This study attempts to analyze estimating process and the level of information performing literature review and questionnaire and identify phased influence factors on construction cost using phased information of project and suggests framework of approximate estimation model at the planning and design stage. This paper suggests phased influence factors on construction cost and framework of approximate estimation model for integrated project cost management.

Creative economy has been characterized by ideas popularized commercialization. The commercialization of the idea is to develop a creative economy virtuous circle tool, entrepreneurship and start-ups for this serves as a key driver of the creative economy. Convergence, complex thinking and creative planning ability is always a lot from the 20s came a young man. So young age of entrepreneurship and entrepreneurship education, and is easily capable of founding a new culture is created by the right products and services they lead the more outstanding talent in the way of entrepreneurship creates even young and energetic national economy. Such a wide range of system implementation and curriculum development to complete the creative economy with ecology is also a very critical situation. The development of a systematic entrepreneurship curriculum that promote creative thinking and planning ability for creative convergence of economic times is a top priority. The present study considered that the early stages of convergence entrepreneurship program presents a convergence process of entrepreneurship education through a process-oriented research based on statistics.

정부에서는 다가오는 2000년대에 우리나라의 과학기술을 선진 7개국 수준으로 진입시킴은 물론 기술개발을 통한 국가 경쟁력의 확보를 목표로 여러 기술분야에 걸쳐 HAN(highly Advanced national) 프로젝트를 기획하고 1992년부터 기술개발에 착수하였다. 현재 국가 초고속 정보통신망 기반 구축사업의 일부로 추진되고 있는 HAN/BISDN 프로젝트는 통신망, 교환, 전송, 및 단말 분야로 나뉘어 초고속 정보통신망의 구축에 소요되는 다양한 장치들을 단계적으로 개발할 예정이다. 장기간에 걸쳐 여러 기관들이 다양한 장치들을 공동으로 개발하게 되는 이러한 대형 프로젝트의 경우 개발 결과물을 통신망에 적용하여 사업화하기 이전에 검증하기 위한 통신망 테스트베드(Network Testbed:NTB)의 구축과 운용이 절실히 필요하다. 본고는 이러한 NTB의 목적 및 필요성 등에 관하여 언급한 뒤 세계 여러 나라에서 구축 및 운용되는 테스트베드들의 사례를 살펴보고, HAN/BISDN 프로젝트중 NTB 구축 계획에 관하여 기술한 것이다.

우리나라 전자정부 추진 과정 중에 드러난 문제점들은 정보화 투자의 비효율성, 일관성 결여 및 중복성, 정보화 수요의 폭발적 증가에 따른 양적인 대응의 한계, 전산환경 운영의 비효율성 등으로 요약될 수 있다. 이러한 문제점들은 범정부적인 정보자원에 대한 일관된 관리운용체계의 확보를 통해 해결될 수 있다. 점차 경량화되는 정부가 혁신된 정보자원 관리운용체계를 효과적으로 유지하기 위해서는 이를 뒷받침하는 지원 기능이 강화되어야 한다. 본 연구에서는 우리나라 차세대 전자정부 추진 목표로 완전 통합 단계의 달성을 상정하고, 그 방안으로 국가정보기술원의 역할모형을 제시하였다. 국가정보기술원은 정부가 추진하는 모든 정보화사업이 일관성있고, 효율적으로 진행될 수 잇도록 국가정보화에 필요한 전반적인 기능들을 섭렵하여 지원하는 전담기관으로, 정보화기획, 정보화사업관리, 정보자원 운영, 국가표준관리, 감리 및 평가 동의 기능을 수행한다. 특히, 본 연구에서는 범정부적 정보인프라의 통합운영을 담당하는 국가정보센터의 모형을 제시하였는데 국가정보기술원은 이를 통해 정보자원 운영 기능을 수행하게 된다. 본 연구에서 제시된 국가정보기술원의 역할 모형은 정부의 정보자원 관리운용체계를 혁신하고, 유지하는데 필요한 기능을 충분히 수행할 수 있을 것으로 기대된다.

Define the importance and role of the acquisition strategy based on the Defense Acquisition Management System, diagnose and analyze the actual state of document preparation. We analyzed the timing and details of the basic strategy of the project in 2015 and suggested a supplementary plan to improve the efficiency of Military force improvement projects in conjunction with the Defense Planning and Management System. It is necessary to reduce the preparation period including the policy decision making process and then divide it into planning and programming stages to complement the role of acquisition strategy. In order to apply these improvements, the necessary revision of laws and regulations to be reviewed is referred to, enabling continuous research.

In spite of increased R&D budget, the government has not produced outstanding and notable outcomes that have widespread effects on industries and economies. Lacking of solid planning for the R&D projects before they implement is one of the leading reasons. This study conducted case studies for the R&D projects implemented in Korea and other foreign countries, and made suggestion on how to improve the planning practices for the large-scale governmental R&D projects. The purpose of this study is to provide an implications on the policies about the nation-wide R&D planning system.

새로운 원자로를 우리자체의 역량으로 개발하는 데에는 막대한 자금과 인력, 그리고 장기간이 소요되고 관련 산업계에 미치는 영향도 지대하므로, 각계 의견을 최대한 수렴하여 단계적으로 추진하여야 할것이다. 우선 전반적인 연구개발 계획의 수립을 위하여 연구기획 조정위원회를 구성하고 연구개발 단계별 목표와 수행체계를 신중히 설정하고자 한다. 특히, 연구개발계획의 최종목표 달성 여부를 입증할 수 있는 실증로의 개념을 Prototype Reactor으로 할 것인지, 또는 Demonstration Reactor로 할 것인지를 신중히 결정해야 할 것이다. 또한, 전문인력 수급 차원에서 현재 추진되고 잇는 원전 표준화 사업을 고려하여 연구개발 계획에 의한 소요인력 집중 시기를 조정할 수 있어야 할 것이다. 한편 우리나라 원자력 기술기반은 주로 가압경수로 기술로서 차세대 원자로 기술개발에 무리없이 연계될 수 있겠으나, 새로운 기술개념에 대한 기술화보를 위하여 국제적인 연구개발계획에 가급적 적극참여하여야 할 것이며, 차세대 원자로 개발계획을 통하여 우리나라 원자력계에 종사하는 산.학.연 전문가 모두의 지혜와 잠재력이 결집될 수 있는 계기가 될 것을 바라마지 않는다.

Cost Estimate for alternative in design phase of construction become criterion for profitability and feasibility analysis of projects. Initial design phase performed schematic estimate based on similar data in the past. The quantity take-off according to estimators experience and calculation method are occurred different or missing. IT (Information Technology) technology evolution has been promoting BIM technology in construction. It is changing the paradigm of planning, design, construction and maintenance phase throughout the construction project. A number of studies have been attempted to apply BIM technology in the construction. In this paper, we propose schematic estimation framework linking standard format IFC (Industry Foundation Classes) and estimate related knowledge. As a result, it performs a cost prediction for decision-making in the design phase, and expected to overcome the limitations of previous studies. In addition, it is possible actively coping with changes.

The considerable budgets for the 2nd-phase NGIS projects are allocated to the projects for developments of the GIS applications. Especially, the 78 local governments are major users of GIS application systems. In spite of GIS necessity in local government, whether a GIS is 'good' or bad, depends on its implementation and operation. How to implement GIS in effective wav and how to measure GIS effect for justifying GIS funding can be major concerns. Because it takes minimum 3-4 years to equal the costs and benefits of GIS, the long-terms implementation strategies for GIS project in local government are required. In order to establish a proper implementation model for the GIS application projects and to promote activities in the projects, this study considers several problems in accordance with the phases of GIS evolution and solutions of these problems. Based an the GIS auditing and consulting experience in local governments, this study constructs a GIS implementation and maintenance model in long and comprehensive perspective. This model can be a key to affective and realistic implementation for the future GIS projects.

Recently, the government recommend the use of LCC analysis at a feasibility phase by comprehensive countermeasures for efficient public construction projects and comprehensive countermeasures against preventing unconscientious construction. From the end of 1980's, studies of LCC is in progress actively However, it is difficult to put to practical use for lack of a process, a detailed guideline and existing data about LCC analysis. This study proposes a analysis methodology and a cost model can estimate life cycle cost for Buildings. Furthermore, it develops algorithms for computerizing which is able to estimate efficient LCC assessment.
