Development of Economic Analysis Indicators and Case Scenario Analysis for Decision-making support for Off-Site Construction Utilization of Apartment Houses (OSC 활용 의사결정 지원을 위한 경제성 분석 지표 개발 및 사례 시나리오 분석 - 공동주택 PC공법을 중심으로 -)

  • Recently, the Ministry of Land, Infrastructure and Transport presented the '6th Construction Technology Promotion Basic Plan' and 'Smart Construction Revitalization Plan (2022.7.20)'. Off-Site Construction (OSC), which involves construction and production of PC (Precast Concrete) and Modular, etc., has advantages in shortening the construction period, reducing costs, improving quality, reducing construction waste, and reducing safety accidents. However, the construction cost is high compared to the traditional RC construction method, which has hindered its utilization and spread. In this study, OSC utilization was improved. An economic analysis indicator and methodology that can support decision-making in the planning and design stages for multi-unit housing were proposed. The factors used in the economic analysis of OSC (based on the PC method) of apartment houses were reviewed. As for the indicators used in the cost and benefit section, 'Construction Period', 'Disaster Occurrence', 'Waste Generation', and 'Greenhouse gas Emission', which reflect the technical advantages of OSC, were derived. In addition, a scenario analysis was conducted based on actual apartment housing case data for the presented economic analysis indicators and benefit calculation standards. The level of benefit that offsets the difference between the existing RC construction method and the construction cost was reviewed. In future studies, it will be necessary to conduct additional case studies to apply the measurement criteria for detailed indicators and supplement the benefit indicators.

Habitat Selection and Management of the Leopard Cat(Prionailurus bengalensis) in a Rural Area of Korea (농촌지역 삵(Prionailurus bengalensis)의 서식지 선택과 관리방안)

  • The objectives of this paper were to investigate home range, habitat selection, and threat factors of leopard cats (Prionailurus bengalensis) living in rural area of Korea. The results based on radio tracking of three leopard cats (two males and one female) can be summarized as follows. First, the average home range of leopard cats were $2.64{\pm}1.99km^2$ (Kernel 95) and $3.69{\pm}1.34km^2$ (MCP 100), and the average size of core areas was $0.64{\pm}0.47km^2$ (Kernel 50). The home range of a male leopard cat that radio-tracked in winter was the largest ($5.19km^2$, MCP 100). Second, the Johnson's habitat selection model based on the Jacobs index showed that leopard cats preferred meadows and paddy fields avoiding forest covers at the second level, whereas they preferred meadows adjacent to streams and avoided paddy fields at the third level. Finally, roadkill could be prime threat factor for the cat population. Therefore, habitats dominated by paddy fields, stream corridors with paved roads, and human settlements with insufficient forest patches could threaten the long-term viability of leopard cat populations. Thus the habitat managements for the leopard cat conservation should focus on the prevention of road-kill and the installation of wildlife passages in rural highways adjacent to stream corridors.

Feasibility of the Crowd Funding Platforms for Start-Ups: With Focus on Information Goods (크라우드 펀딩 플랫폼의 벤처창업 활용에 관한 연구: 정보재(Information Goods)를 중심으로)

  • This study attempts to review the theories and related literatures on crowd funding and build the framework to understand the core concepts of crowd funding. In addition, I explore the applicability of crowd funding platforms for start-ups. For this purpose, I analyze the framework based on the life cycles of projects on crowd funding with the components of stake-holders. Furthermore, I review the results of previous outstanding literature on pros and cons of crowd funding to identify the applicability of crowd funding for start-ups. The results show that the use of crowd funding platform alleviates the risks involved with the information goods which occupy major portion of the projects listed on crowd funding have unique cost structure with high fixed cost and very low variable cost. Consequently, crowd funding is identified as a platform for start-ups of information goods by leveraging the wisdom of crowd. However, crowd funding may not work as an effective platform for start-ups if group thinking emerges. The study provides an implication that it provides a framework for understanding crowd funding and its applicability for start-ups, which can support government's policy for creative economy. Additional empirical research analyzing the data on the projects listed on crowd funding platforms in Korea will be performed in the succeeding study.

A Study on Regulation Improvement of Local Ventilation System (국소배기장치의 규제개선에 관한 연구)

  • Anyone who wants to install local ventilation system must obtain a permission from the Ministry of Employment and Labor even if he has permission from the Ministry of Environment. This is because not only the Atmospheric Environmental Protection Act, but also the manufacturing industry's hazardous risk prevention plan under Article 48 Clause 2 of the Industrial Safety and Health Act is to be submitted by 15 days before the construction. Under the current Environmental Protection Act, the Ministry of Environment regulates only the emission of pollutants from local exhaust ventilation systems into the atmosphere and the contents of workers' safety and health within industrial sites are managed by the Ministry of Employment and Labor. Even with the approval of the Ministry of Environment, the number of unsuccessful cases by the Ministry of Employment and Labor has increased, causing a growing discontent among the sites due to production delays and additional costs of improvement. In addition, local exhaust systems that are at greater risk of fire explosion have increased the risk of severe industrial accidents due to fire explosion. This is due to insufficient design of air volume, control speed, return speed, duct size, and risk of fire explosion. This is because the criteria and procedures for approval of local exhaust ventilation systems are similar, but the Industrial Safety and Health Act adds additional screening items for safety and safety of workers and fire and explosion. In this study, the Environment Ministry and the Employment and Labor Ministry seek to find a reasonable way to operate the system by comparing local exhaust ventilation system installation approval standards.

교통량에 따른 배기가스량 산정에 관한 연구 -교차로를 중심으로-

  • 현재 서울은 교통사고문제, 교통혼잡문제와 자동차로부터 배출되는 유해가스에 의한 대기환경오염문제를 갖고 있다. 본 논문의 목적은 대기환경오염을 악화시키는 자동차의 주된 배출오염가스인 일산화탄소, 탄화수소 및 질소화합물량을 교차로 교통량을 중심으로 어떻게 계산하는가에 있다. 연구의 대상지역은 서울시의 송파구 교차로들과 도심지역의 링크들을 선택하였다. 그리고 교통량, 지체시간, 링크길이, 정지회수, 운행속도, 주행속도 등을 고려하여, 제작차 배출가스 허용기준, 총량기준, 불량차 기준, 속도기준 등에 의한 계수산정 및 TRAF-NETSIM에 의한 시뮬레이션을 통하여 일정 도로상의 제한된 범위내의 배출량 산출을 시도하였다. 본 연구의 결과에 의하면 첫째, 어느 방법이든 실제배출량의 정확한 값을 표현 할 수는 없는 것이고, 단지 상대적인 비교에 의하면 배출가스량의 수준을 추정 할 수 있었다. 또한, 시뮬레이션 배출율표를 우리 현실에 맞는 자료에 의해 수정할 수 있다면, 그 결과는 실제량에 보다 근접할 수 있을 것이다. 둘째, 서울도로의 현재 혼잡상태에서 속도의 저감에 배출량이 민감한 반응을 보이고 있다는 사실이다. 셋째, 교통량변화에 따른 배출량의 변화가 일산화탄소에서 가장 심하게 나타남을 알 수 있었고, 신호운영상의 옵셋값이 잘못 설정되면 탄화수소는 35%, 일산화탄소는 40%, 질소산화물은 75%까지 초과발생할 수 있으며, 유해배출가스량을 최소화시키는 측면에서의 신호최적화를 위해서는 현재의 Stop Penalty는 상향 조정되어야 함이 밝혀졌다. 앞으로는 자동차로 인한 대기환경오염 농도의 저감을 위해서는 도로별 자동차 유해가스 배출 총량규제 방안도 고려해 볼 가치가 있으며, 이를 위해 환경공학과 교통공학의 다학제적 공동연구가 지속적으로 필요하며 교통정책에 반영되어야 할 것이다.분석, 리용수 학모형대이십일세기상해항공운량진행예측, 제출발전상해항공운수적전 략목표급발전중점. 예측2020년 상해항공항총객운탄토량4300만인/년, 화운량달120만돈; 2050년객운량장달18150만인차/년, 화운량518만돈. 사, 발전상해민항기출경제정책, 제출위료$\ll$진흥상해, 개발포동, 복무전국, 면향세계$\gg$ 화도이십일세기중기국민경제달도중등발달국가수 평굉관전략목표적실현, 제료필수재지도사상상파교통운수진정방도전략 산업지위, 환응재관리체제상채취과단유효적개혁조시, 재기출경제정책 상급여대력부지. 오, 전략목표, 위파상해건설성위태평양서안최대적경제, 김융, 무역적중심, 요구상해항공항성위화동지구통향세계각지항선망출발참, 구성대외개방선면축심, 실현국제항선적함접화국내항반적전항, 형성다축심복사식항선망; 가강기장건설, 개피포동제이국제기장건설, 괄응포동개발경제발전적수요. 부화개시일은 각 5월 26일과 5월 22일이었다. 11. 6월 중순에 애벌레를 대상으로 처리한 Phenthoate EC가 96.38%의 방제가로 약효가 가장 우수하였고 3월중순 및 4월중순 월동후 암컷을 대상으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다..   • Road facility has the high possibility of being damaged or destroyed due to continuous pass of the vehicles, overloaded vehicles, traffic accidents and so on and stormwater manhole, sewerage manhole that are installed on the road may cause the functional degradation in case of periodic pavement of the road. So management through establishing DB of road facility and efficient updating plan are required. Thus, this study used DGPS camera for efficient establishment and improvement of road facility DB. Applicability of DGPS camera could be suggested by satisfying the allowable accuracy required for establishing DB of road facility through the comparative analysis with the result of establishment of existing road facility DB and the process of DB establishment by existing total solution could be improved through process analysis. And the existing DB of road facility was improved so that the present conditions of surrounding topography and road facility can be grasped by developing the module that can add the images of road facility to digital map and Google Earth-based KML Builder. It is expected that road facility service that provides various information can be available if the spatial data of each local self-governing body and study of automation that utilizes DGPS camera images are accomplished hereafter.

Analysis of Impacts of Aggressive Driving Events on Traffic Stream Using Driving and Traffic Simulations (주행 및 교통 시뮬레이션을 이용한 공격운전이 교통류에 미치는 영향 분석)

  • Aggressive driving leads to a greater crash potential because it threatens surrounding vehicles. This study conducted traffic simulation experiments using driving behavior data obtained from multi-agent driving simulations. VISSIM traffic simulator and surrogate safety assessment model (SSAM) were used to identify the impacts of aggressive driving on traffic stream in terms of safety and operational efficiency. Market penetration rates (MPR) of aggressive driving vehicle, coupled with various traffic conditions, were taken into consideration in analyzing the impacts. As expected, it was identified that aggressive driving vehicles tended to deteriorate the traffic safety performance. From the perspective of operational efficiency, interesting results were observable. Under level of service (LOS) A, B, and C, it was observed that the average travel speed increased with greater MPRs. Conversely, the average travel speed decreased with under LOS D and E conditions. The outcome of this study would be effectively used for developing safety-related policies for reducing aggressive driving behavior.

  • The international convention on standards of training, certification and watch-keeping for seafarers, 1978(1978 STCW convention) has been established as a minimum standard and competence of seafarers, and contributed to reduce marine accidents caused by human errors. The convention has been partly amended several times according to environmental change of ship's operation and there were comprehensive revisions in so called 1995 amended STCW convention. In these years, ships are in tendency of increasing size and speed, and also adopted high technologies. These kinds of changes brought STW sub-committee up for discussions to modify the convention to cope with new environments from the year of 2006. As the result, major amendaments to STCW convention have been adopted at a diplomatic conference in Manila, Philippine in June 2010, thereby new global standards will be in force to train and certify seafarers to operate technologically advanced ships before long. This paper is to introduce major amendaments such as ship's security, ECDIS and leadership etc. in this Manila amendments and to clarify some articles to be adopted in programs for education and training of seafarers in Korea.

  • The reason of source for a tragic death by the occurrence of an event is $\ulcorner$unobservant of safety rule,$\lrcorner$ $\ulcorner$negligence of staff,$\lrcorner$ $\ulcorner$deficiency of responsibility$\lrcorner$ and $\ulcorner$deficiency of safety value$\lrcorner$ and for certain reason that is insufficiency of space for safety education also think little of a people, unobservant of safety rule, selfishness and so on. It makes new and specific plan that is simulation room before I compare the inside and outside of the country for a nation the reform of consciousness. Next, go ahead with a plan for about safety-simulation room. The Government can support to plan if it make a proposal to center of Government. It should be make a people of safety system, and it build the safety-simulation room $1{\sim}2$ in the city or county. And, the city cannot build the big safety-simulation room the reason are size of building and money. Accordingly, it will be make a system and installation for different type of safety-simulation room for about calamity, disaster and different type of accident in Korea. It must be build the building of space that should be make a space of knowledge and information by many books and media, develop of education program from life-safety.

The Flora of Mt. Gakhwasan Adjacent to the Baekdudaegan (백두대간에 인접한 각화산 일대의 식물 분포 연구)

  • 경상북도 봉화군에 위치한 각화산(1,177m)은 태백산맥에서 소백산맥으로 갈라지는 기점을 이루는 산으로 구령산, 청옥산, 옥석산 등과 함께 백두대간 일대의 중요한 산으로 인식된다. 특히 각화산은 조선왕조실록을 보관했던 태백산 사고지터(사적 제 348호)를 품고 있는 역사적인 장소이기도 하다. 본 연구는 각화산 일대 관속식물의 분포상을 파악하고자 2017년 5월부터 2018년 9월까지 진행되었다. 연구 결과 조사지 내 관속식물은 92과 291속 413종 4아종 38변종 6품종으로 총 461분류군이 확인되었다. 이는 경상북도 관속식물 1,684분류군(Korea National Arboretum, 2016)의 27.4%, 한반도 관속식물 4,499분류군(Korea National Arboretum, 2018; Http://www.nature.go.kr/kpni/)의 10.2%에 해당되는 것으로 분석되었다. 각화산 일대의 주요 식물 가운데 한국특산식물은 12분류군(할미밀망, 진범, 처녀치마, 지리대사초 등)이 확인되었고, 산림청 지정 희귀식물은 VU등급(꼬리진달래, 노랑무늬붓꽃) 2분류군, LC등급(너도바람꽃, 쥐방울덩굴, 도깨비부채) 3분류군으로 총 5분류군의 희귀식물이 분포하는 것으로 조사되었다. 또한, 식물구계학적 특정식물 IV등급 5분류군, III등급 13분류군, II등급 21분류군, I 등급 25분류군이 확인되었고, 외래식물은 총 24분류군으로 도시화지수(%) 6.8%, 귀화율은 5.2%에 해당되는 것으로 분석되었다. 조사된 식물의 유용성 분석 결과, 식용식물 348분류군(75.5%), 섬유용식물 1분류군(0.2%), 약용식물 기분류군(15.4%), 관상용식물 18분류군(3.9%), 목초용식물 102분류군(22.1%) 목재용식물 14분류군(3.0%) 등으로 확인되었다. 본 연구 결과물은 각화산의 식물 현황을 제시함과 동시에 생태축으로 연결된 백두대간 일대의 효율적인 관리 및 보전 방안을 마련하기 위한 기초자료로 활용 될 것이라 기대한다.
