This study tried to analyze the validity of current teacher's evaluation systems to evaluate teacher librarians. The result is as follow: The current teacher evaluation system has the low validity to evaluate the expertise of teacher librarians, and the result of using this evaluation system, must be unfair to teacher librarians. This study will suggest alternatives on an appropriate evaluation item to strengthen teacher librarians' expertise and accountability.

With the introduction of new teacher evaluation system, teacher librarians' evaluation indicators and questions were presented for the first time. The purpose of this study is to review the validity of current indicators and questions and to develop new one, based on it. The result is as follows : Current indicators mainly focus on the management of school library facility and collection, not on teacher librarians' educational activities and have the low validity to evaluate the expertise of teacher librarians. As a result, this study will suggest new evaluation indicators and questions to evaluate their expertise appropriately.

This study is to examine the basic structure of the professional development of school librarians and to analyze the national evaluation standards, and the states' evaluation tools and self-assessment tool currently used in the United States. The result is as follows: the structure of the school librarians' professional development processes, such as curriculum, certificate, and evaluation, have been affected by the national school library standards published by AASL. NBPTS's Library Media Standards and AASL's Learning4Life evaluation system are proposed as the representative national standards. Many states have developed their standards and tools to evaluate school librarians' performance, these standards are related to the national standards. AASL published A 21st-Century Approach to School Librarian Evaluation for school librarians' self-assessment in 2012, this workbook shows a specific way of developing their expertise.

This study aimed to analyze teacher librarians' perceptions of the importance and performance frequency of their roles inherent in the indicators and items for teacher evaluation and to determine their appropriateness. The results revealed that most indicators and items are appropriate for evaluating teacher librarians' job performance, but some items need to be revised to properly reflect teacher librarians' job tasks. Specific recommendations for their improvement were discussed.

This thesis presents the methods and tool development of performance assessment as final stage for information literacy instruction of teacher-librarians. The evaluation is an important part in information literacy instruction of teacher-librarians in the school libraries. But until now, there is little research on evaluation methodologies in the instructional activities of teacher-librarians. There is only evaluation domain presented in the primary and secondary 'Information and the Library' curriculum. To develop an evaluation model as a base for measuring performance assessment related to teacher-librarians is important. The goal of this thesis is to provide teacher-librarians with basic principles to develop many kinds of performance assessment tools in their own instructional activities.

This study is to search Korean teacher librarians' perception level of expertise and to grope for effective alternatives to promote their expertise, based on it. The result is as follows: Although Korean teacher librarians were well-educated on the information management and its related expertise, they consider that, in site, the expertise on school library education and its management is more important. As a result, this study suggests the law amendment of training teacher librarians, and the improvement of their selection system and in-service training.

This study is to analyze teacher librarians' awareness about the performance-based pay system, their job satisfaction and the relationship between the two in an attempt to help make the pay system serve as catalyst in creating a positive competitive climate in the teacher community and boosting the qualifications of teacher librarian. As a result, the teacher librarians' grades were 4.1% in S, 27.5% in A, 62.5% in B, and 5.9% in the exception of incentive. The teacher librarians' awareness of the performance-based pay system level was only 2.15 point out of 7, and their job satisfaction level was 4.60 out of 7. The teacher librarians' were more satisfied with performance-based pay, participation, fairness of evaluation criteria, fairness of evaluation process and results. In conclusion, higher awareness of the teacher librarians' performance incentives showed higher job satisfaction. And we might be able to suggest the improvement plan for teacher librarian evaluation in teacher performance system.

Teachers, parents and students have regarded teacher librarians as a book keeper who doesn't participate in teaching. Consequently teacher librarianship has not satisfied occupational function and qualities of professional workers and teacher librarians' vocational presence appears to be very frail because of school library policies ignoring teacher librarians appointment, the law and system identifing librarinship with teacher librarianship. But its ultimate cause is Library and Information Science Community's attitude of sideliners that doesn't holding teacher librarians oriented preparation programs for their instructional qualification. Thus it is essential for the members of academic communities to recognize teacher librarians as an educational media specialist and develop various curricula in order to strengthen the occupational status of teacher librarians. Also it requires that teacher librarians improve his/her individual ability with self evaluation and increase activities of their professional institutions.

This study reviewed the current status of low-experienced teacher librarians with less than 5 years and attempted to identify their educational needs through IPA analysis, Borich Priority Formula, and The Locus for Focus Model. A survey was conducted on low-experienced teacher librarians with less than 5 years of experience to analyze their process in the pre-service teacher training and experiences before an appointment and to identify teacher librarians instructional expertise. The results of the analysis of the study are as follows. First, there was a statistically significant difference between the importance and performance in all areas of instructional expertise of low-experienced teacher librarians. Second, 'reading education-practice progress' was recognized as a 'Keep up good work' with high importance and satisfaction, and 'library-based instruction planning, progress evaluation', 'information literacy-curriculum design', and 'digital and media literacy education-progress and evaluation' were recognized as areas of 'Concentrate here' through IPA analysis. Third, In the Borich Priority Formula, 'teaching-learning evaluation', 'teaching-learning progress', and 'teaching-learning plan' in the Library based instruction area showed the highest educational needs. Fourth, the library-based instruction was shown to the high discrepancy/high importancy area as same as the Borich Proity Formula. The results of this study can provide implications for improving the instructional expertise of teacher librarians.

Teacher librarians' teaching practice is a major training course to strengthen their expertise. The purpose of this study is to propose more systematic program for effective teaching practice of teacher librarian in Korea. For this, the course contents of teaching practice were derived from the teacher librarians' expertise standards published by Korea Institute for Curriculum and Evaluation. And the survey was carried out to decide which contents are regarded as more important or less. According to four selection criteria and the result of survey, 13 contents were selected. After all, this study proposed teacher librarians' teaching practice program consisted of practice objective, method of guidance, practice material and attentive point.
