경험한 ICT 창업 기업을 대상으로 설문을 수행하였으며, 이 중 128개를 대상으로 GAP 분석 및 ISA 분석을 진행하였다. 이를 통해 실제 지원 사업을 체감한 기업의 의견을 반영하여 현실성 있는 보완책을 제언하고자 한다. 본 연구 결과를 바탕으로 정부 창업지원 사업에 대한 개선 방안을 제언하여, 정부 창업지원사업의 질적 수준을 개선하는 데 기여하고자 한다.

We have analyzed technology transfer and commercialization process and factors affecting the outcomes of technology commercialization of public research institutes in Korea. A technology commercialization process model was presented as an input, intermediate outcomes/capabilities, output (outcome) structure using the structural equation model. Input variables include R&D input, technology commercialization strategy/support, collaboration, social capital. The model also includes R&D capabilities and technology commercialization performance as intermediate variable and output variable respectively. The technology commercialization performance was measured as the number of technology transfer and spin-off. We conducted survey and 88 institutes responded. Empirical results show that R&D input influence R&D capabilities and R&D capabilities influence the output of technology transfer and commercialization. Collaboration activities and social capital also appear to have a positive effect on the output. However, the effect of strategy and support on the output appear to be not statistically significant.

방사성폐기물 처분 사업을 둘러싼 논란은 지난 50 여년간 국내외에서 계속되었다. 세계 각국은 뛰어난 과학 기술의 도입과 대규모의 홍보에도 불구하고 많은 경우 처분 사업의 실패를 맛보았다. 그러나 핀란드, 스웨덴 등 일부 유럽 국가들은 다른 나라들에 비해 비교적 적은 예산과 기술 인력을 투입함에도 불구하고 부지 확보 및 안전성 확보에서 괄목할만한 성과를 거두고 있다. 본 논문에서는 이러한 현상에 주목해 방사성폐기물 처분 연구 사업에서 쌍 방향 대화의 중요성을 간파하고 이를 적용하는 방안을 연구한 유럽 연합의 RISCOM II 프로젝트 중 프랑스, 핀란드, 스웨덴 사례에 대해 살펴본다.

With the expansion of internet diffusion, the digital content industry in such sector game, animation and e-learning shows rapid growth and, accordingly it becomes important for policy makers to provide its technical R&D directions ensuring successful commercialization. This paper provides details on the business and industry assessment, and further, proposes substantial support over industries as well as academia. The Business Opportunity Engineering(BOE) process, revised and systemized assessment frame of the seven steps of SRIC-BI process, has been applied to assess and compare the digital content business and industry.
