An Analysis of the Poverty Reduction Effect of Social Security Benefits in Korea (사회보장급여의 빈곤완화효과 분석)

  • Using 2006~2015 Korean Welfare Panel Survey data, this study analyzed the poverty reduction effects of social security benefits. The results show that social security benefits have substantial impacts on reducing the poverty gap. National Basic Livelihood Security, public pensions, and Basic Pension have relatively larger poverty reduction effects. Other benefits such as disability benefits, workers' compensation unemployment insurance, and childcare subsidies have much smaller poverty impacts. Two determining factors of the poverty reduction effect are (1)the amount and (2)the poverty reduction efficiency of social security benefits. With the expansion of the social security system in recent years, the poverty reduction efficiency has decreased in general. Due to a greater increase in the amount of benefits, however, the poverty reduction effect has gradually increased. In order to increase the anti-poverty effect of social security, it is important to find ways to improve efficiency while minimizing the disadvantages of the selectivistic welfare benefits.

Critical Review on Goals of the Basic Pension of Korea : Based on the Empirical Analysis of the Poverty Alleviation Effect of the Basic Pension (빈곤완화 효과를 통해서 본 기초연금의 정책목표 설정)

  • Because of low amounts of pension benefit, the Basic Pension of Korea has played a very limited role in reducing the high poverty rates of the elderly. Based on an empirical analysis of the poverty alleviation effect of alternative pension amounts, this paper shows that although the higher basic pension amounts help to reduce the absolute poverty rate of the elderly, it cannot significantly reduce the relative poverty rates. Authors contends that the main objective of the basic pension should be targeted to combat the absolute poverty level. This paper also argues that in order to reduce the relative poverty level of the elderly, the benefit level of National Pension should also be increased.

Poverty Alleviation Effect for the Old Aged of Public Pension in Advanced Capitalist Countries : a Difference in Difference Approach (선진자본주의국가 공적연금의 노인 빈곤완화효과 : 이중차분접근)

  • There have been many studies on the relationship between welfare states and the poverty. Yet, only a few studies have been addressed the poverty alleviation effect of public pension using difference in difference(DID). This study aims to analyze poverty alleviation effect for the old aged of public pension in 10 OECD countries using DID considering welfare states regimes. The empirical analyses are based on panel data of individuals aged 50 and over from two sources: SHARE in Europe(wave I~II) and HRS in USA(2004~2006). As a result of simple DID, this study provides evidence that the poverty rate of the old aged who has not been received the pension is increased, while the poverty rate of pensioner is sharply decreased. The anti-poverty effect of public pension using DID is 45.6% which is bigger than that of pre/post approach. The policy impact used by pre/post approach in conservative welfare regime is underestimated while those in liberal and socialist regime are overestimated. In last, GDP growth rate has not significant while public pension contributes to poverty alleviation effects of the old aged. Poverty alleviation effects of public pension are also varied with welfare state regimes. The poverty alleviation effects of public pension in conservative welfare and social democratic welfare state regime are significantly bigger than that in liberal welfare state regime.

Poverty Reduction Effectiveness and Efficiency of Social Security Benefits (사회보장급여의 빈곤완화 효과성 및 효율성)

  • The purpose of this study is to analyze the effectiveness and efficiency of social security benefits to poverty alleviation. To this end, this study analyzed the poverty alleviation effect of public pension, basic pension, child-rearing allowance, disability allowance, basic living security subsidy, EITC, and other government subsidies using 2019 Household Financial Welfare Survey. The analysis results are as follows. First, social security benefits lowered the poverty rate by 6.8%p. Second, in terms of the poverty gap reduction effect, the public pension for the elderly male households, the basic pension for the elderly female householder, and the basic guarantee for the working female householder contributed the most. Finally, in terms of poverty alleviation efficiency, about 33% of social security benefits contribute to narrowing the poverty gap. Social security benefits for female heads of households were found to serve as a function of alleviating poverty gap and for male heads of households to supplement household income. Based on these results, this study suggested the discovery of various poverty states, expansion of basic security for the female elderly, and the connection between the purpose of social security benefits and key targets.

Trends and Causes of Poverty among Urban Wage Earners' Households (도시 근로자 가구의 빈곤 추이(推移)와 원인에 관한 연구: 조세와 이전소득의 빈곤완화효과를 포함하여)

  • The major purpose of this study was to offer a comprehensive analysis of the changing trends and causes of poverty among urban wage earners' households from 1995 to 2005. In order to do that, this study used the micro data of "Income and Expenditure Survey of Urban Households" by the National Statistical Office(NSO) and GEE(Generalized estimating equation) regression model which is know as an appropriate method for the longitudinal and clustering data. The results show that (1) the numbers of poverty rate and poverty gap in recent years are even getting seriously worse than those in the IMF crisis. (2) Main characteristics of poor are female headed, old aged, low educated households, and having atypical working position. (3) Major determinants of poverty are also related to the variables as mentioned the above. (4) However, poverty reduction effect of public transfer increased preferably in recent years.

An Analysis of the Impact of Social Assistance Benefits on Poverty Reduction in Korea and the UK (한국과 영국 공공부조제도의 빈곤완화 효과에 관한 연구)

  • This paper analyzes the relationship between social assistance and poverty in Korea. Social assistance in Korea which had a Poor Law tradition for about forty years, was finally reformed and a new general assistance scheme designed to protect fundamental human rights, was established in 1999. Are the means-tested social assistance benefits effective in protecting the poor from hardship? How effectively do the means-tested benefits reduce poverty? To assess the effects of the means-tested social assistance benefits in Korea on poverty reduction, the study uses household data from the National Basic Livelihood Security Programme Review Board (NRB). Moreover, to obtain a comparative perspective, a British dataset the Family Resources Survey (FRS) is assessed. The incidence and the intensity of poverty for a range of household types are analyzed before and after social assistance benefits for both countries. The results of the analysis show the Korean social assistance benefits do not radically alleviate poverty, although recipients' income positions are improved after social assistance transfers. Compared to Korea, Britain achieved marked success of means-tested social assistance benefits with a high degree of effectiveness, especially among the extreme and the severe poverty brackets, while there are variations between different household types regarding the incidence and the intensity of poverty before and after transfer.

A Study on the Factors of the Income Maintenance Influencing Elderly Poverty : Focusing on Comparing Working Status Groups (노후소득보장제도의 노인 빈곤 영향요인에 관한 연구: 근로여부별 비교)

  • The purpose of this study is to analyze the factors influencing poverty in the elderly under the income maintenance, focusing on labor. Accordingly, a Panel Logit Analysis was conducted based on the 7th to 16th data of the Korean Welfare Panel. The analysis results are as follows. First, even if demographic, economic, and health variables affecting elderly poverty are controlled, National Pension and Special Occupational Pension among the income maintenance are negatively related to elderly poverty. On the other hand, it was found that the amount of Basic Pension and National Basic Living Security were positively related to poverty for the elderly. Second, it was found that if the elderly receiving national basic living security work, there is a high possibility of poverty. This raises the need to restructuring the Basic Pension, and suggests that it is necessary to combine the National Basic Living Security with the elderly job policy. Finally, in order to alleviate overall elderly poverty, it is suggested to rebuild the multi-pillar old-age income security system, including Basic Pension and Retirement Pension.

Changing Trends of Income Packaging and Income Distribution : 1996-2002 (도시 근로자가구의 소득원 구성과 분배구조의 변화 : 1996-2002)

  • The purpose of this study was to offer a comprehensive analysis of the changing trends of the Korean income packaging, poverty rate, and level of income inequality from 1996 to 2002. In order to do that, this study used the micro-data of "Income and Expenditure Survey of Urban Households" by the National Statistical Office(NSO). Major results were as follows: (1) A ratio of public transfer in family income packaging increased at the DJ administration. (2) Poverty rate and Gini coefficient, which were 7.8% and 0.29 in 1996, rose to $8.8{\sim}10.4%$ and $0.30{\sim}0.34$ respectively during the year of 1998-2002. (3) However, poverty reduction effect and income inequality reduction effect of public income transfer increased preferably at the DJ administration. Those effects increased more since the enactment of National Basic Livelihood Security in 2000. Therefore, government should provide more national welfare programs to reduce the poverty rate and to improve better structure of income distribution.
