Consequence Analysis Using Release Scenario of API-581 BRD for Gas Explosion by Vessel Release (용기누출로 인한 가스 폭발사고에서 API-581 절차의 누출 시나리오에 의한 사고결과 분석)

  • For consequence analysis at a gas explosion by vessel release, release rates, demage areas of facilities, and fatality areas were estimated and analyzed at various conditions(release materials, temperatures, pressures, and vessel types) by using the release scenario of API-581 BRD. Simulation results showed that release rates and consequences in the vessel release were higher than those in the pipe release, and the order of release rates and damage areas was as follows; tank>reactor>drum> column.

  • 격납건물 사건수목 방법은 확률론적 안전성 평가시 격납건물 해석의 핵심을 이루는 부분으로서 계통안전 분석으로부터 파악된 주요 노심용융 사고경위와 격납건물 방호계통의 적절한 조합에 의하여 선정된 발전소손상군을 초기조건으로 하여 격납건물 파손 및 방사선원 방출에 영향을 주는 격납건물 내부에서 발생 가능한 주요 사고진행 과정을 체계적으로 다룰 수 있는 유용한 수단이다. 원자력 안전성 향상연구이후 격납건물의 건전성을 확보하기 위한 많은 노력의 결과 현재까지 격납건물 해석 및 논리체계는 상당한 기술적 진보를 이루어 왔으나 아직도 이를 기술하는 방식에는 논쟁의 여지가 많고, 중대사고와 관련된 여러 현상들을 반영할때 그것의 논리적 타당성을 객관적으로 평가할 수 있는 방법이 아직 확고히 정착되지 못함으로 인하여 격납건물 해석결과에는 많은 불확실성 이 존재한다. 또한 아직까지 기존 방법론에 대한 어떠한 종류의 체계적 분석도 이루어지지 않음으로 인하여 이들에 대한 논리적 한계점을 파악하는 데 많은 어려움이 있다. 본 연구에서는 지금까지 주로 개발, 사용되어 온 다양한 격납건물 사건수목 분석 방법론을 소개하고 이들 각각이 지니고 있는 기술적인 문제점을 고찰하며 이를 바탕으로 격납건물 사건수목이 갖추어야 할 기본논리, 구조에 대한 안내지침을 제시함으로써 효과적인 격납건물 해석 및 방법론 개발에 도움을 주고자 한다

  • 원자력선진국에서의 방사성물질, 특히 핵연료물질의 수송이 활발화되고 있으며 수송물의 종류도 핵분열성원료물질에서 경수로용 신연료, 사용후 핵연료로 다양화되고 있어, 이에 대응한 수송용기의 개발, 사고대책의 정비에 만전을 기하는 노력이 경주되고 있다. 그러나 앞으로는 신형로용 핵연료와 여러 가지 폐기물의 수용이 가해질 것이므로 이를 위한 수송시스템의 개발과 긴급시 대책검토도 이루어져야 할 것이다.

The Possibility and Limit of Risk Management through Technological Fix: A Case Study into the Platform Screen Door (PSD) (기술적 해결을 통한 위험관리의 가능성과 한계: 지하철 스크린도어를 중심으로)

  • This essay aims to look into the possibility and limit of a technological fix with the PSD (platform screen door), which was proposed as the solution of subway risk problems. Subway risk problems may be classified into five categories-on-rail accidents, in-station accidents, platform accidents, spatial risks in underground, and risks due to a crime or terror-, and the platform accidents, which happens at the interface between the rail and the station, is the most serious and prominent. The PSD is considered as an effective technical means to prevent platform accidents. However, there remains a possibility of aggravating unexpected and invisible risks. When a fire breaks out in platforms, especially at exchange stations during the rush hour, the PSD can become a "wall of outcrying", since it may act as the "safety shutter" which killed many people in the 2003 Daegu subway disaster. This is why we need to look into the limit of a technological fix with the PSD.

  • Despite the fact that navigation technology and educational programs were developed and maritime law has been enforced strictly, the number of maritime accidents has not dropped significantly. In order to reduce traffic accidents at sea, the preventive index for maritime accidents is designed and measured to evaluate and visualize the activities performed. The survey module is composed of preventive domains such as education, engineering, enforcement and information. The index was abstracted from the statistics of maritime accidents causes(2010~2012). It can be evaluated by using the newly developed survey modules. It was found that there is some correlation between the index value and the accident rate of maritime traffic. It is expected that this index will become another useful tool to help prevent maritime accidents.

  • This paper aims to find out the statistical characteristics of railroad weather-related accidents and incidents of each railroad line and then reduce the railroad accidents and prepare for the climate change. For this, we used data of KROIS and Korea railroad accidents report during 1996-2008. The results are as follows; Gyeongbu line is the most vulnerable line to railroad weather-related accidents, Yeongdong and Taebaek line are also the vulnerable line. The main railroad weather-related accidents and incidents is a railway obstruction and the next is a signal failure, a power supply failure. The second cause of a railway obstruction was some different for each line, but the main cause was a collapsed roadbed. We knew that the cold front accompanied with a heavy rainfall for a short time is the main weather pattern which cause the railroad accidents.

  • The marine accident investigation of Korean Marine Safety Tribunal does not keep up with the international rule and guideline. Also there is no manual for a proper investigation into the marine accident. This study analyzed the investigation system and manual of Korea. USA and Japan etc., and proposed the new investigation system and manual of KMST including the inquiry guideline according to the type of marine accident.

  • The IoT environment is very vulnerable to security threats, and if an intrusion occurs, it can cause great damage. In order to strengthen the security of the IoT environment, a curriculum that considers the characteristics of the IoT environment is needed. In this paper, we propose a curriculum model for cyber incident response in the Internet of Things environment. The proposed curriculum model was designed as a model for security threats in the IoT environment, types of intrusion incidents, and incident response procedures. The proposed curriculum model is expected to contribute to improving security awareness in the IoT environment and fostering cyber incident response experts in the IoT field. The proposed curriculum model strengthens the security of the IoT environment and is expected to be safe through security incident response in the IoT.

An Analysis of Accidents in the Expressway Structure Construction (고속도로 구조물공사의 안전사고 특성분석)

  • The expressway construction work is being recently diversified even the working environments and the working kinds due to getting large scale, complexity, and high technology. The accidents are increasing according to large scale even in construction equipment and to a rise in high-ground work, thereby being required an effort of reducing accidents. However, it is insufficient in a means of coping with the technically safety management of using specific and scientific method. In order to prevent accident, a specific plan is needed that can apply each in variables to safety management by analyzing the accident types and accident factors with statistical method. Accordingly, this study carried out investigate on accidents for 12 years in the expressway construction work, and aimed to analyze characteristics on the accident type and conversion disaster-victim number according to factors with occurrence of accidents. Thus, the empirical analysis was performed. As a result of research, first, as a result of verifying significant difference with accident type by accident factor, the significant difference was shown between a cause for occurrence of accident and height with occurrence of accident. Second, among factors by period, the time with occurrence of accident was indicated to have significant difference from conversion disaster-victim number. Among factors by work condition, the cause for occurrence of accident, the height with occurrence of accident, and the type with occurrence of accident were indicated to have significant difference from conversion disaster-victim number. What suggested by analyzing characteristics in these factors and variables has important significance as a countermeasure for safety management.

  • 본 연구는 현장 분진포집에 의한 도전율측정과 전기설비 위험을 평가한 것이다. 현장에서의 분진발생은 전기설비에 악영향을 주어 전기설비의 운영시 발생되는 것과 주변환경적 요인에 의해 발생되는 분진이 주를 이루고 있다. 현장에서 포집된 분진으로부터 분진의 종류, 도전율 특성에 의해 전기설비가 영향을 미칠 것으로 판단되었다. 또한 일부 부식성 가스에 의해 노출된 전기설비의 위험성을 분석하고 관리기준을 마련할 필요가 있는 것으로 나타났다. 분진의 종류에 따라 사고의 과정은 빠르거나 오랫동안 지속되었다가 발생되는 근원적 원인을 규명하고자 국내현장에서 분포되고 있는 분진의 종류와 특성 분석과 관련규정을 검토하고 현장실태에서 나타난 문제점을 검토하여 분진발생지역에서의 전기설비 안전관리를 위한 기준마련에 이용될 것으로 기대된다.
