최근 정부 R&D 방향을 보면 정부출연연의 역할은 중장기, 대규모 신규사업발굴에 초점을 두고 있으며 출연연 자체적으로 연구기획에 많은 투자와 노력을 하고 있다. 하지만, 출연연 주요사업 연구개발계획서에 철저한 준비가 되어야 함에도 기획 전문지식이 체계적으로 축적되지 않았으며 연구기획에 대한 좋은 본보기를 요구하는 연구자들이 지속적으로 이어져왔다. 이에 본 연구에서는 논리적이고 심도있는 검토를 거치는 사전평가 과정인 국가연구개발 예비타당성조사 사업을 본보기로 제안하며 주요사업 기획에 도움이 되는 평가항목들과 내용을 메타분석하고자 한다. 이를 위해 KISTEP에서 공개한 예비타당성조사 보고서의 평가항목들 중에서 출연연 주요사업에 적용될 수 있는 기술적 타당성 평가항목들을 선별한다. 그리고, 선별된 평가항목들끼리의 내용분석을 통해 사업 타당성에 대한 지적사항을 항목별로 정리하여 시사점을 찾아내고자 한다. 본 연구를 통해 주요사업 대규모, 중장기 연구기획 시 실무적으로 도움이 될것으로 기대한다.

Nowadays, there has been extreme competition due to market reduction in the domestic construction industry. In this situation, Korean construction companies are focused in the area of planning development housing project, which should maximize profit for a project. The most important step in this project is the business planning stage which judge whether it could come true or not. Each company has its own planning process model, but there hasn't been any standard model for the business planning process. To solve this problem in Korean construction companies, this study identifies the existing business planning process in the domestic construction companies finds out its problems, and suggests solutions for thorn. And Finally a business planning process model is proposed for success in development housing projects.

The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

In Korea, demand for the Social Overhead Capital(SOC) projects has tremendously increased since 1970's and is expected to keep growing to support national economic development as well as to enhance the quality of life. In these projects, project planning and feasibility study phase is one of the most critical phases because it determines the success of later phases. However, we have experienced trial and errors repeatedly such as cost overruns and schedule delays in many of the SOC projects. These problems can be prevented or at least expected in the earlier phase and it requires well-developed and standardized project planning process and systems before design, procurement, and construction phases begin. Therefore, the purpose of this research is to investigate current problems in this phase and provide framework for a model for the project planning management which can be used for the SOC projects to insure the whole project success.

승자독식(Winner Takes All)이라는 글로벌 경쟁원리로 인해 세계 주요 국가들 사이에 R&D 경쟁이 갈수록 치열해지고 있다. 이에 우리나라에서도 R&D 지원 확대 및 다양한 정책기획 활동 등이 전개되었다. 이러한 노력에도 불구하구 국가 차원에서 기획 및 정책조정이 효과적으로 추진되지 못하고 있으며, 국가연구개발사업 차원에서는 "기획의 양척 과다와 질적 부실"이라는 비판이 제기되고 있다. 반면에 기술 융복합화의 가속화 등 R&D 환경의 불확실성은 더욱 높아졌으며 국가연구개발사업의 규모 증가와 함께 연구기획의 복잡성은 더욱 더 높아졌다. 최근에는 국가 차원의 비전수립과 중장기 정책기획에 기초하여 사업기획과 과제기획을 연계 수행하는 등 기획을 통해 과제를 도출하는 하향식 접근이 강조되면서 기획의 중요성은 더욱 커졌다. 최근 연구기획의 새로운 기법으로서 정보분석 방법론(Information Analysis Method)이 대두되고 있다. 국가연구개발사업의 효율적 기획을 위하여 기존 기술기획 위원회(Peer Review) 방식 외에 정보분석 방법론을 통한 보완이 필요하다. 본고의 목적 크게 두 가지로 설명할 수 있다. 첫째, 현재 진행되고 있는 연구기획 및 연구기획 방법론으로 기장 많이 활용되고 있는 전문가 위원회의 한계를 제시하였다. 둘째, 최근 대두되고 있는 정보분석 방법론과 정보분석 시스템 구축, 그리고 이를 활용한 10대 기술(반도체, 디스플레이, 디지털 망원전파, 이동통신, BcN, 차세대 컴퓨팅, SW솔류션, 디지털콘텐츠, 임베디드 SW, 지식정보보안)에 대한 유망기술 발굴 실증분석을 실시하였다.

The aim of this study were to investigate the process of national R&D project planning by using the industry quantitative analysis(especially supply-chain enterprise ananlysis). In the selection process of funding project, the role and significance of the industry analysis can be identified as the effective guideline of using this methodology. Across the study, the following is noted : the factors of R&D effectiveness and R&D necessity are found reliable and valid. On the other hand, the emptiness of supply chain and the positive effect of foreign trade balance did not influence the selection of project. The information gained from this study will help us to define better expectations and industry analysis employing to the National R&D Project Planning.

최근 자판기 분야의 심각한 불황의근본적인 이유는 자판기의 사업성이 과거만 못하기 때문이다. 자판기 운영수익성이 기대대로만 나와 준다면 시장이 불황일 이유가 없다. 하지만 영업용기기로서의 기대 수익성이 운영자들을 만족시키기 보다는 불만을 더욱 크게 하는 게 최근의 현실이다. 더욱이 소비자들을 기망하는 자판기 판매가 횡횡해 자판기 사업은 믿을 수 없다하는 불신마저 가중되고 있다. 이렇다보니 자판기 사업에 대한 투자심리가 점점 위축이 되고 이는 산업 전체적인 매출감소, 시장 불륨의 축소로 이어지는 악순환의 연결고리를 형성한다. 시장이 이렇게 악화되기 까지는 부실한 자판기 기획유통이 결정적인 역할을 했다. 소비자와 상호신뢰보다는 판매자의 이익만을 챙기는 기획 유통이 팽배해져 자판기 사업에 대한 부정적인 인식이 확대되어 왔다. 그렇다면 과연 자판기 기획유통의 문제점은 어디에 있는 가. 또한 어떻게 해야 제대로 된 흐름을 형성하여 내실 있는 자판기 사업성을 회복할 수 있을 까. 국내 자판기 기획유통이 산업계에 손실이 아닌 이득으로서 재정립되기 위한 과제들을 조명해 봤다.

SMEs in Korea have increased their investment in R&D as they have recognized the importance of technology development. However, Korean SMEs have been lacking in technological competencies and commercialization capabilities. Also, SMEs often have difficulties in technology planning and preliminary research in R&D process. Under this background, this paper analyses the effects of SMEs' technology planning competency on the success of their commercialization, as their low technological competencies are due to the low capabilities of technology planning. The result shows that SMEs' cooperation partnership and market orientation are significant determinants to the success of their technology commercialization. The study used logistic regression analysis model.
