Why the Korea National Assembly shows often limping in its operations despite the introduction of various democratic legislative rules? Regarding the question, this article pays attention to the institutionalization of legislative rules and political saliency of bills, and analyzes the Constitutional Court's law reports. According to the analysis, the National Assembly goes on smoothly when dealing with the bills with low political saliency, but shows anomaly in its operation when dealing with the bills with high political saliency. This indicates that the institutionalization of the legislative rules is relatively low. The low level of the institutionalization is derived fundamentally from a distinguishing characteristic of the power structure in which political power is too much concentrated on the president. Within the power structure, the ruling party has to play the role of protecting and advocating the president, whereas the opposition parties become actors criticizing and checking the president. Consequently, the parliamentary decision-making processes have been dominated by the political strifes between the ruling and opposition parties, often producing limping operations of the National Assembly and delayed institutionalization of the legislative rules.

현재 청원경찰과 민간경비 운용에 있어 가장 문제시 되고 있는 것은 국가중요시설 등에 있어서의 청원경찰에 의한 경비와 민간경비가 동시에 실시되는 경우이다. 본 발표에서는 청원경찰과 민간경비의 이원적 운용체제에서 오는 문제점을 제기해 봄으로써 그 비효율성을 지적하고 논의함으로서 양 제도의 통합 내지 단일화를 위한 논의의 전제 조건이 된다는 점에서 그 의의가 있다. 발표자는 다음의 제언을 통해 민간경비업의 건전육성을 위한 검토과제로서 논의를 전개하고자 한다. 첫째, 사건 발생시 신속하고 책임있는 대응조치를 취할 수 있는 실질적인 지휘 및 감독이 행해져야 한다. 둘째, 비용의 경제성, 배치의 신속성, 관리의 용이성에 따른 배치와 비용이 이루어져야 한다, 셋째, 이원적법적지위로 인한 신분상의 갈등은 제고되어야 한다. 넷째, 민간경비와 청원경찰간의 무기휴대의 법적 문제는 제고되어야 한다.

The purpose of this study was to empirically investigate the emotional dynamics among sport issues, social structure changes and collective behaviors with time-series analysis. For the purpose, the doping scandal of Tae-Hwan Park was chosen and simplified into 10 episodes. And replies and articles on them were analysed by time-series analysis. As the conclusions, first, there was a clear causal relationship between sport issue and sport emotion. Second, sport emotion was a social being which interacting with social process. Third, the sport emotional dynamics was confirmed. With this study, the sport emotion dynamics was empirically verified, but more statistical approaches would be needed for stronger evidences.

The third national curriculum had the characteristics to establish guidelines in history textbooks with the basic direction to implement the charter of national Education. At that time, the object of the history education was 'the harmony with the development of the individuals and national development' which was the same that the authorized government aimed at. But the characters and the purpose were repeated without any criticism. Since the third national curriculum was presented in Korean education, the aims of education proposed the 'Korean style democracy'. Essential aims of education are more important than any political issues because academic research is not reflected on nationalism. This trend which is flowing in the education of Korea was strengthened through the education authorities in the statements of 'Deployment of the Governing' or 'guidelines': Especially, the idea and the history education. Despite the curriculum has been amended several times, these problems are not to be gotten rid of. The recently revised curriculum guidelines for history textbook description should improve and find the way to develope the history thinking of students.

The image that reflects the lapse of time can only take the form of segmentation originally. All of the fixation status in an image is shown to us as the form of division(segmentation) whether it is the form of two dimensional paintings or three dimensional sculptures, but not the form of video monitors. This kind of method was extremely developed in the cartoon field. Therefore, the cartoon evolves the subjects of events and finds the worth and meaning through the arrangement of cuts. Also, Animation inquires into the principles of attaching the media continuously. The media is represented in the segmentation according to the lapse of time and I tend to analyze the origination of cartoon formation. Consequently, I tired to find the examples of the prehistoric cuts and forms, the divisions of fragmented cartoon stripes, and the cuts and forms which are composed of narrative and descriptive styles of arrangement, and finally can certify and validate them. In summary, the sections and divisions of the variable kinds of cuts and frames for the expression of the time were corroborated. The potentials of the space usage and the diversity of the cartoon formation were also founded and illustrated to suggest the broader stands of cartoon.

Just after decolonization in 1945, there was no basic research in Korea representing only 12 PhD's and about 300 college graduates of science and technology areas. Now, the symbols of basic scientific research have been developed to 66,000 university researchers in science and technology area and 36,000 SCI papers. The government can be credited as playing the most important role in such development, but there are no studies about what are the process and details of the policies. 1his paper examines the flow of major events in the basic scientific research through government policies suggesting a chronological table. The selection and checking of each event were supported by two other experts besides two authors. We divide policies for basic scientific research with policy infrastructure, administration system, and policy subject. Policy subject is further divided into research environment, research infrastructure, and human resources. The results are threefold. We show that basic scientific research has progressed over 5 stages of development, and 15 significant incidents has occurred. Also, major events were done not solely by the government, but also the requests by researchers. Scientific society has continually put the impetus on the government.

This study examines how news media covers Jang Ja-Yeon's scandal through analyzing texts and images about Jang Ja-Yeon described in SBS (Seoul Broadcasting System) Eight O'clock News. The study found that the news stories mainly covered lasciviously Jang Ja-Yeon's entertaining service, sexual service, other actresses who were forced to provide entertaining service, a list of people who forced her to serve, death, and vengeance. In addition, Jang Ja-Yeon in the news stories were described as "unknown actress," and she was located into low class and entertained the men in power. The analysis implicated that the body image of actress reflects a merchandize in the news media, and the news media used Ja-Yeon Jang's body image for news value which represents the society of reification, hierarchical and masculine society.

The interaction property of digital media have changed traditional storytelling into a new concept, digital-storytelling, which has been widely accepted. Nowadays open-ended game storytelling, which different from story design of movie or animation, is chosen for the development of RPG. It can make infinite stories according to player character's decision. In this paper, we propose a game storytelling structure focused on the characters for RPG, and analyze how characters designed with various story-values interact with background stories and events in the cyber game world through case studies. This research is necessary to design predictable game mechanics and provide methods to control game play in case of special-purpose game.

This study has attempted to explore the way to construct the reality and its implication of the narrative elements in TV Audition Reality Show. According to the study results, first of all, two audition reality show has added the special tasks to characters based on the competition and has developed the dramatic events sequentially. And they has suggested the course of way between survival and fail, that is, inclusion and exclusion. As that results, audiences has be immersed in the process of the justification of the star(hero) myth and the dealings of musical elements to see dramatized show of narrative. And they knew audition reality show as non-real fiction, so they enjoyed the pleasure spontaneously. These means that the empowered media reproduced the illusion like star(hero) with the purpose of the commercial and political aim and one of the ideology to acquiesce in the appropriateness of the competition.
