  • Recently, it becomes more important to carry out the feasibility study on government R&D projects since the amount of R&D funds increases. For this purpose, until so far the general framework on the preliminary feasibility study for government driven research projects has been built and modified, and well applied to several domains. However, there is still the limitation in applying the method of preliminary feasibility study to system development research projects. The system development research projects have many different features compared to general research projects, for example, long-period development, lots of stakeholder involvement, multi-disciplinary works, and so on. Considering these characteristics, it is necessary to improve the method for the preliminary feasibility study. In this vein, this study deals with looking into the improvement points of the preliminary feasibility study in terms of the application of the system development projects.

  • This research has its objective in searching for a management plan that is stronger than existing plan for the regional development project in time for the execution of "Regulations on Regional Development and Support". Accordingly, the following plans for improvement are suggested to make improvements in lack of regional development projects management awareness; absence of integrated management system; and lack of reliability in project management information. Firstly, the management of regional development project needs to be operated as a system for project evaluation management based on related legislations. Secondly, various information of regional development project should construct a database, which becomes an information system that can be utilized by the central government and regional governing organizations. Third, to promote efficiency in regional development project management and expertise, it is necessary to prepare a project management system utilizing professional outsourcing organizations and such. Lastly, it is necessary to improve the work environment to enhance the expertise and the responsibilities of those government officials in charge of the project.

Problems and Solutions for the Private-funded Railroad Station Project Management (철도 민자역사 사업수행체계 개선방안)

  • Recently, there are growing concerns on the introduction of private financing in railroad station construction project. But private-funded station project does not have the efficient delivery system. This study is focused on the recommended solutions about the private-funded station project management. Through the literature survey and interview, it is investigated and analyzed that project management has the problems. The problems are classified as 2 areas: law & regulations and job practice. The problems in law & regulations are a lowing on the profitability, and an unreasonable project team selection process. Job practice has problems such as delaying in authorization process, and inferior feasibility analysis. The study suggests several recommended solutions related to the problem areas. That are as follows: the efficient return of investment system, the project financing system, the professional project management, the benchmarking team operation, and the cut down on discussion period

  • 공공부문의 정보화 사업의 중요성에도 불구하고, 공공기관의 정보시스템을 효율적으로 발주 ${\cdot}$ 관리할 수 있는 체계가 정립되어 있지 못할 뿐만 아니라, 정보화사업은 계획 ${\cdot}$ 심의 ${\cdot}$ 사업기획 ${\cdot}$ 사업발주 ${\cdot}$ 사업관리 ${\cdot}$ 성과평가 동의 일련의 발주체계의 전문성 미흡으로 발주자의 사업수행상의 어려움뿐만 아니라 이를 실질적으로 수행하는 수주업체에도 커다란 영향을 미치고 있어 발주기관과 수주업체간의 절차상의 문제발생 사업결과에 대한 책임 한계 불분명 둥으로 법적인 문제가 발생되고 있다. 또한, 국가, 공공기관 등은 모든 사업의 절차가 법과 제도에 근거하여 수행되고 있는데 소프트웨어 등 지식기반사업의 경우에는 법과 제도가 사업의 특성을 반영하지 않아 S/W사업 수행에 어려움이 상존하고 있어, 기술적인 발주 ${\cdot}$ 체계 개선과 더불어 법 ${\cdot}$ 제도의 개선이 요청되고 있다.

  • The construction project is largely exposed to much more risk events over the project life cycle due to its complexity and size than the other industries. Therefore, the construction risk management process to identify and response the risk events is not only performing acutely but also proceeding systematically. The risk identification phase in the risk management process is to identify various risk events and define its characteristics. At this phase, the risk identification system is very useful tool to identify every possible risk events in the project. This study shows some problems of the existing risk identification system and proposes the modified risk identification system based on the project phases and the contract bodies, and also suggests partial but more enough detailed risk checklists to be implemented in the actual risk identification phase than any other existing risk breakdown systems to be examined at this study.

  • For successful projects, Project Management Information System(PMIS) using the formal systematic processes is necessary. Because the existing PMIS focuses on low-level project management, the life-cycle administration of the projects is required. In this dissertation, I describe not only the processes for managing a project with the top-down approach(a hierarchical goal setting of the project outcome), but also PMIS which can control whole processes of R&D projects. The PMIS described in this dissertation can reduce the workload of project management by providing user-adaptive environments and linking with related systems, so can be helpful to enhance the efficiency of the project management. And, it is expected that these processes can be the standard project management processes which are adaptive to various types of projects.

  • Market failure occurs when Pareto efficiency is not achieved through market mechanism. In order to solve this problem, government intervene market; paying great attention to the optimum state of resource allocation. However, as the size of government investment in R&D goes up, many professionals emphasize the importance in efficient management system. This work is the result of exploratory study to look into life-cycle management of governmental R&D program. Literature reviews and empirical research on governmental R&D programs elicit improvements for effective life-cycle management of governmental R&D program as follows: consistent discrimination between capital expenditure and recurring expenditure, dual management system by spending properties, implementing total cost management system in capital expenditure, and discrimination between preliminary feasibility study with confirming total program cost in recurring expenditure.

  • 정보시스템의 개발전략에는 대표적으로 총괄적, 점증적, 진화적 개발전략이 있다. 현재 규모가 큰 사업의 경우, 점증적, 진화적 개발전략을 사용하여 정보시스템을 개발하고 있지만, 개발전략을 적용하기 위한 세부적인 지침이 너무 일반적이거나 부재한 것이 현실이다. 또한, 개발전략에 따른 개발 수명주기 단계별 산출물 관리 체계의 효율성 저하로 사업관리에 어려움이 있었다. 따라서 효율적인 정보시스템 사업추진 및 관리를 위해서 개발전략에 대한 세부적인 지침과 개발 산출물에 대한 관리체계의 필요성이 제기되고 있다. 본 논문에서는 점증적, 진화적 개발전략에 대한 일반 지침을 제시하였고, 개발전략에 따른 개발 수명주기 단계 산출물을 효율적으로 관리하는 체계를 제안하였다.

  • Construction project become larger and more complicated. Korea go through government complex relocation Mega-size program including many sub-projects which were complicated, long-term, and need extensive funding. Effective change management is very important for this kind of mega-project since it has many stakeholders and can't avoid continual change of schedule, budget, etc. Especially, change management process and system is very important for program success. When each project have changes, program is impacted by these changes. So, Change management is very important for effective program budget and time management. This study try to develop change management process and framework considering continuous changes in project level for effective program management. In addition, this study developed change management system and applied it to new mega-size program and analyze the effectiveness.
