Cyber terrorism has lately aimed at major domestic financial institutions and broadcasters. A large number of PCs have been infected, so normal service is difficult. As a result, the monetary damage was reported to be very high. It is important to recognize the importance of big data. But security and privacy efforts for big data is at a relatively low level, therefore the marketing offort is very active. This study concerns the analysis of Big Data industry and Big data security threats that are intelligent and the changes in defense technology. Big data, security countermeasures for the future are also presented.

In recent years, the rapid diffusion of smart devices and growth of internet usage and social media has led to a constant production of huge amount of valuable data set that includes personal information, buying patterns, location information and other things. IT and Production Infrastructure has also started to produce its own data with the vitalization of M2M (Machine-to-Machine) and IoT (Internet of Things). This analysis study researches the applicable effects of Structured and Unstructured Big Data in various business circumstances, and purposes to find out the value creation method for a corporation through the Structured and Unstructured Big Data case studies. The result demonstrates that corporations looking for the optimized big data utilization plan could maximize their creative values by utilizing Unstructured and Structured Big Data generated interior and exterior of corporations.

Recently many countries have established open government data platforms to disclose government or government controlled entities-owned data that can be freely used, reused and redistributed by anyone. Open government data can help you to make better decisions in your own life, or enable you to be more active in society. Open data is also making government more effective and transparent, which ultimately also reduces costs. This paper explains the open data concepts and circumstances in Korea, and also suggests detailed invigorating strategies such as data quality policy, data unification and standardization policy, open data service platform, and integrated support plan of big data and open government data.

Interest in the transition to MyData beyond the use of personal data is high worldwide. In order for the ideology of MyData to be realized, various useful MyData services would be developed in practice. Above all, convergence must be premised for the development of MyData. This study proposed strategies for activating MyData convergence services from four perspectives (BLTS: Business, Legal, Technology, and Social). In particular, the purpose w as to revitalize domestic convergence services by comparing European policies and services, which are the most pioneering in the field of MyData, with the domestic situation. It is expected that this study will provide balanced and progressive ideas in the MyData industry and policies.

There have been a number of legal & policy studies on the affecting factors of big data utilization, but empirical research on the composition factors of personal information regulation or data combination, which acts as a constraint, has been hardly done due to the lack of relevant statistics. Therefore, this study empirically explores the priority of personal information regulation factors and data combination factors that influence big data utilization through Delphi Analysis. As a result of Delphi analysis, personal information regulation factors include in order of the introduction of pseudonymous information, evidence clarity of personal information de-identification, clarity of data combination regulation, clarity of personal information definition, ease of personal information consent, integration of personal information supervisory authority, consistency among personal information protection acts, adequacy punishment intensity in case of violation of law, and proper penalty level when comparing EU GDPR. Next, data combination factors were examined in order of de-identification of data combination, standardization of combined data, responsibility of data combination, type of data combination institute, data combination experience, and technical value of data combination. These findings provide implications for which policy tasks should be prioritized when designing personal information regulations and data combination policies to utilize big data.

As the incidence and prevalence of dementia increases with our aging population, so does the social burden on our society, which calls for a special emphasis on need for early diagnosis. Thus, efforts are made to prevent dementia and early detection but with current diagnostic measures, these efforts appear futile. As a solution, it is crucial to integrate and standardize healthcare big data and analysis of each index. In order to increase use of large database, the Korea National Assembly passed the Data 3 Act focusing on open-access and sharing of database, but a follow-up legislation is needed a for safer utilization. In this study, we have identified number of foreign of foreign policies through review of prior researches on the topic leading to specific enforcement ordinances tailored to the Data 3 Act for safe access and utilization of database. We also aimed to establish secure process of data collection and disposal as well as governance at the national level to ensure safe utilization of healthcare big data.

As interest increases in health promotion through sports, demand for public sports facilities is steadily growing. However, there is a lack of research on operation and management compared with the supply plan of public sports facility. In this context, the aim of this study is to address problems of management of public sports centers and suggest strategies for vitalizing the facilities through the big-data. The data are collected from web such as news, blog, and cafe for one year in 2015. From the big-data, We can find that the national sports centers and the open gyms showed similar users' behavior but showed different needs. Both facilities have been used as sports and leisure area and have a high percentage of visitors for other purposes such as walking, picnics, etc. However, while the national sports facilities which were used for more specialized programs, the open sports center were used as leisure space.

최근 공공기관의 공공데이터 제공이 활성화 되고 있으며, 이를 활용한 응용서비스에 대한 요구도 증가하고 있는 추세이다. 현재 교통정보예측 플랫폼은 실시간 교통정보 또는 과거 교통정보이력을 분석하여 미래의 교통량이나 도착시간정보를 제공하고 있으나 날씨, 사고 등과 같은 미래 교통정보에 즉각적인 영향을 줄 수 있는 요소를 배제하고 있어 높은 신뢰도를 확보하기 어렵다. 본 논문에서는 교통정보예측에 영향을 주는 요소인 기상, 사고, 교통정보와 같은 공공데이터를 효율적으로 수집 저장 처리할 수 있는 저장방식 및 신뢰도 높은 교통정보를 예측할 수 있는 예측기술이 포함된 b-Traffic 서비스 플랫폼을 제시한다.

This study proposes a smart city service revitalization policy based on communication facility infrastructure in 5G CPS - the core of the 4th industrial revolution, R&D, and related legislations. The 5G CPS is a converged form of ICT technologies, communications facilities, and physical systems. In this study, we propose methods of creating new services for the smart city domain based on communication facilities and the cloud platform in 5G CPS - first, by improving the communication methods classification system based on the facility scale; second, by establishing the national telecommunication facility infrastructure and making long-term investment; third, by reorganizing the Smart City Act aimed at activating new services; and lastly, by expanding the national data analytics R&D and policy support.

This paper analyses technical and economical conditions which activate the use of mobile communication spectrum not to limit the growth of mobile broadband service because of mobile big data traffic and proposes the method which activate the use of mobile communication spectrum. To activate new mobile communication spectrum the expenditure and income of investment should be balanced. The activation of new mobile communication spectrum to process mobile big data traffic depends on technical and economical conditions, internal and external factors of service provider. The investment expenditure is relate to CAPEX, OPEX which is internal factors of service provider and to spectrum price which is external factor of service. The investment income is relate to tariff system which is internal factors of service provider and to spectrum neutrality which is external factor of service provider. The activation of new mobile communication spectrum can be implemented when the investment expenditure and investment income meet the balance including the spectrum price in the investment expenditure and the tariff system which is able to extend network and the income based on traffic increase by external contents in the investment income.
