The 9.11 demonstrated that terrorist attack could be more serious problem than the war in our modern life. No countries in the world have evaded being a target for terrorists today. As well as South Korea, the whole world must share attentions and responsibilities for fighting against the terrorism. Since the international terrorist groups have expanded their targets from Western countries to Koreans, civilian hostages are no longer other's affair; it became a serious threat to public. Increased Korean investment, trade, missionary, and travel overseas also expanded activity regions worldwide. It also result increased terrorist threats and possible abduction. The number of kidnapping crisis has increased since the terrorists use it as an effective method of sending a message. Piracy refers to a broad range of violent acts at sea, and has traditionally been regarded as common enemies. Piracy constitutes a great threat to the security of navigation as well as to the safety of vessels and crews. Lessons from hostage issues such as Korean hostage crisis in Somalia and Afghanistan show that it can cause criticism on moral issues if armed rescue missions fail or hostages are killed, so the governments and related corporations try to solve it by paying ransom. Terrorists and use these advantages in order to put a huge pressure on the governments. In this study we will look at essential characteristics and types of hostage abductions and recognition of national safety, lessons and solutions to previous Korean hostage cases in overseas. At the same time, it provides a guidelines of the direction in the fighting against terrorist groups and Piracy.

The government and companies build a DDoS correspondence system hastily to protect assets from cyber threats. It has become more and more intelligent and advanced such as DDoS attack. However, when outbreaks of the social incidents such as 7.7 DDoS attack(2009.7.7) or cases of the direct damage occurred, information security systems(ISS) only become the issue in the short term. As usual, sustained investment about ISS is a negative recognition. Since the characteristic of ISS is hard to recognize the effectiveness of them before incidents occurs. Also, results of incidents occurred classify attack and detection. Detailed and objective measurement criterion to measure effectiveness and efficiency of ISS is not existed. Recently, it is progress that evaluation and certification about for the information security management system(ISMS). Since these works propose only a general guideline, it is difficult to utilize as a result of ISMS improvement for organization. Therefore, this paper proposes a framework to develop main criteria by a correspondence strategy and process. It is able to detailed and objective measurements.

As the numbers of various cyber-crimes have sharply increased, the importance of securing information has also been emphasized. Despite the government's constant efforts to solve the issue, they hardly work in practice, and cases related to information security are still on the rise. This study investigates the reasons for the discrepancy that occurs when a solution is put to action. The research analyzes the recent shift in the administrative system with regard to information security and officials' awareness of the shift, focusing on members of local government. The results of the study confirm a steady attempt including changes in institutions at the level of the central government. However, there is still a lack of personnel and budget support at the local government level as well as not much change in the awareness of information security.

A participating civilian in the policing is become very important issue and strongly encouraged since variety and intelligent crimes have occurred. Moreover, necessity of invigorates of Problem-Oriented Policing has been emphasized in Korea because the effects of the Problem-Oriented Policing in the Case-Oriented Policing had been proved. Lastly, practical use of the Third Party Policing (TPP) is a main purpose to deal with spreading of the Gated community, which controls the outside. To utilizing the Third Party Policing in Korea, several solutions are suggested such as making the manual of operation process, organizing task force team for TPP (the Third Party Policing), changing the sense of civilian and police organization and realistic way to motivating.

본 논문에서는 유아보호를 위한 차량용 스마트 알림 시스템을 설치해야 한다는 것을 제안한다. 여름철 유아들이 차량에 갇혀 숨지는 안타까운 사건이 빈번히 일어났다. 현행 도로교통법에서는 어린이 통학버스를 운전하는 사람은 운행을 마친 후 어린이나 영유아가 모두 하차했는지를 확인 하도록 규정하고 있고 통학차량에 일정 인원 이상의 유아들이 탑승하면 통솔인원교사가 등.하교 길에 동행하도록 의무화 되어 있다. 그럼에도 불구하고 여전히 통학차량에 유아들이 방치되어 사망하는 사건사고가 일어나고 있다. 외국에는 챠량 내부의 모든 버튼을 인식 하여야 차량의 시동이 멈추게 된다. 하지만 유아를 차량에 두고 나오는 사고가 났다. 차량용 스마트 알림 시스템은 기존 버스 내부에 RF카드를 인식하면 유아의 학부모에게 문자가 전송되게 되며 차량 어디에 위치하였는지 표시가 되게 된다. 이로인해 차량에 유아를 두고 내리는 일이 없게 되며 유아가 차량을 언제 탑승하였는지 확인할 수 있게 된다.

Documenting environmental conflicts will be a priority target for documenting localities, because those conflicts are critical events that make intensive 'place experiences' of local residents. This study is to design a narrative structure for documenting conflicts in the process of Transmission Towers Construction in Miryang. This study begins with analysing the characteristics of environmental conflicts, and draws a conflicts documentation model including basic rules, narrative structure and development process. Basic rules are set up as mixed documentation of memory and evidence, application of 'frame', and dynamic description. Based on the rules, this study suggests a dynamic and open narrative framework adopting the metadata model of ISO 23081. This model is applied to documenting Transmission Towers Construction Conflicts in Mi-ryang. The full narrative and 'frame' of the conflicts are set after analysing development and issues of the conflicts, stakeholder, and properties of each conflict problem. Records descriptions are related to the context(each event occurred in the conflicting conditions, mandates, and stakeholder) descriptions to make multiple narratives in digital environments. Event description contains elements for articulating the 'frame' of each party of the conflict. The merits of this model are; i) to accumulate the adequate context information systematically by adopting dynamic narrative model, and ii) to acquire the new items and connect them to related items easily and consistently through multi-entity description. This documentation model of environmental conflicts may support to shape the collective memory of community, and to achieve good governance by managing conflicts in the process of locating non-preferred facilities with due regard to values and perceptions of residents and communities.

자동차 번호판 인식은 대중적인 감시 기술 중의 한 종류로서, 주어진 비디오나 영상 내 광학문자 인식을 수반한다. 고속도로나 국도 상에 과속 단속 시스템, 재형 건물이나 유통센서 및 주차장 등에서 주차 정산 시스템, 고속도로 톨 게이트에서 hi-pass 에러 및 불법 도주 차량 잔속 시스템, 전국 주요 도로 불법 주 정차 단속 시스템, 공공기관, 기업 출퇴근 시간 확인 및 외부 차양 안내 시스템 등의 지능형 교통 시스템(ITS)이나 국도 상에 범위 차량 검거 시스템, 사건 발생 시 주요 도로상에 설치된 CCTV를 통해 용의 차량 이동 추적 시스템, 이동식 범죄 차량 조회, 버스에 탑재된 버스 전용차선 위반 단속들의 지능형 방범 시스템 등에 활용하고 있다. 번호판 인식은 자동차 번호판 국부화, 번호판의 크기, 차원, 명암대비, 밝기를 조정하는 정규화, 개별문자를 얻어내는 문자 분할, 문자를 인식하는 광학 문자 인식, 번호판의 형태, 크기, 위치 들이 연도별, 지역별로 차이가 있는 번호판들의 데이터베이스를 비교하여 구문 분석을 하는 절차를 거친다. 본 논문에서는 EmguCV를 이용하여 구현한 번호판 감지를 수행하여 위치를 찾아내고, 오픈 소스 광학 문자 인식 엔진으로 잘 알려져 있는 테서렉트 OCR을 이용하여 번호판의 문자를 인식하는 자동 인식 프로그램을 구현하고 기술하였다.

사건 발생 후의 대응이 아닌 영상 분석을 통해 실시간으로 위협 상황에 대응할 수 있는 지능형 영상 보안 기술이 매우 중요한 이슈가 되고 있다. 본 논문에서는 지능형 영상 보안에 사용할 수 있는 실시간 얼굴 인식 및 추적 기법을 제안한다. 사람의 정면 얼굴 영상을 ASM(Active Shape Model) 알고리즘을 이용하여 정규화 시키고 Gabor Wavelet Filter를 이용하여 얼굴 고유 특징 벡터를 추출하여 인식에 사용하였다. 인식이 완료된 얼굴은 Camshift와 Kalman Filter를 이용하여 카메라 감시 영역에서 벗어날 때까지 강건한 추적을 통하여 관리자가 실시간으로 확인 및 대응할 수 있게 하였다.

디지털 영상기기의 발달과 함께 디지털 영상은 우리의 생활의 일부가 되었다. 이러한 디지털 영상이 생활의 일부가 되면서 범죄자들은 범죄현장의 흔적을 디지털 영상으로 저장하기도 하며, 디지털 영상으로 저장된 CCTV를 통하여 범죄의 현장을 재현하기도 한다[5][6]. 이러한 디지털 영상은 사건을 해결하는데 중요한 역할을 하기에 사건을 수사하는데 있어 수집하여야 할 중요한 대상중의 하나이다. 이러한 디지털 영상은 하나의 분석대상에 다수의 파일로 존재할 수 있으며, 이러한 다수의 디지털 영상 속에서 사건 해결에 도움을 줄 수 있는 중요한 영상을 구분하기 위해서는 많은 시간과 인력이 필요하다. 따라서 다수의 영상 증거물을 디지털 영상 포렌식의 한 분야인 디지털 영상 분류기법을 통하여 수사의 편리함과 정확성을 향상시켜야 할 필요가 있다. 하지만 디지털 영상의 수사를 돕기 위한 디지털 영상의 분류기법은 디지털 영상 포렌식의 영역 중에서 연구가 이루어져 있지 않은 영역중의 하나이며, 연구가 진행되고 있는 방식도 국내가 아닌 국외의 법과 수사 환경을 중심으로 연구되어지고 있다. 따라서 국내의 법과 수사 환경에 적용할 수 있는 디지털 영상 분류기법에 대하여 연구할 필요성이 있다. 이에 대해 본 논문에서는 디지털 영상 포렌식 중 하나의 분야인 디지털 영상 분류기법의 연구현황을 확인하며, 디지털 영상 분류기법의 필요성에 대하여 설명하도록 하겠다.

The notions of conditional probability and independence are fundamental to all aspects of probabilistic reasoning. Several previous studies identified some misconceptions in students' thinking in conditional probability. However, they have not analyzed enough the nature of conditional probability. The purpose of this study was to analyze conditional probability and students' knowledge on conditional probability. First, we analyzed the conditional probability from mathematical, historico-genetic, psychological, epistemological points of view, and identified the essential aspects of the conditional probability. Second, we investigated the high school students' and undergraduate students' thinking m conditional probability and independence. The results showed that the students have some misconceptions and difficulties to solve some tasks with regard to conditional probability. Based on these analysis, the characteristics of reasoning about conditional probability are investigated and some suggestions are elicited.
